Notice is
hereby given that the Board of Trustees of the Hancock County Library System
will receive sealed bids until 2:00 p.m. on Friday, May 1, 2009 at the offices
of BDA, PLLC, located at 450 East Pass Rd., Suite 108, Gulfport, Mississippi
39507 for the HURRICANE KATRINA REPAIRS BID #20090501-01 at the Bay St.
Louis-Hancock County Library, 312 Highway 90, Bay St. Louis, Mississippi 39520,
in accordance with bidding documents prepared by architectural firm, BDA, PLLC,
450 East Pass Road, Suite 108, Gulfport, MS 39507, Phone 228-896-1859. PLANS,
SPECIFICATIONS AND BIDDING documents may be obtained from the office of the
architect, BDA, PLLC upon deposit of $50.00. Deposits are refundable to Bidders
if documents are returned in good condition within ten (10) calendar days of
the receipt of bids. Each bidder must deposit with his bid: a Bid Security in
the amount of 5% of the bid, and; Furnish the Certificate of Responsibility
Number on the face of the bid container, as required by Section 31-2-21 of the
Mississippi Code, as amended. The surety must be licensed to conduct business
in the State of Mississippi. The successful Bidder will be required to furnish
Performance, and Labor and Materials Payment Bonds in an amount equal to 100%
of the contract amount. A Pre-Bid Conference with the architectural firm and
library officials will be hosted at 9:30 a.m. on Tuesday, April 21, 2009 at the

The
Federal Law Enforcement Training Center (FLETC), Glynco,

construct a multi purpose automobile/ emergency
vehicle driver training range at the FLETC Driver and Marine Division Training

SOURCES SOUGHT Announcement for planning purposes only.
Market
Research is being conducted to determine if there are adequate HUBZone Small Business or Service Disabled Veteran Owned
Small Business concerns, or Small Business concerns, in accordance
with Federal Acquisition Regulation Subpart 19 with the capabilities and
experience to perform the required work.
The North
American Industry Classification System Code (NAICS) is 237310.
The Small
Business Size Standard is $33.5M.
The
estimated price range for this project with all options is between $5M and $10M
dollars. This procurement will be negotiated on a best value basis in
accordance with FAR Part 15.101.
The
proposed construction project is sited at FLETC Glynco
(Brunswick, GA) on a 70 acre site covering an existing driving range track
constructed over an old air field.
Work
within the site will be approximately 80,000 SY of new base, asphalt binder and
surface course paving and 350,000 SY of existing track and airfield asphalt
demolition and removal, asphalt milling and reclamation, earthwork, auxiliary
facilities and landscaping.
The
construction performance period is estimated to be 330 calendar days.
The
driver training facility itself will consist of 1.5 miles of main track
enclosing 1.1 miles of city streets constructed in a rectilinear grid with traffic
signals, neighborhood streets and an interstate ramp and interchange.
Work
shall consist of, but is not limited to, erosion and sedimentation control and
monitoring for the entire area, asphalt milling and/or in place recycling or
removal, storage and reuse of milled asphalt material, cut and fill earthwork,
construction of storm damage swales, catch basins and RCP culverts, 300 ft.
well, pump controller and irrigation system, construction of instructor
observation/evaluation platforms, construction of instructor observation tower
and student break and restroom facility with power, water and sanitary sewer,
preparation and construction of asphalt driving track, streets and safety
apron, incidental site work and landscaping.
All
secondary electrical work is the responsibility of the contractor.
All
primary power line work, transformer installation and connection and secondary
power line connection at transformers will be provided by Georgia Power at no
cost to the contractor.
The
contractor shall coordinate with Georgia Power.

