SPECIAL ALERT:  HURRICANE KATRINA RELIEF EFFORT

 

Repairs to the Wastewater Treatment Plant and Wastewater Pumping Stations, City of Picayune Sealed bids will be received by the City of Picayune, Department of Public Works at 815 North Beech Street, Picayune, Mississippi 39466. Bids shall be received up to 2:00 P.m. (local time) on April 30, 2007. Any bids received after 2:00 P.M. will be returned unopened. All bids which have been duly received will be publicly opened and read aloud at the above address in the City of Picayune Council Chambers at 2:00 P.M. (local time) and on the same date. The proposed work consists of repairs to the City of Picayune Wastewater Treatment Plant, which was damaged during Hurricane Katrina. The project includes furnishing all labor, equipment, tools and materials necessary to construct the project, complete-in-place, as shown on the Plans and specified in the Contract Documents. The project also includes repairs to 31 lift stations and mitigation improvements to several lift stations. A copy of the project specifications may be examined at: the Office of the Engineer, Hartman Engineering, Inc., 401 Williams Ave., Picayune, Mississippi; City of Picayune, Department of Public Works, Picayune, Mississippi; F. W. Dodge Plan Room in Jackson, Mississippi; and the Mississippi Contract Procurement Center, Biloxi, Mississippi. A copy of the project specifications may be purchased at: the Office of the Engineer, Hartman Engineering, Inc., 401 Williams Ave., Picayune, Mississippi. A refundable deposit in the amount of $ 75.00, payable to the Engineer, and a written receipt identifying the name and address of the requesting party will be required for each set of complete Bidding Documents requested by a prospective Bidder or any other person. Bidding Documents will be shipped only if the requesting party makes all arrangements and assumes responsibility for all charges. Refunds will be made in accordance with the Mississippi public bid law on documents returned within 10 calendar days in good condition. Each Contractor submitting a bid in excess of $50,000.00 must show on his bid and on the face of the envelope containing the bid, his Certificate of Responsibility Number as required by Section 31-3-1, Mississippi Code of 1972. PRE-BID CONFERENCE IS MANDATORY FOR ALL PRIME CONTRACTORS Bidders shall assemble at the City of Picayune, City Hall. Pre-bid Conference representation is to be by a principal of the prime contractor submitting the bid or an individual of the company having authority to make financially binding decisions on behalf of the prime contractor. Failure to be represented at the mandatory pre-bid conference shall cause rejection of the bid without further consideration. The pre-bid conference is scheduled for April 17, 2007, at 2:00 p.m. (local time) at the City of Picayune, City Hall, 815 North Beech Street, Picayune, Mississippi. A site visit to the Wastewater Treatment Plant will take place at the conclusion of the Pre-Bid Conference. A group site visit to each individual lift station will not take place; however, the contractors are required to visit each site on their own prior to submitting a bid. Bids security in the amount of five percent (5%) of the total bid must accompany each Bid. A certified check or a bid bond is acceptable bid security. If bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register. All Bid Bonds must be accompanied by an appropriate power of attorney designating the Mississippi resident agent The successful Bidder will be required to furnish a Performance Payment Bond guaranteeing faithful performance and of all bills. Minority and women's business enterprises are solicited to bid on this contract as prime contractors and encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs. The work under this project has been funded in part by the Federal Emergency Management Agency. The City of Picayune reserves the right to reject any or all bids, to waive any and all informalities, and to reject nonconforming, non-responsive, or conditional bids whichever is in the best interest of the city.
