SPECIAL ALERT: HURRICANE KATRINA RELIEF EFFORT

 

The City of Gulfport hereby requests proposals from engineers and engineering firms interested in providing design and construction engineering services for the project titled "Repair and Restoration of Infrastructure South of CSX Railroad". The project will include the rehabilitation and/or replacement of water, sanitary sewer and storm drainage systems damaged by Hurricane Katrina.. The City is considering awarding a contract for design of the project, and for construction engineering services. The firm selected will be expected to provide the full range of engineering services required for project implementation including, but not limited to, plans, specifications, engineering estimates, permit approvals, right-of-way and survey data, bid documents, legal descriptions and plats for easements or other property acquisitions, and construction engineering services. Firms responding will be evaluated on experience in performing the type of work outlined in the Scope of Work, qualifications and experience of the principals and professionals to be assigned, experience in working with projects involving public funding, the extent of in-house capabilities of the firm, and the ability to perform the work within the schedule limitations and estimated cost, considering the firm's current and planned workload.. Sealed Bids will be received no later than 1:30 p.m. on Monday, September 18, 2006, by the Harrison County Board of Supervisors, in the Board Room, 1801 23rd Avenue, Gulfport, Mississippi, at which time they will be publicly opened and read for: Hurricane Repairs to D'iberville Civic Center and Kenny Fournier MultiPurpose Building D'Iberville, Mississippi Plans and specifications are on file at the Harrison County Board of Supervisors. Copies may be obtained from the Architects, Shaw Design Group, P.A., 2404 24th Avenue, Gulfport, MS 39501 upon deposit of One Hundred Dollars ($100.00). Deposit is refundable to actual bidders, provided plans and specifications are returned in good condition within ten days after bid opening date. Bids shall be accompanied by a Bid Bond or Certified Check for five percent (5%) of the base bid. Title: Katrina Berth E Warehouse Water Damage Repairs Due Date: Sep 6, 2006 10:00 a.m. This Requisition solicits proposals to perform construction activities at the Alabama State Port Authority Main facility. The project will require removing and replacing damaged caulking along wall and floor expansion joint/transition slab caused by Hurricane Katrina. Work will be in accordance with the requirements stated herein, attached Scope of Work Specifications, and applicable State of Alabama Laws. The work consists principally of providing bonds, labor, materials, equipment, supervision, insurance. All Contractors submitting bids are to carefully examine the site of the proposed work by appointment only and thoroughly review the contract requirements prior to submission of a bid proposal. Each Bidder shall satisfy oneself as to the character, quality, and quantities of work to be performed, and as to the requirements of the proposed contract. The submission of a proposal shall be prima facie evidence that the bidding Contractor has made such examination and is satisfied as to the conditions to be encountered in performing the work and as to the requirements of the proposed Contract. All bidding Contractors must hold a current license from the State Licensing Board for General Contractors, Montgomery, AL. The work performed under this contract shall not commence until the Contractor has submitted a Performance Bond, Labor & Material Bond, and Certificate of Insurance. Performance Bond shall be in an amount equal to 100% of the contract price; Labor & Material Bond equal to 100% of the contract price; and Certificate of Insurance shall be as per the attached requirements and countersigned by a licensed resident agent in the State of Alabama. The Contractor will be required to complete the work under the Contract within 45 calendar days after receipt of a Notice to Proceed. The work will have to be scheduled and performed in a manner that will not interfere with operations of the tenant. Work will have to be coordinated with warehouse supervisor, as entire area will not be available for the work to be performed all at once. Work schedules will be established based on material delivery. ASPA intent is that work hours will be during normal day light hours. The Contractor shall comply with all Federal and State laws, local ordinances and regulations, and all orders and decrees of bodies or tribunals having any jurisdiction or authority, which in any manner affect those engaged or employed on the work, or which in any way affect the conduct of the work. The Contractor shall place a competent superintendent on the Project who shall have experience in the work being performed under the Contract. The assigned superintendent shall have the responsibility for the day-to-day operations of the work and shall remain on the Project site while the work under the Contract is being performed. All construction vehicles and employees working on this project will be required to obtain port access credentials. This will consist of vehicle decals and employee identification badges. Employees will be required to attend a 1-hour security awareness training class to acquire credentials. The security awareness class fee is $10.00 per person unless the Contractor implements an acceptable program certified by the Port’s Facility Security Officer. Construction credentials are obtainable at a cost of $50.00 (inclusive of background check) per employee identification badge and $25.00 per vehicle decal. Issuance of credentials is conducted weekdays between the hours of 7:00 a.m. and 3:45 p.m. with a mandatory 24-hour advance notification. The Emergency Supplemental Appropriations Act for Defense, the Global War on Terror and Hurricane Recovery, 2006 (Pub. L. 109-234) provided $50 million for Hurricane Education Recovery Awards to assist institutions of higher education, as defined in section 102 of the HEA that are located in an area in which a major disaster was declared in accordance with section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act related to hurricanes in the Gulf of Mexico in calendar year 2005, and that were

