The project will include the design and construction of a new facility to replace the existing home; the existing facility was extensively damaged during Hurricane Katrina and will be demolished under a separate procurement. The selection process will include two stages: Stage I - RFQ leading to selecting a short list of design/build offerors, who will be invited to participate in Stage II, the RFP competition and selection of the design/build offeror. A single firm fixed price contract may be awarded for all design beyond a Program of Requirements and all construction services. The estimated construction cost is in the $120-$160 million dollar range. All work will be performed in accordance with GSA authorized and approved standards. The selection process will utilize Two-Stage Design-Build Selection procedures in accordance with FAR 36.3 (which will continue the Design Excellence procedures currently underway) and Source Selection procedures in accordance with FAR 15.3. This negotiated procurement will be open to both large and small business firms. The firm (if not a small business concern) shall be required to present an acceptable small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and woman-owned small business Subcontracting Plan in accordance with Public Law 95-507, as part of its proposal. Consideration is open to established, qualified firms licensed to perform professional services (FAR 22.1102 and 22.1103), which currently have active, properly staffed offices within the continental United States (including subcontractors). A pre-submission conference is scheduled for April 18, 2007 from 1:00pm to 3:00pm, in Gulfport, MS at a location to be determined later. The National Institute of Standards and Technology (NIST) Building and Fire Research Laboratory (BFRL) has a long history of serving the measurements and standards needs of the building and fire safety industries. In this service, NIST BFRL performs problem-focused structural engineering research related to buildings and other structures. Key areas of structural engineering research include risk assessment and mitigation (including performance prediction and evaluation) for earthquakes, extreme winds, fires, floods, explosions, and impacts. The earthquake-related research is performed under the auspices of the National Earthquake Hazards Reduction Program (NEHRP). This problem-focused research concentrates on efforts that support the development of national model building codes, standards, guidelines, enabling tools, and industry practices. This research complements research implementation activities of the Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA). Some of this research links results of fundamental (?basic?) research that has been completed under National Science Foundation grants to universities with FEMA?s implementation efforts. In 2003, the Applied Technology Council (ATC) completed a study for NIST that culminated in a report, ATC-57, The Missing Piece: Improving Seismic Design and Construction Practices. In this report, ATC outlined a broad problem-focused research, knowledge development, synthesis, and technology transfer program for NIST to follow in fulfilling its role within NEHRP ? this outline has become known as a ?roadmap? for NIST earthquake hazard reduction research. The purpose of this contract is to develop a NIST partnership with practitioners and research institutions that will be used to implement the ?roadmap.? As NIST may support NEHRP in the duties noted above, NIST seeks information from industry sources with CURRENT, RELEVANT EXPERIENCE AND CURRENT EXPERTISE IN THE FOLLOWING research, knowledge development, synthesis, and technology transfer AREAS so that NIST can determine an appropriate acquisition strategy to satisfy its requirements. NIST is especially interested in receiving input from small businesses who can meet the below described capabilities : Detailed working knowledge of practitioner needs, analytical methods, and experimental and theoretical research in the seismic, structural, and geotechnical engineering fields; Current structural engineering, geotechnical, earthquake science, and earthquake engineering experience and expertise; Current capability and experience in identifying and prioritizing needs and resources for the existing model building code development process; Current capability and experience in performing experimental structural engineering research, including access to facilities that are included in the George E. Brown, Jr., Network for Earthquake Engineering Simulation (NEES). Current knowledge of available non-linear finite elements and other advanced structural analysis techniques, as well as access to computational facilities capable of supporting the analyses; Current capability and experience in strategic planning, performance management and measurement, information support (including program analysis, technical writing, and product development and dissemination), and the development of public outreach materials, both printed and web-based; and, Current capability and experience gathering information, effectively communicating research results and writing technical resources (such as guidelines and manuals). Potential sources will 1) perform various studies and consultations that will assist NIST in formulating and conducting problem-focused structural engineering research; 2) establish