Restoration of Dental School Campus - Louisiana State University Health Sciences Center - New Orleans, LA, Project No. K19-604A-05-ORM, Part 01. This project consists of the repair/renovation of areas of the LSUHSC Dental School Campus that were damaged by flood and wind. The Dental School is located on 23 acres of land with a total of 18 buildings. The flooded areas total approximately 192,000 square feet and include animal care and basement as well as typical healthcare functions. The power plant is approximately 8,000 square feet and it houses electrical switch gear, boilers, chillers, pumps, incinerator, air and gas systems and miscellaneous mechanical systems. The intent is to return the damaged areas to their pre-flood condition and use. However, code and ADA upgrades will be included as well as modifications to mitigate the potential for similar damage. This should include, but not be limited to, relocating the switch gear, the animal care facility, morgue, chemical storage and mechanical systems. Un-flooded areas will require complete cleaning, decontamination as required and clearance. Repair and restoration of exterior wall systems is also included. A qualified environmental consultant will be required to ensure maintenance of air quality and certification for occupancy. Limited hazardous materials abatement may be required as part of this project. The project will be done in phases. A remediation project will be under way within two weeks with other phases to follow in rapid succession. Adequate information exists to constitute the design through Schematic Design Phase of this project and the designer will be provided with this information. Architectural services for this project will be limited to the Design Development Phase through Construction Close Out Phase according to the Louisiana Capital Improvement Projects Procedure Manual for Design and Construction, 2004 Edition. The designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD Release 2000 or lower on 3.5" DS, HD diskettes or CD ROM. Files may be compressed (PKZIP) but if so, provide software to uncompress (PKUNZIP). Drawings shall follow the format specified in the "Instructions to Designers for AutoCAD Drawings Submittal". The funds available for construction are approximately $45,000,000.00 with a fee of approximately $2,315,997.00. Contract design time is 240 consecutive calendar days; including 50 days review time. Thereafter, liquidated damages in the amount of $3,000.00 per day will be assessed. Further information is available from Mr. Jim Howell - University Architect, Louisiana State University-3810 W. GENERAL REQUIREMENTS APPLICABLE TO ALL PROJECTS: Applicants are advised that design time ends when the Documents are "complete, coordinated and ready for bid" as stated in to Article 3.3.1 4) of the Capital Improvements Projects Procedure Manual for Design and Construction. Documents will be considered to be "complete, coordinated and ready for bid" only if the advertisement for bid can be issued with no further corrections to the Documents. Design time will not necessarily end at the receipt of the initial Construction Documents Phase submittal by Facility Planning and Control. Any re-submittals required to complete the documents will be included in the design time. In addition to the statutory requirements, professional liability insurance covering the work involved will be required in an amount specified in the following schedule. This will be required at the time the designer's contract is signed. Proof of coverage will be required at that time. SCHEDULE LIMITS OF PROFESSIONAL LIABILITY Construction Cost -- Limit of Liability $0 to $1,000,000-- $500,000 $1,000,000 to $10,000,000 --$1,000,000 $10,000,000 to $20,000,000 -- $1,500,000 $20,000,000 to $50,000,000 --$3,000,000 Over $50,000,000 --$3,000,000 Applicant firms should be familiar with the above stated requirements prior to application. The firm(s) selected for the project(s) will be required to sign the state's standard Contract Between Owner and Designer. When these projects are financed either partially or entirely with Bonds, the award of the contract is contingent upon the sale of bonds or the issuance of a line of credit by the State Bond Commission. The State shall incur no obligation to the designer until the Contract Between Owner and Designer is fully executed. Firms will be expected to have all the expertise necessary to provide all architectural services required by the Louisiana