SPECIAL ALERT:  HURRICANE RITA RELIEF EFFORT

 

The Houston- Galveston Area Council (H-GAC) is developing a pool of qualified surveyors to provide flood elevation surveying services associated with the H-GAC Rita Restoration Program. Contractors selected for the pool will be provided the opportunity to bid on flood elevation surveying services to support repair, reconstruction and/or replacement of owner-occupied housing units located within the 100-year flood plain and deemed eligible for assistance under the Houston-Galveston Area Council Rita Restoration Program. The current budget for surveying services is approximately $250,000. The Houston-Galveston Area Council (H-GAC), through the Texas Department of Housing and Community Affairs (TDHCA) and Housing and Urban Development (HUD), is implementing a home repair program that will provide services to over 100 homeowners whose homes received damage due to Hurricane Rita in 2005. Homeowners do not directly receive funds under this program. H-GAC is responsible for selecting construction contractors, entering into contracts and paying vendors under this program. Housing construction services will include repair, rehabilitation and reconstruction of single family residences. Reconstruction will consist of building a new home on an existing home site. In the case of reconstruction, existing structures will be demolished and removed from the site by a demolition contractor. Homes that are repaired or reconstructed within the 100-year flood plain must undergo an extensive evaluation process. Construction and repairs on these homes will require elevating the structure above the 100-year flood plain. Surveying services will be conducted on all homes that are identified to be located within the 100-year floodplain via H-GAC's TDHCA and HUD approved environmental review process. Because we are continuing to identify eligible applicants, and do not currently know the number of homes, geographic distribution, or specific construction needs, H-GAC can only estimate that we be helping between 100 and 200 households through this program. The majority of eligible homes within the H-GAC region are located in rural areas and small cities of Liberty County and Chambers County. While smaller in number, additional homes in need of construction services have also been identified in Galveston County, Montgomery County and Walker County. H-GAC will be hosting a mandatory pre-proposal meeting. All surveying contractors intending to submit a proposal must attend the meeting to receive detailed information about the H-GAC Rita Restoration Program, learn about invoicing procedures, and review examples homes slated for demolition. The meeting will be held at H-GAC, 3555 Timmons Lane, Houston, TX 77027. The meeting will be held on Friday May 4, 2007 from 10:00 until Noon. Contractors selected for the pool will be provided the opportunity to bid on construction services for emergency repair, rehabilitation, reconstruction and/or replacement of owner-occupied housing units in support of the Houston-Galveston Area Council Rita Restoration Program. The current budget for this program is approximately $6,000,000. The Houston-Galveston Area Council (H-GAC), through the Texas Department of Housing and Community Affairs (TDHCA) and Housing and Urban Development (HUD), is implementing a home repair program that will provide services to over 100 homeowners whose homes received damage due to Hurricane Rita in 2005. Homeowners do not directly receive funds under this program. H-GAC is responsible for selecting construction contractors, entering into contracts and paying vendors under this program. Construction services will include repair, rehabilitation and reconstruction of single family residences. Work will be conducted on wood frame (stick built) houses. Mobile homes are not addressed under this RFP. Examples of the types of repairs to be conducted include: roof replacement or repair, window replacement, mold abatement, major rehabilitation, and in some cases demolition and reconstruction of the home. Repairs will be conducted on existing structures and home sites. Reconstruction will consist of building a new home on an existing home site. In the case of reconstruction, existing structures will be demolished and removed from the site by a demolition contractor and will not be the responsibility of the construction contractor. Construction activities currently have the following cost limits (per residence): emergency repair, $10,000; rehabilitation $25,000; and, reconstruction/replacement $65,000. While our goal is to assist as many homeowners as possible through our program, H-GAC realizes that many of the homes in our program will need to undergo major rehabilitation or demolition and reconstruction. SPECIAL ALERT:  HURRICANE RITA RELIEF EFFORT

 

