Sealed bids for the construction of RE-ROOFING OF STORM DAMAGED APARTMENT BUILDINGS for the White Castle Housing Authority, White Castle, LA, will be received until 3:00 P.M., local time, on Tuesday, March 31, 2009, at which time and place all bids will be publicly read aloud. The Work includes but is not limited to all labor, materials, equipment, etc., for the reproofing of certain storm damaged apartment buildings at the housing authority.

Copies of the plans and specifications and related contract documents are on file at the office of the Housing Authority Office at 55050 Veterans St., White Castle, and the office of Firmin/Dugas Architects, Ltd, 530 Third Street, P. O. Box 972, Morgan City, Louisiana (985/384-3094) and are open for inspection at each of these offices without charge. Contractors may obtain plans and specifications from the Architect by making a deposit of Fifty Dollars ($50.00) for each set issued. The full amount of the deposit will be refunded to each Contractor upon return of such documents in good condition. The deposit for those not returned in usable condition will not be refunded.

Attention is called to the insurance requirements and to the provisions for equal employment opportunity, and payment of not less than the minimum wages that must be paid on this project set forth in the Specifications. This project is funded under the Capital Fund Program of the U.S. Dept. of Housing and Urban Development.

EMPLOYMENT OF FEMALE AND/OR MINORITY INDIVIDUALS AND SUB-CONTRACTORS. The attention of the Contractor(s) proposing to submit a bid on this project is expressly called to the interest and desire of the Housing Authority, that female and minority individuals, particularly those residing in or near the housing developments of the Authority, be given preference for positions of new employment.

Each proposal must be accompanied by a bid bond or certified check equal to at least five percent (5%) of the amount bid, and made payable without condition to the Owner as a guarantee that the bidder, if awarded the contract, will promptly enter into a contract for the project. The bid security of all bidders, except three lowest, will be returned promptly after the canvas of bids. The successful bidder will be required to furnish a performance and payment guarantee as indicated in the specifications. No proposals shall be withdrawn for a period of 45 days subsequent to the opening of bids without the consent of the Housing Authority of the Town of White Castle, LA.

Any contractor and/or sub-contractor whose bid exceeds $50,000.00 shall be licensed in accordance with current statutes of Louisiana Law. The Housing Authority reserves the right to reject any or all bids or to waive informalities in the bidding.

Synopsis: Added: Feb 03, 2009 6:10 pm The NAICS code for this requirement is 237990. This is an UNRESTRICTED procurement. The estimated magnitude of construction cost is between $100,000,000 and $250,000,000.

The U.S. Army Corps of Engineers (USACE), Hurricane Protection Office intends to issue a solicitation for preconstruction services and construction option(s) for Levee Improvements to the New Orleans East Back Levee, Reach LPV 111 in Orleans Parish, LA. The solicitation will be a Request for Proposal for a Firm Fixed-Price Base with a Fixed Price Incentive Option requirement in accordance with FAR SubPart 16.403 utilizing Early Contractor Involvement (ECI) also known as Construction Manager at Risk. The project is critical to the Hurricane Storm Damage Risk Reduction System and must be completed by June 1, 2011.

This requirement is an essential component of the New Orleans Hurricane Protection System in Orleans Parish. Reach LPV 111 is an earthen levee which is adjacent to the north side of the GIWW starting at the eastern terminus of the concrete I-Wall just east of Michoud Canal at approximate Sta. 1342+74 running east to Sta. 1105+50. From there, the levee section turns north and terminates at Sta. 1061+13 at the south wall of the CSX Railroad Gate, a total length of approximately 28,161 feet or 5.3 miles. Included therein is a T-Wall from approximate Sta. 1242+04 to Sta. 1235+51 with three 72 inch discharge pipes from Pump Station No. 15 that pass through the stem of this structure. New T-Walls were recently constructed at each end of the pump station.

The existing earthen levee sections are at El. 19.5 and were restored to this elevation following extensive degradation from Hurricane Katrina. This project involves raising the existing earthen levee to elevation varying from El. 28.0 to El. 31.5. In order to accomplish the embankment construction while keeping the footprint of the levee within the existing right of way, the foundation will have to be strengthened by a Deep Soil Mixing (DSM) method. The Contractor will need to closely coordinate with the AE designer of both the levee section and the T-Wall section. The Contractor will also need to coordinate with the design and construction of improvements to the CSX Railroad gate on the Northeast end of the project and to any improvements that may be in progress at the west end of the project. LPV 111.02, and the Inner Harbor Navigation Canal floodwall.

