SPECIAL ALERT: HURRICANE KATRINA RELIEF EFFORT
Notice is hereby given that The City of Mobile, Architectural
Engineering Department will receive bids for the project described as follows:
Hurricane Katrina-Cooper Riverside Park-Electrical Upgrade, City of Mobile Project Number
PR-198-0, and Watermark Design Project Number 07-5010-0044. Work includes but
is not limited to: installation of elevated main power service, demolition and
installation site lighting and power distribution, demolition and installation
of concrete and unit paver walkways, miscellaneous repairs. Sealed Bids will be
received and clocked in until 2:15 p.m. CST, Wednesday, the 28th day of
November 2007, in the office of the City Clerk, Government
Plaza Administrative
Tower, 205 Government Street, 9th Floor, Room
Number 913, Mobile, Alabama. All Bids not clocked in at the City
Clerk's Office prior to the time specified, or Bids received after the
specified time, will be automatically rejected and returned immediately,
unopened. Bids will be publicly opened and read at 2:30 p.m. CST, in the AE
Conference Room No. 558, Government Plaza, Administrative
Tower, 5th Floor.
Specifications and Drawings are on file and may be examined at the following
locations: City of Mobile, AE Department, Rm. No. 558, Government Plaza, 205
Government Street, Mobile AL 36602; Associated Builders & Contractors/Dodge
Plan Room, 755 C McRae Avenue, Mobile, AL 36606; Office of the Architect,
Watermark Design Group, 2970 Cottage Hill Road, Suite 200, Mobile, AL 36606
Documents may be obtained from the office of the Architect beginning Tuesday
November 13, 2007. A refundable deposit of $35.00 will be charged per set. Only
checks or money orders will be accepted. Under no circumstances will cash be
accepted. Please make checks or money orders payable to Watermark Design Group.
Bidders receiving a minimum of one complete set of Bid Documents shall register
with the Project Architect. Addenda will be issued to each bidder registered as
having a complete set of Bid Documents. Bidders shall use complete sets of Bid
Documents in preparing their bid. Neither the Owner nor Architect assumes
responsibility for errors or misinterpretations resulting from the use of
incomplete sets of Bid Documents. Bid Surety is required on Bids $10,000.00 or
more. A Cashier's Check drawn on an Alabama bank or Bid Bond payable to Owner,
City of Mobile,
in the amount of 5% of the Base Bid, but in no event more than $10,000.00, is
required to accompany Bid. Bid Bond must be signed or countersigned by a
licensed resident agent of the State of Alabama.
No Bid may be modified, withdrawn, or canceled for a period of sixty (60) days
after the time designated above for receipt of bids. The City of Mobile will have sixty
(60) days from the bid opening date to award contract. The City of Mobile reserves the right
to waive irregularities in the Bid and in Bidding, and to reject any or all
Bids. A Pre-Bid Conference shall be held Wednesday, November 26, 2007, at 10:00
a.m. CST, in the AE Conference Room No. 558, Government
Plaza, Administrative Tower,
5th Floor. The conference will include a walk through of the site. It is
strongly recommended that all interested Bidders and Subcontractors attend both
sessions. While attendance is not a mandatory requirement for bidding, failure
to attend will not relieve any Bidder from knowledge of discoveries that may be
made at this time. Minutes of this conference will be made as an Addendum for
the project. Bids must be submitted on the Bid Forms furnished by the Architect
or copies thereof. Bid, with Bid Security and other supporting data specified,
shall be contained in a sealed, opaque envelope, approximately 9x12 inches or
larger and be marked on the outside with the words "SEALED BID FOR HURRICANE
KATRINA COOPER RIVERSIDE PARK ELECTRICAL UPGRADE, - PROJECT NUMBER:
PR-198-05". The Bid envelope shall be clearly addressed to the Owner as
indicated on the Bid Form and include the bid date, the name, address and State
License number and classification of the Bidder issued by the State of Alabama Licensing Board
for General Contractors. All Bids of $50,000 or more must be accompanied by a
copy of the bidder's Alabama General Contractor's License firmly attached to
the outside of the bid envelope. Any bid submitted without such a license may
be rejected and returned to the bidder unopened. In addition, in large letters
on both front and back of envelope, write the following: DO NOT OPEN UNTIL
TWO-THIRTY PM, NOVEMBER 28TH, 2007. For a bid to be valid it shall be delivered
at designated location prior to time and date for receipt of Bids indicated in
INVITATION TO BID, or prior to any extension thereof issued to Bidders. After
that time no Bid will be received or withdrawn. When sent by mail, preferably
special delivery, express service, or registered mail, the sealed Bid, marked
as indicated above, shall be enclosed in another envelope for mailing such that
the exterior mailing container or envelope may be opened without revealing the
contents of the Bid. The City of Mobile, Alabama is an Equal Opportunity
Employer and requires that all Contractors comply with the Equal Employment
Opportunity laws and the provisions of the Bid Documents in this regard. The
City of Mobile also encourages and supports the
utilization of Minority Business Enterprises on these and all other publicly
solicited Bids, and shall be in compliance with the City of Mobile's Minority Utilization Plan as adopted
by the City Council.