forced to close, relocate, or significantly curtail their activities as a result of damage directly caused by the hurricanes. This area

includes the States of Louisiana and Mississippi and certain counties in the States of Alabama, Florida, and Texas. A list of these counties

The Harrison County Board of Supervisors, Mississippi will accept sealed proposals from qualified firms for professional services required for application preparation and subsequent implementation of their Community Development Block Grant Public Facilities and Economic Development Disaster Program and/or any other program as designated for Disaster Relief by the Mississippi Development Authority. The County is seeking funding for Community Development Block Grant Public Facilities and Economic Development Disaster Assistance and a Project Administrator, Project Architect, Project Engineer, and Project Attorney will be selected to oversee various Disaster projects. Information packages concerning the request for proposals are available at the County Administrator's Office, 1801 23 Avenue, P.O. Drawer CC, Gulfport, MS 39 502-0860 between the hours of 8 A.M. and 5 P.M., Monday through Friday. The services required for this project are: ADMINISTRATIVE: Assist the County and its agents in the application preparation and subsequent program administration including management accounting, required reports to HUD and the State, implementation of applicable State and Federal laws, regulations, and requirements, establishment and maintenance of filing system; and serve as liaison between the County and the State. Firms or individuals proposing to perform administrative services should submit a list of their qualifications, experience, and capacity for performance. ARCHITECT: Architectural design for construction of the proposed improvements including: all design surveys, preliminary design work, final design phase, preparation of plans and specifications, and construction inspection. Firms or individuals should submit a list of their experience, qualifications, and capacity for performance. ENGINEERING: The selected engineer shall complete engineering services in accordance with applicable state and federal laws, regulations and procedures. Activities will include insuring compliance with all aspects of project design and implementation. More specific services required for this project include: (a) Prepare plans and specifications for project. (b) Construct and distribute bid packets (insuring that all Federal and State requirements are met in contract preparation). (c) Assist in bid opening and prepare bid tabulation. (d) Provide resident project representative to insure contractors conform to plans and specifications. (e) Conduct work-in-progress inspections giving monthly reports to the County and approving any and all partial payment requests. (f) Review and approve all change order requests prior to submission to the Harrison County Board of Supervisors or their designee for final approval. LEGAL: Consultation services as required for the implementation of the proposed improvements as outlined in the Disaster application in accordance with State and Federal laws and regulations. Legal services shall include but not be limited to consultation services, the evaluation of all contracts and land acquisition, etc. Offerors should submit a list of their experience, qualifications, capacity for performance along with an hourly rate charged for consultation services. Other services include examination of property records related to any easements which might be required. Proposals for this project will be rated according to the following criteria: I. EXPERIENCE with similar Community Development Block Grant Projects; 2. QUALIFICATIONS, knowledge, and technical expertise in this and similar projects; 3. CAPACITY FOR PERFORMANCE to perform required services in a timely manner, given current workload and staff. All proposals will be rated on the following system to determine the best offeror: Description and maximum points: Qualifications -40; Experience -40; Capacity -20; Total: 100 Points. Proposals will be reviewed by the selection committee using the above selection criteria. A written contract will be awarded to the firm whose proposal is within the competitive range and determined by the committee to be the most advantageous to the County, cost and other factors considered. The contract will include scope and extent of work and other essential requirements. The Harrison County Board of Supervisors reserves the right to reject any and all proposals and to waive any irregularities or informalities in the proposal process. The City of Biloxi, Mississippi, will accept sealed proposals from qualified firms for professional services required for application preparation and subsequent implementation of their Community Development Block Grant Public Facilities and Economic Development Disaster Program and/or any other program as designated for Disaster Relief by the Mississippi Development Authority. The City is seeking funding for Community Development Block Grant Public Facilities and Economic Development Disaster Assistance and a Project