Mississippi, until 12:00 p.m., Friday, August 11, 2006 and then at said office
bids will be publicly opened and read aloud. Envelopes containing the Bids must
be sealed, addressed to the City Manager, 10383 Automall Parkway, D'Iberville,
Mississippi 39540 and designated as Bid for the following described, to wit:
HURRICANE KATRINA RESTORATION OF I-110 MARINA AND FOUNTAIN PARK Bids are
invited for the marine restoration of the I-110 Marina Facilities and Fountain
Park. The project is located at the I-110 Marina and Fountain
Park, CITY OF D'IBERVILLE,
HARRISON COUNTY,
MISSISSIPPI. Plans
and Specifications may be obtained at the offices of Seymour Engineering, 925 Tommy Munro Drive,
Suite G, Biloxi,
Mississippi 39532,
upon payment of $100.00 deposit. Any unsuccessful bidder, upon returning
complete set of plans and specifications within 14 days and in good condition
will be refunded one-half his payment. A strongly recommended Pre-Bid meeting
will be held at 9:00 a.m., August 4, 2006. The Pre-bid meeting will be at the
office of Seymour Engineering, 925
Tommy Munro Drive, Suite G, Biloxi, Mississippi
and then a visit to the site will be conducted. A certified check or bank draft
payable to the order of City of D'Iberville, D'Iberville, Mississippi,
negotiable U.S. Government bonds (at per value), or a satisfactory Bid bond
executed by the Bidder and an acceptable surety, in an amount equal to five
percent (5%) of the total bid. If a bid bond is used, it must be signed or
countersigned by a Mississippi Resident Agent of a surety company qualified and
authorized to do business in the State of Mississippi
in accordance with the laws of the State of Mississippi. In addition, said bond must be
signed by the bidder. Any bid bond which does not contain these requirements shall
be considered non-conforming and shall be rejected. All bids submitted in
excess of $50,000.00 by a prime or subcontractor to do any erection, building,
construction, repair, maintenance or related work, must comply with Section
31-3-21, Mississippi Code of 1972, by having a current Certificate of
Responsibility from the State Board of Public Contractors. The current
Certificate of Responsibility Number SHALL be indicated on the exterior of the
sealed bid envelope before it can be opened. ALL BIDS SUBMITTED FOR $50,000.00
OR LESS SHALL BE SO MARKED ON THE EXTERIOR OF THE SEALED BID ENVELOPE. The City
reserves the right to reject any or all bids and to award said bid in the best
interest of the City. Bids may be held by the City for a period not to exceed
sixty (60) days from the date of the opening of bids for the purpose of
reviewing the bids and investigating the qualifications of Bidders, prior to
awarding of the Contract.

Description The Embankment and Inlet Dyke at Sam Rayburn Lake were damaged as a
result of Hurricane Rita. This contract will repair that damage by reshaping
slopes, placing blanket stone, and placing riprap. The project includes placing
approximately 12,000 to ns of riprap (100-1600 pounds) and 1050 tons of blanket
stone, with the potential of award options to place an additional 29,000 tons
of riprap. Estimated Construction Range:
Between $1,000,000 & $5,000,000. Duration of project is 120 calendar days.