Evaluation will be based on the Tradeoff Process (Best Value Continuum) in accordance with FAR SubPart 15.101-1 and Source Selection SubPart 15.3. The evaluation criteria consists of four (4) Technical (non-cost) factors, each of which has additional sub-factors for evaluation and Price. The Technical (non-cost) factors, listed in descending order of importance, are: (1) Technical Experience; (2) Past Performance; (3) Preconstruction Services Plan; and (4) Construction Approach. Technical (non-cost) factors when combined are significantly more important than Price. The basis of award will be made to the Offeror who provides the best value to the Government. The resulting award will be a Firm Fixed Price base portion for the preconstruction services and Fixed Price Incentive Option the construction phase.

Extent of participation of small businesses (SB), small disadvantaged businesses (SDB), women-owned small businesses (WOSB), veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and minority institutions on the proposed contract are measured as a percentage of the total planned subcontracting dollars. The selected firm, if a large business firm, must comply with FAR Subpart 52.219-9 regarding the requirement for submitting and negotiating a subcontracting plan. The District Small Business participation goals are: (1) at least 70.00% of the subcontract amount be placed with SBs, which include SDBs and WOSBs; (2) at least 6.2% of the subcontract amount be placed with SDBs; (3) at least 7.0% of the subcontract amount be placed with WOSBs; (4) at least 9.8% for HUBzone SB; (5) 3.0% for VOSB; and (6) at least 0.9% for SDVO SB.

Solicitation is anticipated to be issued on or about February 18, 2009.

The U.S. Army Corps of Engineers (Corps) has authority to place a priority rating on its contracts for industrial resources, in accordance with the Defense Priorities and Allocations System (DPAS) regulation (15 C.F.R. Part 700), to support its Hurricane and Storm Damage Risk Reduction System (HSDRRS) program in order to ensure the timely completion of this hurricane protection system by June 2011 for the greater New Orleans area. On 29 October, 2008, Department of Homeland Security/Federal Emergency Management Agency determined the HSDRRS program as a critical infrastructure protection and restoration activity

The HSDRRS program has been authorized the use of a DO priority rating. In that capacity, this notice is to inform contractors that this is a DO-N7 rated orders will be iussed under the authority of the Defense Priorities and Allocations System (DPAS) regulation which is administered and enforced by the U.S. Department of Commerce. A copy of the regulation can be found at www.bis.doc.gov/dpas.

A free on-line training course is offered at the Defense Acquisition University (DAU), http://www.dau.mil. The course is CLC043 Defense Priorities and Allocations System.

The priority rating on the USACE order indicates that:

1. The order supports an authorized national defense program. The DO indicates that this program is vital to the national defense, and the N7 specifies the program (critical infrastructure protection and restoration).

2. This rated order contains a statement that it has been certified for national defense use and you are required to follow all the provisions of the DPAS regulation (15 C.F.R. 700).

3. The order contains an authorized written or digital signature.

4. The required delivery date is indicated in the order.

Receipt of a rated order requires the contractor to do four things:

1. Mandatory Acceptance/Rejection: A company in the Unites States must accept and fill a rated order for items that the company normally supplies. A company may not discriminate against rated orders in any manner, such as by charging higher prices or by imposing different terms and conditions than for comparable unrated orders. The existence of previously accepted unrated orders or lower rated orders is not sufficient reason for rejecting a rated order. A company may reject a rated order for delivery on a specific date if unable to meet that date. However, the company must inform the customer of the earliest date on which delivery can be made and offer to accept the order on the basis of that date.

2. Customer Notification Requirements: A company must accept or reject a rated order and transmit the acceptance or rejection (in writing or electronically) to the customer placing the order within fifteen (15) working days after receipt of a DO rated order. If the order is rejected, the company must give reasons in writing (not electronically) for the rejection.

3. Preferential Scheduling: A company in receipt of a rated order must schedule operations, including the acquisition of all needed production items, in at timely manner to satisfy the delivery requirements of each rated order

4. Extension of Priority Ratings: A company who receives rated orders must in turn place rated orders with its suppliers for the items needed to fill the rated orders. This continues from contractor to subcontractor to supplier throughout the entire supply chain.

USACE intends to ensure that the HSDRRS stays on schedule. Accordingly, the New Orleans District Contracting Division will present a briefing for interested industry members regarding the DPAS priority rating on 25 March 2009 at 2:00 pm in the District Assembly Room, 7400 Leake Ave., New Orleans, 70118.-3651 Please contact Nancy Tullis at (504) 862-1604 or via email Nancy.Tullis@usace.army.mil to attend the presentation which will be approximately one and half hours in duration.

The NAICS code for this requirement is 237990. This is an UNRESTRICTED procurement. The estimated magnitude of construction cost is between $250,000,000 and $500,000,000.

