70160-0267 Description EMERGENCY PROCUREMENT: Title Services for Rehabilitation
of Damaged Hurricane or Shore Protection Projects from Hurricane Katrina,
Orleans, Jefferson, St. Bernard, and Plaquemines Parishes, LA. The purpose of
this contract is to procure title insur ance for the acquisition of various
servitude interests or the full interest in property from private individuals,
corporations or governmental bodies. The contractor must be an agent of a title
insurance company authorized to issue title insurance by the State of
Louisiana. The form of the insurance will be an interim binder based on
preliminary title search with a commitment to issue a final title insurance
policy in an authorized form. This is a Best Value procurement. Five (two for
Orleans/St. Bern ard area and three for Plaquemines/Jefferson area) Indefinite
Delivery/Indefinite Quantity (IDIQ) contracts may be awarded from this one
Request for Proposal. Each contract will be awarded for a base period and four
option periods. THIS IS A 100% SMALL B USINESS SET-ASIDE. The Request for
Proposal is available by electronic means only. There will be no paper copies
or CDs available. For security reasons, all technical and engineering data
related to this solicitation will be distributed using the Federa l Technical

JACKSON COUNTY AIRPORT AUTHORITY TRENT LOTT INTERNATIONAL AIRPORT
AIP Project No.: 3-28-0101-020-2006 Sealed bids subject to the conditions and
provisions presented herein will be received until 2:00 p.m. LOCAL TIME on May
19, 2006, and then publicly opened and read at Trent Lott International
Airport, 8301 Saracennia Road, Suite 11, Moss Point, Mississippi, for furnishing
all labor, materials and equipment and performing all work necessary for
Repairs to damaged buildings and other appurtenances due to Hurricane Katrina.
Copies of the bid documents including project drawings and technical
specifications are on file and may be inspected at: Trent Lott International
Airport, 8301 Saracennia Road, Suite 11, Moss Point, Mississippi or at the
office of Compton Engineering, Inc., 1706 Convent Avenue, Pascagoula,
Mississippi. A complete set of bid documents may be obtained from the Compton
Engineering, Inc., 1706 Convent Avenue, Pascagoula, Mississippi for a fee of
$25.00 which includes shipping and handling. Return of the documents is not
required and the amount paid for the documents is non-refundable. A prebid
conference for this project will be held at Trent Lott International Airport,
8301 Saracennia Road, Suite 11, Moss, Point, Mississippi at 2:00 p.m. on May
19, 2006. Contract Work Items: This project will involve estimated quantities.
Prospective bidders are hereby advised that the quantities indicated herein are
approximate and are subject to change. Contract Time The owner has established
a contract performance time of 120 calendar days from the date of the
Notice-to-Proceed. All project work shall be substantially completed within the
stated timeframe. This project is subject to liquidated damages as prescribed
within the project manual. Bid Security Each proposal must be accompanied by a
bid guaranty in the amount of five (5) percent of the total amount of the bid.
The bid guaranty may be by certified check or bid bond made payable to Jackson
County Airport Authority. Bonding Requirements The successful bidder will be
required to furnish separate performance and payment bonds each in the amount
equal to 100% of the contract price at the time of contract execution. Award of
Contract All proposals submitted in accordance with the instructions presented
herein will be subject to evaluation. Bids may be held by the Jackson County
Airport Authority for a period not to exceed 90 from the date of the bid
opening for the purpose of conducting the bid evaluation. Award of contract
will be based on the lowest aggregate sum proposal submitted from those bidders
that are confirmed as being responsive and responsible. The right is reserved,
as the Jackson County Airport Authority may require, to reject any and all bids
and to waive any informality in the bids received. Award of contract is
contingent upon the owner receiving Federal funding assistance under the
Airport Improvement Program. Federal Provisions This project is subject to the
following Federal provisions, statutes and regulations; Equal Employment
Opportunity - Executive Order 11246 and 41 CFR Part 60: The Bidder's attention
is called to the "Equal Opportunity Clause" and the "Standard
Federal Equal Employment Opportunity Construction Contract Specifications"
set forth within the supplementary provisions. The successful Bidder shall not
discriminate against any employee or applicant for employment because of race, color,
religion, sex, or national origin. The Contractor will take affirmative action
to ensure that applicants are employed, and that employees are treated during
employment without regard to their race, color, religion, sex, or national
origin. Goals for Minority and Female Participation - Executive Order 11246 and
41 CFR Part 60: 1. The Bidder's attention is called to the "Equal
Opportunity Clause" and the "Standard Federal Equal Employment
Opportunity Construction Contract Specifications" set forth within the
supplementary provisions. 2. The goals and timetables for minority and female
participation, expressed in percentage terms for the contractor's aggregate
workforce in each trade on all construction work in the covered area, are as
follows: Timetables: Goals for minority participation for each trade: 10.53%
Goals for female participation in each trade: 6.9% These goals are applicable
to all of the contractor's construction work (whether or not it is Federal or
federally-assisted) performed in the covered area. If the contractor performs
construction work in a geographical area located outside of the geographical
area where the work is actually performed. With regard to this second area, the
contractor also is subject to the goals for both its Federally involved and
non-federally involved construction. Certification of Nonsegregated Facilities
- 41 CFR Part 60: A certification of Nonsegregated Facilities must be submitted
prior to the award of a federally-assisted construction contract exceeding
$10,000 which is not exempt from the provisions of the Equal Opportunity
Clause. Contractors receiving federally assisted construction contract awards
exceeding $10,000, which are not exempt from the provisions of the Equal
Opportunity Clause will be required to provide for the forwarding of the notice
to prospective subcontractors for supplies and construction contracts where the
subcontracts exceed $10,000 and are not exempt from the provisions of the Equal
Opportunity Clause. The penalty for making false statements in offers in
prescribed in 18 U.S.C. 1001. Davis-Bacon Act, as amended - 29 CFR Part 5: The
Contractor is required to comply with wage and labor provisions and to pay
minimum wages in accordance with the current schedule of wage rates established
by the United States Department of Labor. Debarment, Suspension, Ineligibility
and Voluntary Exclusion - 49 CFR Part 29: The bidder certifies, by submission
of a proposal or acceptance of a contract, that neither it nor its principals
are presently debarred, suspended, proposed for debarment, declared ineligible,
or voluntarily excluded from participation in this transaction by any Federal
department or agency. Individuals or companies listed in the General Services
Administration's "Excluded Parties Listing System" will not be
considered for award of contract. Foreign Trade Restriction - 49 CFR Part 30
The Bidder and Bidder's subcontractors, by submission of an offer and/or
execution of a contract, is required to certify that it: a. is not owned or
controlled by one or more citizens of a foreign country included in the list of
countries that discriminate against U.S. firms published by the Office of the
United States Trade Representative (USTR); b. has not knowingly entered into
any contract or subcontract for this project with a person that is a citizen or
national of a foreign country on said list, or is owned or controlled directly
or indirectly by one or more citizens or nationals of a foreign country on said
list; c. has not procured any product nor subcontracted for the supply of any
product for use on the project that is produced in a foreign country on said
list. Buy American Certificate - Aviation Safety and Capacity Act of 1990: This
contract is subject to the "Buy American Preferences" of the Aviation
Safety and Capacity Act of 1990. Prospective Bidders are required to certify
that steel and manufactured products have been produced in the United States
and to clearly identify those items produced or manufactured outside of the
United States. Additional Provisions Modification to the project documents may
only be made by written addendum by the Owner or Owner's authorized

