The Department of Public Works, Town of

Sterling, requests

proposals for the following:

 

TREE PRUNING, DEBRIS REMOVAL AND GRINDING

SERVICES

 

The Town of Sterling Department of Public

Works is accepting sealed proposals from

contractors to perform services in

connection with Storm Damaged Tree Pruning,

Debris Removal, and Grinding Services.

Proposal packages and equipment

specifications may be examined and obtained

at the Town of Sterling Department of

Public Works, 171 Worcester Road, Sterling

MA between the hours of 7:00am - 3:30pm,

Monday - Friday beginning on February 27,

2009. All proposals shall be clearly marked

"Proposals for Storm Damaged Tree Services"

in sealed envelopes and will be received at

the Sterling Department of Public Works,

171 Worcester Road, Sterling, MA until

10:00am local time on Wednesday, March 25,

2009 at which time said proposals will be

publicly opened and read aloud. The

awarding authority is the Town of Sterling

Board of Public Works.

 

The work includes the collection, hauling

and grinding of trees, tree limbs, logs,

brush, and root balls located on public

rights-of-way and public property resulting

from the December 11, 2008 Ice Storm.

 

Each proposal shall be accompanied by a

security in the form of a certified,

treasurer or cashier's check, bid bond, or

cash in the amount of 5 percent of the

value of the estimated proposal.

 

The awarded contractor must furnish 100

percent Performance Bond with a surety

company acceptable to the Owner.

 

Contract time for the project shall be 30

calendar days commencing 10 days following

the effective date of the Agreement.

 

Minimum Wage Rates as determined by the

Commissioner of Department of Labor and

Industries under the provision of the

Massachusetts General Laws, Chapter 149,

Sections 26 to 27D, as amended, apply to

this project. It is the responsibility of

the contractor, before proposal opening, to

request if necessary, any additional

information of Minimum Wage Rates for those

trades people who may be employed for the

proposed work under this contract.

 

No company may withdraw his proposal for a

period of thirty days, excluding Saturdays,

Sundays, and legal holidays, after the

actual date of the opening proposals.

 

Complete instructions for filing Proposals

are included in the Proposal

Specifications.

 

The Proposals and award of the Contract

shall be in full compliance with Sections

39M Inclusive of Chapter 30 of the General

Laws of the Commonwealth of Massachusetts

as last revised.

 

The contract for this proposal will be

awarded to the lowest responsible and

eligible contractor. The Town of Sterling

reserves the right to reject any or all

proposals in the best interest of the Town.

The NAICS code for this requirement is 237990. This is an UNRESTRICTED procurement. The estimated magnitude of construction cost is between $250,000,000 and $500,000,000.

The U.S. Army Corps of Engineers (USACE), Hurricane Protection Office intends to issue a solicitation for preconstruction services and construction option(s) for Levee Improvements to the New Orleans East Back Levee, Reach LPV 111 in Orleans Parish, LA. The solicitation will be a Request for Proposal for a Firm Fixed-Price Base with a Fixed Price Incentive Option requirement in accordance with FAR SubPart 16.403 utilizing Early Contractor Involvement (ECI) also known as Construction Manager at Risk. The project is critical to the Hurricane Storm Damage Risk Reduction System and must be completed by June 1, 2011.

This requirement is an essential component of the New Orleans Hurricane Protection System in Orleans Parish. Reach LPV 111 is an earthen levee which is adjacent to the north side of the GIWW starting at the eastern terminus of the concrete I-Wall just east of Michoud Canal at approximate Sta. 1342+74 running east to Sta. 1105+50. From there, the levee section turns north and terminates at Sta. 1061+13 at the south wall of the CSX Railroad Gate, a total length of approximately 28,161 feet or 5.3 miles. Included therein is a T-Wall from approximate Sta. 1242+04 to Sta. 1235+51 with three 72 inch discharge pipes from Pump Station No. 15 that pass through the stem of this structure. New T-Walls were recently constructed at each end of the pump station. Also included is the construction of a new concrete T-wall near the west end of LPV 111.01, as well as the construction of the tie in structure that will provide permanent protection at the tie-in point of the IHNC surge wall. This option includes approximately 1000 of new T-wall bringing the new protection elevation to EL 32.0. The approximate stations of the new T-wall are from Sta. 1342+74 to sta. 1352+74, with the tie-in structure extending approximately 100 feet past to sta. 1353+74.