North American Industrial Classification System (NAICS) Code applicable to this
acquisition is 237990. Small Business Size Standard for this acquisition is $31
Million. Under Federal Acquisition Regulation (FAR) guidelines, the prime
contractor must have the capability to perform at least 25% of the contract
work with his/her own employees. This solicitation 100% set-aside for certified
HubZone contractors. Plans and specifications will not be provided in a paper

the State has established a statewide overall DBE goal. This Agency federal-aid
contract is considered to be part of the statewide overall DBE goal. The Agency
is required to report to Caltrans on DBE participation for all Federal-aid
contracts each year so that attainment efforts may be evaluated. To provide
assistance in meeting the statewide goal, the Agency may include a DBE
Availability Advisory in this contract. Bidders need not achieve the percentage
stated in any DBE Availability Advisory as a condition of award. The County
of Santa Barbara
affirms that in any contract entered into pursuant to this advertisement,
disadvantaged business enterprises will be afforded full opportunity to submit

THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991. Pursuant to the
provisions in Part 7, Chapter 1, Article 2, Sections 1770, 1773 and 1773.1 of
the Labor Code, the general prevailing wage rates in the county, in which the
work is to be done have been determined by the Director of the California
Department of Industrial Relations. These wages are set forth in the General
Prevailing Wage Rates for this project, available at the office of Santa
Barbara County Department of Public Works, Engineering Division, and available
from the California Department of Industrial Relations’ Internet Web Site at:
http://www.dir.ca.gov. Future effective general prevailing wage rates which
have been predetermined and are on file with the Department of Industrial
Relations are referenced but not printed in the general prevailing wage rates.
In addition, the Contractor shall be responsible for compliance with the
requirements of Section 1777.5 of the California Code relating to apprentice
public works contracts. Addenda to modify the Federal minimum wage rates, if
necessary, will be issued to holders of "Notice to Contractors and Special
Provisions" books. Future effective general prevailing wage rates, which
have been predetermined and are on file with the California Department of
Industrial Relations are referenced but not printed in the general prevailing
wage rates. **RDF 5/4/06 Attention is directed to the Federal minimum wage rate
requirements in the books entitled "Notice to Contractors and Special
Provisions." If there is a difference between the minimum wage rates
predetermined by the Secretary of Labor and the general prevailing wage rates
determined by the Director of the California Department of Industrial Relations
for similar classifications of labor, the Contractor and subcontractors shall
pay not less than the higher wage rate. The Department will not accept lower
State wage rates not specifically included in the Federal minimum wage
determinations. This includes "helper" (or other classifications
based on hours of experience) or any other classification not appearing in the
Federal wage determinations. Where Federal wage determinations do not contain
the State wage rate determination otherwise available for use by the Contractor
and subcontractors, the Contractor and subcontractors shall pay not less than
the Federal minimum wage rate, which most closely approximates the duties of
the employees in question. The Contractor is requested to employ his craftsmen
and other workers from the local labor market whenever possible to do so.
"Local Labor Market" is defined as the labor market within the
geographical confines of the County of
Santa Barbara, State of California. Attention is
directed to the provisions in Sections 1776, 1777.5, 1777.6, and 1777.7 of the
California Labor Code, and to Section 208 et seq. of the California
Administrative Code, concerning employment of apprentices by the Contractor, or
any Subcontractor under him. The Contractor and any Subcontractor under him
shall comply with the requirements of said Sections in the employment of apprentices.
However, the Contractor shall have full responsibility for compliance with said
Labor Code Sections for all apprenticeship occupations, regardless of any other
contractual or employment relationship alleged to exist. The aforementioned
Sections as amended, shall apply to this Contract, and are incorporated into
this Contract by reference, and made a part hereof, as if set forth in full.
Information relative to apprenticeship standards, wage schedules and other
requirements may be obtained from the Director of Industrial Relations,
exâ€officio the Administrator of Apprenticeship Standards, and its branch
offices. Pursuant to Section 10263 of the Public Contract Code, and the project
specifications, the Contractor may substitute securities for monies withheld to
ensure contract performance. ** RDF 5/4/06 The U.S. Department of
Transportation (DOT) provides a toll-free ‘hotline’ service to report bid
rigging activities. Bid rigging activities can be reported Mondays through
Fridays, between 8:00 a.m. and 5:00 p.m., Eastern Time, Telephone No.
