PK-12 Education Administration Services 2006-2009 In the first special legislative session that followed Hurricane Katrina, the Louisiana Legislature passed new legislation giving the Louisiana Department of Education, through its Recovery School District, authority to direct the reconstruction and reopening of those schools in Orleans Parish that are defined under the law as academically failing schools. At present, there are more than one hundred schools in Orleans Parish that have been transferred by operation of law to the jurisdiction of the Recovery School District. Sixteen schools remain under the jurisdiction of the Orleans Parish School Board. The current Recovery School District (RSD) administration has begun the process of planning and re-opening schools under its jurisdiction. In order to fully manage the day-to-day affairs and business operations of these schools, the RSD administration, through the State, is seeking vendors to supply necessary services to assist them in opening the doors of their schools to students in August 2006. In addition, the RSD administration would like for this proposal to provide other schools and systems from around the state the option of purchasing and utilizing the services of the winning vendor selected via this RFP. Expected Time Period for Contract The period of any contract resulting from this RFP is tentatively scheduled to begin on or about July 1, 2006 and to continue through June 30, 2007 with the option of four one year renewals. In addition, any contract resulting from this RFP will require the contractor to complete the installation, testing, data conversion, system setup and begin user/administration training prior to RSD school openings tentatively scheduled for August 15, 2006. Any firm or joint venture intending to submit a proposal should have at least one duly authorized representative attend the Pre-proposal Conference. Therefore, proposers should submit all questions in writing (even if an answer has already been given to an oral question). Approximately eight hundred miles of land line maintenance work is anticipated in Hurricane Katrina impacted areas of the Desoto National Forest in Mississippi. There are three zones on the Desoto National Forest and one zone on the Chickasawhay National Forest. The Forest Service is soliciting the submission of a Standard Form 330 (Architect/Engineer Related Services Questionnaire). Information from these forms will be evaluated according to selection criteria that emphasize ability and experience in conducting landline maintenance. To be considered for this work, a firm must have in its employ a surveyor licensed as a registered professional surveyor in the State of Mississippi and said surveyor will be in responsible charge of all work awarded under this contract. A survey contract will be awarded to locate and maintain property lines and corners in each zone. Firms submitting proposals need to designate the zone or zones they are interested in for potential award of a contract. Work to be performed under this land surveying contract will be as follows: 1. Corner Maintenance The replacement of dead, damaged, or destroyed bearing trees or objects with new references to Forest Service standards. Includes the documentation and filing of Forest Service Land Corner Cards. 2. Corner Monumentation The placement of a monument and accessories at each corner position established by survey or recovered from evidence. Includes the documentation and filing of Forest Service Land Corner Cards. 3. Property Line Maintained - The marking and painting of previously located property lines to Forest Service standards between monumented and controlling corner positions. 4. WUIB Property Line Maintained ? The marking and painting of previously located property lines to Forest Service that are along or near a cleared Wild land Urban Interface Boundary (WUIB). The following criteria need to be addressed by the submitting firm: Criteria 1: Professional qualifications necessary for satisfactory performance of the required services. Criteria 2: Specialized experience and technical competence in the type of work required. Criteria 3: Capacity to accomplish the work in the required time. Criteria 4: Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, compliance with performance schedules. Criteria 5: Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Facility Requirements: Offsite leased office space is required to house approximately 20 ? 25 people supporting the Marshall Space Flight Center Academic Affairs Office (AAO). A facility of a minimum of 5,500, maximum of 8,000 square feet of contiguous space is required. It is necessary for the facility space to be located within 5.5 miles of NASA/MSFC. The space must be located in quality facilities of sound and substantial construction. The facility must be of excellent quality, interior and exterior must be in excellent condition, including carpet and painting. It shall meet all standard safety code requirements. A flexible arrangement must be provided to accommodate an efficient office environment. The area will need to accommodate up to 30 people with a conference room. Areas required are as follows: a) Working area b) Conference room c) File/Storage area d) Kitchen and break area e) Supply room f) Area for display and storage of NASA educational publications Personnel will begin transitioning to this facility after installation of communications and security equipment. Private offices are required as follows: One (1) Private Senior Management Office (250-350 net square feet) situated in a separate suite with space for two administrative assistants. One (1) Private Middle Management Office (150-200 net square feet). Eight (8) private offices for Team Leads/Program Managers (100 - 150 net square feet). Fifteen (15) workstations (80 - 120 net sq ft) for remaining 10 - 15 employees.* *Note: Additional office space is highly recommended to allow the office room to grow and to accommodate Agency and Center personnel detail and TDY assignments. In addition, one conference room is required as follows: - One conference room with capacity for 30 people, a conference room table, chairs, white boards, and appropriate audio/visual capability for electronic presentations. (See 2.C. Other Network Requirements). NASA/MSFC shall provide furniture in support of the facility to include a conference room and office space per the MSFC furniture regulations, MWI 4220.1. Office furniture shall include, but not limited to, desks, chairs, and filing cabinets. Conference room shall include conference table and chairs for 30 people. The electrical and air conditioning systems shall be capable of supporting normal office space needs, including personal computer workstations and network communication equipment. Vehicle parking spaces are required to accommodate up to 40 vehicles. One handicap and a minimum of two visitor parking spaces should be considered. Facilities must provide controlled access to lobby entrances and be handicap accessible. Key card access controls must also be provided. The Landlord shall provide all normal operational requirements at the Landlords expense, including electricity, water, heating/cooling, janitorial services, and pest control. The janitorial and pest control requirements are detailed in Sections 2.F. and 2.G., respectively. The facility must include a break area for vending services, which will be provided by the NASA Exchange. 