Capital Improvement Projects Procedure Manual for Design and Construction for the projects for which they are applying. Unless indicated otherwise in the project description, there will be no additional fee for consultants. Dr. Doug Chance, Superintendent Cameron Parish Schools SCOPE OF WORK SOUTH CAMERON HIGH SCHOOL DEMOLITION AND CLEANUP Under this contract the contractor will demolish all designated buildings on the South Cameron High School Site. This includes the front canopy, front classroom wing, library, cafeteria and kitchen, science wing, northeast wing, shop and agriculture building. There is also a quansit type building and a field house to be removed. There is some demolition required at the stadium in removing existing restrooms, concession stand and visitors bleachers (east side). Demolition The existing buildings that are to be demolished and removed from the site have been severely damaged by Hurricane Rita. Most of the interior and exterior walls have been knocked down and the interiors have been gutted. The remaining columns and roof structure is mostly intack and will be demolished and removed. All interior furnishings shall be considered debris and shall be removed. The existing large gymnasium and the small gymnasium and adjointing structure is to be saved and not demolished. The contractor is to take care in removing the adjointing areas to be demolished from the areas to be saved. There is a double column line between the gym lobby and the library where the lobby is to be saved. Refer to drawings for exact location of saved buildings. The contractor shall saw-cut the slab approximately 3 feet from the saved buildings and remove all foundations up to the saw-cut line. General cleanup The contractor shall furnish all equipment and labor to clean the existing interior areas of the buildings that are saved. The cleanup shall include the removal of all mud from the floors and walls, the removal of all marsh grass and foreign debris from all rooms and spaces inside the remaining buildings. The school maintenance will remove any salvageable furnishings from the remaining buildings. The contractor will remove the gym bleachers and the gym wood floor in the large gymnasium and also in the small gymnasium. Temporary building seal The contractor shall provide a temporary seal on all areas of the remaining buildings that are open to the elements. Other areas that are open such as damaged doors or windows, roof top air conditioning units, fans and intake louvers that have open curbs, should also be sealed on a temporary basis. This temporary seal shall be a 2 x 4 wood stud wall with ? plywood and a visqueen vapor barrier nailed to the plywood. Existing operational doors shall be kept.

Jasper County invited qualified contractors to submit proposals for the repair of County property damaged by Hurricane Rita. The contractor will work closely with the County's independent adjuster and its insurance company to arrive at reasonable estimates of the cost of repairs and to complete repairs to the satisfaction of the County and its insurer. In order to be a candidate, the contractor must meet or comply with the following requirements: 1.. Show proof of insurance including General liability-$1,000,000 per occurrence/2,000,000 aggregate Commercial Vehicle Liability-$1,000,000 CSL, and Worker's Compensation. 2. The successful contractor will utilize qualified and available local contractors where feasible. 3. The successful contractor must be willing to work closely with the independent adjuster and the County's insurer to arrive at reasonable repair costs and be willing to be compensated based on the approved costs. 4. Contractors submitting proposals must provide reference letters from previous clients documenting contractor performance and expertise especially in water damage repair, historic building restoration, and roofing. Contractors submitting proposals shall specify when they will begin repairs if they are selected. Proposals must be mailed to or delivered to the Jasper County Judge's Office at 121 N. Austin Street, Jasper, TX 75951. Any proposal received after 5:00 p.m. December 21st will not be considered. Proposals will be opened on December 22nd at 9:00 a.m. in a Jasper county Commissioners Court Session at the Jasper County Courthouse. At that time the Court may select a contractor. However, the Court reserves the right to decline all proposals should there be no qualified candidate in the opinion of the Court.

