Sealed bids will be received by the County Commission of Mobile County (hereinafter called the County), Alabama, in the Mobile Government Plaza, Eighth Floor South, Mobile, AL until 10:00 A.M. Local Time, August 11, 2006, for the furnishing of all labor and materials and performing all work for constructing the following contract: MCP-295-06 Project No. 213306.10 Hurricane Katrina Bulkhead Repairs at Dauphin Island Airport Dauphin Island, Alabama One hundred eighty (180) calendar days are allowed for the construction of this project. At the specified time, all bids will be publicly opened and read aloud. The opening will be held in the Mobile Government Plaza, Mobile, Alabama. Major items of work include the placement of Class 2 rip rap and Class 3 rip rap along the existing concrete bulkhead, scour hole repair behind the existing concrete bulkhead, and replacement of portions of the concrete cap. The scour hole repair consists of grading the damaged areas and backfilling with rip rap and granular materials. Approximate quantities include: 1. Rip Rap - 4000 Tons 2. Scour Hole Repair - 1700 SY 3. Concrete Cap Repair - 700 LF A Disadvantaged Business Enterprise (DBE) goal of 10.2% has been established for this project. In order to assist Contractors in securing DBE participation, a pre-bid meeting will be held on August 7, 2006, at 2:00 P.M. local time in the Office of the County Engineer, Mobile Government Plaza, Sixth Floor South, Mobile, Alabama for the purpose of briefing prospective bidders and DBE's about this project. All prospective bidders should attend. Liquidated damages for non completion of the work within the time limit agreed upon will be assessed in accordance with the terms of the contract. Plans and specifications may be inspected at the Office of the County Commission of Mobile, Alabama, the office of Volkert & Associates, Inc., Consulting Engineer, 3809 Moffett Road, Mobile, Alabama, or at the ABC/Dodge Plan Room, 755 C McRae Avenue. Mobile, Alabama. Copies may be obtained from Volkert & Associates, Inc., Consulting Engineer, 3809 Moffett Road, Post Office Box 7434, Mobile, Alabama, 36670, (251) 342-1070, upon payment of a charge of $35.00 to Volkert & Associates. This deposit shall be refunded in full to each Prime Contractor Bidder upon return of the documents in reusable condition within ten (10) days after Bid Opening. The cost of and return of additional sets of Specifications shall be in accord with Act 97-225, Public Works Contracts. No plans and specifications will be issued to contractors later than twenty-four (24) hours prior to the time indicated above for receiving bids. Bids must be submitted upon the forms as issued to the prospective bidder by the Engineer. Guarantee will be required with each bid as follows: At least 5% of the amount of the bid, but in no event more than ten thousand dollars, shall be filed in the form of a certified check or bid bond payable to Mobile County, Alabama. Contract bond will be required as follows: 100% of the contract price. Labor and Materials Bond will be required as follows: 50% of the contract price. The awarding of the contract will require the Contractor to pay all workers on this project the prevailing scale of wages as noted in Division III, Section 150 and Division VI of the Contract Documents. Certification of Nonsegregated Facilities and Equal Opportunity Report Statement must be signed as included in the bid proposal. Failure to complete these forms may be grounds for rejecting bid. Disadvantaged Business involvement data and certificate of compliance must be included with each bid. No contract will be awarded unless the bidder, whether resident or non-resident of Alabama, is properly qualified to perform this construction in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, Montgomery, Alabama prior to execution of the contract. In addition, non residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in Alabama. No bid shall be withdrawn for a period of 90 days subsequent to the opening of bids without the consent of the Owner. The right is reserved to reject any or all bids and waive informalities in the bidding. The Contractor will be responsible for providing all the necessary facilities, plants, labor, transportation, materials, and equipment to construct approximately 1,100 feet of deteriorated step stone revetment with steel sheetpile and tiered steps for erosion protection and reduction of flooding due to overtopping. The tiered revetment is to have a cross-section similar to the one previously constructed to the immediate north, with a promenade elevation of +6 LWD at the SSP, and a top stair elevation of +15 LWD. New to this project reach will be t he use of custom made, textured form liners to impart a natural stone appearance to the step risers. A toe berm providing scour protection will be constructed lakeward of the steel sheetpile. Minimal backshore grading will be included to help direct design wave overtopping through the adjacent parklands and into the harbors. Known existing Chicago Park District stormwater sewers currently draining into the lake will be replaced in kind through the revetment. Approximately 2800 feet of water line will be replaced with new service. Universal access systems are to be incorporated where backshore sidewalks access the revetment and additional access points will be incorporated. SUBJECT: This document is a Request for Information (RFI) for the National Communications System (NCS) of the Department of Homeland Security (DHS). The NCS is soliciting information addressing rapidly deployable voice and data communications systems to support emergency responders during natural disasters or other situations where the communications infrastructure