SPECIAL ALERT: HURRICANE KATRINA RELIEF EFFORT

 

REQUEST FOR PROPOSALS The City of Bay St Louis hereby requests proposals from engineers and engineering firms interested in providing design and construction engineering services for the project titled "Repair and Overlay of City Streets". The project will consist of the repair and overlay of four (4) city streets totaling approximately 27,000 linear feet which were damaged during the re-routing of traffic and debris hauling phase of recovery from Hurricane Katrina. Funds for this project will be furnished by Federal Highway Emergency Relief Fund and will be administered by MDOT. The city is considering awarding a contract for design of the project and for construction engineering services. The firm selected will be expected to provide the full range of both preliminary and construction engineering and inspection services required for project implementation, including, but not limited to, plans, specifications, engineering estimates, environmental, permit approvals, right-of-way and survey data, bid documents and construction engineering services. Proposals should include the following: Summary of qualifications including project understanding and approach, qualifications of key personnel that would be assigned to the project, specialized experienced including work performed on similar projects involving MDOT and/or FHWA, capacity for performance, SF330 Form, and client references. Firms responding will be evaluated on experience in performing the type of work outlined as follows: experience in working with projects involving MDOT and/ or FHWA funding, qualifications and experience of the professionals to be assigned, the extent of inhouse capabilities of the firm, and the ability to perform the work within the schedule limitations and estimated cost, considering the firm's current and planned workload. Consultant Services Redevelopment Plan for NSA New Orleans 'East Bank' NSA New Orleans Advisory Task Force Submittal Deadline : October 24, 2007 Project Description NSA New Orleans Advisory Task Force (NOATF) is soliciting a Request for Proposal (RFP) to obtain a highly qualified and capable professional services firm that can successfully provide a plan for the reuse and redevelopment of NSA New Orleans 'East Bank' military facility located entirely within the city limits of New Orleans, Louisiana. NSA New Orleans 'East Bank' is being closed under the Base Realignment and Closure Act (BRAC) of 2005. According to the Base Redevelopment and Realignment Manual published March 1, 2006 by the Department of Defense (DoD), the base closure and redevelopment process is affected by many federal real property and environmental laws and regulations, along with volumes of implementing guidance. Although the process includes a seemingly sequential series of events, it is actually a series of concurrent activities that can be subdivided into three activities: The first consists of the community's redevelopment planning, environmental impact analysis activities, natural and cultural resources determinations and consultations, identification of uncontaminated property, the Military Departmentâ€s development of an Installation Summary Report that considers all property assets, market conditions, and potential disposal options, and many environmental restoration and compliance activities. The second consists of activities associated with the Military Departmentâ€s surplus property disposal decision-making and the third consists of the parcel-by-parcel disposal of the property. The NOATF serves as the primary link between the DoD, the installation, the community, and Federal and State agencies for all base closure matters. The NOATF is 'the single entity responsible for identifying local redevelopment needs and preparing a redevelopment plan for the Military Department to consider in the disposal of installation property. In this context, the term 'redevelopment plan' means a plan that (1) represents local consensus on the redevelopment with respect to the installation and (2) provides for redevelopment of the property that becomes available because of the installation closure or realignment. Scope of Services Regional and Community Goals and Objectives Since Hurricane Katrina, the City of New Orleans and its many neighborhoods have created numerous planning documents relative to the Recovery of the City. The Consultant shall be familiar with all the City plans, the District plans, and the Neighborhood plans generated for the vicinity within the NSA New Orleans 'East Bank' site. These plans include, but are not limited to the Bring Back New Orleans Plan, the Unified New Orleans Plan, the Lambert Plan and the Reinventing the Crescent Plan. Using these plans as a base, the consultant shall develop a program to evaluate community goals for the future as they relate to the potential reuse and redevelopment of the base and how it shall be developed. Community objectives and land use priorities should be studied to determine the use(s) of the base property that will maximize benefits to the region and its citizens. Integral to this program will be the solicitation of Notices of Interest from State and local governments, representatives of the homeless, and other interested parties and complying with applicable laws. The Consultant shall develop a public participation program to ascertain and insure overall community participation in the reuse planning effort utilizing interviews and public meetings to solicit input. As part of this effort, the consultant should provide a proposed program and schedule for ensuring broad based public participation and input to the reuse planning process including presentations of the final product. Data Collection and Analysis Utilities, Personal Property Inventory, Environmental Analysis Working with existing Navy data as a starting point, not to duplicate information provided by the service, create a thorough Utilities Inventory and Analysis for the wide variety of utility systems found throughout the base, including, but not limited to, water and sewer systems, gas and electric systems, and telecommunications systems. Respondent should review the Environmental Condition of Property Report prepared by the Department of the Navy and any other reports relative to the site prepared by a military department, the City of New Orleans, or the State of Louisiana. Regional Economic Profile and Market Analysis The consultant shall collect, analyze and evaluate the following, utilizing all existing and readily available data, studies and reports that pertain to the socio-economic and market conditions in the region surrounding NSA New Orleans 'East Bank'. This regional analysis should include the following items: 1) Population demographics, 2) Economic status, 3) Residential characteristics, 4) Transportation/Access, 5) Employment data and workforce skills, 6) Major employers, 7) Recreational facilities, 8) Industry types. The data review should result in an initial analysis of the strengths, weaknesses, opportunities and threats (S.W.O.T.) as they relate to the social and economic conditions in the region and market conditions impacting various redevelopment scenarios. It will determine economic needs and trends. The study will provide a baseline market forecast which outlines strategic development opportunities, unique assets, and potentially suitable industrial sectors and determine the local, regional and national context of opportunities. Alternative Reuse Strategies The consultant shall prepare at a minimum three (3) reuse/redevelopment alternatives based upon the results of the data collection and analyses, community reuse goals and objectives, and the redevelopment potential for the existing facilities and undeveloped areas. Provide a baseline market forecast which outlines strategic development opportunities, unique assets and liabilities, potentially suitable land parcels and determine the local, regional and national context of opportunities and constituents. The option would incorporate the development constraints, as well as the land use and community compatibility constraints of adjacent land uses, particularly the existing land uses surrounding the base. The components of the plan shall consider and include: 1) Cost-benefit analysis, 2) Job creation, 3) Tax revenue generation, 4) Impacts to adjoining land uses, 5) Land use and zoning requirements, 6)Environmental conditions, geological constraints, historic and archeological conditions, 7) Infrastructure demand, 8) Benefit to the community, 9) Financial feasibility and economic viability After review and input from the NOATF and the public, the consultant shall be responsible for developing one (1) recommended plan. Recommended Reuse/Redevelopment Plan The consultant shall prepare one (1) recommended reuse plan based upon the findings outlined above and as determined by the NOATF. Components of the plan shall include: 1) General land use and circulation plan, 2) Develop action/implementation plan, 3) Capital improvement plan, including infrastructure requirements & constraints, 4) Funding plan outlining investment requirements and sources of funding, 5) Property Disposal Strategy, 6) Review environmental remediation requirements and the impact on development phasing, 7) Zoning policies and regulations including new hurricane standards, coastal zone management, flood management. Homeless Assistance Submission Consultant shall collect, assemble, review and verify documentation required to meet the Homeless Assistance Completeness Review required by HUD and under BRAC law. This should include, but not be limited to the following: 1) Documentation of outreach to Homeless Assistance Providers, 2) Information about homeless in the vicinity of the installation, 3) Notices of Interest, 4) Legally Binding Agreements, 5) Balance between economic redevelopment, other development, and homeless assistance, 6) Public comment requirements, 7) Public benefit transfer outreach.