2. Technical Infrastructure Requirements: A. Telephones and Facsimile NASA/MSFC will provide its own telephone and facsimile capability. The Landlord shall provide telephone and facsimile twisted pair telephone wiring and cabling within the building to support this service. The number of telephone circuits is to be determined (TBD), but as a general rule, there shall be one telephone circuit and connect point per office. The Landlord shall ensure that inside building cellular phone coverage with MSFCs local providers (Cingular and Corr) is available. The Landlord shall also provide an overhead paging system with telephone interface. NASA will install or retrofit an existing overhead paging system that would allow dissemination of MSFC emergency announcements into the facility. This would be accomplished via a telephone interface into a paging amplifier. B. Computer Networks NASA will provide its own desktop, network, and other computer hardware and support services. The Landlord shall provide cabling and wiring to support a local area network (LAN). The number of LAN circuits is TBD, but as a general rule, there shall be one LAN circuit and connect point per office. The Landlord shall also offer network infrastructure within and around the premises such that an external wide area network (WAN) connection may be established, at NASAs expense, from the premises to the NASA WAN. C. Other Network Requirements include: 1) An existing Category 5 or 5e or Category 6 twisted pair Ethernet cabling infrastructure with proper installation characteristics complying with IEEE specifications. 2) Line-of-sight path to MSFC campus for possible addition of wireless services to reduce leased circuit costs. 3) If two buildings are to be utilized, fiber optic pairs or acceptable conduit paths where circuits could be extended between all buildings back to one central equipment room location. 4) No overhead asbestos materials shall exist. 5) The Landlord shall allow NASA to install communications assets such as overhead paging systems, card readers, communications cabling, conference room equipment (including videoconferencing system, teleconferencing systems, security surveillance systems, and A/V systems required to support electronic presentations) and ceiling mount televisions. 6) The tenant may remove services and equipment upon termination of lease. 7) The Landlord shall define processes to support moves, additions, and changes to electrical outlet and lighting locations to support specific communications requirements. In addition, the Landlord shall make provisions to add (possibly enhanced) electrical feeds to accommodate specific computing/ communications needs. D. Grounds Maintenance The Landlord shall maintain the grounds around the building at the Landlord?s expense in accordance with the following schedule, as a minimum: 1) Mowing and trimming shall be done biweekly, unless the grass height is less than 4 inches. 2) Mowing and trimming of lawn areas shall be performed, including areas around designated facilities, parking lots, portals, and storage pads to a height of approximately 2 to 3 inches using finish mowers and string trimmers. 3) Weed trimming around signs, posts, poles, and guardrails is also required. 4) Trimming of hedges and bushes providing safety, along with a neat and orderly appearance, is required on a routine basis. 5) Bushes, saplings, and trees shall be removed in a timely manner from fence rows, rights of way, roadways, and other requested areas to eliminate safety hazards. 6) Storm debris such as fallen trees and limbs; clogged drainage channels; and other storm-related effects shall be removed in a timely manner. 7) Snow/ice from sidewalks, parking areas, and roadways shall be removed to allow safe ingress/egress for employees. Removal shall commerce within 4 hours of the customer request, unless a quicker response is required for the safe ingress/egress of employees. 8) The spreading of salt, ice melt, sand, or grit to eliminate slippery conditions on sidewalks, parking areas, and roadways shall be performed in order to assure safe ingress/egress of employees and vehicles. 9) The Landlord shall also perform minor repairs on areas and associated infrastructure such as signs, fences, gates, benchmarks, etc., caused by erosion, subsidence, settlement, displacement, tire rutting, scalping, and skidding by machinery, vandalism, overgrown vegetation, burrowing animals, and storm damage. All repaired areas shall be covered with topsoil that is free of rocks and debris, seeded and fertilized. 10) Paved area maintenance shall include renewing painted stripes in parking areas; maintain visitor and handicapped parking spaces; seal asphalt; patch holes and cracks; and clean parking areas. E. Refuse Removal Landlord shall provide at the Landlords expense the required refuse removal services. This includes, but is not limited to, collection and disposal of trash from facilities, lawns, fence rows, rights of way, roads, parking areas and sidewalks; emptying of cigarette ash cans and outdoor trash receptacles; and the collection and disposal of dead animals. The Landlord shall not allow build-up of excess refuse on premises or on grounds of premises. F. Janitorial/Cleaning Landlord shall provide routine cleaning and refuse/debris removal at the Landlords expense from the interior of the building in accordance with the following schedule, as a minimum: Daily (5) Days Per Week 1. Spot clean spills and stains on carpeted and hard surface floors. 2. Clean, sanitize and polish all vitreous fixtures, including toilet bowls, urinals, hand basins, walls, and exposed pipes under sinks. 3. Sweep and (sanitized) wet mop floor in restrooms. 4. Clean all glass and mirrors in restrooms. 5. Empty and remove all trash, spot cleaning and replace can liners in restrooms. 6. Refill all restroom dispensers. 7. Vacuum high traffic areas (halls and entrances). 8. Clean break rooms daily. 9. Clean and sanitize drinking fountains. 10. Empty and remove all trash and replace can liners in all offices. Weekly 1.
