The following is provided: Question: What does electronic services reference (types of services, projects, personnel) and in what nature should a contractor approach this in the submittal? Response: The following classifications published by the Department of Labor generally describe the duties performed by each engineer. Electrical engineers design, develop, test, and supervise the manufacture of electrical equipm ent. Some of this equipment includes electric motors; machinery controls, lighting, and wiring in buildings; automobiles; aircraft; radar and navigation systems; and power-generating, -controlling, and transmission devices used by electric utilities. Altho ugh the terms electrical and electronics engineering often are used interchangeably in academia and industry, electrical engineers have traditionally focused on the generation and supply of power, whereas electronics engineers have worked on applications o f electricity to control systems or signal processing. Electrical engineers specialize in areas such as power systems engineering or electrical equipment manufacturing. Electronics engineers, except computer, are responsible for a wide range of technologi es, from portable music players to the global positioning system (GPS), which can continuously provide the location of a vehicle. Electronics engineers design, develop, test, and supervise the manufacture of electronic equipment such as broadcast and commu nications systems. Many electronics engineers also work in areas closely related to computers. However, engineers whose work is related exclusively to computer hardware are considered computer hardware engineers. Electronics engineers specialize in areas s uch as communications, signal processing, and control systems or have a specialty within one of these areasindustrial robot control systems or aviation electronics, for example. Response to the Second Part of the Question: The engineers will be required to perform duties as they relate to the types of projects stated in the preceding sentence where the types of engineering disciplines required are specified. It is up to the individual contractor on how they address this requirement in their submittal. Question: The solicitation requests the services of Electronic Engineering. How do the services provided by Electronic Engineering differ from the services of Electrical Engineering also requested? Response: See above. The Project Information portion of the synopsis is changed to read as follows: 2. PROJECT INFORMATION: Projects will primarily be located within the Pittsburgh District. However, projects may also be located within the geographical boundaries or mission assignments of the USACE Great Lakes and Ohio River Division (LRD), or other mission assignments (i.e. Support of Hurricane Relief Operations, etc.) assigned to the Pittsburgh District. The Great Lakes and Ohio River Division includes Buffalo, Chicago, Detroit, Huntington, Louisville, Na shville, and Pittsburgh Districts. The A-E Services to be provided under this contract will be multidisciplinary in nature to support the Pittsburgh District and other LRD organization's mission to plan, design, construct, operate and maintain navigation p rojects (locks and dams), flood control reservoirs and dams, local flood protection projects, river basins, aquatic ecosystem restoration (wetland construction and enhancement, AMD Mitigation, habitat enhancement, urban stream restoration), recreation and other facilities. Services will include, but not be limited to, Mechanical, Electrical, Electronic, Civil, Structural, Specification, Geotechnical, Sanitary, Environmental, Hydrologic and Hydraulic Engineering, Architectural Design and the necessary engine ering support services such as CADD, surveying, value engineering, and cost estimates. The Contractors will be required to provide appropriate personnel, materi als, equipment, management, quality, and cost controls to perform all phases of engineering and architectural services to include, but not be limited to, engineering investigations/studies; designs; reports; construction plans and specifications; prelimina ry cost estimates; general construction and engineering type surveys; and Computer Aided Design and Drafting (CADD). Work shall be accomplished in full compliance with established Corps of Engineers manuals, policies, standards and practices and other pro fessional practices and standards as necessitated by project conditions or job requirements. Work to be accomplished may be required to be performed using the metric system of measurement. One other question posed by a prospective offeror, and the respons e are provided below. Due to the nature of this agreement, there can be no commitment from the Department until such services are needed. A Contract will be executed, however, NO funds will be encumbered until after the issuance of the Declaration of Emergency by the Governor, generally 24 hours prior to the hurricane's landfall. As soon as possible, task work orders will be issued. Consultants are expected to respond within two (2) hours after execution of the task work orders. The Letter of Response (LOR) may not exceed five (5) pages in length. In addition to the minimum information required in the "Notice to Profession Consultants" page, the LOR should also address the following items in order to assess each firm's potential to satisfactorily accomplish this project: - Awareness of Project Issues; - Approach to performing the types of work; - Quality, Quantity and Availability of Proposed staff; and - Other Considerations, including, but not limited to: --- Past involvement with similar type work; and --- Quality control processes and application. See Letter of Response Evaluation Form for specific details. Not included in the page limitation of the LOR, responses should include a one (1) page Professional Resume for each key staff team member, as well as an organization chart that defines the staffing plan for the project. Scope of Work: The School District of St. Lucie County, Florida is seeking to solicit proposals from qualified vendors to provide debris removal services for disaster recovery due to a hurricane or other natural disasters as set forth in the Scope of Services of this RFP. The School District is requesting the services of a qualified and experienced disaster and debris removal service company, Contractors that can provide professional technical services in the preparedness, response, recovery, and mitigation phases of any natural or man made disaster or emergency situation as required by the School District. Response time shall be deemed as having a Contractor’s representative physically present at the School District’s Emergency Operations Center within six (6) hours after notification of need. The School District shall