Summary: This year, Amtrak is eligible to participate in the Transit Security Grant Program (TSGP), rather than being eligible under a separate program. The Department identifies the following seven specific priorities as our highest priority selection criteria for the FY07 TSGP for Amtrak:

1. Protection of high risk/high consequence underwater and underground rail assets. Many of the nation's largest transit systems have significant track miles and large concentrations of riders in rail systems that run underground and underwater. It is a high priority of the FY07 TSGP to support measures that will protect underground rail system assets, and particularly underwater assets, from terrorist attack by improvised explosive devices (IEDs) or other threats that can damage or significantly breach such assets. Active coordination and regular testing of emergency evacuation plan can greatly reduce loss of life in serious incidents.

2. Protection of other high risk/high consequence assets and systems that have been identified through system-wide risk assessments. It is imperative that transit agencies focus countermeasure resources on their highest risk, highest consequence areas or systems. The FY07 TSGP will particularly support development and enhancement of capabilities to prevent, detect and respond to terrorist attacks employing chemical, biological, radiological, nuclear and explosive (CBRNE) weapons, particularly IEDs. For example, a system-wide assessment may highlight the need to segregate critical security infrastructure from public access. One solution could be an integrated intrusion detection system, controlling access to these critical facilities or equipment. Transit systems should consider security technologies to help reduce the burden on security manpower. Using smart CCTV systems in remote locations could help free up security patrols to focus on more high risk areas.

3. Use of visible, unpredictable deterrence. Visible and unpredictable security activities instill confidence and enhanced security awareness in the riding public, and deter attacks by disrupting the ability of terrorists to prepare for and execute attacks. Examples include the acquisition, training, certification and maintenance of explosives detection canine teams; training of law enforcement, security officials and front-line employees in behavioral pattern recognition; and procurement of mobile detection or screening equipment to identify the presence of explosives or their residue and other suspicious items on persons or in packages.

4. Targeted counter-terrorism training for key front-line staff. Effective employee training programs address individual employee responsibilities and provide basic security awareness to front line employees, including equipment familiarization, assessing and reporting incident severity, appropriate responses to protect self and passengers, use of protective devices, crew communication and coordination, and incident evacuation procedures. For example, well trained and rehearsed operators can help ensure that if an underground station has suffered a chemical agent attack, trains ? and the riding public ? are quickly removed from the scene, thus reducing their exposure and risk.

5. Emergency preparedness drills and exercises. In order to assess and enhance a system?s capability to respond under the variety of serious incidents, transit agencies are encouraged to maintain an emergency drill and exercise program to test key operational protocols including coordination with first responders. The FY07 TSGP can support exercises related to terrorist attack scenarios (such as IED or CBRNE attacks), natural disasters and other emergencies. Such programs can take various forms, from table top exercises to more comprehensive multi-agency full-scale exercises. The FY07 TSGP funds also support rigorous after action assessments to identify further system improvements.

6. Public awareness and preparedness campaigns. A public awareness and preparedness program can employ announcements, postings in stations and transit vehicles or other media to ensure awareness of heightened alert or threat conditions. Effective awareness programs enlist the public in becoming an informal part of an agency security plan. They should explain specific actions the public can take to contribute to strengthening system security.

 

7. fforts in support of the national preparedness architecture. Transit agencies are encouraged to take steps to embrace the national preparedness architecture priorities, several of which have already been highlighted as Amtrak priorities. The following six national priorities are particularly relevant: expanding regional collaboration; implementing the National Incident Management System, the National Response Plan and the National Infrastructure Protection Plan; strengthening information sharing and collaboration capabilities; enhancing interoperable communications capabilities; strengthening CBRNE detection and response capabilities; and improving citizen preparedness capabilities.

