Section 1, Section 2, Section 3(d) and Section 3(e) of the original synopsis
are hereby replaced in their entirety with the following: REVISED SECTION 1.
CONTRACT INFORMATION: The U.S. Army Corps of Engineers, Pittsburgh District,
proposes to obtain the services for up to two (2) Indefinite Delivery
Architect-Engineer (A-E) contracts for engineering, design and related services.
These contracts are being procured in accordance with Brooks A-E Act as
implemented in FAR subpart 36.6. Firms will be selected for negotiation based
on demonstrated competence and qualifications for required work. One of the two
contracts will be awarded initially with the remaining one, if awarded, will be
awarded within 12 months depending on workload and contracting requirements.
The criteria to be used in allocating task orders among the contracts will be
based on the following: (1) Contract Minimums, task orders will be distributed
to assure the guaranteed minimums are met; (2) Past performance on previous
task orders, the quality and timeliness of work delivered on prior task orders
under the current contract; (3) Current capacity to accomplish the task order
in the required time; (4) Unique specialized experience; (5) Equitable
distribution of work among the contractor s. Each contract duration will be a
maximum of three years. Tasks will be directed by individually issued task
orders. More than one task order may be issued concurrently. For these
contracts the total accumulative amount will not exceed $3,000,000.00 each in
three years with no one task order exceeding $1,000,000.00. Each contract will
have a base period not to exceed one year with up to two additional option
periods, not to exceed one year each that may also be awarded. An option period
may be exercised at the discretion of the Contracting Officer (CO) when the
contract amount for the base period or preceding option period has been
exhausted or nearly exhausted. This announcement is open to all businesses
regardless of size. If a large business is selected for this contract, it must
comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on
that part of the work that it intends to subcontract. The current
subcontracting goals for this district are that a minimum of 43.0% of the
contractor's intended subcontracted amount be placed with Small Business (SB),
including 16.5% placed with small disadvantaged business (SDB), 5.7% placed
with women-owned business and 1.5% for service-disabled veteran-owned small
business and 8.0% for HUBZone business. These goals are advisory only. REVISED
SECTION 2. PROJECT INFORMATION: Projects will primarily be located within the
Pittsburgh District. However, projects may also be located within the
geographical boundaries or mission assignments of the U SACE Great Lakes and
Ohio River Division (LRD), or other mission assignments (i.e. Support of
Hurricane Relief Operations, etc.) assigned to the Pittsburgh District. The
Great Lakes and Ohio River Division includes Buffalo, Chicago, Detroit,
Huntington, Louisville, Nashville, and Pittsburgh Districts. The A-E Services
to be provided under this contract will be multidisciplinary in nature to
support the Pittsburgh District and other LRD organization's mission to plan,
design, construct, operate and maintain navigation projects (locks and dams),
flood control reservoirs and dams, local flood protection projects, river
basins, aquatic ecosystem restoration (wetland construction and enhancement,
AMD Mitigation, habitat enhancement, urban stream restoration), recreation and
other facilities. Services will include, but not be limited to, Mechanical,
Electrical, Civil, Structural, Specification, Geotechnical, Sanitary,
Environmental, Hydrologic and Hydraulic Engineering, Architectural Design and
the necessary engineering support services such as CADD, surveying, value
engineering, and cost estimates. The Contractors will be required to provide appropriate
personnel, materials, equipment, management, quality, and cost controls to
perform all phases of engineering and architectural services to include, but
not be limited to, engineering investigations/studies; designs; reports;
construction plans and specifications; preliminary cost estimates; general
construction and engineering type surveys; and Computer Aided Design and
Drafting (CADD). Work shall be accomplished in full compliance with established
Corps of Engineers manuals, policies, standards and practices and other
professional practices and standards as necessitated by project conditions or
job requirements. Work to be accomplished may be required to be performed using
the metric system of measurement. REVISED SECTION 3(d) Capacity of the firm to
accomplish the anticipated work in an efficient manner. The evaluation will
consider the experience of the firm in similarly sized projects, the size and
qualifications of the firm's staff in the required disciplines, and any
significant equipment (to include specialized hardware and/or software)
currently possessed and used by the firm.. The firm's staff must be capable of
responding to multiple task orders concurrently and within specified
performance periods. REVISED SECTION 3(e) Knowledge of Locality, geologic,
climatic and regulatory (State and local) (both the Pittsburgh District and the
Great Lakes and Ohio River Division). Response to questions posed by

Drive, P.B.#506. Lake Charles. Louisiana 70615 for 2006 Emergency Roof Repairs
for Lake Charles/Boston High School, Hurricane Rita Repair Funds, Bid No.
2006-20PC. Complete plans and specifications may be obtained from Ellender
Architects and Associates, LLC. 1521 Cypress Street. Sulphur, Louisiana 70663.
No Bid shall be considered or accepted unless the bid is accompanied by bid
security in an amount not less than five percent (5%) of the Base Bid and all
Additive Alternates. The bid security shall be in the form of certified check
or cashier's check drawn on a bank insured by the FDIC, or Calcasieu Parish
School Board Bid Bond Form contained in the Front End Documents written by a
surety company licensed to do business in Louisiana with a A.M. Best rating of
"A" or better, countersigned by a person who is under contract with
the surely company or bond insurer as a licensed agent in this state and who is
residing in this state. Bids shall be accepted only from Contractors who are
licensed under LA. R.S. 37:2150-2163, Act 635, effective January 1,1989, for
the classification Roofing and Building Construction. No bid may be withdrawn
for a period of thirty (30) days after receipt of bids. except under the

however, the deposit shall not exceed twice the actual cost of reproduction.
Deposits on the first set of documents furnished bona fide prime bidders will
be fully refunded upon return of the documents no later than ten days after