and prioritize measures, research needs, and technology transfer activities in support of key NEHRP program activities; and, 3) perform program integration and project management services and convene or conduct workshops and expert task groups in specific areas of NEHRP research for a procurement that is planned for fiscal year 2007 with a sixty(60) month period of performance. No solicitation is currently available, and no unsolicited proposals will be entertained as a result of this RFI. The National Institute of Standards and Technology (NIST) Building and Fire Research Laboratory (BFRL) has a long history of serving the measurements and standards needs of the building and fire safety industries. In this service, NIST BFRL performs problem-focused structural engineering research related to buildings and other structures. Key areas of structural engineering research include risk assessment and mitigation (including performance prediction and evaluation) for earthquakes, extreme winds, fires, floods, explosions, and impacts. This problem-focused research concentrates on efforts that support the development of national model building codes, standards, guidelines, enabling tools, and industry practices. Some of this research advances the results of basic research that has been completed under the auspices of the National Science Foundation toward field application. Complementing its role in performing problem-focused research related to earthquake risk evaluation and mitigation, NIST is the lead agency for the NEHRP, the Federal Government?s program to reduce earthquake-based risks to life and property. In addition to NIST, the NEHRP program agencies include the Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA), the National Science Foundation (NSF), and the United States Geological Survey (USGS). As NIST may support NEHRP in the duties noted above, NIST seeks information from industry sources with CURRENT, RELEVANT EXPERIENCE AND EXPERTISE IN THE FOLLOWING PROGRAM INTEGRATION AND PROJECT MANAGEMENT AREAS so that NIST can determine an appropriate acquisition strategy to satisfy its requirement. NIST is especially interested in receiving input from small businesses who can provide the below described capabilities : Any potential source will be tasked to use its structural engineering, earthquake science, and earthquake engineering experience and expertise to perform studies and consultations, convene expert task groups, provide the subject matter expertise necessary to plan, organize and conduct workshops in the following areas: 1) establish and prioritize research needs and technology transfer activities in support of key NEHRP program activities to improve the understanding of earthquakes and their effects on communities and regions, buildings, structures, and lifelines. These studies may include interdisciplinary research that involves engineering, physical sciences, social sciences, economics, and decision sciences; 2) establish and prioritize research needs and technology transfer activities in support of developing structural integrity; progressive collapse mitigation; seismic design; wind engineering; blast and impact resistance; lifeline engineering, flood, snow and ice, and other provisions in National model building codes, standards, and guidelines. These activities may include multi-hazard failure analysis; 3) establish and prioritize measures that are needed to promote the adoption of earthquake and other hazards reduction and safety measures by Federal, State, and local governments; National standards and model code organizations; architects and engineers; building owners; and others with roles in planning and constructing buildings, other structures, and lifelines. These measures may include, but would not be limited to, earthquake scenario activities and information repository formation; 4) establish and prioritize measures that are needed to develop and implement performance-based structural design standards, guidelines, practices, and structural performance prediction and evaluation tools for earthquakes and other extreme loads; 5) establish and prioritize measures that are needed to improve structural design and construction productivity for mitigating the effects of earthquakes and other extreme loads. These measures may include NIST interaction with organizations such as the International Alliance for Interoperability (IAI) to facilitate improved building information modeling and electronic data exchange in the structural and architectural engineering arenas, encompassing life-cycle planning, design, construction, operation, and maintenance of buildings and lifelines; 6) perform technical peer review of NIST and NEHRP research program activities; and, 7) support the Federal Interagency Committee on Seismic Safety in Construction (ICSSC). Any potential source shall exhibit capabilities in strategic planning, performance management and measurement, information support (including program analysis, technical writing, and product development and dissemination), and the development of public outreach materials, both printed and web-based. Also, any potential source shall have the independence to be recognized to interact and have the acceptance of the NIST and all Federal NEHRP agencies, their representatives, and representatives of Federal, State, and local governments; National standards and model code