Proposed Issue Date: August 22, 2006 Title of Project: Low Water Mitigation and Other Construction IDIQ Construction Contract Description: The work of this contract consists of: A. The work of this contract consists primarily of performing work associated with the significant lowering of Lake Mead water levels due to recent drought conditions. This work includes (1) The demolition of existing asphalt boat launch ramps, replacing them with concrete launch ramps, constructing new launch ramps and making repairs as necessary to keep existing launch ramps functioning at low water; (2) Constructing new roads and parking areas to new launch ramps, Repairing storm damage, grading existing roads, beaches and parking areas; (3) Extending flood dikes, breakwaters and dock anchors; and (4) Other mitigation related work. The minimum size task order will be $10,000, and the maximum size will be $5,000,000. A task order may consist of numerous individual projects and the minimum size of a project will be $10,000. The construction periods of up to two projects may overlap one another. The Contractor will be notified at least 14 calendar days in advance of a project start date. A separate Notice To Proceed shall be issued for each project. B. Launch Ramp Work: The possible locations for the work may consist of one or more of seven (7) existing launch ramp locations and the possibility of three (3) new locations, all on Lake Mead. The primary work items will consist of demolition and removal of the existing asphalt boat launch ramps and replacement with concrete boat launch ramps as shown on the drawings. See ramp locations and approximate square yardage below. The quantities used are intended only to approximate work that may be ordered at each location and to be used as a basis for establishing unit prices. The individual task orders will include specific designs and actual quantities at the time the work order is executed. The length of the launch ramp construction will vary depending on the actual water level of Lake Mead at the time the work order is executed. 1. Launch ramps will be extended as close as possible to the existing water level at the time of construction. Contractor will be expected to plan their operations to coordinate with this low water level and construct the maximum length of ramp possible at all locations. 2. Underwater construction, cofferdams or dewatering are not anticipated under this contract and unit pricing should not include these methods for accomplishing the launch ramp work. If underwater construction, cofferdams and/or dewatering are determined to be necessary by the contracting officer's representative for accomplishment of work under a particular work order, then an equitable adjustment to the unit price will be determined prior to beginning the work. 3. Work orders issued under this contract may also involve other work items associated with the individual launch ramp locations, including but not limited to concrete curbing, concrete sidewalk, anchor points, breakwaters, courtesy docks, repairs to keep existing ramp functioning, lighting, and accessible loading platforms. 4. NOTICE OF BID INVITATION CITY OF SOUTH MIAMI BID NO. CI07-0216 The City of South Miami will receive sealed proposals until 3:00 P.M. Local Time, Friday, February 16, 2007, at the City Clerk's Office, City Hall, 6130 Sunset Drive, South Miami, Florida 33143, for the following project: BROAD CANAL SHORELINE STABILIZATION PROJECT Job Description: The project consists of the excavation and preparation of approximately 600 feet of canal embankment on the Broad Canal as shown in the project drawings provided for this project. The existing shoreline was damaged by Hurricane Wilma in that the large Australian pine trees and other vegetation were blown over, thus destroying the embankment. Most of the toppled trees have been removed but the root balls remain. The Contractor shall remove all root balls in the project area as well as some large rocks in preparation for the installation of the sand cement rip rap headwall system shown in the project drawings. The Contractor is required to provide a bid for this work with all of the heavy excavation and placement work to be performed from the waterside of the project area with the use of sectional spud barges. No reasonable access is available from the shore other than for foot traffic access. The Contractor awarded this project shall provide all equipment and spud barges required to complete the project requirements. The Contractor shall furnish in his bid provisions for the stabilization of approximately 600 linear feet of shoreline from the Northwest corner seawall of the Broad Canal at Miller Drive along Brewer Part to a large tree located at the western edge of the property. Bids will be opened publicly on or shortly after 3:05 P.M. on the bid closing date, Friday, February 16, 2007, in the City Commission Chambers, South Miami City Hall, 6130 Sunset Drive, South Miami, Florida 33143. Bid documents may be obtained on or after 8:30AM, Tuesday, January 16, 2007, from the offices of City Clerk's office, 6130 Sunset Drive, South Miami, Florida 33143. A $100.00 non-refundable deposit per set of plans and specifications is required. The bid will be awarded to the lowest responsible bidder, but the City of South Miami reserves the right to reject any and all bids, to waive any information in any bids, and to increase or decrease the quantities shown in the Bid Form, if the City Manager deems it to be in the best interest of the City of South Miami. Based upon evaluation of responses received by the closing date, the government reserves the right to set-aside any and all procurements that may result hereunder for small or minority-owned businesses; or to open the follow-on solicitation to full and open competition. Minimum capabilities must include documented evidence of experience and expertise in all of the following areas: (1) Specialized, nationwide experience of firm and key personnel in hydrology, hydraulics, flood risk assessment and floodplain mapping for riverine environs. (2) Demonstrated experience using Geographic Information Systems, with emphasis on spatial data production, analysis, and creation of soft and hard copy flood hazard and related products that are in accordance with relevant (i.e. FGDC, FEMA) standards: (a) experience and/or innovation in the area of automated