Competition. Proposed Issue Date: August 22, 2006 Title of Project: Low Water
Mitigation and Other Construction IDIQ Construction Contract Description: The
work of this contract consists of: A. The work of this contract consists
primarily of performing work associated with the significant lowering of Lake
Mead water levels due to recent drought conditions. This work includes (1) The
demolition of existing asphalt boat launch ramps, replacing them with concrete
launch ramps, constructing new launch ramps and making repairs as necessary to
keep existing launch ramps functioning at low water; (2) Constructing new roads
and parking areas to new launch ramps, Repairing storm damage, grading existing
roads, beaches and parking areas; (3) Extending flood dikes, breakwaters and
dock anchors; and (4) Other mitigation related work. The minimum size task
order will be $10,000, and the maximum size will be $5,000,000. A task order
may consist of numerous individual projects and the minimum size of a project will
be $10,000. The construction periods of up to two projects may overlap one
another. The Contractor will be notified at least 14 calendar days in advance
of a project start date. A separate Notice To Proceed shall be issued for each
project. B. Launch Ramp Work: The possible locations for the work may consist
of one or more of seven (7) existing launch ramp locations and the possibility
of three (3) new locations, all on Lake Mead.
The primary work items will consist of demolition and removal of the existing
asphalt boat launch ramps and replacement with concrete boat launch ramps as
shown on the drawings. See ramp locations and approximate square yardage below.
The quantities used are intended only to approximate work that may be ordered
at each location and to be used as a basis for establishing unit prices. The
individual task orders will include specific designs and actual quantities at
the time the work order is executed. The length of the launch ramp construction
will vary depending on the actual water level of Lake Mead
at the time the work order is executed. 1. Launch ramps will be extended as
close as possible to the existing water level at the time of construction.
Contractor will be expected to plan their operations to coordinate with this
low water level and construct the maximum length of ramp possible at all
locations. 2. Underwater construction, cofferdams or dewatering are not
anticipated under this contract and unit pricing should not include these
methods for accomplishing the launch ramp work. If underwater construction,
cofferdams and/or dewatering are determined to be necessary by the contracting
officer's representative for accomplishment of work under a particular work
order, then an equitable adjustment to the unit price will be determined prior
to beginning the work. 3. Work orders issued under this contract may also
involve other work items associated with the individual launch ramp locations,
including but not limited to concrete curbing, concrete sidewalk, anchor
points, breakwaters, courtesy docks, repairs to keep existing ramp functioning,
lighting, and accessible loading platforms. 4. Location and approximate
existing launch Ramp replacement total square yardage (based on water
elevations continuing to recede as projected) for the next five years is as
follows: 1. Callville Bay, Nevada - 6,200 square yards 2. Echo Bay, Nevada
- 16,900 square yards 3. Hemenway Harbor, Nevada
- 25,400 square yards 4. Boulder Harbor, Nevada
- 39,400 square yards 5. Overton Beach, Nevada
- 4,000 square yards 6. South Cove, Arizona
- 1,300 square yards 7. Temple Bar, Arizona
- 38,000 square yards 5. Contractor shall plan their work so that approximately
one-half of the launch ramp shall be maintained open to the public for boat
launching during construction. Contractor will not be allowed to work on the
launch ramp during weekends and holidays without written permission from the
Contracting Officer's Representative. During weekends and holidays Contractor
shall make as much of the existing ramp available for public launching as is
possible. 6. As water levels continue to recede some existing launch ramps may
become unusable. When this happens it will become necessary to construct new
launch ramps, access and parking at new locations. Areas where it is
anticipated that new launch ramps will need to be built are Callville Bay,
Government Wash, Stewarts Point
and South Cove. C. Road/Grading, Flood Dikes and Miscellaneous Work: This work
includes grading and repairing existing roads/parking lots, grading new parking
lots, repairing storm damage to roads, repairing damage to drainage structures,
extending flood control dikes and breakwaters. Storm damage to roads may
require road repair work upon short notice at any location within the Lake Mead
National Recreation Area. All construction work is within the Lake Mead
National Recreation Area in Clark County, Nevada, and Mohave County, Arizona.
Type of Procurement: A firm-fixed price Indefinite Delivery-Indefinite Quantity
(IDIQ)contract will be awarded requiring submission of both a technical and a
price proposal. The government will consider an offeror's technical capability
in comparison to its price. It is anticipated that multiple awards will be