The Houston-Galveston Area Council (H-GAC) is developing a pool of qualified contractors to provide home demolition services associated with the H-GAC Rita Restoration Program. Contractors selected for the pool will be provided the opportunity to bid on demolition services to support reconstruction and/or replacement of owner-occupied housing units in support of the Houston-Galveston Area Council Rita Restoration Program. The current budget for demolition services is approximately $500,000. The Houston-Galveston Area Council (H-GAC), through the Texas Department of Housing and Community Affairs (TDHCA) and Housing and Urban Development (HUD), is implementing a home repair program that will provide services to over 100 homeowners whose homes received damage due to Hurricane Rita in 2005. Homeowners do not directly receive funds under this program. H-GAC is responsible for selecting construction contractors, entering into contracts and paying vendors under this program. Housing construction services will include repair, rehabilitation and reconstruction of single family residences. Reconstruction will consist of building a new home on an existing home site. In the case of reconstruction, existing structures will be demolished and removed from the site by a demolition contractor. Demolition work will be conducted on wood frame (stick built) houses, brick houses and mobile homes. The majority of eligible homes within the H-GAC region are located in rural areas and small cities of Liberty County and Chambers County. While smaller in number, additional homes in need of construction services have also been identified in Galveston County, Montgomery County and Walker County. Demolition services will include all activities associated demolition of homes, disposal of debris, and preparation of the site for home construction. Selected contractors will be included in a competitive pool and provided the opportunity to bid on demolition projects. H-GAC will be hosting a mandatory pre-proposal meeting. All demolition contractors intending to submit a proposal must attend the meeting to receive detailed information about the H-GAC Rita Restoration Program, learn about invoicing procedures, and review examples homes slated for demolition. The meeting will be held at H-GAC, 3555 Timmons Lane, Houston, TX 77027. The meeting will be held on Friday May 4, 2007 from 10:00 until Noon. SPECIAL ALERT: HURRICANE KATRINA RELIEF EFFORT

 

The Town of Marion, Mississippi will accept sealed proposals from qualified firms for professional services required for application preparation and subsequent implementation of their Katrina Supplemental Community Development Block Grant Economic Development Disaster Program. The Town is seeking funding for Katrina Supplemental Community Development Block Grant Economic Development Disaster Assistance and a Project Administrator, Project Engineer, and Project Attorney will be selected to oversee the project. Information packages concerning the request for proposals are available at Town Hall, 6021 Dale Drive, Post Office Box 310, Marion, MS 39342, between the hours of 8 A.M. and 5 P.M., Monday through Friday. The services required for this project are: ADMINISTRATIVE: Assist the Town and its agents in the application preparation and subsequent program administration including management accounting, required reports to HUD and the State, implementation of applicable State and Federal laws, regulations, and requirements, establishment and maintenance of filing system; and serve as liaison between the Town and the State. Firms or individuals proposing to perform administrative services should submit a list of their qualifications, experience, and capacity for performance. ENGINEERING: The selected engineer shall complete engineering services in accordance with applicable state and federal laws, regulations and procedures. Activities will include insuring compliance with all aspects of project design and implementation. More specific services required for this project include: (a) Prepare plans and specifications for project. (b) Construct and distribute bid packets (insuring that all Federal and State requirements are met in contract preparation). (c) Assist in bid opening and prepare bid tabulation. (d) Provide resident project representative to insure contractors conform to plans and specifications. (e) Conduct work-in-progress inspections giving monthly reports to the Town and approving any and all partial payment requests. (f) Review and approve all change order requests prior to submission to the Mayor and Board of Aldermen or their designee for final approval. LEGAL: Consultation services as required for the implementation of the proposed improvements as outlined in the Disaster application in accordance with State and Federal laws and regulations. Legal services shall include but not be limited to consultation services, the evaluation of all contracts and land acquisition, etc. Offerors should submit a list of their experience, qualifications, capacity for performance along with an hourly rate charged for consultation services. Other services include examination of property records related to any easements which might be required. Proposals for this project will be rated according to the following criteria: 1. EXPERIENCE with similar Community Development Block Grant Projects; 2. QUALIFICATIONS, knowledge, and technical expertise in this and similar projects; 3. CAPACITY FOR PERFORMANCE to perform required services in a timely manner, given current workload and