The existing earthen levee sections are at El. 19.5 and were restored to this elevation following extensive degradation from Hurricane Katrina. This project involves raising the existing earthen levee to elevation varying from El. 28.0 to El. 31.5, as well as constructing new T-wall to a new protection elevation of EL 32.0. In order to accomplish the embankment construction while keeping the footprint of the levee within the existing right of way, the foundation will have to be strengthened by a Deep Soil Mixing (DSM) method. The Contractor will need to closely coordinate with the AE designer of both the levee section and the T-Wall section. The Contractor will also need to coordinate with the design and construction of improvements to the CSX Railroad gate on the Northeast end of the project and to any improvements that may be in progress at the west end of the project. LPV 111.02, and the Inner Harbor Navigation Canal floodwall.

Evaluation will be based on the Tradeoff Process (Best Value Continuum) in accordance with FAR SubPart 15.101-1 and Source Selection SubPart 15.3. The evaluation criteria consists of four (4) Technical (non-cost) factors, each of which has additional sub-factors for evaluation and Price. The Technical (non-cost) factors, listed in descending order of importance, are: (1) Technical Experience; (2) Past Performance; (3) Preconstruction Services Plan; and (4) Construction Approach. Technical (non-cost) factors when combined are significantly more important than Price. The basis of award will be made to the Offeror who provides the best value to the Government. The resulting award will be a Firm Fixed Price base portion for the preconstruction services and Fixed Price Incentive Option the construction phase.

Extent of participation of small businesses (SB), small disadvantaged businesses (SDB), women-owned small businesses (WOSB), veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and minority institutions on the proposed contract are measured as a percentage of the total planned subcontracting dollars. The selected firm, if a large business firm, must comply with FAR Subpart 52.219-9 regarding the requirement for submitting and negotiating a subcontracting plan. The District Small Business participation goals are: (1) at least 70.00% of the subcontract amount be placed with SBs, which include SDBs and WOSBs; (2) at least 6.2% of the subcontract amount be placed with SDBs; (3) at least 7.0% of the subcontract amount be placed with WOSBs; (4) at least 9.8% for HUBzone SB; (5) 3.0% for VOSB; and (6) at least 0.9% for SDVO SB.

Description and Specifications: The Illinois Terrorism Task Force is the Homeland Security body for the State of Illinois. One of our main responsibilities is insuring citizens in the State of Illinois to be prepared for any types of disaster, man-made or natural. The PSA’s will be used to better educate the public on emergency preparedness, family communications, homeland security and building an emergency kit. This contract also would allow us to change the PSA message if we choose. The Illinois Broadcaster’s Association is the only statewide organization of TV and radio stations in the state and the only entity that can offer us the air time statewide at a fraction of the cost of regular advertising. The members of the IBA do not compete with the IBA, but are partners with IBA. IF THIS REQUEST IS DENIED, the agency will not be able to afford to air the preparedness messages that the Illinois Terrorism Task Force and the Illinois Emergency Management Agency believe is important to public safety, especially in the wake of disasters like Katrina that demonstrated lack of preparedness. While there are other methods of trying to reach the public like brochures, web sites, etc. it is commonly understood that the single best methods is TV and radio.

Summary: EarthScope is an Earth science program to explore the 4-dimensional structure of the North American continent. The EarthScope Program provides a framework for broad, integrated studies across the Earth sciences, including research on fault properties and the earthquake process, strain transfer, magmatic and hydrous fluids in the crust and mantle, plate boundary processes, large-scale continental deformation, continental structure and evolution, and composition and structure of the deep-Earth. In addition, EarthScope offers a centralized forum for Earth science education at all levels and an excellent opportunity to develop cyberinfrastructure to integrate, distribute, and analyze diverse data sets.

The EarthScope facilities, consisting of the Plate Boundary Observatory (PBO), the San Andreas Fault Observatory at Depth (SAFOD), and the USArray, are a multi-purpose array of instruments and observatories that greatly expands the observational capabilities of the Earth Sciences and permits us to advance our understanding of the structure, evolution and dynamics of the North American continent.

This Solicitation calls for single or collaborative proposals to conduct scientific research associated with the EarthScope Facility and support activities that further the scientific and educational goals of EarthScope.

Nature of Work/Contract Title: Conference Planner for 2009 Office of Emergency Preparedness.

Description of Work: The Minnesota Department of Health is seeking a Minnesota-based conference management organization to assist with a full range of services required to plan, administer, and implement the 2009 Ready to Respond: Emergency Preparedness Conference. The conference is scheduled for May 2009, and will be held at a north Metro location. Anticipated conference attendance is 200-250 participants. Sample tasks include, managing the budget and tracking expenses; developing promotional materials and coordinating printing; managing participant registrations; conference day on-site coordination;coordinating conference evaluation work.

Estimated Cost: $5,001 - $25,000