1-800-424-9071. Anyone with knowledge of possible bid rigging, bidder
collusion, or other fraudulent activities should use the ‘hotline’ to report
these activities. The ‘hotline’ is part of the DOT’s continuing effort to
identify and investigate highway construction contract fraud and abuse and is
operated under the direction of the DOT Inspector General. All information will
be treated confidentially and caller anonymity will be respected. The
Contractor shall be subject to the provisions of Article XIII, Chapter 2, of
the Santa Barbara County Code, prohibiting unlawful discrimination in
employment practices. A Pre Bid meeting has not been scheduled for this
project. The Bidder's Bond shall conform exactly to the Bond form in the book
entitled "County of Santa Barbara, California, Notice to Contractors,
Special Provisions, Proposal and Contract" for the project and shall be
properly filled out and executed. The successful bidder shall be required to
guarantee the performance of this Contract, by a "Faithful Performance

Hurricane Katrina-Replace Civil Engineering Complex at the Air National Guard
Combat Readiness Training Center located in Gulfport, Mississippi.
The project consists of construction of one facility and demolition of six
facilities. Facility 1: Construction will be a two-story 9,000 square foot
(approximately) Troop Quarters. Construction will consist of a concrete slab on
grade with footings, load-bearing steel-reinforced concrete block unit
structure, cast-in-place concrete flooring, architectural brick veneer, metal
stud with gypsum non-load bearing walls, and cast-in-place concrete roof slabs.
Utilities and support facilities include fire protection, communications,
plumbing, heating, ventilation, and air-conditioning system (HVAC), water,
electric power, sanitary and storm drainage systems, concrete parking, access
roadways, concrete curb-and-gutter, an irrigation system and landscaping. Facilities
2-7: Demolition of six facilities totaling approximately 12,300 square foot.
Demolition will include removal of existing concrete slab on grade with
footings, wood stud (interior) and concrete masonry unit (exterior) walls, wood
trusses, and sloped shingled/standing seam metal roofing. . Design and
construction shall comply with the specifications and requirements contained in
the RFP. The estimated price range is between $5,000,000 and $10,000,000. This
procurement is being solicited using the two-phase design build selection
procedures authorized by FAR 36.3. The Phase Once solicitation issue date is
on/about May 9, 2006 Phase One proposal closing date is on/about June 9, 2006
Phase One, evaluation factors include, but are not limited to the offeror and
offeror’s team past performance, basic technical approach and capability
information. Price is not required with Phase Once proposals. Following the
review, evaluation, and rating of these proposals, the Government intends to
select three, but not to exceed five, of the highest rated contractors to
receive Phase Two technical requirements RFP. Phase Two evaluation factors
include but are not limited to, Price, Technical Data requirements, Management
Plans and a comprehensive design and construction Schedule. Award will be
unrestricted and is being made pursuant to the Small Business Competitiveness
Demonstration Program (Ref: FAR 19(c)(2). Notice of Price Evaluation Preference
for HUBZone Small Business concerns in accordance with FAR 52.219-4 is applicable.
The North American Industry Classification System (NAICS) Code is 236220 and
the Size Standard for Small Businesses is $28.5 million annual receipt for the
past 3 years. A Small Business subcontracting plan will be required of a large
business offeror who is selected to propose in Phase Two and must be submitted

time they will be publicly opened, read aloud and recorded. Bids received after

will be considered non-responsive and will not be included for further

of the City of Fort Myers
that this Bid request promotes competition. It shall be the vendors
responsibility to advise the Purchasing Manager if any language requirements,
etc., or any combination thereof, inadvertently restricts or limits the
requirements stated in this Bid to a single source. Such notification must be
submitted in writing and must be received by the Purchasing Manager no later
than ten (10) days prior to the proposal closing date. 3.) Any exceptions to
the specifications must be so noted and explained in detail on a separate sheet
attached to your proposal. If variations are not stated on this proposal it
will be assumed that the product or service fully complies with our
specifications. 4.) Contract: A purchase order and the contents of this bid
solicitation will serve as the contract..) Best Value: The Fee Proposal is
important; however, it will not be the determining factor. It is not the intent
of the City to limit innovative solutions by dollar constraints, but rather to
