The England Economic and Industrial Development District (EEIDD) is requesting qualification statements for Aviation Planning Services until 2:00 P.M. on September 29, 2006, to update the Alexandria International Airport & England Industrial Airpark Master Plan and update the Airport Layout Plan. All such statements shall be addressed to: Jon Grafton, C.M. Executive Director England Economic & Industrial Development District 1611 Arnold Drive Alexandria, Louisiana 71303 And clearly marked: "Statement of Qualifications for Alexandria International Airport & England Industrial Airpark Master Plan Update." Any questions and/or comments concerning this request for statements of Qualifications should be directed in writing to Scott Gammel, Airport Manager, at the above address. The EEIDD will not be responsible for any oral instructions with regards to this notice. The England Economic and Industrial Development District owns & operates the England Industrial Airpark & Community in which Alexandria International Airport (AEX) is located on the premises of England Airpark. England Airpark is the former England Air Force Base which closed after Government Base Realignment of 1991. Alexandria International Airport began operating as a civilian airfield in August of 1992 with commercial air service beginning operation on August 18, 1996. England Industrial Airpark and Community now leases over 1,000,000 square feet of commercial space to over 50 tenants. In addition, there are approximately 345 tenants currently leasing space in the Airpark. Intersted parties are recommended to consult the England Airpark web site at www.englandairpark.org. Significant organizational and financial information is contained on said site. A review of links to other parties will also indicate the close working relationship the EEIDD has with a number of entities that will be interested in the updating of this plan. England Airpark is seen as a vital regional and state asset in the areas of transportation, economic development, recreation, housing, education, military support, and disaster relief. It is the winner of numerous national awards. The development of England Airpark's non-aviation assets is particulary important in generating revenue for support of the agency. England Airpark receives no local, state or federal funding for operating expenses of the facility. In addition, England Airpark provides the complete range of services found in most municipal settings based on it's self-generated revenue. The current Airport Master Plan was accepted in 1998. The projects proposed thru the 2010 period have been completed. It is an understatement to say that many significant events have occurred at England Airpark, in the aviation industry and the world economy since the completion of the 1998 Master Plan. The EEIDD desires to update the Airport Master Plan with the planning team considering, but not limited to, recommending the best approach for general aviation expansion, commercial aviation development, airfield maintenance and expansion. The team should be qualified to update the airport's inventory, demand forecast, future facility needs update ALP and financial plan in accordance with FAA criteria. In addition, particular emphasis upon planning the future expansion and growth of the non-aviation portion of England Industrial Airpark will be vital to this plan. The successful team should be able to address the aviation needs indicated above with the appropriate personnel. To address the non-aviation needs, the team should contain the appropriate mix of land use, economics, and site selection personnel. It is anticipated that this process will involve significant interaction with the Board of Commissioners of the EEIDD, regional political subdivisions and the community at large. The successful team should be able to facilitate the organizations visioning and planning process. It is the policy of the EEIDD that socially and economically Disadvantaged Business Enterprises (DBE's) will have the same opportunity as non-DBE's to participate in the performance of Federally funded projects. This policy is in accordance with and 49 CFR, Part 26, Non-discrimination of Federally-Assisted Programs of the Department of Transportation. The Airport Authority has established a DBE overall goal of 11.07 percent for this professional service agreement. This submission must include at least the following: (1)Corporate qualifications - (a) Brief history of firm; (b) previous experience on similar projects; (c) Resumes of key personnel available for this projects; (d) Location of office to perform work. (2)Performance of previous projects - (a) Contract awards received for similar projects in last 24 months; (b) On-time/in budget performance on above; (c) Three (3) references with phone numbers. (3)Present workload - (a) Key staff assignments through the project period; (b) Total corporate commitments versus resources; (c) Commitments versus resources of offices to do work (4)Familiarity with FAA specifications and planning requirements (5)A statement regarding an affirmative action program Five (5) copies of the above information must be submitted with cover letter. The cover letter must contain a list of three (3) reasons why the EEIDD should select your firm. A review selection panel will review the Statements of Qualifications & may invite the most qualified firms or corporation to present a more detailed statement to the panel or the EEIDD Board of Commissioners. The EEIDD reserves the right to reject any and all proposals, to advertise for new proposals, or not to proceed at all with this project. Receipt of these Statements of Qualifications shall not in any way obligate the EEIDD to later invite a firm or corporation for a detailed proposal. The EEIDD shall not be responsible in any manner for any cost associated with the submission of this Statement of Qualifications or any alter proposals. The Statements of Qualifications submitted, including any and all attachments thereto, shall become the property of the EEIDD upon receipt by the EEIDD. The EEIDD shall have the right to copy, reproduce, publicize, or otherwise dispose of each Statement of Qualifications in any way that the EEIDD selects. The EEIDD shall be free to use as its own, without payment of any kind or liability therefore, any idea, scheme, technique, suggestion, layout or plan received during the review and disposal process. The City of Gulfport, Mississippi will accept sealed proposals from qualified firms for professional services required for application preparation and subsequent implementation of their Community Development Block Grant Public Facilities and Economic Development Disaster Program and/or any other program as designated for Disaster Relief by the Mississippi Development Authority. The City is seeking funding for Community Development Block Grant Public Facilities and Economic Development Disaster Assistance and a Project Administrator, Project Architect, Project Engineer, and Project Attorney will be selected to oversee various Disaster projects. Information packages concerning the request for proposals are available at City Hall, 2309 15th Street, Gulfport, MS 39501, P. O. Box 1780, Gulfport, MS 39502 between the hours of 8 A.M. and 5 P.M., Monday through Friday. The services required for this project are: ADMINISTRATIVE: Assist the City and its agents in the application preparation and subsequent program administration including management accounting, required reports to HUD and the State, implementation of applicable State and Federal laws, regulations, and requirements, establishment and maintenance of filing system; and serve as liaison between the City and the State. Firms or individuals proposing to perform administrative services should submit a list of their qualifications, experience, and capacity for performance. Proposals for this project will be rated according to the following criteria: 1. EXPERIENCE with similar Community Development Block Grant Projects; 2. QUALIFICATIONS, knowledge, and technical expertise in this and similar projects; 3. CAPACITY FOR PERFORMANCE to perform required services in a timely manner, given current workload and staff. All proposals will be rated on the following system to determine the best offer: Description and maximum points: Qualifications 40; Experience 40; Capacity 20; Total: 100 Points. Proposals will be reviewed by the selection committee using the above selection criteria. A written contract will be awarded to the firm whose proposal is within the competitive range and determined by the committee to be the most advantageous to the City, cost and other factors considered. The contract will include scope and extent of work and other essential requirements. The Mayor and City Council of the City of Gulfport reserve the right to reject any and all proposals and to waive any irregularities or informalities in the proposal process.