is congested, damaged, or otherwise made inoperable (e.g., loss of power). This request for information (RFI) seeks information from service providers, equipment integrators, government agencies, and private organizations that can provide turn-key rapidly deployable emergency telecommunications systems and services in specific technology areas as detailed below and in Appendix A. All organizations, including commercial entities, academic institutions, and Government departments and agencies, are encouraged to respond. Background As detailed in the National Response Plan (available at http://www.dhs.gov), the NCS is identified as the coordinator for the Emergency Support Function #2 (ESF #2) Communications. ESF #2 provides communications support to Federal, State, local, tribal, and private sector response efforts during incidents of national significance, supplementing the provisions of the National Plan for Telecommunications Support in Non-Wartime Emergencies, hereafter referred to as the National Telecommunications Support Plan (NTSP). ESF #2 coordinates actions to provide or restore national security and emergency preparedness (NS/EP) telecommunications, helping Federal departments and agencies procure and coordinate NS/EP telecommunications services from the telecommunications and information technology (IT) industry during incident response. AREAS OF INTEREST At this time, the NCS is specifically seeking information in the following specific technology categories: 1. Mobile Satellite Systems providing two-way voice/data communications. Responses are to identify both single channel and multi-channel equipment to be installed in a mobile communications vehicle or other transportable container (e.g. fly away kit), as well as handheld and other portable solutions. Dual mode mobile satellite system terminals providing the option of roaming onto terrestrial cellular networks should also be included if available. 2. Land Mobile Radio (LMR) providing two-way voice communications. Responses are to identify turnkey solutions that could be quickly transported into an incident area. Responders should provide options for supporting different quantities of users and different coverage areas (e.g. 1000 users in 10 sq. miles, 2000 users in 20 sq. miles, etc.) 3. Cellular providing two-way voice and data communications. Responses are to identify turnkey solutions that could be quickly transported into an incident area. Responders should provide options for supporting different quantities of users and different coverage areas (e.g. 1000 users, 10 sq. miles, 2000 users, 20 sq. miles, etc.) and include available frequency spectrum. 4. System Integrators/Interoperability solutions providing voice connectivity interoperable solutions between disparate voice networks (e.g. LMR, cellular, military, PSTN, etc.). Responses to this category are to provide details of the interoperable equipment as well as the engineering services to be used in identifying, deploying, and operating engineered solutions in an incident area. 5. Internet/Data Communications solutions providing two-way data communications to support operations staff personnel. Responses should identify turnkey solutions that could be quickly transported into an incident area. Responders should provide options for supporting different quantities of users and different coverage areas (e.g. 100 users in 1 sq. miles, 200 users, 5 sq. miles, etc.). Scope Many organizations may not have expertise or capabilities in all of the areas described above, therefore, responses addressing a subset or a single identified area(s) of interest are welcome. Responses should be clearly labeled with the areas of interest that are discussed. Length of responses should be limited to no more than 25 pages. Structure Provide any materials, suggestions, and discussion you deem appropriate. Include, as appropriate, the following information: 1. Description of products/technologies/research/standards, including performance information 2. High-level system architecture views showing connectivity between proposed devices, network elements, etc. 3. Bandwidth and spectrum requirements for proposed products and/or services 4. Plans for commercial use of these technologies 5. Currently deployed equipment/services in applications similar to the NCS mission requirements 6. Other deployed systems as appropriate 7. Cost, schedule, and delivery estimates 8. Deployment and operational considerations (required staff to operate, etc.) 9. Existing Government contracts 10. SUBJECT: This document is a Request for Information (RFI) for the National Communications System (NCS) of the Department of Homeland Security (DHS). The NCS is soliciting information addressing rapidly deployable voice and data communications systems to support emergency responders during natural disasters or other situations where the communications infrastructure is congested, damaged, or otherwise made inoperable (e.g., loss of power). This request for information (RFI) seeks information from service providers, equipment integrators, government agencies, and private organizations that can provide turn-key rapidly deployable emergency telecommunications systems and services in specific technology areas as detailed below and in Appendix A. All organizations, including commercial entities, academic institutions, and Government departments and agencies, are encouraged to respond. Background As detailed in the National Response Plan (available at http://www.dhs.gov), the NCS is identified as the coordinator for the Emergency Support Function #2 (ESF #2)  Communications. ESF #2 provides communications support to Federal, State, local, tribal, and private sector response efforts during incidents of national