determine which proposal has the potential of providing the best value for the
goods and services required..) Public Entity Crime: As required by Florida
State Statute 287.133, a person or affiliate who has been placed on the convicted
vendor list following a conviction for a public entity crime may not submit a
bid on a contract to provide any goods or services to a public entity, may not
submit a bid on a contract with a public entity for the construction or repair
of any public entity or any public work, may not submit bids on leases of real
property to a public entity, may not be awarded or perform work as a
contractor, supplier, subcontractor, or consultant under a contract with any
public entity, and may not transact business with any public entity in excess
of the threshold amount provided in s.287.017 for category two for a period of
36 months from the date of being placed on the convicted vendor list. Any
person must notify the city within 30 days after a conviction of a public
entity crime applicable to that person or to an affiliate of that person..) The
City will not intentionally award publicly-funded contracts to any contractor
who knowingly employs unauthorized alien workers, constituting a violation of
the employment provisions contained in 8 U.S.C. Section 1324 a(e) {Section
274A(e) of the Immigration and Nationality Act ("INA"). The City
shall consider the employment by any contractor of unauthorized aliens a
violation of Section 274A(e) of the INA. Such violation by the Recipient of the
employment provisions contained in Section 274A(e) of the INA shall be grounds
for unilateral cancellation of the Agreement by the City..) No Lobbying: All
contractors, firms or individuals are hereby placed on notice that any communication,
whether written or oral, with City of Fort Myers elected officials or any other
staff or outside individuals working with the City in respect to this request
(with exception of the Purchasing Division personnel designated to receive
requests for interpretation or corrections) is prohibited. These persons shall
not be lobbied, either individually or collectively, regarding any request for
bid, proposals, qualifications and/or any other solicitations released by the
City of Fort Myers.
To do so is grounds for immediate disqualification from the selection process.
The selection process is not considered final until such time as the City of Fort Myers, Mayor, and
City Council have made a final and conclusive determination. All contractors,
firms or individuals must submit the attached No Lobbying Affidavit with their
submittal response stating that they and their subcontractor, sub consultants
and agents agree to abide by the no lobbying restrictions in order to be
considered for this request. ANY CONTRACTOR, FIRMS OR INDIVIDUAL THAT DOES NOT
SUBMIT THE REQUIRED NO LOBBYING AFFIDAVIT WILL BE AUTOMATICALLY DISQUALIFIED
FROM FURTHER CONSIDERATION. 9.) Local Vendor Preference: Firms that desire to
be considered under the local vendor preference code must completely fill out
the attached "Local Vendor Preference Application and Affidavit" and
submit with their bid at the time of bid opening. The submission of Local
Vendor Preference only applies for goods & services, which exceed the City
of Fort Myers Bid Threshold
of $25,000. 0.) Minority Business Enterprise (MBE): City Code of the City Fort
Myers, Florida, Chapter 38, Finance, Article V. Minority Business Enterprise
Program: The City of Fort Myers has established an MBE Ordinance for
expenditures of construction, professional services, goods and other services.
Minority Business Enterprise's (MBE's) are businesses who are certified by the
State of Florida Office of Supplier Diversity and whose principal place of
business is located within the boundaries of Lee County.
Minority Business Enterprise for goods and/or services: The City of Fort Myers
has established a preference, for vendors, which are Minority Business
Enterprises whom constitute a present ability to perform the services and/or
provide the goods and have been certified by the State of Florida Office of
Supplier Diversity and whose principal place of business in located within the
boundaries of Lee County. Expenditures under $25,000 provides for a preference
of 7%. Expenditures over $25,000 provide for a preference of 6% or ten thousand
dollars $10,000 whichever is less. This paragraph does not apply to large
construction projects and/or professional services. 1.) Bid Surety: The City at
it's discretion may ask the awarded vendor to submit a performance and payment
bond each in the amount of one hundred percent (100%). 2.) Insurance: The
vendor shall secure and maintain during the contract period the following
coverage's: Workers' Compensation: Insurance covering all employees meeting
statutory limits in compliance with the applicable state and federal laws.
