SPECIAL ALERT: HURRICANE KATRINA RELIEF EFFORT
The City of Biloxi is requesting proposals from qualified
engineering firms for the design and construction inspection for repairs to
roadways, traffic signals, roadside signs, and roadside lighting damaged by
Hurricane Katrina. The project will permanently repair facilities that are
considered federal aid routes. Project oversight will be provided by the
Federal Highway Administration (FHWA) and the Mississippi Department of
Transportation (MDOT). This project will include permanent repairs to
approximately 13 roadways, 25 signalized intersections, 22 flashing beacon
locations, and roadside signing at numerous locations throughout the City of
Biloxi. Right-oay acquisition is not anticipated for this project. However,
survey work may be included in the scope of services for locating and designing
new facilities, e.g. proposed mast arm poles. Firms or individuals proposing to
furnish such professional services should submit a statement of their
qualifications and experience (one original plus four copies) to the City of
Biloxi. Proposals will be evaluated by a consultant selection committee on the
basis of the following criteria and ranked by an assigned point system. The
following criteria apply: Qualifications - 50% - Technical competence of staff
and principals, as well as satisfy MDOT's qualifications for design
professionals. Familiarity with the local street system and traffic flow.
Proximity to the project locations. Experience - 25% - Familiarity with the
Federal Emergency Relief (ER) funding process and the requirements of FHWA,
MDOT, and the Gulf Regional Planning Commission (GRPC) as it applies to the
disbursement of ER funds. Experience of the consultant with similar work
completed during the past five years. - Past performance including timelines, cost
parameters, and construction phase projects. Capacity for Performance - 25% -
Ability to perform in a timely fashion and meet State/Federal timetables. -
Personnel resources and company infrastructure. Firms will be evaluated and
ranked according to the above criteria. The City will negotiate compensation
with the highest ranked firm or firms depending on the proposed projects. One
firm may be selected for all work or separate firms may be selected for
particular projects. The method of payment will be based on hourly rates with
an upset lump sum amount and periodic payments as work is completed. Sealed
proposals will be received until 10:00 a.m. on February 8, 2006. Proposals

SPECIAL ALERT: HURRICANE RELIEF EFFORT
January 17, 2006 - The School Board planned to Approve the
execution of the Disaster Relief Funding Agreements from the State of Florida,
Department of Community Affairs, for Hurricanes Katrina, Rita, & Wilma.
During the months of August, September, and October 2005, the School District
was impacted by Hurricanes Katrina, Rita, & Wilma. As a result of the
damages suffered by the District, we have met the requirements for disaster
relief funding. In order to receive these funds, a separate agreement for each
hurricane needs to be executed by the District and the District needs to
provide three (3) original agreements for each storm to the State of Florida,
Department of Community Affairs (DCA). Upon receipt of the executed Disaster
Relief Funding Agreements, the DCA will be able to release the funds upon
approval of our claims by FEMA.

70601. No Bid shall be considered or accepted unless the bid is accompanied by
bid security in an amount not less than five percent (5%) of the Base Bid and
all Additive Alternates. The bid security shall be in the form of certified
check or cashier's check drawn on a bank insured by the FDIC, or Calcasieu
Parish School Board Bid Bond Form contained in the Front End Documents written
by a surety company licensed to do business in Louisiana with an A.M. Best

Description EMERGENCY PROCUREMENT - The work consists of clearing and grubbing,
excavating borrow material and placing semi-compacted and uncompacted fill,
placing reinforcement geotextile fabric, placing levee crown surfacing
material, placing armor stone prote ction, demolition and removal of
concrete-capped floodwalls, fertilizing, seeding, and mulching, and other
incidental work. A MANDATORY SITE VISIT IS REQUIRED FOR THIS JOB. THE MANDATORY
SITE VISIT IS SCHEDULED FOR 20 JANUARY 2006 AT 9:00 A.M., LOCAL TIME , NEW
ORLEANS, LA, AT THE PLAQUEMINES PARISH ENGINEERING BUILDING, 102 AVE G, BELLE
CHASSE, LA 70037. IF YOU DO NOT ATTEND THIS SITE VISIT, YOUR PROPOSAL FOR THIS
WORK WILL NOT BE ACCEPTED. If you have questions concerning the mandatory site

RFQ#TRN 06-002 The Houston-Galveston Area Council (H-GAC) needs
assistance in the development of a Regional Hurricane Evacuation Model to
support of a variety of regional planning activities. Qualifications shall
include, but are not limited to: previous related work experience, availability
of personnel, adequate technical resources to complete project on schedule, and
references.. CLOSING DATE: Submittals are due by 5 p.m. on Monday, February 6,
