Public Notice is hereby given that the Regional Planning Commission is requesting qualification statements from firms interested in submitting a proposal for the following project. Business Plan for the Restoration of Basic Services and the Implementation of a Regional Transit System Following Hurricane Katrina New Orleans Metropolitan Area (RPC Project No. PK-X287) An outline of the desired scope of work is available from RPC upon request and at its web site www.norpc.org. Contract services are expected to commence approximately 6 weeks from the date of this notice and will be completed within 12 months following the award of the contract. This is a non-negotiated, lump sum contract in the amount of $100,000. All interested firms are invited to submit their qualifications for undertaking the above study. Interested firms shall furnish sufficient technical and supervisory personnel to insure expeditious completion of the work. Firms with demonstrated transit and transportation planning experience, competence, and qualifications pertinent to the above project are being sought. Socially and economically disadvantaged firms are invited to submit qualifications for undertaking the above mentioned work. You are also advised that an 18% minority participation (MBE/ DBE) goal has been adopted by the Regional Planning Commission. Qualification statements are to be submitted on Standard Form DOTD 24-102, "Professional Engineer and Related Services Questionnaire for Specific Project." Three copies are to be submitted. Experience, both firm and individual; past performance on Commission projects; current work load; location where work will be performed and firm size will be the significant evaluation factors which will be used in selecting a firm for the above study. Failure to submit all of the information required on Standard Form DOTD 24-102 will constitute a non-response. Under FAR guidelines, the prime contractor must have the capability to perform at least 15 percent of the contract work with his-her own employees. The Government will use responses to this SOURCES SOUGHT synopsis to make appropriate acquisition decisions to solicit this project as either a non-competitive 8a or HubZone Small Business or Unrestricted. This project is to replace the existing vertical lift fabric hangar doors on Hangar 3, NAS, NOLA, that were damaged during Hurricane Katrina. The new hangar door system and support framing shall be evaluated, designed and constructed to resist a higher wind load than required by IBC 2003. In addition, the vertical fabric door system shall be designed and tested to resist wind borne debris impacts. The durability and strength of these doors is essential to the protection of assets aircraft and operational readiness of the Hangar during and after hurricanes. The primary objective of this project is to provide new hangar doors, which enclose the high-bay area and provide protection from the elements. In addition to enclosing the hangar high bay, these doors should harden this area for storage of aircraft unable to evacuate from evaluation-design. All components shall be designed to withstand both the highest positive and negative wind pressure based on the wind load calculations. To achieve this, the design wind speed shall be 150 mph with an Importance Factor of 1.0. In order to increase the fabric door systems wind borne debris resistance, a second layer of material - stainless steel mesh reinforced Security Fabric - shall be added to each face - outside and inside - of the entire door. COMPLETION TIME - NLT 01Sep06. Estimated value is approximately $2,500,000. The Housing Authority of the City of Westwego will receive sealed proposals for repairs to the apartments caused by Hurricane Katrina until 2:00 p.m., local time on Monday, July 31, 2006 at their office, 1010 Sixth Street, Westwego, LA, at which time and place said proposals will be publicly opened and read aloud. Any proposal received after the announced closing time will be returned unopened. All proposals must be submitted in a sealed envelope bearing the Bidder's name, address and State Contractor's license number and must be addressed as follows: PROPOSAL: HURRICANE KATRINA REPAIRS Westwego, Louisiana The Housing Authority of the City of Westwego 1010 Sixth Street P.O. Box 248 Westwego, Louisiana 70094 LICENSE NO. Failure to have the license number on the envelope will be cause for not opening the proposal. Work on which Bid Proposals are invited consist of repairs to roofs, roof framing, interior walls, insulation, doors, kitchen cabinets and flooring in approximately 17 apartment buildings, and other required items of work in connection therewith. Proposals must be submitted on the blank forms furnished with the contract documents. Proposal sheets will be issued only to contractors and/or subcontractors licensed in accordance with the provisions of R.S. 37:2150 through 2173 of the Louisiana Legislature. Contractors desiring to bid shall submit to the Architect evidence that they hold a license for Building Construction that is in full force and effect. Bids shall not be withdrawn for a period of thirty (30) calendar days after the Bid Opening. Every bid submitted shall be accompanied by a proposal guaranty in the form of a certified check, cashier's check or bid bond in an amount of not less than five percent (5%) of the total amount bid and shall be made payable to The Housing Authority of the City of Westwego. All bid bonds shall be accompanied by a duly authorized power of attorney and shall be guaranteed by a surety or insurance company currently on the U.S. Department of Treasury Financial Management Service list of approved bonding companies or by a Louisiana domiciled insurance company with at least an A-rating in the latest printing of the A.M. Best's Key Rating Guide or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. A PRE-BID CONFERENCE at which the scope of the project, contract time and other requirements of the bidding and contract documents may be discussed, or any other special requirements for the project may be discussed with the prospective bidders, will be held at The Housing Authority of the City of Westwego office at 10:00 a.m. local time on Wednesday July 19, 2006. Notice is given hereby that: THE ST. CHARLES PARISH HOUSING AUTHORITY P.O. BOX 448 BOUTTE, LA 70039 Will accept bids for: The Renovation of various dwelling units damaged by Hurricane Katrina, located at three sites, operated by the St. Charles Parish Housing Authority according to Specifications prepared by Peychaud and Associates Multifamily Housing Consultants. Sealed bids will be received by the Owner until 2:30 p.m. local time, August 2, 2006, at the Office of the St. Charles Parish Housing Authority, located at 200 Boutte Estates Drive, P.O. Box 448, Boutte, LA 70039, and bids will be publicly opened and read aloud. Proposed Contract Documents may be examined at the office of the Housing Authority and at major plan rooms in the project vicinity. Bona fide General Contract bidders may secure copies of the proposed contract documents from the office of the Housing Authority. Contractor shall certify that he is licensed under the provisions of Paragraph A, section 2163 of the Contractor's Licensing Law and shall show his license number on the bid envelope. Award will be made to up to 15 responsible offerors that conform to the solicitation and is the lowest price, technically acceptable offer according to the evaluation factors in the solicitation and within the competitive range. Each awardee will be guaranteed 1,000 units. The period of performance is from date of award for 120 days with the possibility of up to a six month extension (on a month-to-month basis). No follow-on procurement is anticipated once the work is completed.
