Sealed bids will be received by the Purchasing Agent of Gautier, Mississippi, at 3330 West Highway 90, Trailer A, Gautier, Mississippi, until 10:00 a.m., Thursday July 26th, 2007, and shortly thereafter publicly opened for the construction of 0.124 miles of BAYOU PIERRE BRIDGE AND APPROACH REPAIRS AFTER HURRICANE KATRINA on the GRAVELINE ROAD, being known as Project No. ER-0494-00(001)LPA/104726-701000 in Gautier, Mississippi. The work shall consist essentially of the following items: Replacement of pre-cast concrete bridge sections damaged by Hurricane Katrina and subsequent asphalt repairs at bridge ends. The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein. The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. Minimum wage rates have been predetermined by the Secretary of Labor and are subject to Public Law 87-58 1, Work Hours Act of 1962, as set forth in the Contract Provisions. The Local Public Authority, City of Gautier hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women's business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, religion or national origin in consideration for an award. The award of this contract will be contingent upon the Contractor satisfying the DBE/WBE requirements. The cost is twenty-five dollars ($25.00) for plans and twenty-five dollars ($25.00) for the proposal, non refundable. Bid bond, signed or countersigned by a Mississippi Resident Agent, with Power of Attorney attached or on file with the Contract Administration Engineer of the Department, a Cashier's check or Certified Check for five (5%) percent of bid, payable to the CITY OF GAUTIER must accompany each proposal. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation package will not be issued. Solicitation number M-7-M9-74-PS-A03 000 is issued as a request for quotations. Contractor shall provide 4, 424 Shelter in Place (SIP) Emergency Supply Kits. This acquisition is for the Internal Revenue Service emergency support personnel to acquire the necessary items needed in the event of a disaster or catastrophe. Each SIP Emergency Supply Kit should include: one red canvass bag, Red Cross Emergency Preparedness Kit Type, one battery power ( C or D size batteries) or Hand Cranking flash light, one battery power radio (C or D size batteries), two light sticks (duration of 4 hours minimum), two rolls of plastic sheeting, two rolls of duct tape (minimum 2" wide roll), one medium first aid kit (able to treat at least 25 injured persons), one whistle, one pair of scissors and a poly bag for each kit with tamper warning label and nylon tie to hold zippers together. All quotes should include shipping and handling costs. The lowest bidder will be required to submit a sample SIP Emergency Kit. Contractor shall deliver the kits to: Internal Revenue Service, 1111 Constitution Avenue NW, Washington, DC 20224. Award is anticipated under Simplified Acquisition procedures and will be based on lowest price to the government. This is a set aside for small business concerns. All responsible sources who can provide the above requirements shall submit a quote via email no later than 15 calendar days from the posted date of this announcement.
