Summary: As a component of the Infrastructure Protection Program (IPP), the FY 2006 IPRSGP seeks to assist Amtrak in obtaining the resources required to support the Goal and the associated National Priorities. Through its focus on regional planning, infrastructure protection, improvised explosive devices (IEDs) and other non-conventional methods of attack, as well as training and exercises, the FY 2006 IPRSGP directly addresses six of the seven National Priorities: 1) expanded regional collaboration; 2) implementing the National Incident Management System (NIMS) and National Response Plan (NRP); 3) implementing the National Infrastructure Protection Plan (NIPP); 4) strengthening information sharing and collaboration capabilities; 5) enhancing interoperable communications capabilities; and, 6) strengthening chemical, biological, radiological, nuclear and explosive (CBRNE) detection and response capabilities. In addition, the FY 2006 IPRSGP also supports strengthening emergency operations planning and citizen protection capabilities and assists in addressing security priorities specific to intercity passenger rail service.

The FY 2006 IPRSGP provides financial assistance to Amtrak for the protection of critical infrastructure and emergency preparedness activities in the Northeast Corridor (service between Washington, DC and Boston, Massachusetts), at its hub in Chicago, Illinois, and for certain locations within its West Coast Service Area. Allowable costs comport with the FY 2006 Homeland Security Grant Program, and the expenditure of FY 2006 funding must directly support a risk-based Security and Emergency Preparedness Plan (SEPP) and must be coordinated with the Regional Transit Security Strategies (RTSS) in the National Capitol Region, Philadelphia, New York, Boston, Chicago, Seattle, Sacramento, Oakland, San Jose, Los Angeles and San Diego. To facilitate this coordination, Amtrak must provide a representative to the Regional Transit Security Working Groups (RTSWG) responsible for the RTSS in these areas. Amtrak must also provide written certification that each applicable State Administrative Agency (SAA) concurs that the required coordination with the RTSS has occurred.

Construction will consist of a concrete slab on grade with footings, structural steel framing system, architectural brick veneer, metal stud with gypsum non-load bearing walls, and standing seam metal roofing. Facility 20: Construction will be one 4,000 square foot (approximately) Vehicle Storage Facility. Utilities and support facilities include electric power, and access roadways. Design and construction shall comply with the specifications and requirements contained in the RFP. The estimated price range is between $5,000,000 and $10,000,000. This procurement is being solicited using the two-phase design build selection procedures authorized by FAR 36.3. The Phase Once solicitation issue date is on/about May 9, 2006 Phase One proposal closing date is on/about June 9, 2006 Phase One, evaluation factors include, but are not limited to the offeror and offeror’s team past performance, basic technical approach and capability information. Price is not required with Phase Once proposals. Following the review, evaluation, and rating of these proposals, the Government intends to select three, but not to exceed five, of the highest rated contractors to receive Phase Two technical requirements RFP. Phase Two evaluation factors include but are not limited to, Price, Technical Data requirements, Management Plans and a comprehensive design and construction Schedule. Award will be unrestricted and is being made pursuant to the Small Business Competitiveness Demonstration Program (Ref: FAR 19(c)(2). Box 2806 Titusville, FL. 32781-2806 Invitation to Bid Disaster Community Operations Center ITB -023-0-2006/AH Scope of Work: Provide construction services to renovate the City’s proposed Disaster Community Operations Center, which would provide services to the South Street Target Area Low- to Moderate- Income (LMI) persons,; should another disaster hit our area. The Center is located within the Harry T. Moore Social Service Center, which currently houses our Social Services and Housing Divisions. The Center will house a community kitchen which will allow the means to provide essential meals to displaced persons after a disaster. PROGRAM GUIDELINES 1.0 INTRODUCTION TO THE PACIFIC DISASTER CENTER (PDC) PROGRAM The PDC is a federally supported applied research and development public-private enterprise located in the State of Hawaii with its principal facility on the island of Maui. It provides information research, products and services for disaster management (through mitigation, preparation, response and recovery) related to natural and technological hazards. The PDC area of responsibility encompasses the Pacific and Indian Ocean regions, Hawaii, and Alaska, as well as a global perspective, as per Section 12 of Public Law 105-174. The goal of the PDC Program Office is to continue evolving an organization that optimizes the advantages of, and brings the best governmental and business practices to bear, in the development of a successful and economically viable public-private enterprise to carry out and expand the mission of the PDC for public good, and use the PDC as a catalyst for economic development in Hawaii supporting humanitarian assistance/disaster relief (HADR) management. The primary objectives to achieve this goal are to: ? Continue to develop and evolve PDC into a world leader and catalyst in the development and application of information research and technology for comprehensive emergency management for the protection of life, property, and commerce. ? While the bulk of these resources have come through the PDC Program Office from Congressional Appropriations, the remainder has come from numerous disparate sources, including other federal and state agencies, industry, as well as a number of non-U.S. sources (public and private sectors). An influenza pandemic has a great potential to cause large numbers of deaths and illnesses over a short time period. A pandemic occurs when there is an antigenic shift in influenza A virus and transmission of a new strain to which most or all of the world's population is susceptible. Three pandemics occurred during the 20th century, the most severe of which, in 1918, caused over 500,000 U.S. deaths and more than 20 million deaths worldwide. Within the scientific community, it is generally believed that the occurrence of another influenza pandemic is most likely. Recent outbreaks of human disease caused by avian H5, H9, and H7 influenza strains in Asia, Europe, and North America highlight the potential of new strains to be introduced into the population. Estimates for the next pandemic, extrapolating from those of the 20th century, range from about 100,000 to over 2 million deaths in the U.S. alone. Influenza antiviral drugs and influenza vaccines are considered a primary means to decrease the mortality and morbidity associated with the next pandemic. HHS is pursuing multiple and parallel strategies to close the gap between current antiviral drug and influenza vaccine supply and the HHS goal of stockpiling licensed and new antiviral drugs and pre-pandemic vaccines as part of the strategic plan for pandemic preparedness. The Department of Health and Human Services through the Office of Public Health Emergency Preparedness and Office of Research and Development Coordination contemplates single or multiple awards of contracts to support advanced stage development of new antiviral compounds for the treatment and prophylaxis of pandemic and seasonal influenza leading toward submission of a U.S. licensure application and development of required industrial capacity to support implementation of the influenza antivirals at full production capacity at or before the onset of a pandemic. HHS is particularly interested in the advanced development of new influenza antiviral agents designed to affect different targets of influenza virus infection or to enhance effects of present classes of influenza antiviral drugs, formulated for long term stability, long bioavailability, and simple dosing regimens. Incremental multi-year funding for cost-reimbursement contracts to biopharmaceutical companies will be provided to support this effort. Ultimately, these influenza antivirals shall be produced at one or more Food and Drug Administration (FDA)-licensed manufacturing facilities and shall provide sufficient surge capacity to contribute substantially to U.S. and ideally global antivirals needs during an influenza pandemic. The anticipated period of performance will be for a total of up to five years. Additional details and requirements will be described in the solicitation. This contract will be a total Small Business Set Aside and will consist of a one-year base period with four, one-year option periods. The contract is contemplated for emergency and time critical removal actions which include the release or threat of release of oil, petroleum products, hazardous substances, or pollutants and contaminants that pose an actual or potential threat to human health or welfare, or to the environment. Environmental cleanup/response to natural and man made disasters, terrorist activities, weapons of mass destruction, and nuclear, biological or chemical incidents may also be required under this contract. The successful contractors must be technically qualified to undertake response actions relative to section 104 of the Comprehensive Environmental Response, Compensation and Liability Act of 1980" (CERCLA) as amended by Superfund Amendments and Reauthorization Act of 1986" (SARA), Subtitle I of the ?Resource Conservation and Recovery Act? (RCRA) as amended by SARA of 1986, and the Clean Water Act as amended by the Oil Pollution Act of 1990. The contractor may also be tasked to support EPAs role under the Federal Response Plan in instances of presidential-declared disasters pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act\ (Stafford Act). The development of this tool is specifically called for in the 2006 USDA Budget to test the concept of supporting FSA?s farm program compliance monitoring and to augment the USDA National Agriculture Photography Program (NAIP). FSA has identified EarthData International Inc., as the only source technically capable of providing FSA the unique crop assessment tool based on their airborne IFSAR mapping system (GeoSAR). However, companies believing they can meet the stated requirements are encouraged to submit supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested sources must submit demonstrative supporting evidence by fax, or e-mail to the address listed below no later than 15 calendar days from the date of this announcement. Responses must include technical statements and other material in sufficient detail to demonstrate the respondent's ability to meet the requirements stated in this announcement. Further, responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Finally, firms should identify themselves as ether a small business, or other than small business, in accordance with the size standard for North American Industrial Classification System (NAICS) Code 541922 which is $6 million averaged annual revenue. This is a Notice of Intent only and not an announcement of a solicitation. The Government will not pay for any materials furnished in response to this synopsis. Background: The FSA is responsible for administering USDA farm programs involving crop commodity price supports, disaster relief, and assistance for conservation practices. FSA administers farm programs in part by digitizing and maintaining agricultural field boundaries, or common land units (CLU) from digital orthoimagery from the National Agriculture Imagery Program (NAIP). NAIP acquires orthoimagery during peak agricultural growing seasons