City of Marathon 10045-55 Overseas Highway Marathon, FL. 33050 Request for Qualifications REQUEST FOR QUALIFICATIONS FOR Construction Manager-at-Risk during Design and General Contractor for Construction of Fire Station #14 RFQ -Construction Manager At Risk 0506-0-2006/DMC The City of Marathon, Florida, pursuant to sec. 287.055, Florida statutes, sealed, "Statement of Qualifications" from firms or individuals experienced in providing Construction Manager-At-Risk services to public agencies for the above referenced Scope of Work: PROJECT DESCRIPTION, SCOPE AND BUDGET: The City of Marathon had one centralized located Fire Station that was destroyed by Hurricane Wilma due to storm surge. The new Fire Station #14 is to be located on the now closed Fire Station #14 site. This new Fire Station #14 is intended to provide a central, easily accessed governmental hub to provide fire protection for the City of Marathon and Marathon Airport. It will also be used for people to come and conduct civic business. Along with the City of Marathon Fire Protection Service, the City of Marathon (EOC) Emergency Operation Center is to be located in this center. There is a need to provide quality space for conducting government events presented by the City of Marathon and area private sector organizations. It is the intent of this Project to provide capabilities that will allow for the design of a center that will serve the City of Marathon Fire Protection Service, the EOC and the private sector that access this city government facility. The project is programmed to include a total of approximately 20,000 square feet. Approximately 12,000 square feet shall consist of administrative space divided between two stories, and the fire truck bays with supporting room represent approximately 8,000 square feet. On the second floor the structure will consist of bunk rooms, a kitchen, exercise room, restrooms and storage. The first floor will consist of offices, multi-purpose room, communication room, medical storage and lobby. The structure will have an interior and exterior staircase, one interior elevator and one interior fireman slide-pole. There will be three fire truck / ambulance bays with supporting room for fire gear and equipment storage. The structure will have a self-contained generator system. The Preliminary Project Cost (PPC) for this Project is $7,000,000. The PPC shall include the Construction Managers Preconstruction Phase Fee, Construction Phase Fee and Overhead & Profit for Construction. The project consists of construction of one facility and demolition of six facilities. Facility 1: Construction will be a two-story 9,000 square foot (approximately) Troop Quarters. Construction will consist of a concrete slab on grade with footings, load-bearing steel-reinforced concrete block unit structure, cast-in-place concrete flooring, architectural brick veneer, metal stud with gypsum non-load bearing walls, and cast-in-place concrete roof slabs. Utilities and support facilities include fire protection, communications, plumbing, heating, ventilation, and air-conditioning system (HVAC), water, electric power, sanitary and storm drainage systems, concrete parking, access roadways, concrete curb-and-gutter, an irrigation system and landscaping. Facilities 2-7: Demolition of six facilities totaling approximately 12,300 square foot. Demolition will include removal of existing concrete slab on grade with footings, wood stud (interior) and concrete masonry unit (exterior) walls, wood trusses, and sloped shingled/standing seam metal roofing. . Design and construction shall comply with the specifications and requirements contained in the RFP. The estimated price range is between $5,000,000 and $10,000,000. This procurement is being solicited using the two-phase design build selection procedures authorized by FAR 36.3. The Phase Once solicitation issue date is on/about May 9, 2006 Phase One proposal closing date is on/about June 9, 2006 Phase One, evaluation factors include, but are not limited to the offeror and offeror’s team past performance, basic technical approach and capability information. Price is not required with Phase Once proposals. Following the review, evaluation, and rating of these proposals, the Government intends to select three, but not to exceed five, of the highest rated contractors to receive Phase Two technical requirements RFP. Phase Two evaluation factors include but are not limited to, Price, Technical Data requirements, Management Plans and a comprehensive design and construction Schedule. Award will be unrestricted and is being made pursuant to the Small Business Competitiveness Demonstration Program (Ref: FAR 19(c)(2). Assistance priorities will depend on the amount and type of funding available, USG legal and policy objectives and priorities of USAID. In particular, USAID expects to provide technical assistance, support and services to: 1. Strengthen the Secretariat consistent with the Vientiane Action Program (VAP) by increasing its capacity to fulfill its mandate to initiate, advise, coordinate, and implement effective ASEAN activities including support of member states in their strategic development initiatives. 2. Implement regional activities that enhance ASEAN integration and cooperation consistent with other specific VAP directives, including, but not limited to: economic integration, economic governance, commercial legal reform, intellectual property rights (IPR), trade capacity building (TCB), trade facilitation, customs reform, trade negotiations, SME development, cluster based competitiveness, supply chain development, macroeconomic and policy reform, investment, financial sector surveillance and reform, capital market development, rule of law and legal reform, anti-corruption initiatives, human rights, immigration policy, trafficking in persons (TIP), regional security, counter-terrorism, cross-border environmental issues, energy efficiency and policy, regional health policy, regional emergency preparedness. 