This procurement will be a HubZone Set-Aside, Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC) with a base year and an option to extend for two additional years. Multiple contracts may be awarded. The ceiling amount of this MATOC pool is $500,000,000.00. Individual task orders issued under this MATOC are expected to be in the range of $10,000,000.00 - $50,000,000.00. Each individual task order will be competed amongst all awardees. Task Orders may include construction civil work projects in Southern Louisiana, that are expected to include, but not limited to, heavy construction work for levees, floodwalls, pump station construction or enlargement, roads, floodwalls, culverts & U-Frame canal work, concrete bridge work, earthen channel enlargement & concrete lining, concrete or stone armoring, foreshore protection, etc. Accomplishment of this mission is anticipated to include, but is not limited to, general construction capabilities via a rapid response program. The NAICS code for this proposed acquisition is 237990. The Product Service Codes is Y299. The control number for this notice is W912P8-09-SS-0006. The Government will use responses to this Sources Sought notice to make appropriate decisions regarding construction methodologies and duration to improve Louisianas Hurricane Storm Damage Risk Reduction System (HSDRRS) for construction services for the New Orleans East Levee, South Point to CSX Railroad, LPV 109.02a, Orleans Parish, LA. The U.S. Army Corps of Engineers, Hurricane Protection Office solicits a Capability Statement from all interested parties.

This project is located in Orleans Parish along the eastern border of Bayou Savage Wildlife Refuge from South Point to the CSX Railroad. Government regulations require project completion by June 1, 2011. Construction solicitation is anticipated to be issued in March 2010.

The proposed improvements will consist of raising the existing 7.5 miles of levee (elevations ranging from 13 to 19 feet) approximately 6 feet to meet the HSDRRS hundred year level of protection. Design guidelines preclude degradation of the levee at anytime during construction. The current construction methodology is to shift the levee centerline west approximately 60 feet toward the protected side. The new levee will be constructed in 5-6 stages utilizing approximately 2.5M cubic yards of earthen borrow material. The levee section will be stabilized with High Strength Geotextile and to decrease levee construction time. The foundation soil consolidation rate will be accelerated by installing Prefabricated Vertical Drains. This process will also accelerate the increase in the foundation shear strengths. The new levee will have a 10-ft wide crown and a 120-ft to 175-ft wide, protected side stability berm. Floodside wave/stability berms will be predominantly formed out of the existing levee section. The estimated range of the magnitude of construction of this project is $250M to $500M. The resultant contract is anticipated to be one (1) firm fixed-price construction contract.

Firms responding to this announcement are requested to submit responses consisting of appropriate documentation, literature and brochures providing responses addressing the following items, numbers 1 through 5.

Provide examples of projects which were successfully executed while containing costs and maintaining schedules.

5. Local Market Knowledge: Describe your experience with construction projects in the New Orleans area or within a 500 mile radius. Describe your knowledge of and experience with local material markets, subcontractors and the general labor market.

The NAICS code for this requirement is 237990. This is an UNRESTRICTED procurement. The estimated magnitude of construction cost is between $250,000,000 and $500,000,000.

The U.S. Army Corps of Engineers (USACE), Hurricane Protection Office intends to issue a solicitation for preconstruction services and construction option(s) for Levee Improvements to the Chalmette Loop Levee, Reach LPV 145 in St. Bernard Parish, LA. The solicitation will be a Request for Proposal for a Firm Fixed-Price Base with a Fixed Price Incentive option requirement in accordance with FAR SubPart 16.403 utilizing Early Contractor Involvement (ECI) also known as Construction Manager at Risk. The project is critical to the Hurricane Storm Damage Risk Reduction System (HSDRRS) and must be completed by June 1, 2011.

The levee system is an essential component of the New Orleans HSDRRS in St. Bernard Parish. LPV 145 is a levee segment located between Bayou Bienvenue and LPV 144 (Bayou Dupre), from station 370+00 to 703+98, approximately 34,000 LF. This portion of the loop levee is only accessible by boat. The existing levee elevation is approximately 20.0, and was constructed as part of Task Force Guardian. The project will construct a new T-wall to elevation varying from 31.5 to 29.0. The new walls will tie in to the Inner Harbor Navigation Canal Lake Borgne Barrier on the west at approximate station 405+00, and to the LPV 144 (Bayou Dupre) sector gate structure on the east at approximate station 703+98.The reach includes six gas pipelines that will require relocation.

Evaluation will be based on the Tradeoff Process (Best Value Continuum) in accordance with FAR SubPart 15.101-1 and Source Selection SubPart 15.3. The evaluation criteria consists of four (4) Technical (non-cost) factors, each of which has additional sub-factors for evaluation and Price. The Technical (non-cost) factors, listed in descending order of importance, are: (1) Technical Experience; (2) Past Performance; (3) Preconstruction Services Plan; and (4) Construction Approach. Technical (non-cost) factors when combined are significantly more important than Price. The basis of award will be made to the Offeror who provides the best value to the Government. The resulting award will be a contract that includes a Firm Fixed-Price Base portion for the preconstruction services and Fixed Price Incentive Option for the construction phase.

Extent of participation of small businesses (SB), small disadvantaged businesses (SDB), women-owned small businesses (WOSB), veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and minority institutions on the proposed contract are measured as a percentage of the total planned subcontracting dollars. The selected firm, if a large business firm, must comply with FAR Subpart 52.219-9 regarding the requirement for submitting and negotiating a subcontracting plan. The subcontracting goals for this District are: (1) at least 70.00% of the subcontract amount be placed with SBs, which include SDBs and WOSBs; (2) at least 6.2% of the subcontract amount be placed with SDBs; (3) at least 7.0% of the subcontract amount be placed with WOSBs; (4) at least 9.8% for HUBzone SB; (5) 3.0% for VOSB; and (6) at least 0.9% for SDVO SB.

Department of Homeland Security (DHS) is planning a procurement for "National Security/Emergency Preparedness (NS/EP) Scientific, Engineering, and Technical Assistance (SETA)" for the National Communications System (NCS). SETA support will be required under three task areas: 1) Operations Support; 2) NS/EP Communications Support; and 3) Government and Industry Interface Support.

 

Sources will be required to possess in-depth knowledge of NS/EP communications policies and programs; as well as project planning, program management, and technical and operations support.

 

Utilizing full and open competition, the award of multiple indefinite delivery/indefinite quantity (ID/IQ) contracts under Federal Acquisition Regulation (FAR) Part 15 source selection procedures is contemplated. The resultant ID/IQ contracts will include a one-year base period with four one-year options.
