The National Park Service has a requirement for the reconstruction of the Public Fishing Pier and Gazebo at Davis Bayou in Ocean Springs, Mississippi. This acquisition is UNRESTRICTED (open to competition both large and small business) pursuant to the Small Business Competitiveness Demonstration Program Act of 1988, Public Law 100-656 (15 U.S.C. 644 note) and Department of the Interior Acquisition Policy Release (DIAPR) 2007 -07. The NAICS code is 237990 Other Heavy and Civil Engineering Construction, and the small business size standard is $31.0 million. The National Park Service encourages the participation of disadvantaged and women-owned business enterprises. The work of this project consists of rehabilitation and repairs of overwater structures damaged by Hurricane Katrina. The scope requires the Contractor to supply all labor and equipment needed to install Government-furnished materials (and contractor-furnished roof system) as described in the plans and specifications. Labor Standards for Contracts Involving Construction will apply, to include the Davis Bacon and Related Acts and prevailing wage rates as determined by the Secretary of Labor. Estimated price range is betwen $25,000 and $100,000. Estimated construction period is 60 calendar days from Notice To Proceed. A site visit will be scheduled; the date and time to be announced in the solicitation, Section L, clause 52.236-27 Alt 1, Site Visit (Construction). SPECIAL ALERT: HURRICANE KATRINA RELIEF EFFORT

 

Sealed bids will be received by the City of Picayune, Mississippi, located at 815 North Beech Street, Picayune, Mississippi 39466, until 2:00 p.m., Local Time, September 12, 2007, supplying all labor and materials (as specified) necessary for construction of Hurricane Katrina Repairs, Friendship Park. A Pre-Bid Meeting will be held September 4, 2007 at 10:00 a.m. at City of Picayune, Mississippi, 815 North Beech Street, Picayune, Mississippi 39466. Prospective bidders are encouraged to attend the meeting and visit the work site thereafter. The work generally consists of construction of sport field lighting at Friendship Park. The work also includes construction of field fencing, concrete pads and roof canopies for dugouts and bleacher areas as described and outlined in the plans and specifications. The above general outline of features of the work does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein. Total contract time shall be 120 consecutive calendar days from the effective date shown in the Notice to Proceed. Liquidated damages will be assessed in the amount of $300.00 for each consecutive calendar day the Work has not achieved Final Completion. Special Damages: In addition to the amounts provided for liquidated damages, expenses and other losses, Contractor, in the event of such default, shall pay to the Owner the actual costs, expenses and other losses reasonably incurred by Owner. Bidder must be qualified under Mississippi Law and show current Certificate of Responsibility issued by the Mississippi State Board of Public Contractors establishing his classification as to the value and type of construction on which he is authorized to bid. Each Bidder shall write his Certificate of Responsibility Number on the outside of the sealed envelope containing his proposal. Proposals shall be submitted in duplicate, sealed and deposited with the City of Picayune, Mississippi prior to the hour and date hereinbefore designated. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof. Each Bidder must submit with his proposal a separate attachment stating his qualifications to perform the work. The Statement of Qualifications shall list past projects of similar size and nature, a list of references with name and telephone number, a list of key personnel who will perform the work, and other information supporting the bidder's qualifications. Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder's state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi's so-called Golden Rule is followed state law requires a non-resident bidder to attach to his bid a copy of his resident state's current laws pertaining to such state's treatment of non-resident contractors. The U.S. Coast Guard would like an Indefinite Delivery Indefinite Quantity Contract that will allow us to have the First Right of Refusal to use the facility as an ICP in an event resulting in the evacuation of New Orleans, LA. For severe weather COOP operations, at least 72 hours prior to landfall of anything equal or greater than a category 3 hurricane, an advance team will be deployed to this location to set up for eventual ICP stand up. At 48 hours prior to landfall, a decision will be made to expand the operation, and more personnel will be arriving. If a similar storm to Hurricane Katrina hit the New Orleans area, this will require that USCG Sector New Orleans stay for an undetermined period of time, due to the inability to return to normal operations in the New Orleans area. Sector New Orleans will be forced to reconstitute full operations from this satellite location. The requirements for the facility are as follows: The facility must be at least 50 miles and no further than 250 miles North of Sector New Orleans (located in Downtown New Orleans). A total of 95 hotel rooms will be needed in addition to 2 conferences rooms. Parking will be needed for up to 200 vehicles. The NAICS code is 721110. The Small Business Size Standard is $6.5 million. FEMA is seeking expressions of interest from owners of vacant parcels of land within a 50-mile radius to the West and North and a 25-mile radius to the South and East of the city center of Baton Rouge, Louisiana to the west and north. General Services Administration (GSA) will enter into a lease contract on behalf of FEMA with the owner whose parcel of land is technically acceptable for the intended use of the Government. The intended use of the leased land is to provide storage for approximately 40,000 travel trailers and/or mobile homes which were used by the Louisiana Housing Task Force as temporary emergency housing units (EHU) to those individuals displaced from their permanent residences by Hurricane Katrina. These EHU will not be occupied. FEMA intends to lease only the land that is determined to meet all the governmental technical requirements. The determination of technical acceptability is made by the GSA Contracting Officer. In making a determination, the GSA Contracting Officer will use technical criteria provided by FEMA program officials, other federal agencies' guidelines and technical contractors who are responsible for the operation and maintenance of the site. The determination process is two-phased. The first phase will use the criteria listed in this ad to determine if expressions of interest meet the minimum criteria for the intended use by the Government. Those individuals responding with an expression of interest that meet these minimum criteria will be provided with a Solicitation for Offer (SFO). The second phase of determination is based upon the additional technical requirements specified within the SFO. Only the offers that meet all the technical requirements of both this ad and the SFO will be considered for award. Land owners who meet the following minimum criteria are requested to provide expressions of interest to GSA: 1. Land which is located within 50-mile radius to the West and North and a 25-mile radius to the South and East of the city center of Baton Rouge, Louisiana. 2. Parcels of Land no smaller than 300 and no larger than 600 acres. 3. Land that is flat and hard-surfaced (no loose soil), cleared of trees, debris and other impediments to support travel trailers and mobile homes. 4. Land owner will allow FEMA's placement of gravel/rock on roadways and lanes on the property with possible culvert/piping to make property more accessible and conducive to staging travel trailers and mobile homes. 5. Land that has direct access from primary/secondary paved roads. Preference is for land with a minimum of 200 feet frontage on these roads. 6. Land that is near water, sewerage and electric service is preferred. 7. Land that is not wetlands. 8.
