The Government intent is to contract for the following objectives: 1) Development of 37 Cascadia earthquake source models for the northern Oregon coast for use in a probabilistic tsunami hazard assessment; 2) Complete multiple tsunami simulations and a probabilistic inundation map for Cannon Beach Oregon and investigate the inland extent of prehistoric tsunami deposits to verify minimum inundation of past events and test the validity of the numerical model results; 3) Production of brochures formatted to be compatible with posting as signs and consistent in style and information content statewide; 4) A continuation on a base level of public outreach efforts to consist of talks to and meetings with local officials, schools, and civic organizations; 5) Website development for public access to tsunami assessment and educational information; 6) Develop administrative rules for uniform tsunami warning signal, testing protocols, warning cancellation protocol, and providing tsunami awareness and evacuation information to lodging facilities; 7) Aid communities in the purchase of telecommunications devices (EMWIN, satellite phones, weather radios, etc.) and installation of evacuation and warning signs; 8) Encourage coastal cities to participate in the TsunamiReady program and work in close coordination with appropriate NOAA Warning Coordinator Meteorologists and NWS Western Regional Office on refining the criteria for new communities. This requirement is being processed in accordance with the Tsunami Warning and Education Act (P.L. 109-424) and the Federal Acquisition Regulation (FAR) 6.302 under the statutory authority of 41.U.S.C.253 (c)(1) ? The intended use of the leased land is to provide storage for approximately 40,000 travel trailers and/or mobile homes which were used by the Louisiana Housing Task Force as temporary emergency housing units (EHU) to those individuals displaced from their permanent residences by Hurricane Katrina. These EHU will not be occupied. FEMA intends to lease only the land that is determined to meet all the governmental technical requirements. The determination of technical acceptability is made by the GSA Contracting Officer. In making a determination, the GSA Contracting Officer will use technical criteria provided by FEMA program officials, other federal agencies' guidelines and technical contractors who are responsible for the operation and maintenance of the site. The determination process is two-phased. The first phase will use the criteria listed in this ad to determine if expressions of interest meet the minimum criteria for the intended use by the Government. Those individuals responding with an expression of interest that meet these minimum criteria will be provided with a Solicitation for Offer (SFO). The second phase of determination is based upon the additional technical requirements specified within the SFO. Only the offers that meet all the technical requirements of both this ad and the SFO will be considered for award. Land owners who meet the following minimum criteria are requested to provide expressions of interest to GSA: 1. Land which is located within the specified delineated area. 2. Parcels of Land no smaller than 300 and no larger than 600 acres. 3. Land that is flat and hard-surfaced (no loose soil), cleared of trees, debris and other impediments to support travel trailers and mobile homes. 4. Land owner will allow FEMA's placement of gravel/rock on roadways and lanes on the property with possible culvert/piping to make property more accessible and conducive to staging travel trailers and mobile homes. 5. Land that has direct access from primary/secondary paved roads. Preference is for land with a minimum of 200 feet frontage on these roads. 6. Land that is near water, sewerage and electric service is preferred. 7. Land that is not wetlands. 8. Land that meets local government ordinances, zoning requirements, and any other necessary approvals fro government intended use. 9. NCHRP Project 20-5 Synthesis Topic 39-05 Emergency Evacuation and Repopulation Tentative Scope Revised Deadline for Consultant Letters of Interest The events of the 2005 hurricane season have illustrated the critical need for evacuation planning and preparedness. Officials in Louisiana were ill prepared for the evacuation of hundreds of thousands of low-mobility individuals and Texas officials struggled with the evacuation of Houston. The long list of natural and made-made hazards for which evacuations may be necessary is large and growing. There are emergency managers that have experienced evacuations (fire, toxics, flood, tornado, earthquake, tsunami, etc.), yet state transportation department staff is not widely privy to plans that may require use of state and local transportation resources, particularly for low-mobility individuals (roadways, barriers, airports, ferries, changeable message signs, maintenance resources, travelers info networks, tow trucks, buses, public address, etc.). In recent transportation legislation, emergency transportation management plans will be a requirement for some cities [get citation]. Unfortunately, there remains no repository of transportation-related guidance to assist transportation planners and managers in the evaluation of such plans and in forging a communication link and support agreements with local emergency managers. Agencies such as FHWA, FEMA, and states DOT's have little information available to guide coordination between regional DOT staff and emergency management staff that would direct evacuation and repopulation transportation efforts. State, regional and local emergency management agencies are preparing without coordinating fully with regional counterparts within State DOTs. The proposed synthesis seeks to undertake a comprehensive and systematic review of current practice for evacuation and repopulation, considering the use of modes for low-mobility individuals. It is expected that such information would be used to help transportation professionals understand the key issues in the field, review current practices, and identify those that would be relevant in their local communities. The work proposed includes a literature review and synthesis of information collected through a survey of transportation officials and emergency managers who direct evacuation and repopulation during incidents of local significance. The survey should include: Organizations involved in local incident management that would activate emergency evacuations and repopulations Emergency evacuation scenarios considered Plans specifics, including chain of command developed and any exercises developed to test plan Types of transportation agency equipment and activities covered by agreements to be used during emergency evacuations Communications protocols Recent emergency evacuations and exercises, and lessons learned relevant to transportation. The literature review and communication with up to six chosen practitioners who have lead or have participated in emergency evacuation efforts should provide information about the: Type of emergencies requiring evacuation Size of evacuated population Categories of evacuation persons (e.g., abled, disabled, aged/frail, children, etc.) Modes used for evacuation Evacuation Routes Lessons learned regarding evacuation and repopulation operations Communication protocol Changes instituted since last emergency evacuation and reasons for changes.