WORK POSITION DESCRIPTION BACKGROUND The Office of U.S. Foreign Disaster
Assistance (OFDA) within USAID is responsible for providing non-food
humanitarian assistance in responding to international crises and disasters. It
is part of the Bureau for Democracy, Conflict and Humanitarian Assistance
(DCHA). To fulfill its mandate to effectively respond to disasters worldwide,
OFDA maintains five permanent regional offices and one sub-regional office. The
regional offices are located in San Jose, Costa Rica, Bangkok,
Thailand, Dakar,
Senegal, Nairobi,
Kenya, and Pretoria, South
Africa. The Asia sub-regional
office is located in Kathmandu,
Nepal.
The vulnerability of Latin America and the
Caribbean (LAC) countries to natural, technological, and conflict-related
disasters has increased in recent years due to population pressures,
urbanization and habitation of marginal lands, large investments in
infrastructure in vulnerable areas, rapid and uncontrolled industrialization,
and other factors. The capacity of many LAC countries to manage disasters has
substantially grown in recent years. Many countries are now generally capable
of managing disasters up to moderate severity without external assistance. In
major events, however, most countries in the region face a serious risk of
having their overall coping capacities overwhelmed by disaster response
requirements. OFDA's strategy in Latin America and the Caribbean seeks to
reduce the demand for disaster relief, principally by increased preparedness
and mitigation activities at the national and community level, and by
strengthening governments' capacity to meet immediate post disaster needs so as
to prevent deterioration in the situation of disaster victims. INTRODUCTION
OFDA is organized into three divisions, under the management of the Office of
the Director. The Disaster Response and Mitigation Division (DRM) is
responsible for coordinating with other organizations for the provision of
relief supplies and humanitarian assistance. DRM also devises, coordinates, and
implements program strategies for a variety of natural and human caused
disaster situations. DRM hires sector specialists to provide technical
expertise in assessing the quality of disaster response. The Program Support
Division (PS) provides programmatic and administrative support including
budget/financial services, procurement planning, contracts and grants
administration, and communication support for OFDA's Washington and field offices. The Operations
Division (OPS) develops and manages logistical, operational, and technical
support for disaster responses and administrative support to all offices and
operations. OPS maintains readiness to respond to emergencies through several
mechanisms, including managing Search and Rescue (SAR) Teams, Disaster
Assistance Response Teams (DARTs), and Washington-based Response Management
Teams (RMTs). OBJECTIVE LAC Regional Team requires the services of a Regional
Advisor in its regional office in San Jose, Costa Rica,
to ensure that OFDA's objectives for strategic analysis, coordination of
disaster response activities, monitoring and reporting on OFDA-funded
activities, and identification and formulation of disaster preparedness,
mitigation and training programs for the region are effectively met. 9. CORE
FUNCTIONAL AREAS OF RESPONSIBILITY DUTIES AND RESPONSIBILITIES This position
requires an individual who is able to travel outside of Costa Rica on short notice for up
to two-three weeks at a time, or longer, on occasion. The contractor will
actively develop and coordinate preparedness, mitigation and training programs
to increase the capability of host governments, international organizations
(IOs), and non governmental organizations (NGOs) to respond and prepare for
disasters in the affected region. In addition, this position requires general
professional proficiency [equivalent to Interagency Language Roundtable (ILR)
level 3, or higher] in speaking and writing the Spanish language, in order to