Interested
parties are to submit a capabilities statement to provide information that best
describes the firm's recent experience, past performance, and financial
strength to handle this contract.
Responses
are sought only from firms that would be the prime construction firm.
Response
shall include an overview of the following:
1.
Experience.
Provide a
comprehensive summary of your experience on no fewer than three projects
relevant to the practical application training facilities construction
requirements outlined above and successfully completed since January
2004.
Projects
shall be similar in scope, size, budget and complexity to the proposed
project.
Include
your role in each project, a project description, original budget and final
construction cost (without modifications), proposed and actual schedules,
customer name, customer satisfaction, and if the project was for law
enforcement activities.
2.
Past Performance.
For the projects in 1. above,
describe your performance, satisfactory or better, in terms that demonstrate
the firm's ability to organize and successfully execute a project.
Provide
details with respect to overall supervision methods, technical capabilities,
scheduling expertise, budget management and quality management with emphasis on
a well written and consistently applied quality control plan.
Provide
indicators of successful performance such as work quality, budget, scheduling,
repeat work, etc.
Include a
current point of contact as a performance reference for each project.

Financial Strength.
Provide
the firm's bonding capacity, single contract, aggregate capacity, and bonding
currently available.

Drainage Pump Stations FEMA PW 2093 & 6681 To be a valid delivery, Sealed
Bids must be delivered by hand to St. Bernard Parish Government Department of
Public Works, 1125 E. St. Bernard Highway, Trailer A, Chalmette, Louisiana
70043 during the normal business hours of 8:30 a.m. to 4:30 p.m. Monday through
Friday on or before 2:00 P.M. on Tuesday, April 14, 2009. Sealed bids delivered
to any other St. Bernard Parish Government location or other room number prior
to the bid receipt deadline will not be considered. This project consists of
furnishing all supervision, labor, equipment, and materials necessary for the
Rehabilitation of Drainage Pump Stations damaged during Hurricane Katrina. Each
bid must be accompanied by a certified check, cashier's check or bid bond
acceptable to the Owner in the amount equal to at least five percent (5%) of
the total amount bid and payable without condition to the Owner as a guarantee
that the bidder, if awarded the contract, will promptly execute a contract in

The City

opened and read aloud at a regular meeting of the Board of Aldermen at 6:00
P.M., May 5, 2009. The meeting will be held at 113 Davis Avenue, which is a
white building located behind Hancock Bank. Bids are invited for the furnishing
of materials, equipment, labor, and incidentals necessary to restore two
existing municipal water wells to reliable service as existed prior to
Hurricane Katrina. Contract Documents, including Drawings and Technical

pruning, hazardous tree removal, stump/root ball removal and final grade and

The NAICS
code for this requirement is 237990. This is an UNRESTRICTED procurement. The
estimated magnitude of construction cost is between $250,000,000 and
$500,000,000.
The U.S.
Army Corps of Engineers (USACE), Hurricane Protection Office intends to issue a
solicitation for preconstruction services and construction option(s) for Levee
Improvements to the Chalmette Loop Levee, Reach LPV 145 in St. Bernard Parish,
LA. The solicitation will be a Request for Proposal for a Firm Fixed-Price Base
with a Fixed Price Incentive option requirement in accordance with FAR SubPart 16.403 utilizing Early Contractor Involvement (ECI)
also known as Construction Manager at Risk. The project is critical to the
Hurricane Storm Damage Risk Reduction System (HSDRRS) and must be completed by
June 1, 2011.
The levee
system is an essential component of the New Orleans HSDRRS in St. Bernard
Parish. LPV 145 is a levee segment located between Bayou Bienvenue
and LPV 144 (Bayou Dupre), from station 370+00 to
703+98, approximately 34,000 LF. This portion of the loop levee is only accessible
by boat. The existing levee elevation is approximately 20.0, and was
constructed as part of Task Force Guardian. The project will construct a new
T-wall to elevation varying from 31.5 to 29.0. The new walls will tie in to the
Inner Harbor Navigation Canal Lake Borgne Barrier on
the west at approximate station 405+00, and to the LPV 144 (Bayou Dupre) sector gate structure on the east at approximate
station 703+98.The reach includes six gas pipelines that will require
relocation.
Evaluation
will be based on the Tradeoff Process (Best Value Continuum) in accordance with
FAR SubPart 15.101-1 and Source Selection SubPart 15.3. The evaluation criteria
consists of four (4) Technical (non-cost) factors, each of which has
additional sub-factors for evaluation and Price. The Technical (non-cost)
factors, listed in descending order of importance, are: (1) Technical
Experience; (2) Past Performance; (3) Preconstruction Services Plan; and (4)
Construction Approach. Technical (non-cost) factors when combined are
significantly more important than Price. The basis of award will be made to the
Offeror who provides the best value to the
Government. The resulting award will be a contract that includes a Firm
Fixed-Price Base portion for the preconstruction services and Fixed Price
Incentive Option for the construction phase.
Extent of
participation of small businesses (SB), small disadvantaged businesses (SDB),
women-owned small businesses (WOSB), veteran-owned small businesses,
service-disabled veteran-owned small businesses, HUBZone
small businesses, and minority institutions on the proposed contract are
measured as a percentage of the total planned subcontracting dollars. The
selected firm, if a large business firm, must comply with FAR Subpart 52.219-9
regarding the requirement for submitting and negotiating a subcontracting plan.
The subcontracting goals for this District are: (1) at least 70.00% of the
subcontract amount be placed with SBs, which include SDBs and WOSBs; (2) at
least 6.2% of the subcontract amount be placed with SDBs; (3) at least 7.0% of
the subcontract amount be placed with WOSBs; (4) at least 9.8% for HUBzone SB; (5) 3.0% for VOSB; and (6) at least 0.9% for
SDVO SB.