organizations; architects and engineers; building owners; and others with roles in planning and constructing buildings, other structures, and lifelines. HOW TO RESPOND TO THE SOURCES SOUGHT NOTICE- Potential sources that possess capabilities to perform the aforementioned work are encouraged to respond to this RFI and provide the following information: 1) Detailed narrative describing the organization/companies? current capabilities that are directly relevant to the above types of requirements; 2) Description of each similar project completed by your organization/company as a prime Contractor or as a significant Subcontractor within the past three (3) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of the project? Both grants are administered through the Office of the Deputy Public Health Director in the Public Health Emergency Preparedness Program (PHEP). Both Grants require the state to provide a Health Alert Network (HAN) and a system to track bed capacity at Oregon hospitals. Additionally, the HRSA grant requires the state to implement an ESAR VHP (electronic system for advanced registration of volunteer health professionals) known in Oregon as OHCV by August of 2008. OHCV was authorized in 2003 by ORS 401.654. PHEP already leases a HAN through a leading vendor in the HAN market, Global Secure Systems (GSS). GSS has provided Oregon a federally compliant HAN after a competitive bid in 2004. Implementation of the GSS Response Manager Product (RM) is already in place and used through the state's healthcare delivery community. Also the State of Oregon is required to have a Hospital Capacity system (HOSCAP). Currently the HOSCAP system is a web based product that is under development in collaboration with the University Washington Harborview Medical Center and is not fully compliant with all our needs. Currently, the State of Oregon has no written contract for its current HOSCAP system shared with Washington Harborview Medical Center and relies on an informal agreement for the use of Washington's HOSCAP web site. Due to Tort Claim limits in Oregon, the State of Washington and the State of Oregon cannot reach an agreement and therefore DHS is at risk of losing this privilege, leaving Oregon without a HOSCAP system. The State must maintain a HOSCAP system, giving an immediate need for a replacement HOSCAP system. Currently, the state is at-risk of losing access to the Washington HOSCAP system. Our healthcare delivery system cannot afford to lose this vital system for any length of time. The State must maintain a Health Alert Network (HAN) and a system to track bed capacity at Oregon hospitals; and implement additional tools that are required by the HHS. Findings: ORS 279B.075 requires facts to support the determination, including market research. This research and determination occur before the notice of determination is posted. ORS 279B.075 (a)-(d) provide examples of findings. In August through November 2006, a 45 page business case was presented to all major review groups (CLHO IT - Conference of Local Health Officials, Public Health Leadership, DHS- ISAG: Information Systems Advisory Group, and DHS ITGC.) which determined risk, IRR, ROI, and sunk costs in the overall strategy to purchase a COTS (commercial off the shelf) long term replacement to all three systems. The business case concluded the department of human services is better served by the continued use of the GSS RM Product in the long-run (also used in CA, WA, and NV) for reasons of regional interoperability / cross border collaboration. The state also built an ESAR VHP application internally which failed to meet many federal grant requirements. This application was abandoned in summer 2006. The business case clearly justifies the procurement of the GSS product suite and contains substantial documentation which supports: - The efficient utilization of existing equipment or supplies requires the re-use of current system infrastructure and the acquisition of compatible equipment, supplies, and services - The goods or services required for the exchange of software or data with public or private agencies are available from only one source - Other findings that support the conclusion that the goods or services are available from only one source Oregon currently leases the GSS RM product with no-bolt on modules. Twenty-three other states (as of 3/1/2007) use this product as their sole HAN system and most are owned, not leased. The lease is set to expire June 16, 2007. The current lease limits system expansions due to its costly license seat fee structure. Additionally, PHEP anticipates reduced federal funding in future grant years and has determined a fully owned cots solution gives the agency the best chance of system sustainability. GSS is the only vendor that provides a fully integrated product, leveraging existing communications hardware between systems to reduce upfront costs. Additionally, GSS is only vendor who also provides hosting and maintenance services across all three product platforms. Finally, GSS is providing Oregon with its HAN system and is a leading vendor offering two bolt-on modules to the RM product: Volunteer Mobilizer and HOSCAP. Both bolt on modules leverage existing HAN-RM infrastructure to create an integrated three-component system, reducing start initial costs of hardware and leveraging existing enterprise licenses. Market Research and Business Case