on an annual basis. CLU boundaries consist of fence lines, waterways, the interface between agricultural vegetative cover and non crop vegetative cover on the surface. Another key aspect of farm program administration is to verify that agricultural practices are in accordance with USDA program parameters. FSA has performed this verification by using NAIP imagery. The aerial imagery, along with existing program parameters, is viewed in a geographic information system (GIS) at county based USDA Service Centers to show crops and agricultural practices. CLU boundaries are displayed to assist with identification of farm parcels and area acreages. If current agricultural conditions cannot be determined from the imagery, due to sub-optimal timing in image acquisition or quality factors, USDA personnel may be required to assess conditions on the ground, which is expensive and time consuming. The use of NAIP imagery has been very successful in terms of providing current orthoimagery for maintaining CLU boundaries and performing farm program administration. For most regions of the country, the imagery is acquired within time frames that allow crop/land use verification. However, in some regions, particularly the southeastern United States, acquisition within specified time windows can lead to the following problems: (1) Difficulties posed by high humidity and cloud cover characteristic of the southeastern US during the summer months; (2) Difficulties posed include identifying and digitizing field boundaries through tree/forest canopy or shadows cast due to low sun angle during aerial photo/image acquisition; (3) Difficulties discerning boundaries between agricultural crops and non-crop vegetative cover that may have similar appearance in natural color or black & white orthoimagery. Based on information provided from EarthData International Inc., the proposed Automated Crop Cultivation Tool can provide a cost effective solution to these specific problems. Requirements for test project, titled: PILOT AUTOMATED CROP CULTIVATION ASSESSMENT TOOL. Conduct pilot study to determine the feasibility of identifying common crop types from the acquired GeoSAR data sets. GeoSAR is a dual-sided, dual-frequency, interferometric synthetic aperture radar (IFSAR) mapping system integrated onto a Gulfstream II business jet wholly owned by EarthData International. The system is capable of collecting data from 40,000 ft at an airspeed speed of over 400kts yielding a net collection rate of over 280 sq km per minute. The SAR operates at 2 frequencies simultaneously, X-Band, with a center frequency of 9700MHz, and P-Band, with a center frequency of 350MHZ. The system is designed to produce high accuracy digital elevation models (DEM) through the process of radar interferometry, as well as SAR orthophoto mosaics. GeoSAR will collect simultaneous, precisely registered X and P Band IFSAR imagery over a single county in Mississippi (approximately 1,000 square miles) during the peak growing season of July 15 through August 31, 2006. The collection will be timed and carried out to demonstrate that the system can collect during the night and during difficult atmospheric conditions when it is often impossible to collect conventional photography. EarthData will investigate whether the unique characteristics of the X and P band SAR images can facilitate the collection of certain feature types, such as fence lines, that are not readily visible in standard NAIP imagery. EarthData will also use the GeoSAR X and P band image data to determine whether the common crop types present in the data sets (Corn, Soy, Wheat etc.) are separable within the feature space defined by the GeoSAR data. This will allow EarthData to determine whether the GeoSAR can be used as a tool to monitor compliance. Various parametric and non-parametric statistical classification algorithms will be tried to demonstrate this capability. The use of precisely registered X and P band, along with height maps for both bands, slant plant imagery, etc. can be combined to provide a higher statistical component for evaluation. General Requirements: (1) Data acquisition capability must support rapid, day or night, all weather, clear or cloudy, data collection utilizing synthetic aperture radar (SAR); (2) Data acquisition and delivery capability must support delivery of final products within 30 days of acquisition; (3) Products must have comparable resolution to traditional one meter orthoimagery and planimetric accuracy to register within five meters to government furnished geospatial control datasets; (4) Provide pilot study report including orthoimagery products, digital elevation models, associated metadata; (5) Products must be visually interpretable, with minimal training requirements at the USDA service center level, to delineate and identify multiple features and objects that may not otherwise be discernable on standard NAIP imagery; (6) Data products must support automated statistical classification algorithms for crop type verification. Government Furnished Material. The U.S. Department of Agriculture, Farm Service Agency, Aerial Photography Field Office will furnish the following materials for use in the performance of this contract: Crop reporting data, that ties specific crop types to the CLU data for the year flown, current Common Land Unit (CLU) data, and 2005 NAIP 2 meter imagery. Contract Deliverables: All data delivered under this contract to USDA shall be placed in the public domain. (1) 8-bit grayscale and 24-bit RGB mosaics in MrSid format using the X and P orthoimagery; (2) the X and P raw data; (3) digital elevation model, and (4) metadata for items 1-3; (5) final pilot study report. The study will result in a whitepaper that will evaluate the utility of GeoSAR data for the collection of information commonly derived from NAIP imagery, as well as value added products, such as CLU collection and crop program compliance monitoring.
