The City of Pass Christian, Mississippi will accept sealed proposals from qualified firms for professional services required for application preparation and subsequent implementation of their Community Development Block Grant Public Facilities and Economic Development Disaster Program and/or any other program as designated for Disaster Relief by the Mississippi Development Authority. The City is seeking funding for Community Development Block Grant Public Facilities and Economic Development Disaster Assistance and a Project Administrator, Project Architect, Project Engineer, and Project Attorney will be selected to oversee various Disaster projects. Information packages concerning the request for proposals are available at City Hall, 201 Fleitas Avenue, Post Office Drawer 368, Pass Christian, MS 39 571-0368 between the hours of 8 A.M. and 4 P.M., Monday through Friday. The services required for this project are: ADMINISTRATIVE: Assist the City and its agents in the application preparation and subsequent program administration including management accounting, required reports to HUD and the State, implementation of applicable State and Federal laws, regulations, and requirements, establishment and maintenance of filing system; and serve as liaison between the City and the State. Firms or individuals proposing to perform administrative services should submit a list of their qualifications, experience, and capacity for performance. ARCHITECT: Architectural design for construction of the proposed improvements including: all design surveys, preliminary design work, final design phase, preparation of plans and specifications, and construction inspection. Firms or individuals should submit a list of their experience, qualifications, and capacity for performance. ENGINEERING: The selected engineer shall complete engineering services in accordance with applicable state and federal laws, regulations and procedures. Activities will include insuring compliance with all aspects of project design and implementation. More specific services required for this project include: (a) Prepare plans and specifications for project. (b) Construct and distribute bid packets (insuring that all Federal and State requirements are met in contract preparation). (c) Assist in bid opening and prepare bid tabulation. (d) Provide resident project representative to insure contractors conform to plans and specifications. (e) Conduct work-in-progress inspections giving monthly reports to the City and approving any and all partial payment requests. (f) Review and approve all change order requests prior to submission to the Mayor and Board of Aldermen or their designee for final approval. LEGAL: Consultation services as required for the implementation of the proposed improvements as outlined in the Disaster application in accordance with State and Federal laws and regulations. Legal services shall include but not be limited to consultation services, the evaluation of all contracts and land acquisition, etc. Offerors should submit a list of their experience, qualifications, capacity for performance along with an hourly rate charged for consultation services. Other services include examination of property records related to any easements which might be required. Proposals for this project will be rated according to the following criteria: 1. EXPERIENCE with similar Community Development Block Grant Projects; 2. QUALIFICATIONS, knowledge, and technical expertise in this and similar projects; 3. CAPACITY FOR PERFORMANCE to perform required services in a timely manner, given current workload and staff. All proposals will be rated on the following system to determine the best offeror: Description and maximum points: Qualifications 40; Experience 40; Capacity 20; Total: 100 Points. Proposals will be reviewed by the selection committee using the above selection criteria. A written contract will be awarded to the firm whose proposal is within the competitive range and determined by the committee to be the most advantageous to the City, cost and other factors considered. The contract will include scope and extent of work and other essential requirements. The Mayor and Aldermen of the City of Pass Christian reserve the right to reject any and all proposals and to waive any irregularities or informalities in the proposal process. BACKGROUND: Research sponsored by MMS through the TA&R Program is used to acquire basic engineering information needed to oversee the orderly development of offshore oil and gas operations. New challenges and informational needs arise as operations expand into new or different environments such as the deep water areas of the Gulf of Mexico (GOM) and Artic environments such as offshore Alaska. The objective of this request for White Papers is to solicit for additional Hurricanes Katrina and Rita research and Artic research. As a result of the White Papers submitted in accordance with the terms of this announcement, selected proposals shall be requested. The MMS estimates that a total of $1,125,000 in FY2007 supplemental funding will be made available for research identified through this announcement with $1,000,000 of this amount earmarked for Hurricanes Katrina and Rita research, and the remaining $125,000 for Artic research. NOTICE: MMS may share the White Papers with other Federal government employees for review. Potential contractors should let MMS know if they do not want the White Papers/proposals shared. OBJECTIVES: The topics for this 2007 OSER solicitation include ONLY research on the following: 1) Evaluate top and bottom tendon connectors for Tension Leg Platforms to determine weak points, likely failure mechanisms, and design issues that may lead to premature failure. Provide recommendations on how to minimize potential failures through design criteria and monitor and inspect critical areas within the connectors. Provide guidelines for possible use in updating Federal regulations and industry standards. 