The U.S. Army Corps of Engineers (USACE), Hurricane Protection Office intends to issue a solicitation for preconstruction services and construction option(s) for Levee Improvements to the Chalmette Loop Levee, Reach LPV 145 in St. Bernard Parish, LA. The solicitation will be a Request for Proposal for a Firm Fixed-Price Base with a Fixed Price Incentive option requirement in accordance with FAR SubPart 16.403 utilizing Early Contractor Involvement (ECI) also known as Construction Manager at Risk. The project is critical to the Hurricane Storm Damage Risk Reduction System (HSDRRS) and must be completed by June 1, 2011.

The levee system is an essential component of the New Orleans HSDRRS in St. Bernard Parish. LPV 145 is a levee segment located between Bayou Bienvenue and LPV 144 (Bayou Dupre), from station 370+00 to 703+98, approximately 34,000 LF. This portion of the loop levee is only accessible by boat. The existing levee elevation is approximately 20.0, and was constructed as part of Task Force Guardian. The project will construct a new T-wall to elevation varying from 31.5 to 29.0. The new walls will tie in to the Inner Harbor Navigation Canal Lake Borgne Barrier on the west at approximate station 405+00, and to the LPV 144 (Bayou Dupre) sector gate structure on the east at approximate station 703+98.The reach includes six gas pipelines that will require relocation.

Evaluation will be based on the Tradeoff Process (Best Value Continuum) in accordance with FAR SubPart 15.101-1 and Source Selection SubPart 15.3. The evaluation criteria consists of four (4) Technical (non-cost) factors, each of which has additional sub-factors for evaluation and Price. The Technical (non-cost) factors, listed in descending order of importance, are: (1) Technical Experience; (2) Past Performance; (3) Preconstruction Services Plan; and (4) Construction Approach. Technical (non-cost) factors when combined are significantly more important than Price. The basis of award will be made to the Offeror who provides the best value to the Government. The resulting award will be a contract that includes a Firm Fixed-Price Base portion for the preconstruction services and Fixed Price Incentive Option for the construction phase.

Extent of participation of small businesses (SB), small disadvantaged businesses (SDB), women-owned small businesses (WOSB), veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and minority institutions on the proposed contract are measured as a percentage of the total planned subcontracting dollars. The selected firm, if a large business firm, must comply with FAR Subpart 52.219-9 regarding the requirement for submitting and negotiating a subcontracting plan. The subcontracting goals for this District are: (1) at least 70.00% of the subcontract amount be placed with SBs, which include SDBs and WOSBs; (2) at least 6.2% of the subcontract amount be placed with SDBs; (3) at least 7.0% of the subcontract amount be placed with WOSBs; (4) at least 9.8% for HUBzone SB; (5) 3.0% for VOSB; and (6) at least 0.9% for SDVO SB.

LPV 146 is a levee segment located between LPV 144 (Bayou Dupre) and LPV 147 (Highway 46 and Bayou Road Floodgate), from station 708+65 to 1116+71, approximately 40,800 LF. The existing levee elevation is approximately 20.0, and was constructed as part of Task Force Guardian. The project will construct a new T-wall to elevation 29.0. The new walls will tie in to the LPV 144 (Bayou Dupre) sector gate structure on the west at approximate station 708+65, and to the LPV 147 (Highway 46 and Bayou Road Floodgate) on the east at approximate station 1115+30. This reach includes 2 pipelines that will require relocation.

Evaluation will be based on the Tradeoff Process (Best Value Continuum) in accordance with FAR SubPart 15.101-1 and Source Selection SubPart 15.3. The evaluation criteria consists of four (4) Technical (non-cost) factors, each of which has additional sub-factors for evaluation and Price. The Technical (non-cost) factors, listed in descending order of importance, are: (1) Technical Experience; (2) Past Performance; (3) Preconstruction Services Plan; and (4) Construction Approach. Technical (non-cost) factors when combined are significantly more important than Price. The basis of award will be made to the Offeror who provides the best value to the Government. The resulting award will be a Firm Fixed-Price Base portion for the preconstruction services and Fixed Price Incentive Option for the construction phase.

The existing levee elevation will be 20.0 upon completion of the LPV 148.01 construction contract, currently scheduled for March 2009. This project will construct a new T-wall to elevation 29.0. The walls will tie in to LPV 147 (Highway 46 and Bayou Road Floodgate) on the west at approximate station 1131+30, and LPV 149 (Verret to Caernarvon Floodwall and Structures) on the east at approximate station 1552+50. This reach includes the St. Marys Pump Station No. 8, which will require construction of new fronting protection to elevation 30.5; removal of the existing Creedmore Drainage Structure; and relocation of 12 pipelines.

