The project will include the design and construction of a new facility to replace the existing home; the existing facility was extensively damaged during Hurricane Katrina and will be demolished under a separate procurement. The selection process will include two stages: Stage I - RFQ leading to selecting a short list of design/build offerors, who will be invited to participate in Stage II, the RFP competition and selection of the design/build offeror. A single firm fixed price contract may be awarded for all design beyond a Program of Requirements and all construction services. The estimated construction cost is in the $120-$160 million dollar range. All work will be performed in accordance with GSA authorized and approved standards. The selection process will utilize Two-Stage Design-Build Selection procedures in accordance with FAR 36.3 (which will continue the Design Excellence procedures currently underway) and Source Selection procedures in accordance with FAR 15.3. This negotiated procurement will be open to both large and small business firms. The firm (if not a small business concern) shall be required to present an acceptable small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and woman-owned small business Subcontracting Plan in accordance with Public Law 95-507, as part of its proposal. Consideration is open to established, qualified firms licensed to perform professional services (FAR 22.1102 and 22.1103), which currently have active, properly staffed offices within the continental United States (including subcontractors). A pre-submission conference is scheduled for April 18, 2007 from 1:00pm to 3:00pm, in Gulfport, MS at a location to be determined later. PROFESSIONAL SERVICES FOR CAPITAL PROJECTS Request for Qualifications No. 07-FAC-0025 Written proposals will be received by the Orleans Parish School Board (OPSB) in the office of the Purchasing/ Ancillary Services Director, Room 5078, 3520 General DeGaulle Drive, New Orleans, Louisiana 70114 until 2:00 p.m. local time on April 19, 2007, relative to the above referenced Request for Qualifications (RFQ). Included in the work is the renovations/repairs of interior and exterior of listed facilities. Work shall include removal and replacement of roof and wall sheet metal, metal doors and windows, electrical, construction of an elevated building, restroom refurbishment including plumbing fixtures, gypsum wall board, flooring and fencing. Drawings, specifications and contract documents may be examined and obtained from the Murray Architects, 131 Ormond Center Court, Destrehan, LA 70047, Phone (985)764-7275 upon deposit of $50.00 for each set of documents. Deposit on the first two sets are fully refundable to all bonafide prime Bidders upon return of the documents, in good condition, no later than ten (10) days after receipt of bids. ADVERTISEMENT FOR BIDS City of Pass Christian, Mississippi The City of Pass Christian, Mississippi, will receive bids for: Pass Christian Small Craft Harbor Hurricane Katrina Repairs Phase II at the Office of the City Clerk, City Hall, Pass Christian, Mississippi, during normal office hours at any time prior to the designated bid date, or at start of meeting where bids are to be opened. The project consists of the following work: demolition of damaged sections of piers C-1, C-2, and the East Deck; rebuilding approximately 380 lf of pier C-1 including one finger pier; replacing decking and primary stringers on pier C-2 and several finger piers; replacing decking, primary and secondary stringers, walers and limited diagonal cross bracing on the East Deck; constructing a new electrical platform for main power on the east side of the harbor; and, restoring water and electrical service to each of the piers (i.e., C-1 and C-2) and the East Deck. Plans and Specifications may be obtained at the office of A. Sealed Bids will be received by the Orleans Levee District, at the Franklin Avenue Administration Building located at 6920 Franklin Avenue, New Orleans, Louisiana, until 2:00 p.m. on May 2, 2007 opened and publicly read aloud for: OLD PROJECT NO. 9527803 LAKESHORE DRIVE HURRICANE KATRINA DAMAGE REPAIR- REACH 2 (ORLEANS CANAL TO BAYOU ST. JOHN) Bids received after the above specified time will not be considered. Included in the work is cleaning and repairing drainage structures, cleaning existing drain lines and structures, removing and replacing existing street lighting; installing traffic control devices, removing and repairing existing roadway, base course and curbs and gutter bottoms; site filling; and other work as required by the plans and specifications. Drawings, specifications and contract documents may be examined and obtained at the office of Design Engineering, Inc., 3330 West Esplanade Avenue South, Suite 205, Metairie, Louisiana 70002. Complete sets of drawings and contract documents may be obtained upon payment of $100.00 per set. Deposit on the first set is fully refundable to all bonafide prime Bidders upon return of the documents, in good condition, no later than ten (10) days after receipt of bids. The payment on all other sets of documents will not be refunded. Bidders are invited to attend a Pre-Bid Conference at 10:00 a.m., on April 20, 2007 in the Conference Room of the Franklin Avenue Administration Building located at 6920 Franklin Avenue, New Orleans, Louisiana. The