hydrology, hydraulics and floodplain delineation; (b) experience in and/or capability to produce digital and print-on-demand map products complete with metadata; (c) experience in effectively communicating and supporting local governments and private citizens in issues related to spatial data information and technologies used in hazard identification and risk assessment; (d) experience in successfully evaluating spatial data (base cartography, imagery, etc.) from a variety of sources for quality, completeness and accuracy and integrating them into a systematic process (system) to accomplish tasks related to this rating factor. The Contractor will use the best available engineering tools and methods, including high-speed digital computers, to accomplish required services. Corps developed computer programs will be used unless otherwise directed by th e Contracting Officer. Methods used by the Contractor will have prior approval of the Contracting Officer, and computer programs other than those furnished by the Corps will also have prior approval of the Contracting Officer. During the execution of the work, the Architect Engineer shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness and progress of the work. This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected based on demonstrated competence and qualifications for the required work. A-E services are required primarily to support the in-house design resources for civil projects; however, should the need arise and the in-house resources are wholly committed, the services may include the full spectrum of design disciplines on all or portions of complete projects. Projects will primarily be located within the South Pacific Divisions civil works boundaries of the San Francisco District. The contracts may also be used by other Districts within South Pacific Division (Sacramento, Los Angeles and Albuquerque Districts) to encompass the entire South Pacific Division geographical area of responsibility which can include work within CA, NV, AZ and portions of OR, ID, CO and WY. PROJECT INFORMATION: Firms submitting their SF 330 documents will be judged on their experience against the required services. Proposed task order will include, but not be limited to: A. Hydrologic Studies. Studies can include the use of hydrologic techniques to evaluate the flood-runoff characteristics of watersheds. This may include frequency analysis of stream flow data, precipitation-runoff simulation of storm events, stream flow a nd reservoir routing, and application of simplified techniques such as the rational method and regional frequency analysis. B. Riverine Hydraulic Analyses. Flow conditions in natural and modified streams may be analysed to develop water surface profiles and to identify factors which affect flow conditions. Studies may also include sediment transport, i.e. scour and deposition, in channels and reservoirs. C. Flood Plains. Flood plains may be delineated for various hypothetical and historic floods, including residual flood plains, which depict -post project- conditions. Floodway delineations may also be developed. D. Hydraulic Design. The design of the following structures may be required: Open channels with subcritical and supercritical flow conditions, leveed channels, floodwalls, culverts, energy dissipaters, weirs, interior drainage facilities, conduits, and c hannel training and bank protection works and other miscellaneous Civil design work including required structural engineering. The design of dam and reservoir structures, such as outlet works, control gates, and spillways could also be required as well as risk based analyses associated with determining the hydraulic reliability of flood damage reduction facilities. E. General Civil Design Services to include Topographic and Property Surveys; Design Analysis for Civil, Geotechnical and Structural to include Drawings; Specifications; Cost Estimates; Permits, Public involvement. Construction Phase to include but not limited to: Shop drawings review; site visits; equipment testing and commissioning; Operation and Maintenance manuals; On-Site Representative(s); Reports. F. Study Services for environmental, ecological, environmental compliance, cultural, economic, water resources planning, and public involvement G. Water Supply and/or Flood Control Storage Requirements. Studies could include determining water supply and flood control storage requirements, including the development of water supply storage versus yield and flood control storage versus frequency rel ationships. Studies could also include investigation of existing or planned flood control and water supply reservoirs or reservoir systems to optimise the operation of the reservoirs or to determine the environmental (e.g. water quality) effects of the re servoirs. H. Estuarine and Coastal Analyses. The following estuarine and coastal studies and/or analyses may be required: analyses associated with restoration of bay habitat including changes to hydraulic connectivity, salinity and temperature; investigation and q uantification of hydraulic impacts associated with restoration projects including flood hazard analyses and risk assessment, examining and /or reporting on the integrity of existing structures (including hydrodynamic forces, wave conditions and existing an d potential modes of failure); interpreting surveys of existing projects; developing monitoring and maintenance programs for existing and proposed projects; collecting littoral data; and analyzing water quality/circulation impacts of existing and proposed project. I. Sediment Engineering and Geomorphic Analyses: Conduct of sediment engineering and geomorphic analyses may be required, including but not limited to: watershed sediment yield studies, development of sediment budgets, sediment transport analyses, channe l stability analyses, geomorphic analyses and assessments, assessment of present, future and with project conditions, etc. J. Navigation Project Investigation Channel and harbour facility studies, design and inspection , both recreational and deep draft. Assessment of dredging needs, methods and impacts. K. Physical Hydraulic Modelling Conduct of physical hydraulic modelling studies, at a facility acceptable to the Corps of Engineers, may be required. L. Documentation Documenting studies that have been conducted shall be required, including cataloguing and submittal of all supporting data, clear