bound project manual. Bidders must supply all required information prior to the

The Calcasieu Parish School Board will receive sealed bids until

Planning & Construction Department, Chennault Facilities. 3800 Mallard Cove
Drive, P.B.#506, Lake Charles, Louisiana 70615 for 2006 Relocation of Calcasieu
Parish School Board Phase I - A, Warehouse Office Facility to (Old Sam's Store)
Hurricane Rita Repair Funds, Bid No. 2006-19PC. Complete plans and
specifications may be obtained from Randy M. Goodloe, AIA, APAC, 725 Kirby
Street, Lake Charles, Louisiana 70601. No Bid shall be considered or accepted
unless the bid is accompanied by bid security in an amount not less than five
percent (5%) of the Base Bid and all Additive Alternates. The bid security
shall be in the form of certified check or cashier's check drawn on a bank
insured by the FDIC, or Calcasieu Parish School Board Bid Bond Form contained
in the Front End Documents written by a surety company licensed to do business
in Louisiana with an A.M. Best rating of "A" or better, countersigned

Angelina County is seeking to contract with a consultant for
overall program administration and rehabilitation/reconstruction project soft
cost provider for the County's 2006 Texas Department of Housing and Community
Affairs HOME Hurricane Rita Disaster Program grant. Proposals for these
services may be picked up starting April 19, 2006 and will be accepted in a
sealed envelope until 4 pm May 1, 2006 at the office of the County Judge,
located in the Angelina County Courthouse Annex, 2nd Floor Rm. 202, 606 East
Lufkin Avenue, Lufkin, Texas. The County reserves the right to negotiate with

to provide mobile refueling in the event of a disaster to and within a 300 mile
radius of mobilization areas, staging areas and other points of distribution
within the states of VA, NC, SC, GA, FL, AL, MS, TX, and LA. During a disaster
the estimated daily quantity required for each state is 270,000 U.S. Gallons
for diesel fuel and 16,000 U.S. Gallons for gasoline. The vendor will be
required to maintain readiness capability and deliver within 24 hours notice.
This acquisition is unrestricted and will be awarded based upon best value
evaluation factors. These factors include (but not limited to) Readiness Plan,
Past Performance and Experience and Socioeconomic Support. Contract(s) will be
awarded for each defined geographic area of coverage. The Government
anticipates award to multiple vendors. The anticipated contract type is a one
year Fixed Price Requirements type contract with Economic Price Adjustment. The
contract provisions will include two potential option years. Orders will be
issued as necessary with a required delivery date. Estimated value of all
orders among multiple vendors is not expected to exceed $100,000,000/year. It