staff. All proposals will be rated on the following system to determine the best offeror: Description and maximum points: Qualifications - 40; Experience - 40; Capacity - 20; Total: 100 Points. Proposals will be reviewed by the selection committee using the above selection criteria. A written contract will be awarded to the firm whose proposal is within the competitive range and determined by the committee to be the most advantageous to the Town, cost and other factors considered. The contract will include scope and extent of work and other essential requirements. INTRODUCTION. ---The Federal Emergency Management Agency (FEMA) has a requirement to assist Federal, State and local emergency management and response agencies with tactical mobile and fixed DISASTER EMERGENCY COMMUNICATIONS (DEC) capabilities for command and control, situational awareness and other critical missions during emergencies and incidents. ---Hurricane Katrina destroyed a significant number of first responder communications systems in coastal Louisiana and Mississippi. Outdated and incompatible systems are currently in place to enable basic safety, security and immediate emergency response capability in these areas. First responders lack adequate radio networks to respond to and manage a catastrophic incident particularly during the evacuation, and search and rescue stages of the event. ---Mississippi"s three coastal counties and counties that border Southeast Louisiana, where interstate and intrastate evacuation operations are concentrated, currently communicate on dissimilar VHF and 800 MHz radio systems. Mississippi State agencies operate on a low band VHF system. Additionally, Louisiana officials communicate on 700 MHz and 700/800 MHz systems that are not interoperable with Mississippi State agencies or County systems. Interoperability deficiencies and shortcomings can be overcome by the installation of an up-to-date, standards-based 700/800 MHz LMR system in southern Mississippi. Mississippi Public Safety officials have identified a project, the Mississippi Wireless Integrated Network (MSWIN), to deploy a statewide digital trunked land mobile radio system to coordinate delivery of services to citizens of Mississippi and enable immediate interoperability among public safety resources in routine and emergency situations. This 700 MHz Public Safety System is intended to provide highly reliable, fast access, private (within groups and individuals) communications to a wide variety of users within the State. The MSWIN is expected to be deployed over the next 5 years. This acquisition bridges the time gap until the MSWIN project is deployed by deploying tower site infrastructure consistent and compatible with the MSWIN at six (6) tower sites in the southern counties of the State. ===II. PURPOSE. To bridge the MSWIN time gap and provide MSWIN project communications functionality that will mitigate communications interoperability deficiencies and mission degradation, FEMA plans to purchase six (6) sets of 700 MHz LMR tower site equipment that will be installed at six (6) existing tower sites in southern Mississippi. The tower sites will be networked using circuits, equipment, systems and facilities provided by the State of Mississippi. This will provide emergency responders with interoperable communications throughout the region during an incident including seamless communications between the Louisiana State Police and Mississippi Highway Patrol and the Transportation Departments of both States. ***This acquisition will facilitate implementation of the 2006 Gulf Coast Emergency Communication Plan, Mississippi Annex, authorized pursuant to the Robert T. This 700 MHZ sub-system infrastructure integrated with Hancock County, Mississippi system is intended to provide highly reliable, fast access, private (within groups and individuals) communications to a wide variety of users in areas of Southern Mississippi that are vulnerable to hurricanes. Users will vary from public safety resources to executive and administrative personnel to road maintenance crews. Any or all of these personnel may be working under life threatening conditions during emergency situations. Hurricanes, with associated flooding, lightning, tornadoes, and other natural or man-made catastrophes require effective wide-area, interoperable communications. Communications are most critical when they are most susceptible to failure. Consequently, a high degree of redundancy and fail-safe design is essential to this success of this project.**This initiative will provide the tower site infrastructure required to provide the radio frequency coverage and system functionality needed to improve communications between federal, state and local emergency responders during evacuation of gulf coast citizens and visitors, and search and rescue operations, within and between States, prior to, during, and after an incident. Interoperability of emergency responders will be improved through the use of compatible communication devices and assigned frequencies.