documentation of methodology and assumptions, and the preparation of portions of Corps reports, as outlined in each individual work order. TYPES OF PROJECTS: Task orders to be issued under this contract may range in scope from a small study to a new project design, to include but not limited to: A. If a large business is selected, it must comply with FAR 52-219.9 regarding the requirement to subcontract. The recommended goal for the work intended to be subcontracted is 40% for small business. Out of the 40% to small business, 10% is for small disadvantaged business (subset to small business), 10% is for small business/woman owned (subset to small business). PROJECT INFORMATION: Firms submitting their SF 330 documents will be judged on their experience against the required services. Proposed task order will include, but not be limited to: A. Hydrologic Studies. Studies can include the use of hydrologic techniques to evaluate the flood-runoff characteristics of watersheds. This may include frequency analysis of stream flow data, precipitation-runoff simulation of storm events, stream flow a nd reservoir routing, and application of simplified techniques such as the rational method and regional frequency analysis. B. Riverine Hydraulic Analyses. Flow conditions in natural and modified streams may be analysed to develop water surface profiles and to identify factors which affect flow conditions. Studies may also include sediment transport, i.e. scour and deposition, in channels and reservoirs. C. Flood Plains. Flood plains may be delineated for various hypothetical and historic floods, including residual flood plains, which depict -post project- conditions. Floodway delineations may also be developed. D. Hydraulic Design. The design of the following structures may be required: Open channels with subcritical and supercritical flow conditions, leveed channels, floodwalls, culverts, energy dissipaters, weirs, interior drainage facilities, conduits, and c hannel training and bank protection works and other miscellaneous Civil design work including required structural engineering. The design of dam and reservoir structures, such as outlet works, control gates, and spillways could also be required as well as risk based analyses associated with determining the hydraulic reliability of flood damage reduction facilities. E. General Civil Design Services to include Topographic and Property Surveys; Design Analysis for Civil, Geotechnical and Structural to include Drawings; Specifications; Cost Estimates; Permits, Public involvement. Construction Phase to include but not limited to: Shop drawings review; site visits; equipment testing and commissioning; Operation and Maintenance manuals; On-Site Representative(s); Reports. F. Study Services for environmental, ecological, environmental compliance, cultural, economic, water resources planning, and public involvement G. Water Supply and/or Flood Control Storage Requirements. Studies could include determining water supply and flood control storage requirements, including the development of water supply storage versus yield and flood control storage versus frequency rel ationships. Studies could also include investigation of existing or planned flood control and water supply reservoirs or reservoir systems to optimise the operation of the reservoirs or to determine the environmental (e.g. water quality) effects of the re servoirs. H. Estuarine and Coastal Analyses. The following estuarine and coastal studies and/or analyses may be required: analyses associated with restoration of bay habitat including changes to hydraulic connectivity, salinity and temperature; investigation and q uantification of hydraulic impacts associated with restoration projects including flood hazard analyses and risk assessment, examining and /or reporting on the integrity of existing structures (including hydrodynamic forces, wave conditions and existing an d potential modes of failure); interpreting surveys of existing projects; developing monitoring and maintenance programs for existing and proposed projects; collecting littoral data; and analyzing water quality/circulation impacts of existing and proposed project. I. Sediment Engineering and Geomorphic Analyses: Conduct of sediment engineering and geomorphic analyses may be required, including but not limited to: watershed sediment yield studies, development of sediment budgets, sediment transport analyses, channe l stability analyses, geomorphic analyses and assessments, assessment of present, future and with project conditions, etc. J. Navigation Project Investigation Channel and harbour facility studies, design and inspection , both recreational and deep draft. Assessment of dredging needs, methods and impacts. K. Physical Hydraulic Modelling Conduct of physical hydraulic modelling studies, at a facility acceptable to the Corps of Engineers, may be required. L. Documentation Documenting studies that have been conducted shall be required, including cataloguing and submittal of all supporting data, clear documentation of methodology and assumptions, and the preparation of portions of Corps reports, as outlined in each individual work order. These contracts will be for a 60 month period and will be capped at a maximum value of up to $40 million per contract. The exact number of contracts to be awarded and maximum contract value cap shall be determined at the time the contract is awarded. Based upon evaluation of responses received by the closing date, the government reserves the right to set-aside any and all procurements that may result hereunder for small or minority-owned businesses; or to open the follow-on solicitation to full and open competition. Box 2001 Oak Ridge, TN 37830 Description The United States Department of Energy, Oak Ridge Office has a requirement for the acquisition of logistics support services for activities under the cognizance of the Oak Ridge Office. Services include Transportation Emergency Preparedness Program training, transportation assessments, material disposition and tracking, and special projects and analyses. The contractor will oversee shipping activities of other contractors and must be certified to ship radioactive and hazardous waste. A five year contract consisting of a two-year base period and three one-year option periods is anticipated in the upcoming request for proposal. The acquisition is set-aside for small businesses.