significance, supplementing the provisions of the National Plan for Telecommunications Support in Non-Wartime Emergencies, hereafter referred to as the National Telecommunications Support Plan (NTSP). ESF #2 coordinates actions to provide or restore national security and emergency preparedness (NS/EP) telecommunications, helping Federal departments and agencies procure and coordinate NS/EP telecommunications services from the telecommunications and information technology (IT) industry during incident response. AREAS OF INTEREST At this time, the NCS is specifically seeking information in the following specific technology categories: 1. Mobile Satellite Systems providing two-way voice/data communications. Responses are to identify both single channel and multi-channel equipment to be installed in a mobile communications vehicle or other transportable container (e.g. fly away kit), as well as handheld and other portable solutions. Dual mode mobile satellite system terminals providing the option of roaming onto terrestrial cellular networks should also be included if available. 2. Land Mobile Radio (LMR) providing two-way voice communications. Responses are to identify turnkey solutions that could be quickly transported into an incident area. Responders should provide options for supporting different quantities of users and different coverage areas (e.g. 1000 users in 10 sq. miles, 2000 users in 20 sq. miles, etc.) 3. Cellular providing two-way voice and data communications. Responses are to identify turnkey solutions that could be quickly transported into an incident area. Responders should provide options for supporting different quantities of users and different coverage areas (e.g. 1000 users, 10 sq. miles, 2000 users, 20 sq. miles, etc.) and include available frequency spectrum. 4. System Integrators/Interoperability solutions providing voice connectivity interoperable solutions between disparate voice networks (e.g. LMR, cellular, military, PSTN, etc.). Responses to this category are to provide details of the interoperable equipment as well as the engineering services to be used in identifying, deploying, and operating engineered solutions in an incident area. 5. Internet/Data Communications solutions providing two-way data communications to support operations staff personnel. Responses should identify turnkey solutions that could be quickly transported into an incident area. Responders should provide options for supporting different quantities of users and different coverage areas (e.g. 100 users in 1 sq. miles, 200 users, 5 sq. miles, etc.). Scope Many organizations may not have expertise or capabilities in all of the areas described above, therefore, responses addressing a subset or a single identified area(s) of interest are welcome. Responses should be clearly labeled with the areas of interest that are discussed. Length of responses should be limited to no more than 25 pages. Structure Provide any materials, suggestions, and discussion you deem appropriate. Include, as appropriate, the following information: 1. Description of products/technologies/research/standards, including performance information 2. High-level system architecture views showing connectivity between proposed devices, network elements, etc. 3. Bandwidth and spectrum requirements for proposed products and/or services 4. Plans for commercial use of these technologies 5. Currently deployed equipment/services in applications similar to the NCS mission requirements 6. Other deployed systems as appropriate 7. Cost, schedule, and delivery estimates 8. Deployment and operational considerations (required staff to operate, etc.) 9. Existing Government contracts 10. An influenza pandemic has a great potential to cause large numbers of deaths and illnesses over a short time period. A pandemic occurs when there is an antigenic shift in influenza A virus resulting in a new human influenza strain to which most or all of the world's population is susceptible. Three pandemics occurred during the 20th century, the most severe of which, in 1918, caused over 500,000 U.S. deaths and more than 20 million deaths worldwide. Within the scientific community, it is generally believed that the occurrence of another influenza pandemic is highly likely. Recent outbreaks of human disease caused by avian H5, H9, and H7 influenza strains in Asia, Europe, and North America highlight the potential of new strains to be introduced into the population. Estimates for the next pandemic, extrapolating from those of the 20th century, range from about 100,000 to over 2 million deaths in the U.S. alone. Influenza vaccines are considered a primary means to decrease the mortality and morbidity associated with the next pandemic. HHS is pursuing multiple and parallel strategies to close the gap between current influenza vaccine supply and the HHS goal of stockpiling pre-pandemic vaccines as part of the strategic plan for pandemic preparedness. The Department of Health and Human Services through the Office of Public Health Emergency Preparedness and Office of Research and Development Coordination contemplates single or multiple awards of contracts to support retrofitting manufacturing facilities for production of pandemic influenza vaccines. The approach may include retrofitting of an existing pilot plant for vaccine seed preparation and/or commercial manufacturing facilities that are currently used to produce Food and Drug Administration (FDA) licensed biological product for egg-based or cell culture-based bulk production and/or fill finish manufacturing of pandemic influenza vaccines. The scope of activities for which the Offeror may request funds may include conceptual and detailed retrofitting and mechanical engineering design, facility