SPECIAL ALERT: HURRICANE KATRINA RELIEF EFFORT

 

The City of Pascagoula is requesting Qualification Statements and competitive Cost Proposals for Professional Appraisal Services and Professional Review Appraisal Services for acquisition services relating to the projects funded under the Katrina Supplemental Community Development Block Grant Program and CDBG Entitlement Grant and other recovery programs. Appraisals and review appraisals shall conform in all aspects to the Uniform Relocation Assistance and Real Property Acquisition Act (Uniform Act). Proposers for the above work shall furnish the following information: APPRAISAL SERVICES 1. Documentation of Appraisal Board memberships. 2. Documentation regarding the experience of the individual/firm in property appraisals for federally assisted programs; identify each that involved acquisition of real property as required by the Uniform Act. 3. Description of the firm's work force, including the number and title of staff available to provide requested services. Provide the qualifications and experience of each staff member. In addition proposals shall include the document entitled "Agreement for Appraisal Services" and all blanks in Article 6. Payment and Exhibit "B" shall be completed by the appraiser. The appraiser must also complete and sign the Certification in Exhibit "C". "The "Agreement for Appraisal Services" shall be signed by the appraiser in order for the proposal to be considered. REVIEW APPRAISAL SERVICES 1. Documentation of Appraisal Board memberships. 2. Documentation regarding the experience of the individual/firm in property Review Appraisals for federally assisted programs; identify each that involved acquisition of real property as required by the Uniform Act. 3. Description of the firm's work force, including the number and title of staff available to provide requested services. Provide the qualifications and experience of each staff member. In addition proposals shall include the document entitled "Agreement for Review Appraisal Services"and all blanks in Article 3. shall be completed by the review appraiser. The review appraiser must also complete and sign the Certification in Exhibit "A". The "Agreement for Review Appraisal Services" shall be signed by the review appraiser in order for the proposal to be considered. Information packages concerning the request for proposals are available at the City Hall, 603 Watts Avenue, Pascagoula, MS 39567 or P. O. Drawer 908, Pascagoula, MS 39 568-0908 , between the hours of 8 A.M. and 5 P.M., Monday through Friday. Proposals for this project will be rated according to the following criteria: 1. EXPERIENCE with similar Community Development Block Grant Projects; 2. QUALIFICATIONS, knowledge, and technical expertise in this and similar projects; 3. CAPACITY FOR PERFORMANCE to perform required services in a timely manner, given current workload and staff. 4. COST to prepare all necessary appraisal documents in accordance with the Uniform Act set forth in the document entitled "Agreement for Appraisal Services" and the document entitled "Agreement for Review Appraisal Services." All proposals will be rated on the following system to determine the best offer: Description and maximum points: Qualifications 30; Experience 40; Capacity -20; Cost 10 Total: 100 Points. Proposals will be reviewed by the selection committee using the above selection criteria. A written contract will be awarded to the individual/firm whose proposal is within the competitive range and determined by the committee to be the most advantageous to the City, price and other factors considered. The City of Pascagoula reserves the right to reject any and all proposals or to waive any informality. The City of Pascagoula is an equal opportunity employer. The Government intends to award one Indefinite Delivery/Indefinite Quantity (IDIQ) contract not-to exceed $12,500,000.00. This contract will be for a period not to exceed one year. These requirements are solicited under NAICS code 238910 and defined as having average annual receipts of less than $13 million for the past 3 years. This requirement is processed under Service Contract Act (SCA); therefore, this construction NAICS code applies as a matter of conformance for applicable wage rates. Payment and Performance bonds will be required based on the outstanding amount of the task orders and not on the total pooled amounts. The scope consists of performing decommissioning of hazardous substances, demolition, and removal of debris, transport to a designated disposal site and cleaning the site of surrounding debris. The work shall consist of the selective salvage of specifically identified private property, debris removal, and hazardous substance decommissioning of structures in accordance with applicable federal, state, and local requirements. Items recovered through selective salvage, the contractor shall carefully remove the selected ar chitectural elements, and locate them in a separate area, away from the remaining structure to be demolished. Decommissioning consists of initial survey, Asbestos Containing Material sampling (ACM) and capping of utilities. Specific work items will include , but not limited to: demolition of single/multi-family homes, garages, framed buildings, storage sheds, fences, public buildings; this does not include final disposition of such items as boats and cars. The contractor shall grade surface to acceptable levels after demolition. Woody debris will be kept segregated from construction/ demolition (C&D) debris as much as possible. Woody debris includes vegetative debris and clean woody C&D debris, (i.e., not pressure-treated wood or wood with significant painted surfaces). The contractor shall repair all roadways, sidewalks, utilities, drainage structures and other features not designated for demolition or removal, if damaged by Contractor operations and re-slope to original grade. STATEMENT OF WORK POSITION DESCRIPTION BACKGROUND The Office of Transition Initiatives (OTI) was created in 1994 as a distinct operating unit within USAID to help local partners advance peace and democracy in priority conflict-prone countries. Seizing critical windows of opportunity, OTI works on the ground to provide fast, flexible, short-term assistance targeted at key transition needs. Countries experiencing a significant political transition in the midst of a disaster or emerging from civil conflict have unique needs that cannot be fully addressed by traditional disaster relief. Timely and effective assistance to promote and consolidate peaceful, democratic advances can make the difference between a successful or a failed transition. DCHA/OTI's strategic objectives are based on the premise that fast, direct, and overt political development assistance is needed as a catalyst to move countries beyond crisis to stability. When a crisis occurs in a priority country, DCHA/OTI has the ability to engage in that country and initiate a country program. A country program is designed to address the fundamental constraints prohibiting the country from emerging from crisis. USAID's Office of Transition Initiatives assists in securing peace by aiding indigenous, mostly non-governmental, civil society and media organizations. The typical OTI country strategy follows US Government policy and directly involves: reshaping hard-line attitudes and perceptions; promoting democracy, human rights, and basic freedoms; disseminating objective information; and effecting positive political change - wherever and whenever possible. OTI uses such mechanisms as support for re-integration of ex-combatants into civilian society; development of initiatives to promote national reconciliation; identification of quick-impact community self-help projects to meet urgent economic needs; and aid to independent media outlets and community-based organizations to help promote informed debate and broaden public participation. To respond quickly and effectively and meet its program objectives and mandate OTI retains a group of high level professionals and experts under personal services contracts (PSCs). The Program Manager will assist one of OTI's regional teams in the management of existing country programs and participate in new country program assessments as the need arises. OTI currently has three regional teams: Asia and Near East (ANE), Africa (AFR), and Latin America and Caribbean (LAC). This is a program-funded USPSC position, which OTI anticipates will focus approximately 80% of time on country program implementation, and approximately 20% of time on strategic planning and program development. This position is a laddered position, which begins at the GS-11 equivalent level. There is no other rail transportation service except Amtrak that can provide intercity passenger rail transportation in New Orleans and the Gulf Coast region. DHS intends to establish an HS-STEM Career Development grants program to enable colleges and universities to award scholarships and fellowships to qualified undergraduate and graduate students in HS-STEM disciplines who intend to pursue homeland security professional and scientific careers.