Commercial General Liability: Coverage shall have minimum limits of $1,000,000
per occurrence, combined single limit for bodily injury liability and property
damage liability. This shall include premises and operations; broad form
property damage; XCU coverage; independent contractors; products and completed
operations and contractual liability. Business Auto Liability: Coverage shall
have minimum limits of $1,000,000 per occurrence, combined single limit for
bodily injury liability and property damage liability. This shall include:
owned vehicles, hired and non-owned vehicles and employee non-ownership.
Special Provisions: The City of Fort
Myers is to be specifically included as an additional
insured on both comprehensive general liability and the business auto liability
policies. The certificate holder should read as follows: The City of Fort Myers
Post Office Box 2443 Fort Myers,
Florida 33902-2443 No City Division, Department or individual name should
appear on the certificate. No other format will be acceptable. The certificate
must state the project number and name. Current valid insurance policies
meeting the requirements herein identified shall be in effect and maintained
during the duration of the named project. Renewal certificates shall be sent to
the city 30 days prior to any expiration date. There shall also be a 30-day
notification to the city in the event of cancellation or modification of any
stipulated insurance coverage. The customary form of insurance should be used.
Note that under the cancellation clause, the following must be deleted:
"endeavor to" and "but failure to do so shall impose no
obligation or liability of any kind upon the insurer, its agents or
representatives." Certificates of insurance meeting the required insurance
provisions shall be filed with the City Clerk. 13.) Indemnification: The vendor
shall hold harmless and defend the City of Fort Myers and its agents and employees from
all suits and actions, including attorney's fees and all costs of litigation
and judgements of any name and description arising out of or incidental to the
performance of this contractor work performed there under. This provision shall
also pertain to any claims brought against the city by any employee of the
named contractor, any subcontractor, or anyone directly or indirectly employed
by any of them. The vendor's obligation under this provision shall not be
limited in any way by the agreed upon contract price as shown in this contract
or the contractor's limit of, or lack of, sufficient insurance protection. 4.)
Failure to complete the project that is the subject of the bid within the time
constraints set forth in the bid specifications or as specified on the proposal
page by the bidder shall create a right in the city to the following cumulative
remedies: Termination of the award. Reimbursement of all costs associated with
awarding of the bid to the next lowest, responsible bidder. · Payment of any
damages to the city caused by the delay, including any increase in costs
associated with selecting the next available bidder on the project. · If there
is no additional available bidder on the project, payment to the city of all
costs associated with re-bidding the project. Any other legal remedies
available under Florida
law for breach of a contractual agreement. 15.) Licenses: The vendor is
required to be licensed, in accordance with the Administrative Code of the Lee
County Construction Licensing Board Regulations. Any vendor/individual
contracting services in those categories shall provide a valid occupational
license, as well as, a copy of their state license, if applicable. 16.)
Omission from the Specifications: The apparent silence of this specification
and any addendum regarding any details or the omission from the specification
of a detailed description concerning any point shall be regarded as meaning
that only the best commercial practices are to prevail, and that only materials
and workmanship of the first quality are to be used. All interpretations of
this specification shall be made upon the basis of this agreement. 17.) Past
performance: all vendors will be evaluated on their past performance and prior
work history with the City of Fort
Myers (i.e., failure to meet specifications, poor
workmanship, etc.) 18.) Termination by the Bidder: If, for any reason the
bidder desires to terminate this contract, he/she may do so by giving sixty
(60) days written notice to the City of Fort
Myers. 19.) Payment Schedule: All invoices and
payments shall be governed by Sect. 218.74(2) Florida State Statutes, the
Florida Prompt Payment Act. 20.) Contractor Responsibility: 20.1 The contractor
shall notify Animal Control, 337-1997 immediately prior to demolition to visit
the site and remove any stray animals. 20.2 The contractor shall be responsible
for the proper care and protection of all work performed and adequately protect
all workers and property against any damage or injury due to his act or neglect
until completion and final acceptance from the Code Enforcement Inspector. 20.3
The contractor shall apply and pay for all required permits and licenses and
shall comply with all state and city laws, codes and ordinances regarding
demolition. 20.4 The contractor shall also comply with City codes and ordinance
