Rehabilitation work includes the design and construction for various mechanical, electrical, building and site work. Mechanical work includes sizing and replacement of drainage pump drive diesel engines, rehabilitation of drainage pump drive trains, including pneumatic starters, power take-offs, couplings, bearings, gear boxes, chain drive systems and lubricators, and replacement of auxiliary equipment, including fuel storage and supply, engine and gear box cooling systems, air compressors, vacuum un its, heating systems, building sump pumps and domestic/potable water pumps. Electrical work includes removal, disposal and replacement of service entrances, metering facilities, disconnect switches, transfer switches, generators, distribution panels, moto r control centers, wiring and lighting. Building work includes repair or replacement of doors, windows, shutters, ventilation louvers, wall panels and masonry walls. Site work includes general site clean up, pumped sand fill under foundations and ramps, general site sand fill and grading, limestone surfacing, repair of replacement of canal floating booms and intake screens and chain link fence and gate replacements. Estimated time of completion for this project is 450 calendar days after notice to procee d is issued. This will be issued as an UNRESTRICTED PROCUREMENT. Proposed Issue Date: August 22, 2006 Title of Project: Low Water Mitigation and Other Construction IDIQ Construction Contract Description: The work of this contract consists of: A. The work of this contract consists primarily of performing work associated with the significant lowering of Lake Mead water levels due to recent drought conditions. This work includes (1) The demolition of existing asphalt boat launch ramps, replacing them with concrete launch ramps, constructing new launch ramps and making repairs as necessary to keep existing launch ramps functioning at low water; (2) Constructing new roads and parking areas to new launch ramps, Repairing storm damage, grading existing roads, beaches and parking areas; (3) Extending flood dikes, breakwaters and dock anchors; and (4) Other mitigation related work. The minimum size task order will be $10,000, and the maximum size will be $5,000,000. A task order may consist of numerous individual projects and the minimum size of a project will be $10,000. The construction periods of up to two projects may overlap one another. The Contractor will be notified at least 14 calendar days in advance of a project start date. A separate Notice To Proceed shall be issued for each project. B. Launch Ramp Work: The possible locations for the work may consist of one or more of seven (7) existing launch ramp locations and the possibility of three (3) new locations, all on Lake Mead. The primary work items will consist of demolition and removal of the existing asphalt boat launch ramps and replacement with concrete boat launch ramps as shown on the drawings. See ramp locations and approximate square yardage below. The quantities used are intended only to approximate work that may be ordered at each location and to be used as a basis for establishing unit prices. The individual task orders will include specific designs and actual quantities at the time the work order is executed. The length of the launch ramp construction will vary depending on the actual water level of Lake Mead at the time the work order is executed. 1. Launch ramps will be extended as close as possible to the existing water level at the time of construction. Contractor will be expected to plan their operations to coordinate with this low water level and construct the maximum length of ramp possible at all locations. 2. Underwater construction, cofferdams or dewatering are not anticipated under this contract and unit pricing should not include these methods for accomplishing the launch ramp work. If underwater construction, cofferdams and/or dewatering are determined to be necessary by the contracting officer's representative for accomplishment of work under a particular work order, then an equitable adjustment to the unit price will be determined prior to beginning the work. 3. Work orders issued under this contract may also involve other work items associated with the individual launch ramp locations, including but not limited to concrete curbing, concrete sidewalk, anchor points, breakwaters, courtesy docks, repairs to keep existing ramp functioning, lighting, and accessible loading platforms. 4. Location and approximate existing launch Ramp replacement total square yardage (based on water elevations continuing to recede as projected) for the next five years is as follows: 1. Callville Bay, Nevada - 6,200 square yards 2. Echo Bay, Nevada - 16,900 square yards 3. Hemenway Harbor, Nevada - 25,400 square yards 4. Boulder Harbor, Nevada - 39,400 square yards 5. Overton Beach, Nevada - 4,000 square yards 6. South Cove, Arizona - 1,300 square yards 7. Temple Bar, Arizona - 38,000 square yards 5. Contractor shall plan their work so that approximately one-half of the launch ramp shall be maintained open to the public for boat launching during construction. Contractor will not be allowed to work on the launch ramp during weekends and holidays without written permission from the Contracting Officer's Representative. During weekends and holidays Contractor shall make as much of the existing ramp available for public launching as is possible. 