Notice is hereby given that bids will be received by the City
Clerk of the City of Pascagoula, Mississippi, at her office in the City Hall
during legal office hours until 2:00 P.M., May 24, 2006, at which time all bids
will be publicly opened in the Council Chambers of the City Hall and read aloud
for the following: HURRICANE KATRINA BEACH PARK PLAYGROUND AND PAVILION
REPLACEMENT All bids shall be submitted in a sealed envelope addressed to the
City Clerk of the City of Pascagoula, Mississippi. If a bid is submitted by

Inspection Project Description: The selected Consultant(s) shall provide
services necessary to assist the FDOT District Four in addressing the 2006/2007
hurricane relief efforts. Due to the nature of this agreement, there can be no
commitment from the Department until such services are needed. The actual
execution of the Emergency contract(s) with the Consultant(s) will be after
issuance of the Declaration of Emergency by the Governor, generally 24 hours
prior to the hurricane's land fall. Consultant(s) are then expected to respond
within two (2) hours after the execution of the Emergency Contract(s). Project

will submit a letter of interest to: D4.profserv@dot.state.fl.us Hard copy
letters of interest will not be accepted. All letters are due by May 22, 2006

responsive. The letter of interest should not exceed four (4) standard size
pages (8.5" X 11") in length. The font will be restricted to Arial
and the font size will be no smaller than 11 with one inch margins on all

interest; One page resumes for each employee being proposed; and a two-page

of 2005 designates the Department of Health and Human Services (HHS) as the
lead agency for public health and medicine for pandemic preparedness and
response. Following the issuance of the Department of Health and Human Services
Pandemic Plan of 2005, the Office of Public Health Emergency Preparedness
(OPHEP) was assigned the responsibility for the establishment of surge
capacity, advanced development, , and acquisition of medical countermeasures
such as diagnostics, vaccines and antiviral drugs that may be used to
diagnosis, contain, control, and mitigate the mortality and morbidity
associated with influenza pandemics in the U.S. The tactical and logistical
implementation of policies and decisions regarding these pandemic medical
countermeasures is the responsibility of the Office of Research and Development
Coordination (ORDC) in OPHEP. ***DESCRIPTION*** This is a Request for
Information (RFI) only. It is not a request for proposals and does not commit
the U.S. Government to issue a solicitation, make an award, or pay any costs
associated with responding to this announcement. All submitted information
shall remain with the U.S. Government and will not be returned. The Office of
Research and Development Coordination of the Office of Public Health Emergency
Preparedness has an interest in identifying potential platforms, technologies,
methods, assays and reagents that can be applied to the detection, diagnosis
and monitoring of influenza virus infections and disease. The use of
appropriate diagnostic assays and equipment during influenza seasonal or
pandemic outbreaks may provide for more timely and accurate detection of
influenza outbreaks and thus delay or contain influenza infections in local communities,
may reduce the morbidity and mortality, and may mitigate the increased load
that will be placed on the healthcare system. Early detection of influenza by
the use of appropriate tests will allow for the determination of the parameters
of the pandemic in sufficient time to provide effective disease central
measures. Rapid, accurate high throughput laboratory bench systems and portable
low cost point of care (POC) systems are both needed to identify and
characterize the outbreak as quickly as possible and to provide timely data and
information to guide and monitor effective response measures. Responses to this
RFI may address either or both of these areas (High throughput on POC) of
identified interest but should clearly indicate which area of need is being
addressed in the response. Rapid diagnostics for influenza viruses currently
lack sufficient specificity and sensitivity and timeliness of results to
provide clinically relevant information. Diagnostic platforms and assays for
influenza and influenza like illnesses are needed to provide timely diagnostic
information to health care providers in the face of an emerging pandemic.
Information is being sought on assays, methods and platforms that may meet near
term and long-term program needs. The responses should address the following
issues: ? Sensitivity-relative to culture of clinically significant levels of
virus 10 to 106 TC/DO/ML if a specified influenza A virus strain ? Specificity-
ability to differentiate the target organism in the presence of a ten fold
excess of near neighbors to distinguish specific strains of influenza virus. ?
Sample handling and preparation ? Throughput capacity. ? Platform
flexibility/adaptability. ? Operational simplicity. ? Portability. ? Non-Cross
Reactivity-ability to detect influenza virus in presence of [illegible] and
pathogenic microorganisms. ? Estimates of cost factors. HHS will use
information obtained by this RFI in making recommendations and decisions on the
development of an appropriate procurement strategy for National Pandemic
Preparedness. All information submitted to HHS will be kept confidential as
allowed by relevant federal law. Please submit information in the following

intends to issue a solicitation in support of Department of Homeland Security

diesel fuel and gasoline on a regional/statewide basis to support disaster
mobilization, emergency response and recovery efforts. Vendor support is needed
to provide mobile refueling in the event of a disaster to and within a 300 mile
radius of mobilization areas, staging areas and other points of distribution
within the states of VA, NC, SC, GA, FL, AL, MS, TX, and LA. During a disaster
the estimated daily quantity required for each state is 270,000 U.S. Gallons
for diesel fuel and 16,000 U.S. Gallons for gasoline. The vendor will be
required to maintain readiness capability and deliver within 24 hours notice.
This acquisition is unrestricted and will be awarded based upon best value
evaluation factors. These factors include (but not limited to) Readiness Plan,
Past Performance and Experience and Socioeconomic Support. Contract(s) will be
awarded for each defined geographic area of coverage. The Government
anticipates award to multiple vendors. The anticipated contract type is a one
year Fixed Price Requirements type contract with Economic Price Adjustment. The
contract provisions will include two potential option years. Orders will be
issued as necessary with a required delivery date. Estimated value of all
orders among multiple vendors is not expected to exceed $100,000,000/year. It