3. Leverage the funding and expertise of development partners such as corporations, foundations, ASEAN member countries, other donors and NGOs to address jointly defined development challenges which are consistent with the objectives outlined in the JVS. USAID anticipates that ASEAN members in the region will require assistance from ADVANCE and that demand for services provided under the ADVANCE IQC will increase over time. Following the issuance of the HHS Pandemic Plan of 2005, the Office of Public Health Emergency Preparedness (OPHEP) was assigned the responsibility for the advanced development, establishment of surge capacity, and acquisition of medical countermeasures such as diagnostics, vaccines and antiviral drugs that may be used to diagnosis, contain, control, and mitigate the mortality and morbidity associated with influenza pandemics in the U.S. The tactical and logistical implementation of policies and decisions regarding these pandemic medical countermeasures is the responsibility of the Office of Research and Development Coordination (ORDC) in OPHEP. This is a Request for Information (RFI) only. It is not a request for proposals and does not commit the U.S. Government to issue a solicitation, make an award, or pay any costs associated with responding to this announcement. All submitted information shall remain with the U.S. Government and will not be returned. The Office of Research Development and Coordination of the Office of Public Health Emergency HHS/OPHEP/ORDC has an interest in identifying potential technologies, methods, assays and reagents that can be applied to the detection, diagnosis and monitoring of influenza virus infections and disease. The appropriate use of diagnostic assays and equipment during influenza seasonal or pandemic outbreaks may provide for more timely and accurate detection of influenza outbreaks and thus delay or contain influenza infections in local communities, may reduce the morbidity and mortality, and may mitigate the overwhelming load that will be placed on the healthcare system. Early detection of influenza by the use of appropriate tests will allow for an accurate triage of patients and the determination of the parameters of the pandemic in enough time to provide best use of disease spread countermeasures. Rapid, accurate high throughput laboratory bench systems and portable low cost point of care (POC) systems are both needed to identify the outbreak as quickly as possible and provide timely data and information for situational awareness to guide and monitor effective response measures. Responses to this RFI may address either or both of these areas of identified interest but should clearly indicate which area of need is being addressed in the response. Rapid diagnostics for influenza viruses currently lack sufficient specificity and sensitivity and timeliness of results to provide clinically relevant information. A need is present to have diagnostic platforms and assays for influenza and influenza like illnesses to provide timely diagnostic information to health care providers in the face of an emerging pandemic. Information is being sought on assays, methods and platforms that may meet near term and long-term program needs. The initial testing capability may require assays based on currently available commercial platforms but ideal future capabilities should accommodate all the indicated desired assay and system characteristics including purchase price, per assay costs, weight, foot print, sensitivity and specificity performances. An acceptable system would be easily portable with a simple clinical sample loading design. The equipment should isolate the sample in a manner that minimizes bio-safety concerns and cross contamination concerns for subsequent or concurrent sample handling. An acceptable POC system would be capable of meeting system requirements of performance from sample collection to test result for 1 sample within 30 minutes by 1 technician. Sample types could include: Nasal and throat swabs, Nasal wash aspirates, Blood, or Urine. The instrument-based system or assay should be able to identify the 20 leading causes (bacterial, fungal and viral) of respiratory illness clinical presentation with Influenza Like Illness symptoms, and differentiate novel influenza A viruses from seasonal influenza A viruses (i.e., H1N1 and H3N2) and other respiratory pathogens. Influenza or Influenza like Pathogens should be identified with a high level of certainty, using at least two characteristics per pathogen. Methods should be able to detect and differentiate specific influenza strains. Genotypic or phenotypic characterization should include capability to discriminate phylogenetic relationships including gene swaps, or influenza serotypes. Reagents should be optimized for maximum self-life with corresponding positive and negative controls. Desired reagent shelf life should be at least 6 months at room temperature. Integrated sample prep and detection with minimal sample handling during the analysis would be optimal. Serial or batch sample analysis to maximize throughput would be ideal. If a reader or equipment is involved integrated Bi-Directional communication monitoring Software to report out results, interpolate detection metrics, interpret the presence or absence of each pathogen, report results and receiving protocol