to insure the proper disconnection of utilities. 20.5 Contractor responsible to
provide all materials and labor to complete job. 20.6 Disconnections of underground
utility services are required to be made on public thoroughfares; the
contractor shall comply with all local requirements and regulations respecting
the barricading of street, the removal and restoration of pavement, and other
permanent matters. 20.7 Contractor to be responsible for all traffic control,
if needed, while on this project. 20.8 The City of Fort Myers assumes no
responsibility for the conditions of the buildings, structures and other
property in the area of the demolition nor for their continuance in the
condition existing at the time of issuance of the invitation for bid or
thereafter. No adjustment of contract, price or allowance for any change in
conditions which may occur after the invitation for bids has been issued will
be made. 20.9 The failure or omission of the contractor to receive or examine
any instruction of document or any part of the specifications or to visit the
site and acquaint himself/herself as to the nature and location of the work,
the general and local conditions and all matters which may in any way affect
performance shall not relieve the contractor of any obligation to perform as
specified herein. Contractor understands the intent and purpose thereof and
their obligations thereunder and they will not make any claim for, or have any
right to, damages resulting from any misunderstanding or misinterpretation of
this agreement, or because of any lack of information. 0.10 Upon execution of
the contract for the work of demolition and site clearance on all or any part of
the demolition area, all rights, titles and interest of the City of Fort Myers
in and to the buildings, structures and other property to be demolished and
removed by the contractor shall be deemed to be vested in the contractor,
subject to the provisions of the contract and the following: 0.11 No right,
title, property or interest of any kind whatsoever in or to the land or
premises upon which such building or structures stand, is created, assigned,
conveyed, granted or transferred to the contractor, or any other person or
persons, except only the license and right to entry to remove such buildings
and structures in strict accordance with the contract. 0.12 All salvage becomes
the property of the contractor but storage of such materials and equipment on the
project site will not be permitted except for the duration of the contract and
such storage shall at no time interfere with activities of the City of Fort Myers or of other
contractors. 0.13 No structure shall be removed from the premises as a whole,
or in a substantially whole conditions, but all such buildings shall be
demolished on the premises. 0.14 The City of Fort Myers is in no way
responsible for any risk involved with the successful bidders equipment due to
theft, vandalism, etc. 20.15 THE CONTRACTOR SHALL NOT ASSIGN TRANSFER OR
SUBCONTRACT ANY PORTION OF THE CONTRACT UNLESS PERMISSION IS GIVEN BY THE OWNER
OR OWNER'S DESIGNEE. 0.16 The US Environmental Protection Agency (EPA) has
interpreted that the demolition of a small isolated residential building
containing four or fewer dwelling units by any entity is not subject to the
Asbestos NESHAP Regulation. However, multiple residential buildings on the site
(e.g. same parcel or city block) are subject to the Asbestos NESHAP regulation
as are commercial structures. A nuisance would be when an individual
residential building is determined by a municipality or governmental unit to be
hazardous residential building is determined by a municipality or governmental
unit to be hazardous to public health, safety or welfare. Examples would be an
abandoned building; a crack house, a fire damaged or storm damaged structure.
It is the department's intent to regulate these activities in accordance with
EPA guidance. For further information on asbestos as related to demolition

(941-332-6975). OR It has been determined that asbestos containing material
(ACM) is present in the structure specified. Non regulated ACM can remain in
the structure during demolition provided it is adequately wet. An asbestos
survey report is included as part of the specifications. Asbestos removal must
meet all Federal, State, City and Florida Department of Environmental
Protection (DEP) regulations and codes. It is the responsibility of the
contractor to complete and send DEP Form 62.257.900(1), Notice of Asbestos
Renovation or Demolition to DEP. A competent person must be on site at each
structure that contains asbestos during the removal of asbestos and/or
demolition of a structure containing ACM. For further information on asbestos

(941) 332-6975. 21.) Supervision And Safety 21.1 The contractor shall be
responsible for the supervision and direction of the work performed by their employees
and shall, at all times provide a full time Crew leader on the premises to
carry out the responsibility. 21.2 The contractor shall be responsible for
instructing their employees in all safety measures. All equipment used by the
contractor shall be maintained in safe operating condition at all times, free
from defects or wear which may in any way constitute a hazard to any person or
persons on the property. All electrical equipment will be properly grounded.