Administrator, Project Architect, Project Engineer, and Project Attorney will be selected to oversee various Disaster projects. The services required for this project are: ADMINISTRATIVE: Assist the City and its agents in the application preparation and subsequent program administration including management accounting, required reports to HUD and the State, implementation of applicable State and Federal laws, regulations, and requirements, establishment and maintenance of filing system; and serve as liaison between the City and the State. Firms or individuals proposing to perform administrative services should submit a list of their qualifications, experience, and capacity for performance. ARCHITECT: Architectural design for construction of the proposed improvements including: all design surveys, preliminary design work, final design phase, preparation of plans and specifications, and construction inspection. Firms or individuals should submit a list of their experience, qualifications, and capacity for performance. ENGINEERING: The selected engineer shall complete engineering services in accordance with applicable state and federal laws, regulations and procedures. Activities will include insuring compliance with all aspects of project design and implementation. More specific services required for this project include: (a) Prepare plans and specifications for project. (b) Construct and distribute bid packets (insuring that all Federal and State requirements are met in contract preparation). (c) Assist in bid opening and prepare bid tabulation. (d) Provide resident project representative to insure contractors conform to plans and specifications. (e) Conduct work-in-progress inspections giving monthly reports to the City and approving any and all partial payment requests. (f) Review and approve all change order requests prior to submission to the Mayor and City Council or their designee for final approval. LEGAL: Consultation services as required for the implementation of the proposed improvements as outlined in the Disaster application in accordance with State and Federal laws and regulations. Legal services shall include but not be limited to consultation services, the evaluation of all contracts and land acquisition, etc. Offerers should submit a list of their experience, qualifications, capacity for performance along with an hourly rate charged for consultation services. Other services include examination of property records related to any easements which might be required. Proposals for this project will be rated according to the following criteria: 1. EXPERIENCE-with similar Community Development Block Grant Projects; 2. QUALIFICATIONS, knowledge, and technical expertise in this and similar projects; 3. CAPACITY FOR PERFORMANCE to perform required services in a timely manner, given current workload and staff. All proposals will be rated on the following system to determine the best offerer: Description and maximum points: Qualifications - 40; Experience - 40; Capacity - 20; Total: 100 Points. Proposals will be reviewed by the selection committee using the above selection criteria. A written contract will be awarded to the firm whose proposal is within the competitive range and determined by the committee to be the most advantageous to the City, cost and other factors considered. The contract will include scope and extent of work and other essential requirements. The Mayor and City Council of the City of Biloxi reserve the right to reject any and all proposals and to waive any irregularities or informalities in the proposal process. Dr. Allison Berrier is the only known source capable of providing the required services because of her having survived Hurricane Katrina and her career as a laboratory investigator in minority health subject matter. The contractor shall: 1. The contractor shall assist the National Center on Minority Health and Health Disparities (NCMHD) with the development of methods to enhance and expand research on minority health and health disparities and to find ways to build long-standing relationships between and among intramural and extramural scholars. 2. The contractor shall identify the strengths and weaknesses of the National Institutes of Health (NIH), Katrina Visiting Faculty program. 3. The contractor shall present recommendations on the Katrina Visiting Faculty program, which could possibly become a prototypical for all of the NIH as their awareness grows. 4. The contractors report writing services rate shall include, but shall not be limited to the following: a. Materials b. Supplies c. Travel 5. The contractor shall have comprehensive and extensive background in the area of health research and proven abilities in program evaluation and analysis. The contractor shall also be a medical researcher from the Gulf Coast region whose work was negatively impacted by the Hurricane Katrina natural disaster. 6. The contractor shall possess keenly practiced communication skills, both oral and written. 7. The period of performance shall be from Sept 05, 2006 through March 31, 2007. This proposed action is for services for which the Government intends to solicit and negotiate with only one source.
