The SAN FRANCISCO BAY AREA RAPID TRANSIT DISTRICT, 300 Lakeside Drive, Oakland, California, is requesting a Statement of Qualifications ("SOQ") from each prospective Consultant to provide General Engineering Services for the Dismantling of Lake Merritt Administration Building as detailed in the District''s Request for Statement of Qualifications - SOQ No. 6M8010 issued on or about November 9, 2006, with qualification statements due by 2:00 PM local time, December 5, 2006. The Lake Merritt Administration building ("LMA") in downtown Oakland was designed in the late 1960''s. It is immediately adjacent to BART''s Lake Merritt Station. The ad-ministration building does not meet current seismic codes. The building also contains asbestos used to fireproof the structural steel. These and other issues have led to the decision to dismantle the building above grade rather than to seismically retrofit the building to meet current design standards. Below grade in the concourse and platform levels are critical facilities that will remain in operation both during and after the dismantling. As part of BART''s Earthquake Safety Program, BART is seeking professional ser-vices to prepare the con-tract documents for the dismantling of LMA. The selected Consultant shall prepare the contract documents required for the dismantling of LMA above grade structure. A pre-submittal meeting will be held on Tuesday, November 21, 2006. The pre-submittal meeting will convene at 2:00 p.m. at the District''s Offices located at 300 Lakeside Drive, 17th Floor, Oakland, California. At the pre-submittal meeting, a presentation addressing the Project and the procurement process will be made and copies of the District''s Agreement will be available for distribution. In addition, the District''s Non-Discrimination in Sub-contracting Program will be discussed. Prospective proposers are re-quested to make every effort to attend this only scheduled pre-submittal meeting. Interested prospective proposers are requested to confirm their attendance by notifying the District''s Procurement Department, at telephone (510) 874-7435, prior to the date of the pre-submittal meeting. Estimated Cost and Time of Performance: The total cost to provide general engineering services for the agreement shall not exceed six hundred fifty thousand dollars ($650,000). Proposed Issue Date: August 22, 2006 Title of Project: Low Water Mitigation and Other Construction IDIQ Construction Contract Description: The work of this contract consists of: A. The work of this contract consists primarily of performing work associated with the significant lowering of Lake Mead water levels due to recent drought conditions. This work includes (1) The demolition of existing asphalt boat launch ramps, replacing them with concrete launch ramps, constructing new launch ramps and making repairs as necessary to keep existing launch ramps functioning at low water; (2) Constructing new roads and parking areas to new launch ramps, Repairing storm damage, grading existing roads, beaches and parking areas; (3) Extending flood dikes, breakwaters and dock anchors; and (4) Other mitigation related work. The minimum size task order will be $10,000, and the maximum size will be $5,000,000. A task order may consist of numerous individual projects and the minimum size of a project will be $10,000. The construction periods of up to two projects may overlap one another. The Contractor will be notified at least 14 calendar days in advance of a project start date. A separate Notice To Proceed shall be issued for each project. B. Launch Ramp Work: The possible locations for the work may consist of one or more of seven (7) existing launch ramp locations and the possibility of three (3) new locations, all on Lake Mead. The primary work items will consist of demolition and removal of the existing asphalt boat launch ramps and replacement with concrete boat launch ramps as shown on the drawings. See ramp locations and approximate square yardage below. The quantities used are intended only to approximate work that may be ordered at each location and to be used as a basis for establishing unit prices. The individual task orders will include specific designs and actual quantities at the time the work order is executed. The length of the launch ramp construction will vary depending on the actual water level of Lake Mead at the time the work order is executed. 1. Launch ramps will be extended as close as possible to the existing water level at the time of construction. Contractor will be expected to plan their operations to coordinate with this low water level and construct the maximum length of ramp possible at all locations. 2. Underwater construction, cofferdams or dewatering are not anticipated under this contract and unit pricing should not include these methods for accomplishing the launch ramp work. If underwater construction, cofferdams and/or dewatering are determined to be necessary by the contracting officer's representative for accomplishment of work under a particular work order, then an equitable adjustment to the unit price will be determined prior to beginning the work. 3. Work orders issued under this contract may also involve other work items associated with the individual launch ramp locations, including but not limited to concrete curbing, concrete sidewalk, anchor points, breakwaters, courtesy docks, repairs to keep existing ramp functioning, lighting, and accessible loading platforms. 4. Location and approximate existing launch Ramp replacement total square yardage (based on water elevations continuing to recede as projected) for the next five years is as follows: 1. Callville Bay, Nevada - 6,200 square yards 2. Echo Bay, Nevada - 16,900 square yards 3. Hemenway Harbor, Nevada - 25,400 square yards 4. Boulder Harbor, Nevada - 39,400 square yards 5. Overton Beach, Nevada - 4,000 square yards 6. South Cove, Arizona - 1,300 square yards 7. Temple Bar, Arizona - 38,000 square yards 5. Contractor shall plan their work so that approximately one-half of the launch ramp shall be maintained open to the public for boat launching during construction. Contractor will not be allowed to work on the launch ramp during weekends and holidays without written permission from the Contracting Officer's Representative. During weekends and holidays Contractor shall make as much of the existing ramp available for public launching as is possible. 