All requirements of Louisiana Professional Engineering and Land Surveying (LAPELS) Board must be met prior to the execution of the contract. PROJECT DESCRIPTION The selected Consultant will collect Ground Penetrating Radar (GPR), Falling Weight Deflectometer (FWD), coring, and Dynamic Cone Penetrometer (DCP) data for roadways in Jefferson, Orleans, and St. Bernard Parishes for the determination of structural integrity of roadways flooded during Hurricane Katrina. This will provide DOTD with quantitative data for use in determining proper course of action in selecting rehabilitation projects. The approximate centerline miles of pavement included in the study are 238 miles as follows: " State Maintained/Federal Funds Eligible 212 miles " State Maintained/Non-Federal Funds Eligible 26 miles This mileage is based on an estimate of the roadway mileage in the area that where covered with flood waters from GIS analysis. December 13, 2005 - The School Board planned to Approve the concept of using only indigenous plants at existing school and administrative sites and support this initiative through targeted curriculum for students. Due to the destruction wrought by Hurricane Wilma and the particular impact on non-indigenous shrubbery, The School Board will begin an initiative to support the use of indigenous trees and landscaping shrubbery at all school and administrative sites. New schools will be landscaped with indigenous plants and systematic replacement of non-indigenous plants at existing sites will commence. Using existing environmental school locations (Cypress Bay High, Deerfield Beach Middle, Ft. Lauderdale High, Hallandale High, Sawgrass Middle, Western High, Plantation High, Quiet Waters Elementary) as models, each school will be able to develop natural and native settings that will provide a safe and environmentally sound ecosystem for the benefit of indigenous wildlife species while enforcing state and national standards in science education. Students will be directly involved in choosing indigenous trees and plants such as wax myrtle, live oak and silver buttonwood, be familiar with successful growing conditions, and take an active role in the planning and recommendations for their school sites.

December 13, 2005 - The School Board planned to Approve the execution of the Disaster Relief Funding Agreements from the State of Florida, Department of Community Affairs, for Hurricanes Katrina, Rita, & Wilma. During the months of August, September, and October 2005, the School District was impacted by Hurricanes Katrina, Rita, & Wilma. As a result of the damages suffered by the District, we have met the requirements for disaster relief funding. In order to receive these funds, a separate agreement for each hurricane needs to be executed by the District and the District needs to provide three (3) original agreements for each storm to the State of Florida, Department of Community Affairs (DCA). Upon receipt of the executed Disaster Relief Funding Agreements, the DCA will be able to release the funds upon approval of our claims by FEMA.

December 13, 2005 - The School Board planned to Approve the purchase of emergency repair and related services necessitated by Hurricane Wilma at District locations; authorize associated contracts/Notices To Proceed; authorize not to exceed amount as required by damage assessed; and authorize funding from the District Reserves up to $16,189,350. Approve an appropriation of $16,189,350 from capital projects reserve, sale of land and other revenue previously appropriated to district wide activities. Pursuant to Policy 3320, Section I.h., the Superintendent identified the necessity to provide Hurricane Wilma repair and related services at District locations, as a public health and safety emergency. Consequently, the Superintendent authorized the Deputy Superintendent of Facilities and Construction Management to contract for services from selected contractors and professional consultants at the listed locations in the not-to-exceed amounts indicated on Exhibit 2 attached, and issue Notices To Proceed and purchase orders not to exceed $16,189,350. The not to exceed amount may be adjusted as required based on the damage assessment. All work is to be provided at pre-approved unit costs, and documented in accordance with the requirements of FEMA, and the District’s excess insurance carriers. Where appropriate, staff will seek reimbursement from FEMA or from the District’s excess insurance carriers. The Superintendent directed staff to submit the emergency purchases for Hurricane Wilma to the School Board for post approval at the next closest School Board meeting. The financial impact is up to $16,189,350 and funding is from the District Reserves. There is an additional financial impact of $16,189,350 from capital projects reserve, sale of land and other revenue previously appropriated to districtwide activities. Kellogg Brown & Root Services, Arlington, Va., is being awarded $15,500,000 for Modification 04 to Task Order 0023 under a previously awarded cost reimbursement, indefinite-delivery/indefinite-quantity emergency construction capabilities contract (N62470-04-D-4017) for immediate disaster recovery efforts in support of response to aftermath clean up and repair to the family housing units and continued hurricane relief efforts of Hurricane Wilma for recovery activities in South Florida and the Key West Florida region. Award of this modification brings the total task order amount to $50,000,000. Work will be performed in the areas noted above, and is expected to be completed by January 2006. Contract funds will expire at the end of the current fiscal year. The basic contract was competitively procured with 59 proposals solicited, three offers received and award made on July 26, 2004. The total contract amount is not to exceed $500,000,000, which includes the base period and four option years. The Naval Facilities Engineering Command, Atlantic, Norfolk, Va., is the contracting activity.