**Subscriber units accessing the six (6) tower site infrastructure and associated trunking System must be capable of roaming seamlessly between the Louisiana Statewide multi-zone P-25, 700/800 MHz system, the Louisiana Statewide 800 MHz system, the Louisiana Region 1 700 MHZ system, the Hancock County, Mississippi 800 MHz system, and the proposed MSWIN project system. ===PRODUCT DESCRIPTION. Six (6) sets of Tower Site Equipment are required. One set is an eight (8) channel configuration. The second set is a seven (7) channel configuration, and the remaining four sets all have a four (4) channel configuration. One set of Tower Site Equipment includes, but is not limited to:--Multiple 700/800 MHz Repeaters with all required software.--Site Trunking Controller.--Receiver Multi-coupler(s).--Transmit Combiner(s).--Site Routers with all required software.--Software Licenses.--Antenna Systems with transmission lines and all necessary installation equipment/hardware.--Miscellaneous equipment racks, mounting and installation equipment/hardware, and electrical equipment.**The equipment shall come with a minimum 3 year warranty, with the vendor paying the shipping cost to and from their repair facilities. ===SYSTEM REQUIREMENTS. The Vendor shall deliver, set up, optimize, and test tower site infrastructure equipment for six (6) tower sites that is fully integrated with the Hancock County, Mississippi 800 MHz system and compatible and interoperable with the proposed MSWIN project system, the Louisiana Statewide multi-zone P-25, 700/800 MHz system, the Louisiana Statewide 800 MHz system, and the Louisiana Region 1 700 MHZ system. The tower sites when integrated with the Hancock County, Mississippi will provide an interoperable 700 MHz, digital trunked voice and data capable infrastructure which will enable each state agency as well as local agency or departments joining the system to conduct voice dispatch and field operations autonomously. Subscribers shall roam seamlessly throughout the coverage area without operator intervention. This infrastructure shall preserve current dispatching configurations as well as provide the ability to establish centralized dispatch.**The tower infrastructure equipment when integrated with the Hancock County, Mississippi system shall meet the following specific requirements:--Area wide seamless roaming of all System users Full compliance with Federal Communications Commission (FCC) Rules and Regulations.--Full features and functions as described by Project 25 and published in EIA/TIA 102 documents.--Infrastructure equipment will support mobile data capability; The Vendor shall describe in detail to what extent the proposed infrastructure equipment supports data capability. ===AREA COVERAGE RELIABILITY (ACR). The tower site infrastructure equipment shall support a voice systems area coverage reliability of public safety radio service 97% mobile ACR as defined by Technical Services Bulletin as published by the Telecommunications Industry Association (TSB)-88B or its most recent version.===DELIVERED AUDIO QUALITY (DAQ). The tower site infrastructure equipment shall support the provision of 3.4 DAQ as defined by TSB-88B or its most recent version.--The tower site infrastructure equipment shall provide redundancy in the form of fault tolerance.--The tower site infrastructure equipment shall fully integrate with Hancock County, Mississippi trunking system controllers that provide continuous call processing and system operation in the event of one or more unrelated points of unit or component failure.--Tower site infrastructure equipment failures shall be reported to the Hancock County, Mississippi radio system network management terminal(s), allowing appropriate action to be taken to restore the radio system to its normal configuration.--The tower site infrastructure equipment sub-system shall maintain full operation in the event of one or more unrelated points of unit or component failure. Should a single base station fail, the site shall continue to operate in the trunked mode. ===UNITERRUPTIBLE POWER SUPPLIES (UPS) shall be furnished and installed for all tower site infrastructure equipment (both control and fixed site equipment). The UPS shall provide continuous power to all communication equipment during the time interval between loss of commercial power source, detection, and start of back-up generators. The UPS at each site shall also provide line surge and over voltage protection for all communication equipment. The UPS shall operate a minimum of 10-minutes (at full AC load). Inter-Site Communications System failures between the Hancock County, Mississippi trunking controller and the tower site infrastructure equipment sub-system shall not result in the loss of fixed site operations. Isolated site(s) shall continue to provide trunking features (locally), including, queuing/callback, emergency alarm/call, and talk group segmentation. Subscriber units operating on an isolated site shall display or annunciate loss of wide area trunking.