The Harrison County Board of Supervisors, Gulfport, Mississippi,
will receive bids for: HURRICANE KATRINA DUBUISSON AND LOBUOUY ROAD REPAIRS
HARRISON COUNTY, MISSISSIPPI, at the BOARD MEETING ROOM, FIRST JUDICIAL
COURTHOUSE, GULFPORT, MISSISSIPPI, until 10:30 o'clock A.M., WEDNESDAY,
DECEMBER 12, 2007 and then at said office, bids will be publicly opened and
read aloud. Bids will be received for work required by the Contract Documents

BAY ST. LOUIS HURRICANE KATRINA UTILITY REPLACEMENT PROJECT AREA 1
BAY ST. LOUIS, MISSISSIPPI Sealed bids for the Bay St. Louis Hurricane Katrina
Utility Replacement Project Area 1 shall be received by the City of Bay St.
Louis at City Hall, 688 Highway 90, Bay St. Louis, MS 39520 until 10:00 am,
local time, December 18, 2007, at which time they will be publicly opened and
read aloud. Principal items of work are as follows: 1. Reconstruction of water,
sewer, and gas pipelines in Area 1 (bounded by Bay Oaks Drive, South Beach Blvd,
and the CSX Railroad) in Bay St. Louis, Mississippi. Contract time shall be 720
consecutive calendar days from the effective date shown in the Notice to
Proceed. Liquidated damages will be assessed in the amount of $1,700.00 for
each consecutive calendar day the work has not achieved Final Completion.
Bidder must be qualified under Mississippi Law and show current Certificate of
Responsibility issued by the Mississippi State Board of Public Contractors
establishing his classification as to the value and type of construction on
which he is authorized to bid. Each Bidder shall write his Certificate of
Responsibility Number on the outside of the sealed envelope containing his
proposal. Proposals shall be submitted in duplicate, sealed and deposited with
the City of Bay St. Louis, Mississippi prior to the hour and date hereinbefore
designated. No bidder may withdraw his bid within 90 days after the actual date
of the opening thereof. Each Bidder must submit with his proposal a separate
attachment stating his qualifications to perform the Work. The Statement of
Qualifications shall list past projects of similar size and nature, a list of
references with name and telephone number, a list of key personnel who will
perform the work, and other information supporting the bidder's qualifications.
A Pre-Bid meeting has been scheduled for December 4, 2007 at 10:00 a.m. local
time in the Conference Room of the City Council Chambers (Coast Electric
Conference Center) located at 688 Highway 90, Bay St. Louis, Mississippi. All
potential Contractors, Subcontractors, and other interested parties are invited
to attend. Awarding public contracts to non-resident Bidders will be on the
same basis as the nonresident bidder's state awards contracts to Mississippi
Contractors bidding under similar circumstances. In order to ensure that Mississippi's so-called
Golden Rule is followed state law requires a non-resident bidder to attach to
his bid a copy of his resident state's current laws pertaining to such state's
treatment of non-resident contractors. Each Bidder must deposit with his
proposal, a Bid Bond or Certified Check in an amount equal to five percent of
his bid, payable to the City of Bay St. Louis, Mississippi, as bid security.
Bidders shall also submit a current financial statement if requested by the
City of Bay St. Louis, Mississippi. The successful bidder will be required to
furnish a Payment Bond and Performance Bond each in the amount of 100 percent
of the contract amount. Contract Drawings, Contract Specifications,
Instructions to Bidders and Bidders Proposal forms are on file and open to
public inspection in the office of the City Clerk of Bay St. Louis,
Mississippi. Copies of the Instructions to Bidders, Bid Forms, Contract Drawings
and Contract Specifications may be procured at the office of the Engineer
between the hours of 8:00 A.M. and 5:00 P.M., Local Time, Monday through
Friday, upon payment of $300.00 for each set, which will not be refunded.