6. As water levels continue to recede some existing launch ramps may become unusable. When this happens it will become necessary to construct new launch ramps, access and parking at new locations. Areas where it is anticipated that new launch ramps will need to be built are Callville Bay, Government Wash, Stewarts Point and South Cove. C. Road/Grading, Flood Dikes and Miscellaneous Work: This work includes grading and repairing existing roads/parking lots, grading new parking lots, repairing storm damage to roads, repairing damage to drainage structures, extending flood control dikes and breakwaters. Storm damage to roads may require road repair work upon short notice at any location within the Lake Mead National Recreation Area. All construction work is within the Lake Mead National Recreation Area in Clark County, Nevada, and Mohave County, Arizona. Type of Procurement: A firm-fixed price Indefinite Delivery-Indefinite Quantity (IDIQ)contract will be awarded requiring submission of both a technical and a price proposal. The City of Biloxi, Mississippi will accept sealed proposals from qualified firms for professional services required for application preparation and subsequent implementation of their Community Development Block Grant Public Facilities and Economic Development Disaster Program and/or any other program as designated for Disaster Relief by the Mississippi Development Authority. The City is seeking funding for Community Development Block Grant Public Facilities and Economic Development Disaster Assistance and a Project Architect, and Project Engineer to oversee various Disaster projects. The projects to be undertaken will include a Downtown Redevelopment Project which will include construction, reconstruction or renovation of public buildings, street improvements, water and sewer, drainage, parking facilities, landscaping, street lighting, downtown parks and other downtown revitalization activities. The services required for the above mentioned projects are: ARCHITECT: Architectural design for construction of the proposed improvements including: all design surveys, preliminary design work, final design phase, preparation of plans and specifications, and construction inspection. Firms or individuals should submit a list of their experience, qualifications, and capacity for performance. ENGINEERING: The selected engineer shall complete engineering services in accordance with applicable state and federal laws, regulations and procedures. Activities will include insuring compliance with all aspects of project design and implementation. More specific services required for this project include: (a) Prepare plans and specifications for project. (b) Construct and distribute bid packets (insuring that all Federal and State requirements are met in contract preparation). (c) Assist in bid opening and prepare bid tabulation. (d) Provide resident project representative to insure contractors conform to plans and specifications. (e) Conduct work-in-progress inspections giving monthly reports to the City and approving any and all partial payment requests. (f) Review and approve all change order requests prior to submission to the Mayor and Council or their designee for final approval. Proposals for this project will be rated according to the following criteria: 1. EXPERIENCE with similar Community Development Block Grant Projects with attached references for work performed; 2. QUALIFICATIONS, knowledge, and technical expertise in this and similar projects; 3. CAPACITY FOR PERFORMANCE to perform required services in a timely manner, given current workload and staff. All proposals will be rated on the following system to determine the best offeror: Description and maximum points: Qualifications - 40; Experience - 40; Capacity - 20; Total: 100 Points. Proposals will be reviewed by the selection committee using the above selection criteria. Written contracts will be awarded to firms whose proposals are within the competitive range and determined by the committee to be the most advantageous to the City, cost and other factors considered. Each contract will include scope and extent of work and other essential requirements. The Mayor and City Council reserve the right to define the scope of each contract, to award multiple contracts for similar services for each project, and to award multiple contracts for similar services for different portions or phases of each project. Architectural & Engineering Solicitation HPP# 3584 Roadway Evacuation Study for Shirley, Mastic & Mastic Beach, Town of Brookhaven, Long Island, NY Description: Notice is hereby given that the Town of Brookhaven is requesting a letter of intent and qualifications from multi-disciplined planning/engineering firms to conduct a comprehensive emergency preparedness and evacuation planning study needed to identify the demand parameters for adequate transportation infrastructure. The study area is comprised of the Hamlets of Shirley, Mastic and Mastic Beach a peninsula situate between the Carmens River and Forge River located along the south shore of the Town of Brookhaven, New York. Firms are encouraged to engage sub-consultants for specialized work tasks as needed. All administration and processing of this project will be in conjunction with the applicable regulations for SAFETEA-LU High Priority Projects. This project is considered a study, which is Federally (80%) and locally (20%) funded. Total project funding shall not exceed $1 million. This study involves the inventory and analysis of existing transportation infrastructure and develops a transportation system evacuation plan to address incident demands caused by the need to evacuate the general population within a sensitive flood plain area. This study will identify, evaluate and establish the benefit/cost priority for future improvements and prepare conceptual designs of selected alternatives. This study shall conform to the currently accepted standards and procedures for conducting regional evacuation studies utilized by the Federal Emergency Management Agency and the U.S. Army Corps of Engineers. Project objective and a draft of the scope of services are provided as part of this notice and as general reference. The draft scope of services will be further qualified as deemed necessary at time of formal Request for Proposal forwarded to selected firms. A multi-agency committee will be established to review/select firms advancing to the Request for Proposal stage. Subsequently, selected qualified consultant teams will be invited to submit their project proposal to the Town of Brookhaven and make a formal presentation before the Town’s selection committee. Interested firms should submit five (5) copies of their and all sub-consultants (SF) 254 and (SF) 255 Forms. The Town of Brookhaven shall select the most qualified consultant team according to the following criteria: Specialized experience and technical competence of the firm, sub-consultants and staff on projects with similar scope. Professional qualifications of staff to perform all identified tasks. Past performance on contracts with Government agencies or private industry regarding quality, cost control and timeliness of work product. Logistics and familiarity with the study area. Designated firms must be prepared to submit proof of authority to practice engineering in New York State immediately upon designation. Sub-consultants and/or joint ventures are permitted.