--The tower site infrastructure equipment sub-system shall fully support Advanced Encryption Standard ( AES, FIPS-PUB-197) with 128 bit keys. ===FEATURES AND FUNCTIONALITY. The tower site infrastructure equipment sub-system shall support the following System features and functionality: --The tower site infrastructure equipment sub-system shall be configured to provide communications within the specified radio coverage area. The System is intended to meet the end subscribers? requirements and provide the subscribers with voice communications with a minimum of manual intervention. Subscriber units accessing the System via the tower site infrastructure equipment sub-system will roam throughout the coverage area. The System shall provide automatic group call and individual call ability regardless of the radio(s) location and dispatcher knowledge of the radio(s) location.--All call processing shall be automatic for all subscribers and groups in the system and must be transparent to the subscribers and require no manual intervention on the part of subscribers or dispatch personnel. The System shall provide uninterrupted communications (i.e. call in progress) as subscribers roam throughout the coverage area. The System shall be implemented such that radio communications can occur automatically among talk groups anywhere in the system and shall be unaffected by the mode of transmission (i.e. voice, data or telephone interconnect). --The tower site infrastructure equipment shall support a System that provides 64,000 unique subscriber IDs.--The tower site infrastructure equipment shall support a System that provides16,000 talk groups All repeaters shall be provided with internal metering diagnostics and can be accessed for modification. The repeaters shall be designed to allow for modules to be replaced when defective. --The system shall be capable of supporting trunked mobile data communications in an integrated voice and data (IV&D) type solution. The proposals shall describe all service/configurations capabilities provided. The proposal shall provide information related to the data transport channel performance criteria, and the expected data communications coverage provided by the proposed IV&D solution.--The radio frequency components of the tower site infrastructure equipment shall:***Operate in the FCC Public Safety 700/800 MHz operating band.***Support Project 25 trunked operation on 12.5 kHz or 25 kHz private land mobile channels.**Support Internet Protocol technology, Project 25 AES encryption, and over-the-air-rekeying (OTAR).**Be software customizable, allowing features to be added and upgraded.**Be programmable through a standard Windows-based computer and over-the-air provisioning.**Be flash programmable for adding future software enhancements.**Operate over a temperature range of ?30 degrees to +60 degrees Celsius. All temperature sensitive specifications shall be referred to +25 degrees Celsius.**Radio equipment housing shall be constructed of high impact material. It shall protect the internal circuitry from dust and moisture. The housing must meet or exceed EIA drop test requirements.**All radio equipment shall meet or exceed all applicable FCC requirements and fully comply with EIA standards and environmental specifications.**All equipment must be FCC Type Accepted for the Public Safety service at the time of bid. **All components within the radio system shall be of solid state design. ===TRAINING. The bidder shall provide a training plan describing how the bidder intends to provide training. The training plan shall coincide with the delivery schedule provided by the bidder. Training shall include:--1. Description of equipment and components.---2. Capabilities.--3. System Operation.--4. Hands on exercises. ===The target audience for the operator training is public safety communications specialists and telecommunications specialists for the equipment and hardware. The bidder shall provide the following commercial training material and documents:--1. Operating Manual for each radio.--2. Service Manuals.--3. Training Manuals.--4. User manuals for radio programming software.--5. Training Manuals for radio programming software. ===REQUIRED BID SAMPLES: One fully operational current factory production repeater unit of the type proposed, with all required software and programming equipment must be submitted at time of bid. These will be returned upon request of the bidder. ===DELIVERY REQUIREMENTS. The government desires delivery as soon as possible. Offerors are required to provide a delivery schedule to include quantities and dates as a part of the technical solution. The desired date for delivery, set up and optimization is not later than 30 DAYS AFTER CONTRACT AWARD. ===ACCEPTANCE: Prior to award, the apparent successful offeror must demonstrate the operability and feature compatibility of their proposed solution by integrating with the Hancock County, Mississippi system; interfacing/interoperating with the Louisiana Statewide multi-zone P-25, 700/800 MHz system, the Louisiana Statewide 800 MHz system, and the Louisiana Region 1 700 MHZ system; describing in detail how integration with the proposed MSWIN project will occur. In order to accomplish this, Offerors will be required to perform an integration and compatibility demonstration of the proposed tower site infrastructure equipment in Hancock County, Mississippi. ===OPERATIONAL ASSESSMENT: The tower equipment components are commercial items and will come with a minimum 3 year warranty.
