Army Corps of Engineers, Hurricane Protection Office, is seeking SMALL BUSINESS firms to supply and deliver an estimated 25,594,000 tons of earthen clay for up to 3 levee reaches, two in Saint Bernard Parish and one in New Orleans East. The Government has an overall programmatic need for over 100 million cubic yards of earthen clay material to construct the Greater New Orleans Hurricane and Storm Damage Risk Reduction System. All projects are located in the following Southern Louisiana parishes: Jefferson, Orleans, Plaquemines, St. Bernard, and St. Charles. Award is subject to availability of funds and contingent upon obtaining an executed Project Partnership Agreement (PPA) with the Non-Federal sponsor. By way of example, Non-Federal sponsors are local entities such as state agencies or levee boards. This requirement is mandated by Congress. This synopsis hereby notifies you that the PPA may impact contract award. In addition, you are notified of the Governments obligation to perform an environmental assessment under the alternative NEPA arrangements implemented by the USACE with concurrence from CEQ. You will be required in the supply contract solicitation to complete an environmental checklist necessary for the Government to perform its assessment and issue an Individual Environmental Report on all proposed borrow sites if said assessment and IER has not already been performed. This requirement is to supply and deliver an estimated 25,594,000 tons of specified earthen clay material. The Government solicits a capability statement from all qualified construction companies. All civil works construction projects are located in Southern Louisiana. Work falls primarily within the NAICS Subsector 237, particularly 237990, but 236210 and 238 specialty trades could be required as well for certain projects or portions thereof. Improvements to the HSDRRS are in progress and the portion of the effort addressed in this Sources Sought synopsis consists of approximately 200 projects ranging from $1,000,000 to $750,000,000 in estimated construction costs, if each were bid separately. Approximately 134 contracts are scheduled to be awarded in calendar year 2009 for a total estimated construction cost within the range of $5,000,000,000 and $10,000,000,000. Reponses received from industry will be used to determine industrys capacity to complete the system on schedule (by 1 June 2011) in an environment of multiple competing forces working to rebuild the Gulf Coast during the next three years. Information will be used to determine whether separately bidding or combining projects will best attract qualified industry members to compete. The responses to this Sources Sought will help determine the appropriate acquisition decisions regarding the type of procurement, size of contracts and the number of contracts to be utilized to obtain construction services for improving HSDRRS. The projects features include heavy construction work for levees, floodwalls, pump stations construction or enlargement, culverts, U-frame canal work, concrete or stone armoring, fore shore protection, etc. Some projects will include steel or concrete pile driving; dredging and backfilling of flotation channel access; installing navigation aids; construction of new pedestrian bridges; elevation of mechanical, electrical and structural components in existing pump stations. Access to the jobsites may consist of both land and water access depending on the project in question. Some projects (i.e. pile driving, concrete placement, etc.) may require construction of a temporary work platform over/within the discharge basin. TERREBONNE PARISH CONSOLIDATED GOVERNMENT DEPARTMENT OF PLANNING AND ZONING Request for Statements of Qualifications and Cost Proposals Hazard Mitigation Grant Program/Project #1607-109-002 (Hurricane Katrina) Asbestos Inspection Services Required in the Acquisition of Properties to be Mitigated The Terrebonne Parish Consolidated Government, Department of Planning and Zoning has received authorization to implement its Hazard Mitigation Grant Program, #1607-109-002 (Hurricane Katrina) to reduce or eliminate flood damages to qualifying repetitive loss and/or substantially damaged residential structures in high flood-prone areas of the Parish. The Parish is interested in procuring the services of a certified asbestos building inspection firm to conduct residential asbestos inspections on four (4) properties to be acquired by the Terrebonne Parish Consolidated Government in the completion of its Hurricane Katrina Hazard Mitigation Grant Program. The procedures for the selection of the firm will be in accordance with the procurement requirements of the Federal Emergency Management Agency (FEMA) and the Terrebonne Parish Consolidated Government. All responses received will be evaluated in accordance with the selection criteria and corresponding point system, which is identified in the request for statements of qualifications and cost proposals package. That package also identifies the scope of services to be performed by the selected firm. The Parish will award the contract to the firm obtaining the highest score in the evaluation process.
