SPECIAL ALERT:  HURRICANE KATRINA RELIEF EFFORT

Federal Business Opportunities Synopsis General Information Document Type: Presolicitation Notice Solicitation Number: W912EE-08-O-0001 Posted Date: Oct 25, 2007 Original Response Date: Nov 26, 2007 Current Response Date: Nov 26, 2007 Original Archive Date: Jan 25, 2008 Current Archive Date: Jan 25, 2008 Classification Code: C -- Architect and engineering services Set Aside: N/A Naics Code: 541330 -- Engineering Services Contracting Office Address US Army Engineer District, Vicksburg, ATTN: CEMVK-CT, 4155 Clay Street, Vicksburg, MS 39183-3435 Description The USACE Vicksburg District intends to modify Contract No. DACW38-01-D-0005 with the URS Group, Inc. to increase the contract value by $10 million on a SOLE SOURCE BASIS under the authority provided by 10 U.S.C. 2304 (c) (1). The contract is an Ind efinite Delivery/Indefinite Quantity (IDIQ) contract for the Preparation of Design Report and Plans and Specifications (P&S) for the Construction of Houma Navigation Lock, Morganza to the Gulf of Mexico Hurricane Protection Project, Terrebonne Parish, Loui siana, New Orleans and Vicksburg Districts. Currently the contract has a value of $10 million with a base year and six option periods. The project design and P&S were near 50% completion when Hurricane Katrina made landfall in Louisiana. As a result of Hur ricanes Katrina and Rita the design flow line that governs the entire structural design of this project was significantly increased, requiring a portion of the design already complete to be substantially redesigned in order to regain the 50% complete statu s. The Vicksburg District has determined that modifying URS contract to complete the design from that point is the only reasonable means available to the Government to ensure mission requirements for completing the design of the Houma Navigation Canal Loc k and Floodgate from an economical and technical standpoint. Selection of a new firm to complete the design at this stage would result in delays that are unacceptable to local cost-sharing sponsors and additional costs associated with verification of compl eted work before assuming liability for the total design. THIS IS NOT A REQUEST FOR PROPOSAL. Notwithstanding, any firm that believes it is capable of satisfying Vicksburg Districts requirements may contact Mr. Randy Brown at 601 631-7249 for additional i nformation. A determination not to complete the requirement based on responses to this notice is solely within the discretion of the Government.
