SPECIAL ALERT: HURRICANE KATRINA RELIEF EFFORT

 

City of Biloxi, Mississippi requests qualifications for a Program Manager for a major water, wastewater and stormwater reconstruction project. Introduction On August 29, 2005, the storm surge from Hurricane Katrina inundated the City of Biloxi damaging the city's water, sewage, and storm drainage systems. The City has coordinated with FEMA to develop projects that repair these systems, and request qualification statements from interested companies. The total estimated value of projects is over $350 million. Program Description/Scope of Services Management services are to include Design Consultant management, design review, tracking of all cost for design and construction, reporting to City, and providing construction project resident project representative (RPR) services necessary for the repair of approximately 900,000 linear feet of sewer and water main, 320,000 linear feet of storm drainage and 1,000 miles of street paving. Selection Process and Schedule of Events The City will appoint a selection committee to perform the evaluation. Each submittal will be analyzed to determine overall responsiveness and qualifications under the RPQ. The following schedule has been prepared for this project. SPECIAL ALERT: HURRICANE KATRINA RELIEF EFFORT

 

Request for Statement of Qualifications for Contract Work to Aid the Office of Pollution Control ("OPC") in Groundwater Monitoring Well Sampling The Mississippi Department of Environmental Quality ("MDEQ") seeks qualifications and proposals from qualified contractors to provide geology/engineering services for the sampling of 80 to 120 groundwater monitoring wells in the counties of Hancock, Harrison, end Jackson. MDEQ is seeking one or more contractors to perform the activities as listed below. The contractor(s) selected must successfully negotiate a contract with MDEQ. No minimum order or work is guaranteed. If one or more of the selected firms are unsuccessful in negotiating a contract or do not maintain the minimum requirements, MDEQ at its discretion may select the next ranked contractor(s) for contract negotiation. All field work must be completed before July 31, 2008, and all analyses and final reports submitted by August 31, 2008. To be considered, Qualifications must be received at MDEQ before 2:00 p.m. on May 16, 2008. Project Description Hurricane Katrina devastated much of the three coastal counties leaving unprecedented damage to buildings, structures, and vegetation. According to estimates by the Federal Emergency Management Agency ("FEMA"), United States Army Corps of Engineers ("COE"), and MDEQ, this devastation resulted in approximately 40 million cubic yards of debris in the three coastal counties of Mississippi. This amount of storm debris creates a huge burden on the state, both short term and long term with regard to disposal. The effects of Katrina created huge mixed debris piles that consisted of demolition debris, putrescible wastes, household garbage, appliances, electronics, household hazardous waste ("HHW"), furniture, clothes, vegetative debris, and other wastes. Six Class I rubbish landfills existed in the three coastal counties prior to Hurricane Katrina and were enlisted to receive mixed structural and building debris and vegetative wastes. In addition MDEQ permitted 13 emergency disposal sites to accept Class I mixed structural and building debris and vegetative wastes. In total there were 19 facilities that operated in the three coastal counties and accepted this mixed hurricane waste debris. Previously MDEQ installed a minimum of four groundwater monitoring wells at each of these sites to insure groundwater could be monitored and protected. MDEQ seeks one or more qualified contractors to provide sampling services. Work is expected to be completed in three phases. Phase I 1. Perform a site review, including history. 2. Site visit and groundwater monitoring well sampling. Phase II Analytical analyses of groundwater samples. Water quality analyses shall include analyses for metals, volatiles, semi-volatiles, and herbicides/pesticides following all EPA and MDEQ requirements and guidelines and sample procedures. Phase III 1. Compilation and submittal of the analytical testing results to MDEQ in both hard copy and electronic forms; 2. Written report outlining findings, comparison to MDEQ's Tier 1 Target Remediation Goals (TRG) table, conclusions and any additional recommendations regarding findings. This represents MDEQ's best estimate of the level of effort for this work. Information and work for MDEQ is expected to be held confidential by the successful applicant(s). Work outputs and products are to become property of MDEQ and will not be transferable to any other entity without prior written permission from MDEQ. Specifications All field work must be completed by July 31, 2008, and follow the EPA Environmental Investigations Standard Operating Procedures and Quality Assurance Manual ("EISOPQAM"). All wells were of permanent installation techniques and of suitable materials. 1. Statement of Qualifications shall include detailed information regarding the title of firm, staff, address, telephone, fax, e-mail, and sufficient documentation to address selection criteria. 2. Statement of Qualifications shall Include written documentation demonstrating that applicant(s) has a Professional Engineers license or Professional Geologist license, monitoring well installation and groundwater sampling experience, knowledge of EPA groundwater monitoring well standards, and familiarity of EPA's Standard Operating Procedures and Quality Assurance Manual. 3. Additional geology experience and work may be required in the processing of submissions. 4. MDEQ expects the selected applicant(s) to be paid a flat rate per well. Well depths are typically 20 to 50 feet. All terrain equipment may be necessary at some locations. 5. MDEQ has the discretion to select one or more applicants, based upon its review of qualifications. 6. The SOQ will not be held confidential and will be considered public information. 7. To be considered, the Statement of Qualiifications must be received at MDEQ before 2:00 p.m. on May 16, 2008.