work effectively in the region. Focusing primarily on Latin America and the
Caribbean countries, the Regional Advisor will be responsible for the
following: Disaster Response - Working directly under the guidance and
supervision of the Senior Regional Advisor, the contractor will: * Travel to
the scene of a disaster or potential disaster and conduct initial assessments
of damages and needs; determine appropriate relief assistance and emergency
interventions, in consultation with Washington and/or the Senior Regional
Advisor; * Coordinate and maintain close liaison with senior representatives of
host government, donor governments, IOs, NGOs, U.S. Embassy, and USAID missions
to ensure efficient and coordinated disaster response activities; * Monitor
DCHA/OFDA funded activities; * Approve OFDA relief supply requests in
consultation with OFDA Washington and coordinate receipt, distribution,
tracking, and accounting of supplies; * Facilitate and coordinate the arrival
and departure of DARTs with the U.S. Mission and, as required, serve on DARTs
for short periods of time; * Prepare field information and reports, as required
by the OFDA/LAC regional office and OFDA/Washington. Disaster Preparedness -
Working closely with the OFDA/LAC regional office and OFDA/Washington, and
drawing on the skills and technical expertise within the office and available
through inter- and intra-agency agreements, the contractor will assist representatives
of host government organizations, IOs, and NGOs in the development of strong
emergency and disaster preparedness/mitigation programs. Specifically, the
contractor will: * Prepare regular strategic and analytical reports on current
or anticipated emergencies, as well as comprehensive preparedness documentation
on assigned countries; * Assist with the design, development, and
implementation of strategies and integrated disaster assistance for OFDA,
USAID, local governments, and other donors/organizations as appropriate; *
Advise regional officials, including host country authorities and other USAID
and/or U.S. Embassy officials on OFDA efforts including the review of sector
disaster response and plans; * Provide support for other OFDA initiatives in the
assigned region as identified by the LAC Regional Office. Support may include
assessment visits, project design/evaluation exercises and
hazards/vulnerability/risk analysis; * Coordinate with other
agencies/organizations to identify critical disaster concerns affecting the
region and countries and develop projects/activities for addressing these; *
Work with senior representatives of local and regional institutions and
private/public sector organizations to incorporate preparedness and mitigation
into appropriate programs. SUPERVISORY RELATIONSHIP: The Regional Advisor will
report directly to the Senior Regional Advisor for the LAC Region. However, for
certain activities, the Regional Advisor will coordinate tasks with the LAC
Regional Coordinator in OFDA/Washington. SUPERVISORY CONTROLS: Supervisory
controls will be minimal. The Regional Advisor is expected to act independently
with little direction and will have wide latitude for the exercise of
independent judgment. The Senior Regional Advisor will provide direction in
terms of broadly defined program goals and objectives. 10. PHYSICAL DEMANDS The
work may require daily physical activity. During deployment on Disaster
Assistance Response Teams (DARTs) (if required), and during site visits, there
may be some additional physical exertion including long periods of standing,
walking over rough terrain, or carrying of moderately heavy items (less than 50
pounds). 11. WORK ENVIRONMENT Work is performed in both office and field
environments. During deployment on Disaster Assistance Response Teams (DARTs)
(if required), and during site visits, the work may additionally involve
special safety and/or security precautions, wearing of protective equipment,
and exposure to severe weather conditions. 12. START DATE: Immediately, once

EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION (Determines basic eligibility
for the position. Applicants who do not meet all of education and experience
factors are considered NOT qualified for the position.) Bachelor's degree with
significant study in or pertinent to the specialized field (including, but not
limited to, international development, international relations, economics) or
region; and nine (9) years of progressively responsible work experience that is
related to the functions of the position, including three (3) years of
overseas, on-the ground field experience in emergency relief, humanitarian
assistance and/or disaster preparedness and mitigation, and characterized by
needs assessment, analysis, emergency relief program operations, disaster
preparedness, or post-emergency rehabilitation. OR Master's degree with
significant study in or pertinent to the specialized field (including, but not
limited to, international development, international relations, economics) or
region; and seven (7) years of progressively responsible work experience that
is related to the functions of the position, including three (3) years of

The United States Environmental Protection Agency (US EPA) is seeking vendors
to provide records management services for offices within the Office of Policy,
Economics and Innovation. The North American Industry Classification System
(NAICS) code is 541611. The Size Standard is $6.5 million. The anticipated
contract type will be a fixed-rate Time and Materials order for a 12-month
period with one (1) optional period. EPA estimates the level of effort for this
requirement at 1075 hours for each of the base and subsequent optional periods.
Within this estimate, approximately 40% of these hours are contained in
Performance Objective 1 of the Statement of Work (SOW) with the remaining 60%
in Performance Objective 2 of the SOW. This requirement is a total set aside
for Service-Disable, Veteran-Owned Small Businesses (SDVOSB). The following

delivery. STATEMENT OF WORK I. Introduction EPA's Office of Policy, Economics,
and Innovation (OPEI) supports the Agency's mission by promoting innovation
that achieves greater and more cost effective public health and environmental
protection. The Office, in consultation with its different internal and
external stakeholders and partners, supports and oversees the testing of new
and innovative approaches to environmental protection and related policy
changes. OPEI is the focal point for regulatory analyses, policy development,
and economic analyses necessary to support EPA=s regulatory development process
and changes in today's business conditions. OPEI's role in the regulatory
development process is to manage the process and ensure that the underlying
policy analyses are sound. OPEI helps strengthen the analytic foundation of the
Agency's decision-making processes, working with EPA's Science Advisor to
strengthen the integration of scientific and economic analyses. II. Purpose and
Scope: The purpose of this contract is to provide OPEI's Associate
Administrator's Immediate Office and the twelve divisions collectively in the National Center
for Environmental Innovation, the National
Center for
Environmental Economics, and the Office of Regulatory Policy and Management
with support in the form of Records Management Support Services. OPEI's Offices
compile information in many forms which they use to interact with the Office of
Management and Budget, other federal agencies, Congress, states, tribal and
local governments, individuals, communities, organizations, corporations, and
other government agencies. OPEI's Offices must be able to readily access all of
its records to answer Freedom of Information Act (FOIA) and Congressional
requests and prepare for various kinds of outreach activities to promote
environmental health protection. This means that an effective records
management system must be in place. Such a system must provide consistency in
the way records are managed, greater efficiency in the filing and retrieval of
documents, increased document security, and improved utilization of available
space. III. Performance Objective 1: Intellectual Control of Records The
contractor shall prepare documentation to preserve records (any medium)
according to guidelines issued by EPA and National Archives and Records
Administration (NARA). The contractor shall conduct records inventories,
identifying what documents staff have. The contractor shall collect, organize,
index, and inventory records in accordance with established structures. Records
shall be clearly labeled and handled in accordance with EPA guidance documents.
All phases of records disposition shall be performed, including identification
by EPA Records Disposition Schedule, retirement to inactive storage, and
destruction as authorized by EPA/OPEI personnel in accordance with the guidance
documents. Records identified by OPEI as support contract documents shall be
clearly labeled and handled in accordance with EPA guidance documents.
Acceptable performance for this task means: (a) that files are organized and
filed in accordance with EPA and NARA guidance documents, and that confidential
and sensitive files are clearly labeled as to be easily distinguishable from
"routine" files, (b) that a list of records recommended for purging,
destruction, or retirement are identified and submitted to the PO, (c) that
destruction and retirement activities are recorded in the final technical
report; (d) that no shipments of transferred or retired records are refused due
to improper indexing, boxing, labeling, and shipping procedures, and (e) that
documents approved for destruction are destroyed in a timely manner. IV.
Performance Objective 2: Specialized Services The contractor shall develop an
OPEI records management plan and procedures guide as well as a filing system
and file plan. The contractor will be required to conduct brief records
management training sessions to familiarize OPEI staff with procedures and
responsibilities. This includes producing any training or administrative
support materials used to conduct the training. Support materials shall be
approved by the OPEI project officer to any training being given. Acceptable
performance for this task means: (a) that training sessions are informative and
materials useful as reference, and (b) that any file system developed is user
friendly and easy to maintain. V. Personnel Qualifications: The project manager
must have at least a minimum of three (3) years government information/records
management experience. Contractor personnel may have access to confidential and
sensitive information. Contractor staff are prohibited from releasing any
information about EPA files, data processing activities or functions, or any
other knowledge of EPA operations or data. All contractor employees must adhere
to Confidential Business Information (CBI) regulations, policies, and