6. As water levels continue to recede some existing launch ramps may become unusable. When this happens it will become necessary to construct new launch ramps, access and parking at new locations. Areas where it is anticipated that new launch ramps will need to be built are Callville Bay, Government Wash, Stewarts Point and South Cove. C. Road/Grading, Flood Dikes and Miscellaneous Work: This work includes grading and repairing existing roads/parking lots, grading new parking lots, repairing storm damage to roads, repairing damage to drainage structures, extending flood control dikes and breakwaters. Storm damage to roads may require road repair work upon short notice at any location within the Lake Mead National Recreation Area. All construction work is within the Lake Mead National Recreation Area in Clark County, Nevada, and Mohave County, Arizona. Washington Navy Yard, DC Description This publication provides for implementation of Section 2203 of Public Law 109-234, which states that not less than $140,000,000 of emergency hurricane relief funds appropriated by Public Law 109-234 and Public Law 109-148 shall be made available for infrastructure improvements at Gulf Coast shipyards that have existing Navy shipbuilding contracts and that were damaged by Hurricane Katrina in calendar year 2005. The Navy goals to be met by expending Section 2203 funds are: (1) To expedite the recovery of shipbuilding capability in areas affected by Hurricane Katrina by repairing and/or replacing shipbuilding facilities; (2) To make lasting improvement in shipyard facilities that will result in measurable cost reductions in current and future Navy shipbuilding contracts; (3) To improve the ability of shipbuilding facilities on the Gulf Coast to withstand damage from potential future hurricanes or other natural disasters. The Naval Sea Systems Command (NAVSEA) will not issue paper copies of this announcement. Washington Navy Yard, DC Description This publication provides for implementation of Section 2203 of Public Law 109-234, which states that not less than $140,000,000 of emergency hurricane relief funds appropriated by Public Law 109-234 and Public Law 109-148 shall be made available for infrastructure improvements at Gulf Coast shipyards that have existing Navy shipbuilding contracts and that were damaged by Hurricane Katrina in calendar year 2005. The Navy goals to be met by expending Section 2203 funds are: (1) To expedite the recovery of shipbuilding capability in areas affected by Hurricane Katrina by repairing and/or replacing shipbuilding facilities; (2) To make lasting improvement in shipyard facilities that will result in measurable cost reductions in current and future Navy shipbuilding contracts; (3) To improve the ability of shipbuilding facilities on the Gulf Coast to withstand damage from potential future hurricanes or other natural disasters. A formal Request for Proposals (RFP), solicitation and/or additional information regarding this announcement will not be issued. The Naval Sea Systems Command (NAVSEA) will not issue paper copies of this announcement. The PHEMC Enterprise incorporates a broad approach to preparedness from effective surveillance/detection of threats to the research, development, acquisition, storage/maintenance, deployment and effective utilization of medical countermeasures. Additionally, HHS is undertaking a two-staged approach to develop a STRATEGY that will lead to an IMPLEMENTATION PLAN for medical countermeasures to address chemical, biological, radiological or nuclear (CBRN) threats. The HHS Strategy details the principles, priority policy issues, and strategic objectives for developing and acquiring the most appropriate medical countermeasures for the highest priority CBRN threats facing our nation. On September 8, 2006, the draft ?Public Health Emergency Medical Countermeasures Enterprise Strategy for Chemical, Biological, Radiological and Nuclear Threats? was published in the Federal Register (Vol 71 No. 174) for public comment. The HHS Implementation Plan will be a prioritized plan with near-, mid- and long-term goals for research, development and acquisition of medical countermeasures that is consistent with the guiding principles and priority-setting criteria, as defined in the final HHS Strategy. Description This is a Request for Information (RFI) only. It is not a request for proposals and does not commit the Government to issue a solicitation, make an award, or pay any costs associated with responding to this announcement. All submitted information shall remain with the Government and will not be returned. Data obtained from this RFI will provide critical inputs to the HHS Implementation Plan, with the ultimate goal to acquire the most appropriate medical countermeasures for mitigating the health effects from the highest priority CBRN threats facing the nation. OPHEMC is responsible for coordinating, supporting and providing leadership and expert advice with respect to public health medical countermeasure late stage advanced development and procurement. To this end, the Federal Government is interested in identifying and characterizing the current and projected status of the research and development programs related to CBRN medical countermeasures. Additionally, HHS is undertaking a two-staged approach to develop a STRATEGY that will lead to an IMPLEMENTATION PLAN for medical countermeasures to address chemical, biological, radiological or nuclear (CBRN) threats. The HHS Strategy details the principles, priority policy issues, and strategic objectives for developing and acquiring the most appropriate medical countermeasures for the highest priority CBRN threats facing our nation. On September 8, 2006, the draft ?Public Health Emergency Medical Countermeasures Enterprise Strategy for Chemical, Biological, Radiological and Nuclear Threats? was published in the Federal Register (Vol 71 No. 174) for public comment. The HHS Implementation Plan will be a