The Pahokee Housing Authority is requesting proposals from qualified Civil Engineering Firms for services pertaining to implementing repairs to McClure Village; Padgett Island homes; & Fremd Village; for damages caused by 2005 Hurricanes. The work is to be performed under Pahokee Housing Authority’s HUD approved Capital Fund Program. Professional services to include: Professional quality; technical accuracy; condition analysis; cost analysis; design; alterations; construction documents; planning; specifications; construction administration, and construction close-out. Selection will be based on competitive negotiation process. Proposals will be scored by an evaluation team and will consider the following criteria; The successful professional must be approved by HUD standards. Proposals to include: contact of interest referencing Capital Fund Program; Relevant experience with successfully completed HUD and Housing Authority projects; knowledge of local and other applicable codes; experience with HUD criteria and procedures; proof of Florida professional registration, certifications; proof that the professional has not been disbarred. The repairs would include the following: Site Work, Roofing (Repair/Replacement), Repairs to building exterior, Interior building repair and upgrades, HVAC (Repair/Replacement), Plumbing, Electrical (Interior/Exterior), Fire and Safety and Specialties. NOTE: A construction contract must be awarded by July 1, 2006 for this project. Continuation option period will be one year for this project. The designer shall prepare and submit all required drawings to the Military Department in AutoCAD Release 2000 or lower on 3.5 DS, HD diskettes or CD ROM. Files may be compressed (PKZIP) but if so, provide software to uncompress (PKUNZIP). Drawings shall follow the format specified in the Instructions to Designers for AutoCAD Drawings Submittal. The funds available for construction are approximately $3,000,000.00 with a fee of approximately $319,000.00. Contract design time is 110 consecutive calendar days; including 0 days review time. GENERAL REQUIREMENTS APPLICABLE TO ALL PROJECTS: Applicants are advised that design time ends when the Documents are complete, coordinated and ready for bid as stated in to Article 3.3.1 4) of the Capital Improvements Projects Procedure Manual for Design and Construction. Documents will be considered to be complete, coordinated and ready for bid only if the advertisement for bid can be issued with no further corrections to the Documents. Design time will not necessarily end at the receipt of the initial Construction Documents Phase submittal by Facility Planning and Control. These projects will be administered by the Military Department. Prospective applicants should be thoroughly familiar with their requirements and procedures before applying for these projects. Applicants must be prepared to fully execute the design contract within five days of the contract award by the Selection Board. These projects are currently funded in the Federal FY 2006 supplemental budget, which is a direct result of Hurricanes Katrina and Rita. This money must be executed in FY06, therefore it is imperative that the design team complete the construction documents within the time allotted. Unless an earlier date is noted in the project description, Construction Documents must be completed, bids received, and a construction contract awarded by 30 September 2006. Design services are required from a multidisciplinary team, for the preparation of contract documents for the listed projects. The initial design contract shall be issued for Conceptual Design (Type A) services with the option to add Construction Documents (Type B) and Supervision and Inspection (Type C) services. It is the intent to use the schematic design to procure a design-build contract. If this method proves to be not feasible, the Type B and Type C services options will be exercised. The design times stated in the project descriptions are for the completion of both type A and the optional type B services. A design time for the completion of the type A services will be set at the time the contract is executed. The continuation option for Type C services, Supervision and Inspection, shall be for two years unless a different period is noted in the project description. Type A services shall include, but not limited to field surveys, investigations, testing, evaluations, research, design Charette, examinations, and measurements required to obtain data essential to the performance of type B services. Type B services include calculations, designs, cost estimates, drawings and specifications of suitable quality and completeness for bidding by contractors in accordance with National Guard Bureau Design Guides (NGB DG 415 series). Design shall be based on project books or statement of works to be furnished by the government and on conclusions reached by the exercise of the type A service. Type C service shall include all labor, equipment, and materials required for the complete construction inspection, and review of submittal and shop drawings as well as material testing required by the construction documents and normal construction practices to include building commissioning. All fees will be based on the National Guard Bureau Federal pay rates for the Military Construction Program. Architect-Engineer selection criteria will include in order of importance: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) past performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project, provided that there is an adequate number of qualified firms therein for consideration; (6) Volume of work previously awarded by the DOD to the firm with the objective of affecting an equitable distribution of contracts among qualified Architect-Engineer firms which meet the requirements described in this announcement and whom are interested in being under consideration for this work. In addition to the statutory requirements, professional liability insurance covering the work involved will be required in an amount specified in the following schedule. This will be required at the time the designer’s contract is signed. Proof of coverage will be required at that time. SPECIAL ALERT: HURRICANES KATRINA AND RITA RELIEF EFFORT

 

The Houston-Galveston Area Council (H-GAC) is soliciting qualified training providers to provide intensive short-term skills training to Hurricane Katrina/Rita impacted individuals. The goal of the training is to provide these individuals with employment opportunities in high skilled, high demand industries in the storm affected areas of the Gulf Coast region. We are soliciting training that will be offered only to evacuees from storm-damaged areas. A proposal package is available for download at http://theworksource.org/4contractor/rfp.html and http://h-gac.com. Hard copies of the proposal package are also available. There is not a bidder's conference for this procurement. Proposals are due at H-GAC offices on or before 5:00 p.m. Central Daylight Time on Monday, January 23, 2006. H-GAC will not accept late proposals; we will make no exceptions.