BACKGROUND The Strategic Resources Team (SRT) is part of the Disaster Response
and Mitigation Division (DRM) of the Office of U.S. Foreign Disaster Assistance
(OFDA). One of the areas that the SRT is charged with is improving the
effectiveness of OFDA's programs by strengthening OFDA's capacity to assess,
monitor, and evaluate. OFDA is a fast-paced office with frequently changing
priorities. The incumbent will lead the development of OFDA's assessment,
monitoring, and evaluation efforts. INTRODUCTION OFDA is the office within the
U.S. Agency for International Development (USAID) that is responsible for providing
non-food humanitarian assistance in response to international crises and
disasters. OFDA is part of the Bureau for Democracy, Conflict and Humanitarian
Assistance (DCHA). OFDA is organized into three divisions under the management
of the Office of the Director. DRM is responsible for coordinating with other
organizations for the provision of relief supplies and humanitarian assistance.
DRM also devises, coordinates and implements program strategies for a variety
of natural and human-caused disaster situations. DRM hires sector specialists
to provide technical expertise in assessing the quality of disaster response.
The Operations Division (OPS) develops and manages logistical, operational and
technical support for disaster responses and administrative support to all
offices and operations. OPS maintains the Office's readiness to respond to
emergencies through several mechanisms, including Search and Rescue (SAR)
Teams, Disaster Assistance Response Teams (DARTs), and Washington-based
Response Management Teams (RMTs). The Program Support Division (PS) provides
programmatic and administrative support including budget/financial services,
procurement planning, contracts and grants administration and communication
support for OFDA's Washington

with the SRT Information Management functional area and serves as the SRT's
liaison with the teams providing help to OFDA's information management systems,
proposing additions and refinements and ensuring programmatic data integrity; *
Works closely with the SRT to ensure participation, input, and buy in
(ownership) of the various OFDA teams (especially those in the field) in the
development, refinement, adoption, and maintenance of assessment, monitoring,
and evaluation tools, mechanisms, and systems; * Assists partners in developing
working systems that enhance partner reporting on assessments, monitoring, and
evaluations and linking these efforts to OFDA's established tracking and
reporting systems to ensure compatibility; * In coordination with the Training
Unit, develops and disseminates guidance and tools for use in

through the internet. Analyze Program Effectiveness * Serves as OFDA's primary
technical expert in assessing program effectiveness. * Analyzes select grant
reports and identifies areas of concern to regional and country team members,
the SRT, and the Senior Management Team; * Independently conducts formal or
informal reviews to assess program accomplishments. Analyzes program processes

the DART is deployed. * Serves as the OFDA Duty Officer twice each year for
periods of 1 week. As Duty Officer, the incumbent will be on call 24 hours a
day to receive notifications of international disasters. SUPERVISORY
RELATIONSHIP: The Monitoring and Evaluation Coordinator will report directly to
the Strategic Resources Team Leader or his/her designee. SUPERVISORY CONTROLS:
The incumbent is expected to take initiative and act independently. The
supervisor will provide administrative direction in terms of broadly defined
goals and objectives. The incumbent will work with the supervisor to develop deadlines,
projects, and work to be done. However, the incumbent is expected to use
initiative, resourcefulness, and creativity in pursuing and attaining the goals

understanding of USG international disaster relief programs, culture and
management objectives and demonstrated ability to collect, analyze, and distribute
disaster and other information to implementing partners and relevant agencies;
QRF #4 Demonstrated technical experience providing guidance and establishing
and/or refining systems to track office-wide performance. Experience preparing
documentation, maintaining tracking systems to monitor performance and impact,

on-the-ground disaster response effort with relevant organizations involved in

closing date for this solicitation will be on or about March 2, 2007. Marine
debris removal services shall include all labor, materials, equipment and any
other items or services applicable or appropriate to remove and dispose of
debris deposited from Hurricane Katrina that poses an immediate threat to
improved property, public health and/or safety as required under Section
403(a)(3) of the Robert T. Stafford Disaster Relief and Emergency Assistance
Act (Stafford Act) as amended. The applicable NAICS code is 562111, Size
Standard is $11.5 million. (For the calculation of annual receipts and number

this solicitation is between $1M and $1.550M. This requirement will be issued