modification and commissioning, facility and manufacturing equipment, and validations of facility/process/systems as required for FDA licensure for manufacturing of influenza vaccines, and warm base operation. Facilities must meet USDA and CDC biosafety containment guidelines for Select Agent usage, WHO recommendations for production of influenza vaccines from reassortants derived from avian influenza viruses, and physical security measured as outlined for BioShield products. The objective of this project is to expand the domestic influenza vaccine supply for influenza pandemic preparedness. The anticipated period of performance will be for a total of up to two years. Additional details and requirements will be described in the solicitation. The intended use of the leased land is to provide approximately 18,000 temporary housing units to individuals and households displaced from their permanent residences by Hurricane Katrina. Louisiana Housing Task Force, a division of FEMA, is implementing a federal program to develop and operate temporary housing sites in the referenced Louisiana Parish. The selected sites will be developed, maintained and operated by qualified contractors. The Louisiana Housing Task Force Program is a joint state and federally operated plan for temporary housing assistance. FEMA intends to lease only the land that is determined to meet all the governmental technical requirements. The determination of technical acceptability is made by the GSA Contracting Officer. The GSA Contracting Officer will use technical criteria provided by FEMA program officials, other federal agencies guidelines and technical contractors who are responsible for construction, operation and maintenance of the sites in making a determination. The determination process is two-phased. The first phase will use the criteria listed in this ad to determine if expressions of interest meet the minimum criteria for intended use by the government. Those persons responding with an expression of interest that meets these minimum criteria will be provided with a Solicitation for Offer (SFO). The second phase of determination is based upon the additional technical requirements specified within the SFO. Only the offers that meet all the technical requirements of both this ad and the Solicitation for Offer will be considered for award. S. Coast Guard Maintenance and Logistics Command Atlantic (MLCLANT) is procuring services under Solicitation HSCG84-06-Q-AA8179 which will be available on or about August 4, 2006 via FedBizOps: In an event of the possibility of a Category 2 to 5 hurricane during the hurricane season, U. S. Coast Guard Port Arthur Incident Command Post (ICP); which is a 24 hour 7 day a week operational command center; will need to be stood up in to a safe location that is away from current hurricane and potential future hurricane hazards and dangers. The US Coast Guard requires a contracting vehicle to be in place that will allow us to have the ?first right? to use the facility as an ICP in an event of a Category 2 or more hurricane to hit the Gulf shore resulting in evacuation of Port Arthur, Texas or Lake Charles, LA. At least 96 hours prior to landfall of anything equal or greater than a category 2 hurricane, an advance team will be deployed to this location to set up for eventual ICP stand up. At 48 hours prior to landfall, a decision will be made to expand the operation and more personnel will be arriving. If a similar storm to Hurricanes Katrina/Rita hit, this will require that USCG Port Arthur stay for an undetermined period of time, due to the inability to return to normal operations in the Port Arthur, Texas or Lake Charles, LA areas. Port Arthur will be forced to reconstitute full operations from this satellite location. The requirements for the facility are as follows: The ICP location needs to be within at least 200 miles and up to 250 miles North of MSU Port Arthur, Texas located at 2901 Turtle Creek Drive, Port Arthur, Texas. Hospitals must be near by in addition to other basic amenities (commercial airport, availability of food). Office space/conference rooms - four office/conference rooms to house a day/night, 24-hour watch. One of the rooms must be able to accommodate approximately 4,800 square feet and the other three rooms must be no smaller than 120 square feet. The 4,800 square feet office space/conference room must be able to accommodate or have the potential to accommodate 30 phone/fax lines and 20 internet connections spread out in the room. The three smaller conference rooms (no smaller than 120 square feet) must be able to accommodate or have the potential to accommodate 5 phone lines and 5 computer lines. The Coast Guard must have the flexibility to increase the amount of lines needed as the operation grows. The facility shall provide tables and chairs for at least 100 people. The 4,800 square feet conference room must be able to accommodate or have the potential to have 20 electric outlets distributed throughout the room. The other three smaller conference rooms must be able to accommodate or have the potential to accommodate 5 electric outlets distributed throughout each room. Up to 150 hotel rooms may also be needed, therefore the operational facility must be within walking distance (1/2 mile) from hotels that could accommodate this number of rooms. Parking will be needed for up to 200 vehicles. The office/conference facility should be near locations or have the capability to serve full nutritious meals for breakfast, lunch and dinner and midnight rations (finger food) service. The NAICS code is 721110. The Small Business Size Standard is $6.5 million. The period of performance is anticipated for five-one year ordering periods commencing August 2006.