Research areas eligible for DHS support for students studying in those areas are: 1. Explosives Detection, Mitigation and Response; 2. Social, Behavioral, and Economic Sciences; 3. Human Factors; 4. Chemical and Biological Threats; 5. Border Security and Immigration Studies; 6. Maritime, Coastal and Port Security; 7. Infrastructure Protection and Geophysical Applications to Natural Disasters; 8.Emergency Preparedness and Response; 9. Communications, Operations and Interoperability; 10. Advanced Data Analysis and Visualization; and 11. HS-STEM Introductory and Survey Courses preparatory to one of the above areas of study.

Institutions may submit more than one application from different departments. DHS intends to give preference to institutions included in the existing DHS Centers of Excellence and other DHS S&T affiliated institutions, for a list see (http://www.dhs.gov/xres/programs) because it is both efficient and appropriate to train the next generation of scientists and HS-STEM professionals through research and education programs already funded by DHS to meet its HS-STEM needs.

As part of its mission, DHS S&T is responsible for developing scientific research and technology programs to protect the Nation from terrorist threats and the consequences of natural disasters. DHS S&T is also responsible for supporting United States leadership in science and technology. To ensure homeland security research programs continue into the future, DHS S&T will support grants to qualified undergraduate and graduate students in homeland security-related fields who will use their education and training to become the next generation of scientists and technology leaders. These grants will support the best programs that will train future homeland security-oriented scientists and technologists and ensure their placement in HS-STEM careers.