Financials: The following summary was pulled from the business case findings. The Vendor Option 1, referred to in the business case is the GSS Solution. Three alternatives were explored when justifying this sole source request. The Oregon HAN, HOSCAP, and volunteer registry (OHCV) are needed most when the potential for systems failing is at its highest. Because the current system configuration does not adequately address this need, a solution is sought to secure the long-term ability to appropriately respond to public health events. In short, continuing with business as usual is not an option. - Alternative 1: Do nothing and keep using the current, DHS-developed HAN and volunteer registry systems. - Alternative 2: Purchase off-the-shelf HAN and OHCV products from GSS currently leasing the Oregon secure HAN using RM, "Vendor Option 1" is defined as the vendor solution to provide purchased cots HAN and the add-on OHCV/HOSCAP module atop existing leased HAN infrastructure. - Alternative 3: Hire contract developers and add additional OIS staff to modify the existing DHS-developed HAN and volunteer registry. The following table (from the Financial Analysis Section) illustrates the financial metrics of the three options. Based on this analysis, this business case recommends seeking justification to purchase the GSS product suite out of the current ASP lease model. These products will address the PHEP/PHD business needs while at the same time reducing the overall operating costs of the two systems by $2.3 million over the next 8 years. It will immediately solve the State-Federal grant compliance issues with little interruption of service, and little downtime. It also allows for the fastest implementation of both the new HOSCAP and OHCV, and will not impact day to day business given these are add-on modules to existing systems. This provides Oregon with the additional benefit of having increased interoperability with key bordering states. The GSS purchase Alternative also provides the least risk in terms of program integrity as well as the ability to move the state onto a single HAN and compatible volunteer registry. The key benefits associated with the vendor purchase alternative are: - The PHD can leverage the HAN directory throughout the organization and fully utilize the system's automated call-down system as well as fully utilizing the system continuity of business operations features. - GSS is the only vendor to provide a truly integrated solution for these three key Preparedness Applications. - Local health departments, labs, clinics, and the Medical Reserve Corps (MRC) will have a centralized, secure, and locally controlled sub-directory for each jurisdiction. - All public health partners will have complete local control and access over the system's call down engine and faxing system. - Alternative 2 incorporate industry best practices from neighboring states (WA, CA, and NV) and provide the potential for regional interoperability. - GSS Purchase Alternative complies with federal grant requirements and stabilizes long- run costs after year 1. - A single vendor solution allows all three systems, HAN, HOSCAP, and OHCV, to use shared hardware across one platform, leveraging the HAN multi-media alerting engine across all systems and the license maintenance agreement allows the state to receive system upgrades at no additional costs twice annually. - GSS has demonstrated successful implementation of HAN and ESAR VHP in over 20 states since 2002. Additional Considerations: - The procurement of these systems complements the overall Oregon PHIN (Public Health Information Network) initiative. - The justified vendor (GSS) has an obligation to meet federal PHIN and ESAR VHP requirements and has documented through Product Roadmap future version releases are in step with changing grant requirements. The vendor will also be required to meet Oregon PHIN Architecture Requirements. - Hosting: the vendor will be asked to provide the interim system hosting solution for the primary and backup site in year 1 of the contract. We do not anticipate at this time, without further evaluation of the State Data Center (SDC), entering into a long term hosting contract for system infrastructure. Conclusion: Only one major vendor is capable of providing all three applications within a fully co- located integrated system, owned and installed by the State of Oregon. It is also the position of the program to continue the use of the existing HAN application through RM, shifting platforms to another HAN COTS product or home-grown solution is not an option. Adding different commercial system atop the existing RM HAN is not an option the agency wishes to exercise due to multi-vendor integration costs. Due to the Global Secure HAN system's three-year successful implementation in Oregon, and, given the same vendor can also provide two additional 'bolt-on' modules to the RM product, both HOSCAP and OHCV, the State of Oregon has determined the purchased co-located solution of the existing HAN is in-step with regional HAN activities, and provides Oregon and the Healthcare delivery community the most cost effective, turn key solution to remedy with the lowest risk. The State of Oregon must have an effective long term implementation of an integrated and sustainable Preparedness Health Network that supports the overall healthcare preparedness efforts throughout the State of Oregon.