Sealed bids for the construction of Building #1 Hurricane Repairs will be received by the Owner, PORT OF PALM BEACH DISTRICT until 2:00 p.m., local time on January 10, 2006, at 1 East 11th Street, Riviera Beach, Florida 33404, 4th Floor Executive Offices. Bids received after this time will be returned unopened. Bids submitted will be opened publicly and read aloud thereafter. 2. Project consists of general inspection and repair of the roof, wall panels, doors and miscellaneous items throughout the entire building. 3. Bid Documents will be available on December 6, 2005, at 10:00 a.m.. Bidders may obtain complete sets of Bidding Documents from the office of the Port of Palm Beach upon payment of $50.00 per set, including tax; checks payable to Port of Palm Beach District. Payment amount is non-refundable. 4. Each Bid shall be accompanied by Bid Security in the form of a surety company Bid Bond, cashiers or certified check, drawn upon any State or National Bank in Florida, payable to the Port in an amount not less than five percent (5%) of the amount of the total Bid. Any bid received without Bid Security will be rejected and returned. Bid Security will be returned to all except the three lowest Bidders within seven (7) days after the opening of Bids, and the remaining Bid Securities will be returned within seven (7) days after the Port and the awarded Bidder have executed the Contract, or if no Contract has been awarded, within ninety (90) days after the date of opening of Bids, or upon demand of Bidder at any time thereafter, so long as it has not been notified of acceptance of its Bid. The Bond executed by the Bidders shall be issued by a Surety Company licensed to do business in the State of Florida. If the Bidder to whom the Contract is awarded does not execute the Contract and furnish the required documentation within ten (10) days of the date of Notice of Award, the Bid Security shall be paid to the Port as liquidated damages. The Bidders agree with the Port that the amount of Bid Security fairly and reasonably represents the amount of damages the Port will suffer due to the failure of the Bidder to fulfill its obligations required herein. 6. Bidders will be permitted to withdraw their Bids at any time prior to Bid opening. 7. The Port will not award a Contract to any Bidder who cannot prove to the satisfaction of the Port that they have a minimum of two (2) years of experience in the type of construction called for in the Contract Documents and is financially able and organized to successfully carry out the Work covered by the Contract Documents in the required time. Bidder must have a valid Florida general contractorÕs license at time of Bid opening for the Work to be performed, in order for their Bid to be considered. A copy of the BidderÕs license, in the name of the Bidder shown on the Bid Proposal Page, must be submitted with the Bid. Should BidderÕs license and certification not be current as referenced in this paragraph, the Bid shall be rejected. 8. Sealed Bids shall be addressed to the Port of Palm Beach District and plainly marked ÒBID FOR BUILDING #1 HURRICANE REPAIRS" on the outside of the envelope. The BidderÕs name and address shall also be included on the outside of the envelope. 9. The Bidder agrees that the Bid shall be good, and may not be withdrawn for a period ending the later of ninety (90) calendar days after Bid Opening, or the execution of the Contract between the successful Bidder and the Port. 10. The Port reserves the right to waive any technicalities/irregularities and/or to reject any and/or all Bids. The Port further reserves the right to award a contract to that Bidder whose submittal best serves the interests of the Port, in the sole discretion of the Port. 11. Bidders shall attend a mandatory Pre-Bid Conference to be held on the 4th Floor of the Maritime Office Complex on December 13, 2005, at 2:00 p.m. Failure to attend the Pre-Bid Conference may be cause for disqualification of a Bidder. This Pre-Bid Conference is mandatory for all General Contractors bidding this project. The Port reserves the right to waive the mandatory Pre-Bid requirement and open the Bid to other Bidders not attending the Conference.

Some areas fared well while others will be picking up the pieces of devastated lives for many years to come. The Hattiesburg, Mississippi MLS was lucky in the fact that the storm caused physical destruction but also stirred a sense of community and collaboration. Post Katrina the population has swollen and infrastructure ahs been stretch; giving good cause to examine how we can plan as a team and as a metropolitan an area to best meet the inevitable needs of our area. While enjoying an economic boom, the significant growth rate of both commercial and residential development has caused infrastructure capacity to pose a threat to quality of life issues and economic development efforts. For these reasons, growth in our area must be carefully planned and coordinated between entities. The Metropolitan Master Plan is intended to guide the integration of the designated area to be a cohesive metropolitan area by identifying components of critical need within housing, transportation and utility infrastructure. The supporting planning entities will develop and implement these plans after consultation with incorporated towns, unincorporated counties and local residents. The Metropolitan Master Plan will promote smart growth patterns and specifically address components such as spatial relationships, public spaces and open spaces, transportation and circulation, infrastructure, housing, natural environment, service facilities and timing of future growth.
