SPECIAL ALERT: HURRICANE RELIEF EFFORT
Pursuant to Alabama Act No. 2001-956, THE DEPARTMENT OF
CONSERVATION AND NATURAL RESOURCES is soliciting qualifications from A/E firms
to provide engineering, architectural, site and landscape services for the
Weeks Bay Reserve. Weeks Bay Reserve is a site-based center of environmental
education, research, and stewardship facility. The Reserve is part of the Coastal
Section, Alabama State Lands Division. It is located in Baldwin County, Alabama
on US Highway 98, between Fairhope and Foley. The project shall consist of
replacing two waterfront structures destroyed by Hurricane Ivan. The scope of
the work includes preparing the design documents for the construction of the
two new structures, parking renovations and other associated items that may be
necessary to complete this project and others as needed at this facility.
Services required may include full time inspection of this project. Past
performance shall provide adequate information describing the consultant’s
previous experience in designing and developing detailed drawings for coastal
structures. This work will be for the Alabama Department of Conservation and
Natural Resources Lands Division. If you have questions about the scope of the

SPECIAL ALERT: HURRICANE KATRINA RELIEF EFFORT
1. General: Due to Hurricane Katrina damage and possible federal
funding, the Mississippi Military Department desires to advance select firms
for possible design of facilities that have been damaged and are in need of
replacement. The projects are not presently approved; however, funding requests
are being prepared for submittal. No guaranty of a contract award is implied. Actual
award of the A&E contracts is contingent upon funding approval from
National Guard Bureau. A detailed description of the projects is contained in
paragraph 4 of this publication. Some facilities may be combined into one
project. The Mississippi National Guard may elect to site adapt Readiness
Center designs of projects completed in Mississippi or other states. Project

Decatur, MS 2. Submission: Any professional desiring to provide services for
any of these projects should indicate which projects they are interested in and
submit the following: a. Letter of Interest: Written correspondence indicating
your desire to provide the professional services required and the location/s
desired. As a minimum, the following should include: (1) Location of the
primary office or the project manager's office responsible for design of the
project/s. (2) A statement indicating current workload and the ability to
design projects of this nature within extremely stringent timelines. (3) The
amount of A&E fees received in the previous calendar year for all
Federal/State work. Federal is further defined as any project Federally
contracted. State is further defined as any project with a State contract, to
include public/county/school contracts. Figures must be cross-referenced to
projects listed in SF-330. b. Standard Form (SF)-330 A completed SF-330 will be
included with emphasis on Section D (Organizational Chart) listing responsible
persons that will design each discipline of work including the project manager.
Section E Resumes should be complete for each member of the design team.
Projects that provide specialized experience with this type facility or the
National Guard should be highlighted. 3. Selection Criteria: The selection of a
firm/s to provide professional services for these projects will be based on the
firm's qualifications and experience in the following categories/areas and in
the priority listed. a. Recent design experience with National Guard/Federal
Government facilities. b. Specialized Experience Related to Readiness Centers
and Field Maintenance Shops. c. Availability of Key Personnel and Design
Capacity of the Firm. d. Location of Firm's Designing Office to the Project
site. e. Amount of Federal/State A&E Fees received during the last calendar
year. 4. Project: Readiness Centers - Specially designed Readiness Centers of
permanent masonry type construction, brick and concrete block units with
concrete floors, and a standing seam metal roof. A one or two story structure
with mechanical and electrical equipment and pre-wired workstations. Outside
supporting facilities include military and privately owned vehicle parking,
fencing, sidewalks, exterior fire protection, outside lighting, access roads,
detached facility sign, wash platform, fuel storage and dispensing system, and
flagpole. Physical security measures will be incorporated into the design. Cost
effective energy conserving features will be incorporated into design,
including energy management control systems and high efficiency motors,
lighting, and HVAC systems. Field Maintenance Shop - An addition of (4+)
maintenance work bays plus alterations to administrative, personnel, and work
areas, constructed of a pre-engineered metal building consisting of, masonry
block with brick veneer, concrete floors, masonry block partitions with a slope
metal roofing system. Supporting facilities may include military and customer
parking, fencing, sidewalks, outside lighting, and access roads. This facility
will also include a 15 ton overhead lifting device and structural support with
traverse and travel capability over the work bays. Physical security measures
will be incorporated into design. 5. The A&E will be required to provide
complete design services to include soils investigation and topographic
analysis. Supervision and inspection of the actual construction will also be
required. 6. The Mississippi National Guard reserves the right to alter, modify
or otherwise change the selection of firms to accomplish the necessary repair
or replacement designs prior to any contract being signed. It is the policy of
the Mississippi National Guard to utilize the widest array of potential AE
firms consistent with the needs and successful mission accomplishment required
to restore its facilities to fully operational capability. 7. Delivery: All
submissions must be received by the Mississippi Military Department, Facilities
Management office NOT LATER THAN 3:00 P.M., NOVEMBER 23, 2005. FOUR COPIES OF

