The Chalmette National Cemetery is located in St. Bernard Parish in the New Orleans metropolitan area. The base price is divided into three categories of work/Contract Line Items Numbers: 0001 Repair collapsed Walls, 0002 Repair of Standing Walls and 0003 Miscellaneous Masonry Repairs. In addition to the base price there is one Option Item/Option A: Masonry Repointing of the existing cemetery wall. Category 1 will replace 27%, or approximately 1,683 linear feet of masonry perimeter wall that has collapsed. Category 2 will repair/reconstruct 438 linear feet of sections of wall where the tilt or lean of the wall has increased resulting in an unstable condition. Treatment will consist of salvaging and cleaning fallen brick for reuse, reconstructing the fallen sections of wall, in-kind, using salvaged brick and high lime mortar, reproducing the form dimensions, layout, coursing, and joint treatment of the existing wall. Included is the removal of the existing foundation wall which will be replaced with new concrete footings on compact structural fill. Category 3 includes approximately 175 linear feet of masonry curb, culvert headwall and incidental repair as well as selective re-pointing of deteriorated mortar damage, missing coping bricks and damaged piers. All work will be performed under a single contract. Type of Procurement: A negotiated firm-fixed-price contract will be awarded requiring submission of both a technical and a price proposal. Proposed issue date is on/or about July 30, 2008. NAICS Code: 236220, Size Standard $31.0 Million Title of Project: Repair Historic Chalmette National Cemetery Masonry, Border Walls and Curbs. This project will be to repair the extensive damage sustained as a result of Hurricane Katrina and the associated flooding that followed. The Chalmette National Cemetery is located in St. Bernard Parish in the New Orleans metropolitan area. The base price is divided into three categories of work/Contract Line Items Numbers: 0001 Repair collapsed Walls, 0002 Repair of Standing Walls and 0003 Miscellaneous Masonry Repairs. In addition to the base price there is one Option Item/Option A: Masonry Repointing of the existing cemetery wall. Category 1 will replace 27%, or approximately 1,683 linear feet of masonry perimeter wall that has collapsed. Category 2 will repair/reconstruct 438 linear feet of sections of wall where the tilt or lean of the wall has increased resulting in an unstable condition. Treatment will consist of salvaging and cleaning fallen brick for reuse, reconstructing the fallen sections of wall, in-kind, using salvaged brick and high lime mortar, reproducing the form dimensions, layout, coursing, and joint treatment of the existing wall. Included is the removal of the existing foundation wall which will be replaced with new concrete footings on compact structural fill. Category 3 includes approximately 175 linear feet of masonry curb, culvert headwall and incidental repair as well as selective re-pointing of deteriorated mortar damage, missing coping bricks and damaged piers. All work will be performed under a single contract. Type of Procurement: A negotiated firm-fixed-price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability and will then select the contractor whose proposal represents the best value to the government. Construction cost for this project is estimated to be in the range of $3,000,000 to $4,500,000. Time for completion will be approximately 365 calendar days. Proposal receipt date is approximate; the actual date will be established at the time proposal documents are available. Offers will be considered from all responsible and responsive offerors.