updates should be discussed. Discussion of data optimization management systems is of interest for quality management and quality control measures during the life cycle of the device including developmental, testing and field use of the equipment or assay. HHS will use information obtained by this RFI in making recommendations and decisions on the development of an appropriate procurement strategy for National Pandemic Preparedness. Following the issuance of the HHS Pandemic Plan of 2005, the Office of Public Health Emergency Preparedness (OPHEP) was assigned the responsibility for the advanced development, establishment of surge capacity, and acquisition of medical countermeasures such as diagnostics, vaccines and antiviral drugs that may be used to diagnosis, contain, control, and mitigate the mortality and morbidity associated with influenza pandemics in the U.S. The tactical and logistical implementation of policies and decisions regarding these pandemic medical countermeasures is the responsibility of the Office of Research and Development Coordination (ORDC) in OPHEP. This is a Request for Information (RFI) only. It is not a request for proposals and does not commit the U.S. Government to issue a solicitation, make an award, or pay any costs associated with responding to this announcement. All submitted information shall remain with the U.S. Government and will not be returned. The Office of Research Development and Coordination of the Office of Public Health Emergency HHS/OPHEP/ORDC has an interest in identifying potential technologies, methods, assays and reagents that can be applied to the detection, diagnosis and monitoring of influenza virus infections and disease. The appropriate use of diagnostic assays and equipment during influenza seasonal or pandemic outbreaks may provide for more timely and accurate detection of influenza outbreaks and thus delay or contain influenza infections in local communities, may reduce the morbidity and mortality, and may mitigate the overwhelming load that will be placed on the healthcare system. Early detection of influenza by the use of appropriate tests will allow for an accurate triage of patients and the determination of the parameters of the pandemic in enough time to provide best use of disease spread countermeasures. Rapid, accurate high throughput laboratory bench systems and portable low cost point of care (POC) systems are both needed to identify the outbreak as quickly as possible and provide timely data and information for situational awareness to guide and monitor effective response measures. Responses to this RFI may address either or both of these areas of identified interest but should clearly indicate which area of need is being addressed in the response. Rapid diagnostics for influenza viruses currently lack sufficient specificity and sensitivity and timeliness of results to provide clinically relevant information. A need is present to have diagnostic platforms and assays for influenza and influenza like illnesses to provide timely diagnostic information to health care providers in the face of an emerging pandemic. Information is being sought on assays, methods and platforms that may meet near term and long-term program needs. Three pandemics occurred during the 20th century, the most severe of which, in 1918, caused over 500,000 U.S. deaths and more than 20 million deaths worldwide. Within the scientific community, it is generally believed that the occurrence of another influenza pandemic is highly likely. Recent outbreaks of human disease caused by avian H5, H9, and H7 influenza strains in Asia, Europe, and North America highlight the potential of new strains to be introduced into the population. Estimates for the next pandemic, extrapolating from those of the 20th century, range from about 100,000 to over 2 million deaths in the U.S. alone. Influenza vaccines are considered a primary means to decrease the mortality and morbidity associated with the next pandemic. HHS is pursuing multiple and parallel strategies to close the gap between current influenza vaccine supply and the HHS goal of stockpiling pre-pandemic vaccines as part of the strategic plan for pandemic preparedness. The Department of Health and Human Services through the Office of Public Health Emergency Preparedness and Office of Research and Development Coordination contemplates single or multiple awards of contracts to support retrofitting manufacturing facilities for production of pandemic influenza vaccines. The approach may include retrofitting of an existing pilot plant for vaccine seed preparation and/or commercial manufacturing facilities that are currently used to produce Food and Drug Administration (FDA) licensed biological product for egg-based or cell culture-based bulk production and/or fill finish manufacturing of pandemic influenza vaccines. The scope of activities for which the Offeror may request funds may include conceptual and detailed retrofitting and mechanical engineering design, facility modification and commissioning, facility and manufacturing equipment, and validations of facility/process/systems as required for FDA licensure for manufacturing of influenza vaccines, and warm base operation. Facilities must meet USDA and CDC biosafety containment guidelines for Select Agent usage, WHO recommendations for production of influenza vaccines from reassortants derived from avian influenza viruses, and physical security measured as outlined for BioShield products. The objective of this project is to expand the domestic influenza vaccine supply for influenza pandemic preparedness. The anticipated period of performance will be for a total of up to two years.
