The Military Department, State of Louisiana hereby calls for Sealed Bid Proposals for Stabilization of the 1917 Cadillac, Jackson Barracks Military Museum, Camp Beauregard, Pineville, LA until 2:00 p.m. on Tuesday, August 12, 2008. A scope of work has been developed by FEMA for stabilization of the 1917 Cadillac, which was under 13 feet of Hurricane Katrina flood waters at Jackson Barracks in New Orleans, LA for three weeks. Base bid work scope includes construction of a New High School Complex on a partially prepared site. Area of enclosed buildings included in Base Bid is approximately 436,000square feet. Base Bid includes a 3-Story Academic Building, an Activities Wing housing 2Gymnasiums, Cafeteria, Band and Choral Practice Areas, R.O.T.C. Facilities, Agri-Business, Welding and Auto Mechanics Shops. A Varsity Football Field House is included in Base Bid. Majority of structures are structural steel framed with non-load bearing masonry curtain walls. Roof structures to be steel trusses and bar joists at one-story wings with long spans and lightweight steel trusses at sloped roof at Academic Wing. Field House and Shop Buildings to be framed with Pre-Engineered Metal Building Systems. Roofing systems include asphalt shingles, PVC roofing, modified bituminous roofing and standing seam metal roofing. Exterior wall systems at upper portion of high-bay structures tube insulated core metal wall panels with structural cold formed metal framing back-up. Base Bid work scope includes site work and site utilities, landscape work and related irrigation systems, sports fields, water source heat pump HVAC systems, DX heat pumps at certain buildings, plumbing systems, fire protection sprinkler system with fire pump and complete electrical/auxiliary systems. Four Alternates require additional work scopes follows: Additive Alternate No.1: Add Tornado Shelters(harden walls, roofs and all penetrations at certain Base Bid areas). Spectator seating to be partially poured on grade concrete bleachers with aluminum seats and partially (majority) prefabricated aluminum bleachers. HURRICANE KATRINA SIGN REPLACEMENT FOR FEDERAL AID ROADS SURFACE TRANSPORTATION PROGRAM PROJECT NO. ER-0030-00(028) LPA /104912-701000 Sealed bids will be received by the City of Bay St. Louis, Mississippi until 10:00 a.m., local time, on July 31, 2008, for the Hurricane Katrina Sign Replacement for Federal Aid Roads, Surface Transportation Program Project No. ER-0030-00(028)LPA/104912/701000. The contract time is 75 consecutive calendar days. Plans, contract documents and special provisions and proposal forms are on file for public inspection in the office of the City of Bay St. Louis, 688 Highway 90, Bay St Louis, MS 39520 and in the office of Neel-Schaffer, Inc., Post Office Box 1487, Hattiesburg, MS 39403-1487 (704 Hardy Street, Telephone No. 601-545-1565). One copy of the contract documents and special provisions together with the contract plans maybe procured from Neel-Schaffer, Inc. upon payment of $100.00, none of which is refundable. The attention of bidders is directed to the Special Provisions governing selection and employment of labor. Minimum wage rates for Federal-Aid projects have been predetermined by the Secretary of Labor and are subject to Public Law 87-581 Work Hours Act of 1962, as set forth in the Special Provisions. Minimum wage rates for all other projects have been predetermined and set forth in advertised specifications. The City of Bay St. Louis hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The 2004 Edition of the Mississippi Standard Specifications for Road and Bridge Construction, adopted by the Mississippi Department of Transportation, as referred to herein, may be purchased from the Mississippi Department of Transportation. Each bidder must deposit with his proposal a bid bond or certified cheek in an amount equal to five percent of his bid, payable to the City of Bay St. Louis, Mississippi as bid security. The successful bidder will be required to furnish a contract bond in the amount of 100 percent of the contract amount. Both bonds shall be signed or countersigned by a Mississippi Resident Agent. The bidder must agree to commence work on or before a date to be specified in a written "Notice to Proceed" of the Owner and to fully complete the project within 75 consecutive calendar days. The bidder must also agree to pay as liquidated damages the sum specified in the Standard Specifications per day for each calendar day after the 75 consecutive calendar days that work is not completed. Bidders are hereby notified that award will not be made to any bidder submitting a proposal involving omissions or irregularities outlined in Section 102 of the 2004 Edition of the Standard Specifications for Road and Bridge Construction, or accompanied by letters qualifying any manner the conditions under which the proposal is tendered.