2) Evaluate accuracy of polyester subrope damage detection performed by ROVs following hurricanes and other events (i.e., loop current) that exceed the 100 year design criteria. ROV inspections are used to detect damage to polyester mooring systems and estimate remaining fatigue life if damage exists. A quantitative evaluation is needed to determine if ROV survey results and resulting life damage estimates are accurate. Identify non-invasive inspection methods other than ROV surveys and compare ROV inspections to physical insert testing to determine the level of accuracy that can be expected. Identify the most reliable insert tests to verify that the mooring system is fit for purpose. Emphasis should be placed on fatigue life predictions. 3) Develop pre-hurricane riser inspection and monitoring program to determine in-situ condition of riser with particular attention to corrosion, preventative maintenance, and repair practices. Develop recommendations for a long term maintenance program to minimize or eliminate conditions that may lead to riser/pipeline damage during hurricanes and major storms events. 4) Evaluate superstructure icing of both drilling and production vessels and platforms as it relates to conducting activities in the Beaufort and Chukchi Seas. ADDITIONAL INFORMATION: The MMS is interested in research initiatives relative to safety, technology and pollution practices for offshore operations. As a result of the White Papers, proposals may be sought and evaluated for funding. Efforts to be considered should address the above stated issues. HOW TO RESPOND: White Papers of not more than five (5) pages in length, an ORGINAL PLUS three (3) copies and one (1) electronic copy in PDF format, on a CD shall be submitted to the address below. WHITE PAPERS SENT THROUGH EMAIL AND FAXES WILL NOT BE ACCEPTED. White Papers should define the proposed research scope and include the level of effort. NOTE THAT COST ESTIMATES ARE NOT TO BE INCLUDED. The White Papers shall be evaluated only on technical merit. If your white paper is selected for further evaluation, a proposal will be requested and you must also submit a cost proposal at that time. Projects shall be selected from all or part of the technical issues listed depending on the interest and scope of White Papers received. The MMS will evaluate the responses, and those deemed to have merit will be furnished information to assist in the preparation of a complete proposal. This announcement constitutes a solicitation for White Papers, but does not obligate the Government to consummate award. Respondents WILL NOT be notified of the results of the evaluation on the information submitted. This work includes (1) The demolition of existing asphalt boat launch ramps, replacing them with concrete launch ramps, constructing new launch ramps and making repairs as necessary to keep existing launch ramps functioning at low water; (2) Constructing new roads and parking areas to new launch ramps, Repairing storm damage, grading existing roads, beaches and parking areas; (3) Extending flood dikes, breakwaters and dock anchors; and (4) Other mitigation related work. The minimum size task order will be $10,000, and the maximum size will be $5,000,000. A task order may consist of numerous individual projects and the minimum size of a project will be $10,000. Middle Bay Port Embankment Erosion - Hurricane Katrina Oct 18, 2006 1:00 p.m. This Requisition solicits proposals to perform construction activities at the Alabama State Port Authority Middle Bay Port facility. The project will require repairing embankment erosion caused by Hurricane Katrina. Work will be in accordance with the requirements stated herein, attached Scope of Work Specifications, and applicable State of Alabama Laws. The work consists principally of providing bonds, labor, materials, equipment, supervision, insurance. All Contractors submitting bids are to carefully examine the site of the proposed work by appointment only and thoroughly review the contract requirements prior to submission of a bid proposal. Each Bidder shall satisfy oneself as to the character, quality, and quantities of work to be performed, and as to the requirements of the proposed contract. The submission of a proposal shall be prima facie evidence that the bidding Contractor has made such examination and is satisfied as to the conditions to be encountered in performing the work and as to the requirements of the proposed Contract. All bidding Contractors must hold a current license from the State Licensing Board for General Contractors, Montgomery, AL. The work performed under this contract shall not commence until the Contractor has submitted a Performance Bond, Labor & Material Bond, and Certificate of Insurance. Performance Bond shall be in an amount equal to 100% of the contract price; Labor & Material Bond equal to 100% of the contract price; and Certificate of Insurance shall be as per the attached requirements and countersigned by a licensed resident agent in the State of Alabama. The Contractor will be required to complete the work under the Contract within 21 calendar days after receipt of a Notice to Proceed. The work will have to be scheduled and performed in a manner that will not interfere with operations of the tenant. Work will have to be coordinated with warehouse supervisor, as entire area will not be available for the work to be performed all at once. Brief description of project Repair of damages as a result of Hurricane Wilma are needed at the following facilities of the Marco Island Utilities Department (MIU): 1) the Marco Island Wastewater Treatment Plant (MI WWTP) located on Windward and off of North Barfield Roads, Marco Island; 2) the Marco Island Lime Softening Water Treatment Plant (MI LSWTP) located on Windward Road, Marco Island; 3) the Marco Island Reverse Osmosis Water Treatment Plant (MI ROWTP) located off of Lily Court, Marco Island; 4) the Marco Shores Lime Softening Water Treatment Plant (MS LSWTP) located on Mainsail Drive (near airport; and, 5) the Raw Water facility (Raw Water) located off of Collier Blvd (SR 951) northeast of the intersection of SR 41 and SR 951. Work includes, but is not limited to, the following: 1) roof repairs; 2) door replacement; window replacement; storage tank hatch replacement; and, treatment plant facility repairs. There will be a mandatory pre-bid conference and site visit on Wednesday, October 18, 2006, at 1:30 pm at City Hall.
