891243 ADVERTISEMENT FOR BIDS REPLACEMENT OF STORM DAMAGED HEADSTART CENTER - COW ISLAND LA ST MARY PARISH - VERMILION PARISH - ST MARY COMMUNITY ACTION AGENCY Sealed Bids for the construction of Replacement of Storm Damaged Headstart Center - Cow Island LA, St Mary Parish - Vermilion Parish - St Mary Community Action Agency; will be received until 11:00 A.M., local time, on Friday, December 28, 2007, at the Main Office of the St Mary Community Action Agency, 1407 Barrow St, Franklin LA, after which the Bids will be publicly opened and read aloud. Any Bids received after the above mentioned time will be returned unopened. The project is located on Minos Road, Cow Island south of Kaplan. The general scope of this project includes the construction of a new Headstart Center to replace an existing center that was damaged by Hurricane Rita. The project includes a building of approx 7,800 sq ft, with an entry canopy of approx 1,000 sf, and approx 13,750 sf of drives and parking area. Work includes earth fill, sitework, concrete foundations, wood stud with concrete block, stucco, and metal wall panel construction, wood trusses, shingle roofing, doors, hardware, flooring, millwork, painting, plumbing, air conditioning, and electrical systems, and miscellaneous associated work. There is no demolition involved. The Owner is receiving bids for the project as a separate project and in combination with one or two other similar type centers in different communities. A voluntary pre-bid Conference will be held in Franklin and notice of the time and place will be issued by Addendum. Copies of the plans and specifications and related contract documents are on file in the St. Mary Community Action Agency office, 1407 Barrow St, Franklin LA, and at the office of Firmin Architects, Ltd, 530 Third Street, P.O. Box 972, Morgan City, Louisiana, (504/384-3094), and are open for inspection at each of these offices without charge. Contractors may obtain plans and specifications from the Architect by making a deposit of One Hundred Fifty Dollars ($150.00) for each set issued. The full amount of the deposit on the first two sets are fully refunded to each prime Bidder who submits a bona fide bid, upon return of such documents in good condition, no later than ten (10) days after receipt of bids.. Seventy-Fifty Dollars ($75) of the deposit on all other sets of documents will be refunded upon return of documents as stated above. All bids must be accompanied by bid security equal to five percent (5%) of the sum of the base bid and all alternates, made payable without condition to the Owner as a guarantee that the bidder, if awarded the contract, will promptly execute the contract documents, and must be in the form of a certified check, cashier's check or Bid Bond by a surety company licensed to do business in Louisiana, signed by the surety's agency or attorney-in-fact. Surety must be listed on the current U.S. Department of the Treasury Financial Management Service list of approved bonding companies as approved for an amount equal to or greater than the amount for which it obligates itself in the Bond, or must be a Louisiana domiciled insurance company with at least an A - rating in the latest printing of the A.M. Best's Key Rating Guide. The successful Bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount. Surety must be listed currently on the U. S. Department of Treasury Financial Management Service List (Treasury List) as approved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or owned by Louisiana residents. The Bond shall be signed by the surety's agent or attorney-in-fact. Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2163 for the classification of Building Construction. Bidder is required to comply with provisions and requirements of LA R.S.38:2212 (A)(1)(c). No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LA. R.S. 38:2214. The St. Mary Community Action Agency reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212 (A) (1)(b), the provisions and requirements of this Section, those stated in the advertisement bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.