20857 Description The Office of Public Health Emergency Preparedness (OPHEP)
through the Program Support Center (PSC) has a requirement for the development
of radiation monitoring of patients for radioactive contamination. Under
Emergency Support Function #8 of the National Response Plan, the Department of
Health and Human Services (HHS) is responsible for coordinating the Federal
response for public health and medical issues for Incidents of National
Significance involving weapons of mass destruction (WMD), including
radiological dispersal devices (RDDs). An RDD event could result in many
patients presenting to hospital emergency rooms who may not realize that they
have been radioactively contaminated. Therefore, it is important that hospitals
are able to adequately monitor patients for radioactive contamination as early
as possible following an incident, in order to properly triage and treat the
patients and to protect hospital staff and property. To address these concerns,
HHS has undertaken a program to develop guidelines for radiation monitoring in
hospital emergency rooms. A subgroup of the HHS Radiological Dispersal Device
Medical Response Working Group was convened, consisting of experts in health
physics who reviewed the types of radiation detection instrumentation currently
available and recommended a system of wall-mounted radiation area monitors
utilizing sodium iodide detectors. This Health Physics Subgroup obtained a set
of two sodium iodide-based area monitors linked through a software system to a
laptop PC to test the systems response to various radionuclide sources in order
to optimize the operating parameters of such a system for use in an emergency
room setting. Having arrived at a set of operating conditions for the area
monitor system, the system will now be evaluated under real world conditions in
3 hospital emergency departments. The goal of the project is to assess the
utility of the system in a hospital emergency room setting including ease of
installation, operation and maintenance, instrument response, data collection,
computer networking and alarm functionality. The system will be evaluated under
normal operating conditions, as well as during mock incidents with sealed
radioactive sources. Special attention should be paid to the potential for
false positive alarms. The project will also evaluate issues of staff training
and response. The project will conclude with an emergency response exercise
simulating the medical and health physics response to an RDD by hospital staff.
The period of performance will be approximately 16 months. The radiation
monitoring system shall consist of two Ludlum Measurements, Inc. Model 375-10
digital wall-mounted area monitors (or equivalent) connected in parallel to a
PC via an Ethernet connection. These monitors must utilize 2x2 inch sodium
iodide scintillation detectors with a low energy discriminator set at 300 keV
in order to eliminate most radionuclides used in nuclear medicine and thus
reduce the rate of false positive alarms. The monitors must operate on AC
current but shall come equipped with auxiliary battery power to allow for eight
hours of operation without AC power. The detectors must be mounted on each side
of the entrance to the emergency room at an approximate height of one meter
from the floor. The power supply shall either be connected to an existing
outlet or hard-wired. Appropriate routing of Ethernet cables shall be necessary
in order to be able to monitor the detectors remotely at a PC workstation
(i.e., located in the Radiation Safety Office). Software included with the
detectors must be downloaded to the workstation. The area monitors must be
equipped with two LED displays for low and high alarm settings. The low alarm
setting shall be determined by first collecting a background reading for each
detector for 24 hours. The low alarm shall then be set at a value equal to the
average background plus two standard Three Turn-Key Radiation Detection Kits
shall be constructed to include radiation detection devices, protocols,
training information (CD?s), and access to on-line training. The Contractor
will demonstrate successful experience with: Using a radiation detection device
in a hospital emergency department setting. Designing and instituting training
programs to include internet-based and other technologies. Evaluating hardware
and software systems in emergency department settings. Working in a senior
leadership position in an Emergency Department. Designing projects or studies
across multiple institutions. Evaluating training experiences. Experience
performing the required tasks. Communicating effectively during interactions
with all levels of individuals. Communicating in a written format i.e., writing
letters, memoranda, reports, etc., to include government-style correspondence
and reports related to public health and emergency management. The need for
specialized technical expertise in working with radioactive materials and
detectors. The requirement for an understanding of how Emergency Departments
function to include human factors issues. The ability to successfully negotiate
for the placement of three (3) systems in Emergency Departments within a 65
mile radius of HHS HQ and for two (2) additional test sites. The project shall
be performed in three (3) hospital Emergency Departments (ED) as follows: 1.
All must be located within 65 miles of HHS HQ. 2. One location shall be within
seven (7) miles of HHS HQ. 3. Contractors hospital system must have a minimum of
two (2) EDs. 4. At least one (1) ED must be a Level One Shock-Trauma Center in
a facility which administers radioactive isotopes. 5. HHS will identify two (2)
additional EDs in which to pilot equipment and procedures. The solicitation
