Infrastructure Improvements for Jackson Barracks, Jackson Barracks, New Orleans, LA, Project No. 220182A, Part 01. The Infrastructure Improvements will be required to support existing and new structures located on Jackson Barracks. These improvements will be comprised of work in the areas of utilities to include gas, water, electrical, data/phone, storm sewer, and sanitary sewer. This project will also include the reconstruction of the historic masonry perimeter wall. The Design must also obtain a gold certification based on the Sustainable Project Rating Tool (SPiRiT) checklist. This project will be administered by the Military Department. Prospective applicants should be thoroughly familiar with their requirements and procedures before applying for it. Applicants must be prepared to fully execute the design contract within five days of the contract award by the Selection Board. The project is currently funded in the Federal FY 2006 supplemental budget, which is a direct result of Hurricanes Katrina and Rita. This money must be executed in FY06, therefore it is imperative that the design team complete the construction documents within the time allotted. Construction Documents must be completed, bids received, and a construction contract awarded by 30 September 2006. Design services are required from a multidisciplinary team, for the preparation of contract documents for the project. The initial design contract shall be issued for Conceptual Design (Type A) services with the option to add Construction Documents (Type B) and Supervision and Inspection (Type C) services. It is the intent to use the schematic design to procure a design-build contract. If this method proves to be not feasible, the Type (B) and Type (C)services options will be exercised. The design time is for the completion of both type (A) and the optional type (B) services. A design time for the completion of the type (A) services will be set at the time the contract is executed. The continuation option for Type (C) services, Supervision and Inspection, shall be for two years. Type (A) services shall include, but not be limited to field surveys, investigations, testing, evaluations, research, design Charette, examinations, and measurements required to obtain data essential to the performance of type (B) services. Type (B) services include calculations, designs, cost estimates, drawings and specifications of suitable quality and completeness for bidding by contractors in accordance with National Guard Bureau Design Guides (NGB DG 415 series). Design shall be based on project books or statement of works to be furnished by the government and on conclusions reached by the exercise of the type (A) service. Type (C) service shall include all labor, equipment, and materials required for the complete construction inspection, and review of submittal and shop drawings as well as material testing required by the construction documents and normal construction practices to include building commissioning. All fees will be based on the National Guard Bureau Federal pay rates for the Military Construction Program. Architect-Engineer selection criteria will include in order of importance: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) past performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project, provided that there is an adequate number of qualified firms therein for consideration; (6) Volume of work previously awarded by the DOD to the firm with the objective of affecting an equitable distribution of contracts among qualified Architect-Engineer firms which meet the requirements described in this announcement and whom are interested in being under consideration for this work. NOTE: The zero (0) days review time means that the owner’s review will be concurent with design. The designer shall prepare and submit all required drawings to Facility Planning and Control in AutoCAD Release 2000 or lower on 3.5 DS, HD diskettes or CD ROM. Files may be compressed (PKZIP) but if so, provide software to uncompress (PKUNZIP). Drawings shall follow the format specified in the Instructions to Designers for AutoCAD Drawings Submittal. The funds available for construction are approximately $18,900,000.00 with a fee of approximately $1,700,000.00. Contract design time is 130 consecutive calendar days; including 0 days review time. GENERAL REQUIREMENTS APPLICABLE TO ALL PROJECTS: Applicants are advised that design time ends when the Documents are complete, coordinated and ready for bid as stated in to Article 3.3.1 4) of the Capital Improvements Projects Procedure Manual for Design and Construction. Documents will be considered to be complete, coordinated and ready for bid only if the advertisement for bid can be issued with no further corrections to the Documents. Design time will not necessarily end at the receipt of the initial Construction Documents Phase submittal by Facility Planning and Control. Any re-submittals required to complete the documents will be included in the design time. In addition to the statutory requirements, professional liability insurance covering the work involved will be required in an amount specified in the following schedule. This will be required at the time the designer’s contract is signed. Proof of coverage will be required at that time. The firm(s) selected for the project(s) will be required to sign the state’s standard Contract Between Owner and Designer. When these projects are financed either partially or entirely with Bonds, the award of the contract is contingent upon the sale of bonds or the issuance of a line of credit by the State Bond Commission. The State shall incur no obligation to the engineer until the Contract Between Owner and Designer is fully executed. Firms will be expected to have all the expertise necessary to provide all engineering services required by the Louisiana Capital Improvement Projects Procedure Manual for Design and Construction for the projects for which they are applying. Unless indicated otherwise in the project description, there will be no additional fee for consultants. No Bid shall be considered or accepted unless the bid is accompanied by bid security in an amount not less than five percent (5%) of the Base Bid and all Additive Alternates. The bid security shall be in the form of certified check or cashier's check drawn on a bank insured by the FDIC, or Calcasieu Parish School Board Bid Bond Form contained in the Front End Documents written by a surety company licensed to do business in Louisiana with an A.M. The project will require demolition and reconstruction of interior finishes including sheet rock, cabinets and etc damaged by storm. The structure is a pre-engineered metal building. Work will be in accordance with the requirements stated herein, attached Scope of Work Specifications, and applicable State of Alabama Laws. The work consists principally of providing bonds, labor, materials, equipment, supervision, insurance and incidentals necessary for the rehabilitation of interior finishes at Seabulk Building 23 and ASPA Central Garage. The project site is located at the Alabama State Port Authority Main Docks Area complex in Mobile, Alabama. All Contractors submitting bids are to carefully examine the site of the proposed work by appointment only and thoroughly review the contract requirements prior to submission of a bid proposal. Each Bidder shall satisfy oneself as to the character, quality, and quantities of work to be performed, and as to the requirements of the proposed contract. The submission of a proposal shall be prima facie evidence that the bidding Contractor has made such examination and is satisfied as to the conditions to be encountered in performing the work and as to the requirements of the proposed Contract. All bidding Contractors must hold a current license from the State Licensing Board for General Contractors, Montgomery, AL. The work performed under this contract shall not commence until the Contractor has submitted a Performance Bond, Labor & Material Bond, and Certificate of Insurance. Performance Bond shall be in an amount equal to 100% of the contract price; Labor & Material Bond equal to 100% of the contract price; and Certificate of Insurance shall be as per the attached requirements and countersigned by a licensed resident agent in the State of Alabama. The Contractor will be required to complete the work under the Contract within 60 calendar days after receipt of a Notice to Proceed. The work will have to be scheduled and performed in a manner that will not interfere with operations of the tenant. Work schedules will be established based on material delivery. ASPA intent is that work hours will be during normal day light hours. The Contractor shall comply with all Federal and State laws, local ordinances and regulations, and all orders and decrees of bodies or tribunals having any jurisdiction or authority, which in any manner affect those engaged or employed on the work, or which in any way affect the conduct of the work. The Contractor shall place a competent superintendent on the Project who shall have experience in the work being performed under the Contract. The assigned superintendent shall have the responsibility for the day-to-day operations of the work and shall remain on the Project site while the work under the Contract is being performed. All construction vehicles and employees working on this project will be required to obtain port access credentials. This will consist of vehicle decals and employee identification badges. Employees will be required to attend a 1-hour security awareness training class to acquire credentials. The security awareness class fee is $10.00 per person unless the Contractor implements an acceptable program certified by the Port’s Facility Security Officer. Construction credentials are obtainable at a cost of $50.00 (inclusive of background check) per employee identification badge and $25.00 per vehicle decal. Issuance of credentials is conducted weekdays between the hours of 7:00 a.m. and 3:45 p.m. with a mandatory 24-hour advance notification.