The U.S. Army Corps of Engineers (USACE), Hurricane Protection Office intends to issue a solicitation for preconstruction services and construction option(s) for Levee Improvements to the Chalmette Loop Levee, Reach LPV 145 in St. Bernard Parish, LA. The solicitation will be a Request for Proposal for a Firm Fixed-Price Base with a Fixed Price Incentive option requirement in accordance with FAR SubPart 16.403 utilizing Early Contractor Involvement (ECI) also known as Construction Manager at Risk. The project is critical to the Hurricane Storm Damage Risk Reduction System (HSDRRS) and must be completed by June 1, 2011.

The levee system is an essential component of the New Orleans HSDRRS in St. Bernard Parish. LPV 145 is a levee segment located between Bayou Bienvenue and LPV 144 (Bayou Dupre), from station 370+00 to 703+98, approximately 34,000 LF. This portion of the loop levee is only accessible by boat. The existing levee elevation is approximately 20.0, and was constructed as part of Task Force Guardian. The project will construct a new T-wall to elevation varying from 31.5 to 29.0. The new walls will tie in to the Inner Harbor Navigation Canal Lake Borgne Barrier on the west at approximate station 405+00, and to the LPV 144 (Bayou Dupre) sector gate structure on the east at approximate station 703+98.The reach includes six gas pipelines that will require relocation.

Evaluation will be based on the Tradeoff Process (Best Value Continuum) in accordance with FAR SubPart 15.101-1 and Source Selection SubPart 15.3. The evaluation criteria consists of four (4) Technical (non-cost) factors, each of which has additional sub-factors for evaluation and Price. The Technical (non-cost) factors, listed in descending order of importance, are: (1) Technical Experience; (2) Past Performance; (3) Preconstruction Services Plan; and (4) Construction Approach. Technical (non-cost) factors when combined are significantly more important than Price. The basis of award will be made to the Offeror who provides the best value to the Government. The resulting award will be a contract that includes a Firm Fixed-Price Base portion for the preconstruction services and Fixed Price Incentive Option for the construction phase.

Extent of participation of small businesses (SB), small disadvantaged businesses (SDB), women-owned small businesses (WOSB), veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and minority institutions on the proposed contract are measured as a percentage of the total planned subcontracting dollars. The selected firm, if a large business firm, must comply with FAR Subpart 52.219-9 regarding the requirement for submitting and negotiating a subcontracting plan. The subcontracting goals for this District are: (1) at least 70.00% of the subcontract amount be placed with SBs, which include SDBs and WOSBs; (2) at least 6.2% of the subcontract amount be placed with SDBs; (3) at least 7.0% of the subcontract amount be placed with WOSBs; (4) at least 9.8% for HUBzone SB; (5) 3.0% for VOSB; and (6) at least 0.9% for SDVO SB.

The solicitation will be a Request for Proposal for a Firm Fixed-Price Base with Fixed Price Incentive option requirement in accordance with FAR SubPart 16.403 utilizing Early Contractor Involvement (ECI) also known as Construction Manager at Risk. The project is critical to the Hurricane Storm Damage Risk Reduction System (HSDRRS) and must be completed by June 1, 2011.

The levee system is an essential component of the New Orleans HSDRRS in St. Bernard Parish. LPV 148.02 is a levee segment located between LPV 147 (Highway 46 and Bayou Road Floodgate) and LPV 149 (Verret to Caernarvon Floodwall and Structures), from station 1118+00 to 1552+50, approximately 43,500 LF. The existing levee elevation will be 20.0 upon completion of the LPV 148.01 construction contract, currently scheduled for March 2009. This project will construct a new T-wall to elevation 29.0. The walls will tie in to LPV 147 (Highway 46 and Bayou Road Floodgate) on the west at approximate station 1131+30, and LPV 149 (Verret to Caernarvon Floodwall and Structures) on the east at approximate station 1552+50. This reach includes the St. Marys Pump Station No. 8, which will require construction of new fronting protection to elevation 30.5; removal of the existing Creedmore Drainage Structure; and relocation of 12 pipelines.

The Ascension Parish Government is interested in procuring the services of a consulting firm to administer the Parish's Section 8 Housing Choice Voucher (HCV) Program and related Disaster Housing Assistance (DHA) Programs for victims of Hurricanes Katrina and Gustav. Experience in the administration of these programs funded by the U.S. Department of Housing and Urban Development (HUD) is required.

The procedures for the selection of this firm will be in accordance with the procurement requirements set forth by the Ascension Parish Government. All responses received will be evaluated in accordance with the selection criteria and corresponding point system, which is identified in the request for statement of qualifications package. The package also identifies the scope of services to be performed by the selected firm. The Parish Government will award the contract to the respondent obtaining the highest score in the evaluation process.