Solicitation for pending RFQ 7FLA-S6-05-2832 FAR 13.5 purchase as follows:

November 4, 2005 Background: By statute, all newly arrested individuals are
required to have an initial appearance within 24 hours and an arraignment
within 15 days. When Hurricane Katrina hit Orleans Parrish, the court froze the
clock. The court has now advised that on November 14, 2005, the Criminal
Sheriff of Orleans Parrish must be prepared to house 2000 inmates at his
correctional facility in New Orleans. The storm caused the Sheriff to evacuate
all 6,800 inmates from his facilities. The only facility that is currently
operational is the House of Detention, which has an 800 inmate capacity.
Another facility will be operational in the next 10 days and has a capacity of
380. Therefore, the Sheriff requires an additional temporary facility having a
capacity of 800 beds, approximately 40,000 square feet. Requirement: 1. A
temporary, prefabricated structure (approximately 40,000 square feet) is
required to temporarily house minimum to medium security classification
inmates. Multiple structures are acceptable, provided they can be located in
the same asphalt area meeting the 40,000 square foot need. The facility shall
be located on property owned by the Sheriff of New Orleans. Due to the nature
of this property, a facility without a permanent foundation is necessary. A
temporary facility consisting of a tension fabric structure is desired by the
Government to meet requirements. 2. Temporary jail facility shall contain
suitable interior lighting (similar to office lighting), and suitable exterior
lighting (similar to prison exterior lighting). 3. Perimeter fencing shall be
compatible with minimum to medium security classification of inmates. Single
fence with strands of barbed wire on top. 4. The facility requires an
electronic door locking system for each separate facility with one central
control room for entire facility with exterior monitoring entire facility. 5.
Toilet/Shower facilities are required. Laundry facility not required. 6. City
water, electrical power source, and sewer are accessible. Water source provided
within 100 feet of temporary jail facility. 7. Furnishings for inmate lodging
(bedding) provided by Sheriff. 8. The facility must have built in utilities
meeting the building codes and UL requirements applicable to the State of
Louisiana, and all local jurisdictions. The Government will provide the space for
this facility, which will be located in Orleans Parrish, LA. The contractor
shall supply and install facility in its entirety upon delivery. The contractor
shall provide technical assistance as necessary after the installation process.
Due to the immediacy of this requirement, delivery and full installation are
requested within 15 days of award, or as soon as possible. Proposals:
Contractors must provide with their price quotation information demonstrating
that their proposal meets the requirements cited above and provide references
for at least three recent projects performed of similar scope. NOTICE TO
OFFERORS ? This is a requirement for the Federal Supply Service (FSS) in
support of Disaster Recovery for Hurricane Katrina (DR-1603-LA). The objective is
to supply and install a prefabricated structure in New Orleans, LA. Structure
will serve as temporary jail facility for inmates. ? A description of the work
to be performed and clauses incorporated by reference follow. Ordering
procedures will be followed IAW FAR 13.5. The basis of selecting a contractor
to receive a resulting order will be a best value resulting in the most
advantageous offer considering (1) technical, (2) specialized experience, (3)
past performance, and (4) price. When considered together, the non-price
related factors are of greater value than price. The government reserves the
right to award to other than the lowest price offeror based on its best value
trade off decision, but may be limited by budgetary constraints. The government