provide the designated services, including operations and management, logistical support, construction and technical assistance before, during, or after any potential or actual disaster situations including, but not limited to: Tornados, Hurricanes, severe weather events or any other natural or man made disaster or emergency. Following the issuance of the HHS Pandemic Plan of 2005, the Office of Public Health Emergency Preparedness (OPHEP) was assigned the responsibility for the advanced development, establishment of surge capacity, and acquisition of medical countermeasures such as diagnostics, vaccines and antiviral drugs that may be used to diagnosis, contain, control, and mitigate the mortality and morbidity associated with influenza pandemics in the U.S. The tactical and logistical implementation of policies and decisions regarding these pandemic medical countermeasures is the responsibility of the Office of Research and Development Coordination (ORDC) in OPHEP. This is a Request for Information (RFI) only. It is not a request for proposals and does not commit the U.S. Government to issue a solicitation, make an award, or pay any costs associated with responding to this announcement. All submitted information shall remain with the U.S. Government and will not be returned. The Office of Research Development and Coordination of the Office of Public Health Emergency HHS/OPHEP/ORDC has an interest in identifying potential technologies, methods, assays and reagents that can be applied to the detection, diagnosis and monitoring of influenza virus infections and disease. The appropriate use of diagnostic assays and equipment during influenza seasonal or pandemic outbreaks may provide for more timely and accurate detection of influenza outbreaks and thus delay or contain influenza infections in local communities, may reduce the morbidity and mortality, and may mitigate the overwhelming load that will be placed on the healthcare system. Early detection of influenza by the use of appropriate tests will allow for an accurate triage of patients and the determination of the parameters of the pandemic in enough time to provide best use of disease spread countermeasures. Rapid, accurate high throughput laboratory bench systems and portable low cost point of care (POC) systems are both needed to identify the outbreak as quickly as possible and provide timely data and information for situational awareness to guide and monitor effective response measures. Responses to this RFI may address either or both of these areas of identified interest but should clearly indicate which area of need is being addressed in the response. Rapid diagnostics for influenza viruses currently lack sufficient specificity and sensitivity and timeliness of results to provide clinically relevant information. A need is present to have diagnostic platforms and assays for influenza and influenza like illnesses to provide timely diagnostic information to health care providers in the face of an emerging pandemic. Information is being sought on assays, methods and platforms that may meet near term and long-term program needs. High Through-put Bench Diagnostics tests should be: 1) Rapid: less than 4 hours from sample collection to results at point of care 2) Sensitive: the exact lower confidence bound for the 2-sided 95% CI should be greater than 95%, relative to culture at clinically significant levels of virus (10E1 to 10E6 TCID50/mL of a specified influenza A virus strain 3)Specific: better than 95% ability to differentiate the target organism in the presence of ten fold excess of near neighbors to distinguish specific strains of influenza virus 4)Cost effective: less than four dollars per organism characteristic identified, 12 dollars total per test cost (exclusive of test reader equipment cost if needed) 5)Flexible: able to be modified for newly emergent threats within weeks of their discovery 6)Cross-Reactivity: able to detect true positives and true negatives in the presence of typical commensal and pathogenic microorganisms, typically 108 TCID50 viruses, 108 bacteria or 106 yeasts per ml 7)Diagnostic would be used on currently available and widely used commercial diagnostic platforms where trained personnel are used in CLIA compliant settings. The initial testing capability may require assays based on currently available commercial platforms but ideal future capabilities should accommodate all the indicated desired assay and system characteristics including purchase price, per assay costs, weight, foot print, sensitivity and specificity performances. An acceptable system would be easily portable with a simple clinical sample loading design. The equipment should isolate the sample in a manner that minimizes bio-safety concerns and cross contamination concerns for subsequent or concurrent sample handling. An acceptable POC system would be capable of meeting system requirements of performance from sample collection to test result for 1 sample within 30 minutes by 1 technician. Sample types could include: Nasal and throat swabs, Nasal wash aspirates, Blood, or Urine. The instrument-based system or assay should be able to identify the 20 leading causes (bacterial, fungal and viral) of respiratory illness clinical presentation with Influenza Like Illness symptoms, and differentiate novel influenza A viruses from seasonal influenza A viruses (i.e., H1N1 and H3N2) and other respiratory pathogens. Influenza or Influenza like Pathogens should be identified with a high level of certainty, using at least two characteristics per pathogen. Methods should be able to detect and differentiate specific influenza strains. Genotypic or phenotypic characterization should include capability to discriminate phylogenetic relationships including gene swaps, or influenza serotypes. Reagents should be optimized for maximum self-life with corresponding positive and negative controls. Desired reagent shelf life should be at least 6 months at room temperature. Integrated sample prep and detection with minimal sample handling during the analysis would be optimal. Serial or batch sample analysis to maximize throughput would be ideal. If a reader or equipment is involved integrated Bi-Directional communication monitoring Software to report out results, interpolate detection metrics, interpret the presence or absence of each pathogen , report results and receiving protocol updates should be discussed. Discussion of data optimization management systems is of interest for quality management and quality control measures during the life cycle of the device including developmental, testing and field use of the equipment or assay. HHS will use information obtained by this RFI in making recommendations and decisions on the development of an appropriate procurement strategy for National Pandemic Preparedness.