All employees will wear proper personal protective equipment when required.
21.3 The contractor must fully adhere to the Federal Occupational Safety and
Health Act (OSHA). The contractor shall be responsible for performing the work
necessary to meet City standards in a safe, neat and good workmanlike manner,
using only generally accepted methods in carrying out the work. 22.) Restroom
Privileges And Parking 22.1 Contractor shall be responsible for making his/her
own arrangements for restrooms and water supplies. The contractor's employees
shall not be allowed to utilize or loiter outside or inside of public
buildings, residence or otherwise become a nuisance. 22.2 Parking for the
contractor and contractor's employees shall be coordinated with the City
representative as to not interfere with the residential area activities. 23.)
Scope of Work: Demolition of various structures as follows: A COPY OF ALL
LANDFILL RECEIPTS MUST BE TURNED INTO THE CITY OF FORT MYERS PURCHASING
DIVISION BEFORE PAYMENT WILL BE ISSUED. 23.1 The contractor shall remove from the
property the structure, driveway aprons and trees less than 4' in diameter at
4' above grade and street. Large trees to remain. Further, the contractor shall
grade, and level the described property to the grade of surrounding area.
(Clearing is to consist of any structures, improvements, vehicles, boats,
tires, drums, etc.) The site shall be free and clear on, in, under or about the
project site, cleared of all improvements previously located thereon down to
grade level. Foundations, which may extend to below grade shall also be
removed. All material, rubbish and debris will be removed from the property and
legally disposed of by the contractor and a receipt from the landfill must be
submitted to code enforcement before inspection of the site will be approved.
The public right-of-way will be kept clear at all times. No materials other
than dirt and small gravel six inches (6') or less shall be left upon the site
nor shall any fill placed upon the site be other than dirt or small gravel.
Sidewalks are not to be removed. 24. Fencing: Fencing which restricts the
entrance to a demolition site may be removed only at the front entrance of the
property abutting the street. Removal must be from corner post to corner post
and replacement of this fencing will not be required by the city. The remaining
side and back fencing to remain intact unless that fence is in a dilapidated
state and is a hazard to this property as determined by the Code Enforcement
Department or in the event the fencing is specifically stipulated to be

ships are hard wired to support FSCS and the boards; 3) The hard wiring
supports the capture of data from the boards to FSCS workstations and supplying
power to the boards.; 4) FSCS was written by programmers with the NOAA Marine
and Aviation Operations for use on NOAA ships and is not locally modifiable; 5)
Limnoterra boards are the only boards found to meet the specifications of the
NMFS; 6) Due to damage by Hurricane Katrina, the NMFS laboratory in Pascagoula,
MS has a need to replace eight boards; The proposed contract action is for
supplies or services for which the Government intends to solicit and negotiate
with only one source under the authority of FAR 6.302. Interested parties may
identify their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive responses.
However, all responses received within fifteen days after date of publication
of this synopsis will be considered by the Government. Responses can be faxed
to Carey Marlow at (816) 274-6923. A determination by the Government not to
compete this proposed contract based upon responses to this notice is solely
within the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. All responsible sources may submit a proposal which
shall be considered by the agency. Interested firms shall include, in writing,
the company name, address, point of contact, telephone number, and business
size; a statement regarding their capabilities and qualifications; and any
additional supporting literature. Submissions received in response to this
notice shall be evaluated based on the following criteria: 1) Demonstrated
technical ability to successfully provide the required equipment. The
applicable NAICS code is 339999 . DOC, CASC requires that all contractors doing
business with this office be registered with the Central Contractor Registry
(CCR). No award can be made to a company not registered in CCR. For additional