prioritized plan with near-, mid- and long-term goals for research, development and acquisition of medical countermeasures that is consistent with the guiding principles and priority-setting criteria, as defined in the final HHS Strategy. Description This is a Request for Information (RFI) only. It is not a request for proposals and does not commit the Government to issue a solicitation, make an award, or pay any costs associated with responding to this announcement. All submitted information shall remain with the Government and will not be returned. Data obtained from this RFI will provide critical inputs to the HHS Implementation Plan, with the ultimate goal to acquire the most appropriate medical countermeasures for mitigating the health effects from the highest priority CBRN threats facing the nation. OPHEMC is responsible for coordinating, supporting and providing leadership and expert advice with respect to public health medical countermeasure late stage advanced development and procurement. To this end, the Federal Government is interested in identifying and characterizing the current and projected status of the research and development programs related to CBRN medical countermeasures. Within this class of public health emergency medical countermeasures, the Federal Government is especially interested in medical countermeasures or diagnostic devices that could be readily deployed and used in preparation for, or response to, a CBRN event. Product attributes that facilitate this objective include, but are not limited to products that are single dose, self-administered, have demonstrated efficacy within a window of opportunity consistent with public health emergency response, limited or no cold chain requirements for storage, and a long shelf life. Diagnostic devices that are point of care and able to be rapidly deployed are of special interest. Medical countermeasures that address the following threats are of particular interest: Biological Category A, as defined by the Center for Disease Control and Prevention (CDC), (http://www.bt.cdc.gov/agent/agentlist-category.asp) o Anthrax (Bacillus anthracis) o Botulism (Clostridium botulinum toxin) o Plague (Yersinia pestis) o Smallpox (variola major) o Tularemia (Francisella tularensis) o Viral hemorrhagic fevers (filoviruses [e.g., Ebola, Marburg] and arenaviruses [e.g., Lassa, Machupo]) Category B - (http://www.bt.cdc.gov/agent/agentlist-category.asp) o Brucellosis (Brucella species) o Epsilon toxin of Clostridium perfringens o Food safety threats (e.g., Salmonella species, Escherichia coli O157:H7, Shigella) o Glanders (Burkholderia mallei) o Meliodosis(Burkholderia pseudomallei) o Psittacosis (Chlamydia psittaci) o Q fever (Coxiella burnetii) o Ricin toxin from Ricinus communis (castor beans) o Staphylococcal enterotoxin B o Typhus fever (Rickettsia prowazekii) o Viral encephalitis (alphaviruses [e.g., Venezuelan equine encephalitis, eastern equine encephalitis, western equine encephalitis]) o Water safety threats (e.g., Vibrio cholerae, Cryptosporidium parvum) Category C (http://www.bt.cdc.gov/agent/agentlist-category.asp) o Emerging infectious diseases such as Nipah virus and hantavirus Chemical Nerve agents, chemicals that affect the respiratory tract, and cellular/metabolic poisons. Radiological/Nuclear Radiological or nuclear agents that cause acute radiation syndrome and/or the delayed effects of radiation exposure. In order to assess the maturity of each medical countermeasure program or medical diagnostic device, Technology Readiness Levels (TRLs), Appendices 1-4 are to be used as a reference to gauge the stage of development of each medical countermeasure program, which will aid in comparisons among different projects and across different companies. Please refer to the TRL level of your program(s) in the cover letter of the submission. Appendices included are: Appendix 1- Technology Readiness Levels For Biological Medical Countermeasures Appendix 2 - Technology Readiness Levels For Chemical Medical Countermeasures Appendix 3 - Technology Readiness Levels For Radiological and Nuclear Medical Countermeasures Appendix 4 - Technology Readiness Levels For Medical Diagnostics Devices Countermeasures Interested organizations that have candidate products are invited to submit capability statements to HHS. Submitted information should include: a) a description of the candidate product including relevant chemical, physical chemical or immunological characteristics; b) a description of the mechanism of action; c) a description of the proposed formulation, dosage and route of administration; d) information regarding the stage of product development, including, but not limited to: preclinical and clinical safety and efficacy studies, e) nature and status of assay and animal model development; f) an estimate of production capacity complying with applicable regulations on Current Good Manufacturing Practices (GMP); and g) integrated project plans and timelines that incorporate manufacturing, regulatory, clinical and non-clinical tasks/actions to move the candidate product from development to approval, licensure, or clearance by the Food and Drug Administration (including studies to meet Animal Rule requirements, if product approval or licensure will be sought under 21 CFR Part 314, Subpart I or 21 CFR Part 601, Subpart H, respectively). All information submitted to HHS will be kept confidential as allowed by relevant Federal law. Information must be submitted by 3pm, October 31, 2006. Responses should be limited to 25 pages. Data sets (e.g., tables, charts, graphs) and documents which are pertinent to the response can be submitted as appendices to the primary submission.
