A single firm fixed price contract may be awarded for all design beyond a Program of Requirements and all construction services. The estimated construction cost is in the $120-$160 million dollar range. All work will be performed in accordance with GSA authorized and approved standards. The selection process will utilize Two-Stage Design-Build Selection procedures in accordance with FAR 36.3 (which will continue the Design Excellence procedures currently underway) and Source Selection procedures in accordance with FAR 15.3. This negotiated procurement will be open to both large and small business firms. The firm (if not a small business concern) shall be required to present an acceptable small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and woman-owned small business Subcontracting Plan in accordance with Public Law 95-507, as part of its proposal. Consideration is open to established, qualified firms licensed to perform professional services (FAR 22.1102 and 22.1103), which currently have active, properly staffed offices within the continental United States (including subcontractors). Palm Beach County, in conjunction with Centro Campesino Farmworker Center, is considering the Community Development Block Grant (CDBG) Disaster Recovery Initiative (DRI) project described below. Centro Campesino seeks to use CDBG DRI funds for the demolition and replacement of 20 homes, damaged by Hurricane Wilma, in the Villa Lago housing development. Once the activity is completed, the homes will serve to increase the supply of housing units affordable to low- and moderate-income families in the County. Villa Lago is located northeast of US 27 in a triangular parcel of land located between Island Road and NW 1st Avenue in the City of South Bay, Florida, 33493. The proposed demolition and replacement will occur in the 100-year floodplain. PBC and Centro Campesino are interested in discussing alternatives to this project and securing public perceptions of possible adverse impacts that could result from the project as well as potential minimization measures. This notice is required by Section 2(a)(4) of Executive Order 11988 for Floodplain Management and is implemented by HUD Regulations found at 24 CFR 55.20(b) for the HUD action that is within and/or affects a floodplain. De scription of work includes but is not limited to Program and Project management support within standards of the Project Management Institute; Expert level analysis and consulting services to manage the Hurricane Protection System (HPS), to include the esta blishment of systems and metrics to measure Hurricane Protection Office (HPO) and Protection Restoration Office (PRO) performance (quality, schedule, budget and safety) during all phases of program execution (pre-design, design, and construction); Technica l support through performing reviews of technical and programmatic submittals and other documents, providing comments, preparing contracting documents to include draft proposals, draft solicitations, and draft scopes of work; Assisting with programmatic an d/or systematic technical issues; Development and preparation of detailed Project Management Plans; Scoping, scheduling, tracking, reviewing and coordination of various Project Management Plans; Preparing fact sheets, technical issue papers, and program st rategy papers; Developing and maintaining detailed project planning, design and construction schedules, and alternate schedules; Developing information for media, public affairs events, and websites; Cost estimating to include reviewing estimates prepared by others and preparing program and project cost projections; Budgeting and scheduling using the Corps P2 system; Preparing, editing, and managing production of technical documents; Forecasting data needs and uses; Developing performance management contro ls; Performing study evaluations and preparing reports including estimates of cost and benefits; Providing support and administrative services for technical presentations, including technical writing for user manuals and final reports; Attending, organizin g, facilitating, and/or compiling notes of meetings; Developing and instructing training programs and handouts; Providing technical support for project operations associated with the overall effort and for any emergency operational response requirements th at may occur; Providing data to obtain all necessary permits, licenses, and approvals from all local, State, and Federal authorities as necessary for performance of the work; Providing real estate support; Preparing reports or portions thereof to include, but not limited to: interim progress reports, public information documents, planning reports, and schedules utilizing P2 or other Government systems. Furnishing schedules in Work Breakdown Structures that are compatible with P2. Preparing charts, graphs , presentation quality data, GANTT charts, PERT charts, BAR charts, financial charts, and other products. Generating reports, analyses, and presentations from this data; Performing construction management; Performing modifications; Performing quality assu rance and quality management; Managing document control; Providing environmental and regulatory support; Performing safety management; Performing information management; Providing public affairs support; and Executing the various work features as described to the extent set forth in individual task orders. The approximate value of this acquisition is $150,000,000.00. The Corps intends to award a 5 year Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ), performance based service contract. The Government intends to award one Indefinite Delivery/Indefinite Quantity (IDIQ) contract not-to exceed $12,500,000.00. This contr act will be for a period not to exceed one year. This requirement is processed under Service Contract Act (SCA); therefore, this construction NAICS code applies as a matter of conformance for applicable wage rates. Payment and Performance bonds will be required based on the outstanding amount of the task orders and not on the total pooled amounts. The scope consists of performing decommissioning of hazardous substances, demolition, and removal of debris, transport to a designated disposal site and cleaning the site of surrounding debris. The work shall consist of the selective salvage of specifically identified private property, debris removal, and hazardous substance decommissioning of structures in accordance with applicable federal, state, and local requirements. Items recovered through selective salvage, the contractor shall carefully remove the selected architectural elements, and locate them in a separate area, away from the remaining structure to be demolished. Decommissioning consists of initial survey, Asbestos Containing Material sampling (ACM) and capping of utilities. Specific work items will include , but not limited to: demolition of single/multi-family homes, garages, framed buildings, storage sheds, fences, public buildings; this does not include final disposition of such items as boats and cars. The contractor shall grade surface to acceptable lev els after demolition. Woody debris will be kept segregated from construction/ demolition (C&D) debris as much as possible. Woody debris includes vegetative debris and clean woody C&D debris, (i.e., not pressure-treated wood or wood with significant painted surfaces). The contractor shall repair all roadways, sidewalks, utilities, drainage structures and other features not designated for demolition or removal, if damaged by Contractor operations and re-slope to original grade.