Facility ? Orleans Parrish ? November 4, 2005 Background: By statute, all newly
arrested individuals are required to have an initial appearance within 24 hours
and an arraignment within 15 days. When Hurricane Katrina hit Orleans Parrish,
the court froze the clock. The court has now advised that on November 14, 2005,
the Criminal Sheriff of Orleans Parrish must be prepared to house 2000 inmates
at his correctional facility in New Orleans. The storm caused the Sheriff to
evacuate all 6,800 inmates from his facilities. The only facility that is
currently operational is the House of Detention, which has an 800 inmate
capacity. Another facility will be operational in the next 10 days and has a
capacity of 380. Therefore, the Sheriff requires an additional temporary
facility having a capacity of 800 beds, approximately 40,000 square feet.
Requirement: 1. A temporary, prefabricated structure (approximately 40,000
square feet) is required to temporarily house minimum to medium security
classification inmates. Multiple structures are acceptable, provided they can
be located in the same asphalt area meeting the 40,000 square foot need. The facility
shall be located on property owned by the Sheriff of New Orleans. Due to the
nature of this property, a facility without a permanent foundation is
necessary. A temporary facility consisting of a tension fabric structure is
desired by the Government to meet requirements. 2. Temporary jail facility
shall contain suitable interior lighting (similar to office lighting), and
suitable exterior lighting (similar to prison exterior lighting). 3. Perimeter
fencing shall be compatible with minimum to medium security classification of
inmates. Single fence with strands of barbed wire on top. 4. The facility
requires an electronic door locking system for each separate facility with one
central control room for entire facility with exterior monitoring entire facility.
5. Toilet/Shower facilities are required. Laundry facility not required. 6.
City water, electrical power source, and sewer are accessible. Water source
provided within 100 feet of temporary jail facility. 7. Furnishings for inmate
lodging (bedding) provided by Sheriff. 8. The facility must have built in
utilities meeting the building codes and UL requirements applicable to the
State of Louisiana, and all local jurisdictions. The Government will provide
the space for this facility, which will be located in Orleans Parrish, LA. The
contractor shall supply and install facility in its entirety upon delivery. The
contractor shall provide technical assistance as necessary after the
installation process. Due to the immediacy of this requirement, delivery and full
installation are requested within 15 days of award, or as soon as possible.
Proposals: Contractors must provide with their price quotation information
demonstrating that their proposal meets the requirements cited above and
provide references for at least three recent projects performed of similar
scope. NOTICE TO OFFERORS ? This is a requirement for the Federal Supply
Service (FSS) in support of Disaster Recovery for Hurricane Katrina
(DR-1603-LA). The objective is to supply and install a prefabricated structure
in New Orleans, LA. Structure will serve as temporary jail facility for
inmates. ? A description of the work to be performed and clauses incorporated
by reference follow. Ordering procedures will be followed IAW FAR 13.5. The
basis of selecting a contractor to receive a resulting order will be a best

Kellogg Brown & Root Services, Arlington, Va., was awarded on
Nov. 4, 2005, a $15,000,000 modification to task order 0023 under a cost
reimbursement, indefinite-delivery/indefinite-quantity emergency construction
capabilities contract (N62470-04-D-4017) for disaster recovery efforts in
response to the immediate aftermath of Hurricane Wilma for recovery activities
and repair to the family housing units and continued hurricane relief efforts
in South Florida and the Key West Florida region. Award of this modification
brings the total task order amount to $19,500,000. Work will be performed in
the South Florida and the Key West Florida region, and is expected to be
completed by January 2006. Contract funds will expire at the end of the current
fiscal year. The basic contract was competitively procured with 59 proposals
solicited, three offers received and award made on July 26, 2004. The total
contract amount i s not to exceed $500,000,000, which includes the base period
and four option years. The Naval Facilities Engineering Command, Atlantic,
Norfolk, Va., is the contracting activity.

Katrina. Vendor will furnish all labor, materials, equipment, tools,
transportation, supervision and supplies, and will perform all work necessary
to complete the project in accordance with contract specifications and
provisions. Vendor will also be responsible for making all measurements and for
investigating all structural conditions to ensure exactly the materials
required for the project. DEADLINE: Quotations will be due COB November 23,

details. COST ESTIMATE: between $25,000 and $100,000 LOCATION: Ashe Nursery,
Desoto National Forest, National Forests in Mississippi, Forrest County. Work
site is approximately 2.5 miles south of Brooklyn, MS on Road 308. CONTRACT
TIME: 30 calendar days from the effective date of the Notice to Proceed. Work
will begin approximately December 1, 2005. SITE VISIT: No formal site visit

SPECIAL ALERT: HURRICANE RELIEF EFFORT
The Houston-Galveston Area Council (H-GAC) is soliciting qualified
training providers to assist The WorkSource in providing short-term skills
training for clean-up and rebuilding in storm-damaged areas. H-GAC is the
administrative and contracting organization for The WorkSource - Gulf Coast
Workforce Board and for this project. We are seeking no more than 4 to 5 months
duration projections that include a variety of short-term training options.
1.Deadline. This is an open request. Bidders should submit proposals as they
complete them. The request will close on December 1, 2005. 2. Submission.
Respondents may deliver proposals by hand to: Human Services Department,
Houston-Galveston Area Council, 3555 Timmons Lane, Suite 120, Houston, TX
77027, or mail them to H-GAC, P.O. Box 22777, Houston, TX 77227-2777. Proposal
may be delivered by hand to H-GAC offices from Monday through Friday, 8:00 a.m.