Owner reserves the right to reject any and all bids for just cause. In accordance with LA. R. S. 38:2212 (A) (1) (b), the provisions and requirements of this Section, those stated in the advertisement bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity. Bids must be submitted on forms provided by the Owner. Envelopes containing bids and bid guarantee must be sealed, marked with the project name, and with the Contractor's name as it appears on the License and Louisiana Contractor's license number. All bids must be accompanied by bid security equal to five percent (5%) of the sum of the base bid and all alternates, and must be in the form of a certified check, cashier's check or Bid Bond Form written by a surety company licensed to do business in Louisiana, signed by the surety's agency or attorney-in-fact. Surety must be listed on the current U. S. Department of the Treasury Financial Management Service list of approved bonding companies as approved for an amount equal to or greater than the amount for which it obligates itself in the Bond, or must be a Louisiana domiciled insurance company with at least an A - rating in the latest printing of the A.M. Best's Key Rating Guide. If surety qualified by virtue of its Best's listing, the amount of the Bond may not exceed ten percent of policyholders' surplus as shown in the latest A.M. Best's Key Rating Guide. The Bid Bond shall be in favor of the Orleans Levee District and shall be accompanied by appropriate power of attorney. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable. Bids shall be accepted from Contractor's who are licensed under LA. R. S. 37:2150-2163 for the classification of Highway Construction. Bidder is required to comply with provisions and requirements of LA. R. S. 38:2212 (A)(1)(c). No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA. R. S. 38:2214. The successful Bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount. Surety must be listed currently on the U. S. Department of Treasury Financial Management Service List (Treasury List) as approved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or owned by Louisiana residents. If surety is qualified other than by listing on the Treasury list, the contract amount may not exceed fifteen percent of policyholders' surplus as shown by surety's most recent financial statements filed with the Louisiana Department of Insurance and may not exceed the amount of $500,000. However, a Louisiana domiciled insurance company with at least an A - rating in the latest printing of the A.M. Best's Key Rating Guide shall not be subject to the $500,000 limitation, provided that the contract amount does not exceed ten percent of policyholders' surplus as shown in the latest A.M. Best's Key Rating Guide nor fifteen percent of policyholders' surplus as shown by surety's most recent financial statements filed with the Louisiana Department of Insurance. The Bond shall be signed by the surety's agent or attorney-in-fact. A portion of this project is funded from the Louisiana Community Development Block Grant Program. We anticipate that the funds will be used to investigate available sources of Federal Outer Continental Shelf (OCS) sand that can be used to restore portions of coastal areas that were damaged by Hurricanes Katrina and Rita in 2005. This opportunity is for obtaining geological samples using a vibracore drill in the St. Bernard Shoals area in the OCS offshore Mississippi at sites that will be identified by an on-going study by the U.S. Geological Survey. The areas in this study must be within the Federally-managed OCS and they must be located such that use of the resource as restoration material is economically viable.

SECTION 901 ADVERTISEMENT FOR BIDS Notice is hereby given that the City of Bay St. Louis, Mississippi, will receive sealed bids at City Hall, 302 Highway 90, Bay St. Louis, MS 39520, until 4:00 p.m. on Tuesday, May 8, 2007 for the following: HURRICANE KATRINA DAMAGE REPAIR PROJECT STREET SIGNS ON NON-FED- ERAL AID ROUTES FEMA PROJECT NO. 9516 A Pre-Bid Conference will be held on Tuesday, April 24, 2007 at 10:00 a.m., at City Hall, 302 Highway 90, Bay St. Louis, MS. Attendance is highly encouraged. Work on which proposals are invited consists of the repair or replacement of traffic signs necessary to restore signs on Non-Federal Aid routes to pre-Katrina conditions. Location of said work is at various locations throughout the City of Bay St. Louis, Mississippi. The maximum time allowable for completion of said project is one hundred fifty (150) calendar days following the beginning of contract time and as specified in contract documents. Minimum wage rates for Federal Aid Projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581, Work Hours Act of 1962, as set forth in the Special Provisions. Minimum wage rates for all other projects have been predetermined and set forth in the advertised specifications. The City of Bay St. Louis hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration of this award. Proposals must be accompanied by a Bid Bond, signed or countersigned by a Mississippi Resident Agent, with Power of Attorney attached or on file with the City of Bay St. Louis, or Cashier's Check or Certified Check, payable to the City of Bay St. Louis, in the amount of 5% of the amount bid if the bid is over $100,000.