The NAICS
code for this requirement is 237990. This is an UNRESTRICTED procurement. The
estimated magnitude of construction cost is between $250,000,000 and
$500,000,000.
The U.S.
Army Corps of Engineers (USACE), Hurricane Protection Office intends to issue a
solicitation for preconstruction services and construction option(s) for Levee
Improvements to the Chalmette Loop Levee, Reach LPV 146 in St. Bernard Parish,
LA. The solicitation will be a Request for Proposal for a Firm Fixed-Price Base
and Fixed Price Incentive requirement in accordance with FAR SubPart 16.403 utilizing Early Contractor Involvement (ECI)
also known as Construction Manager at Risk. The project is critical to the
Hurricane Storm Damage Risk Reduction System (HSDRRS) and must be completed by
June 1, 2011.
The levee
system is an essential component of the New Orleans HSDRRS in St. Bernard
Parish. LPV 146 is a levee segment located between LPV 144 (Bayou Dupre) and LPV 147 (Highway 46 and Bayou Road Floodgate),
from station 708+65 to 1116+71, approximately 40,800 LF. The existing levee
elevation is approximately 20.0, and was constructed as part of Task Force
Guardian. The project will construct a new T-wall to elevation 29.0. The new
walls will tie in to the LPV 144 (Bayou Dupre) sector
gate structure on the west at approximate station 708+65, and to the LPV 147
(Highway 46 and Bayou Road Floodgate) on the east at approximate station
1115+30. This reach includes 2 pipelines that will require relocation.
Evaluation
will be based on the Tradeoff Process (Best Value Continuum) in accordance with
FAR SubPart 15.101-1 and Source Selection SubPart 15.3. The evaluation criteria
consists of four (4) Technical (non-cost) factors, each of which has
additional sub-factors for evaluation and Price. The Technical (non-cost)
factors, listed in descending order of importance, are: (1) Technical
Experience; (2) Past Performance; (3) Preconstruction Services Plan; and (4)
Construction Approach. Technical (non-cost) factors when combined are
significantly more important than Price. The basis of award will be made to the
Offeror who provides the best value to the
Government. The resulting award will be a Firm Fixed-Price Base portion for the
preconstruction services and Fixed Price Incentive Option for the construction
phase.
Extent of
participation of small businesses (SB), small disadvantaged businesses (SDB),
women-owned small businesses (WOSB), veteran-owned small businesses, service-disabled
veteran-owned small businesses, HUBZone small
businesses, and minority institutions on the proposed contract are measured as
a percentage of the total planned subcontracting dollars. The selected firm, if
a large business firm, must comply with FAR Subpart 52.219-9 regarding the
requirement for submitting and negotiating a subcontracting plan. The
subcontracting goals for this District are: (1) at least 70.00% of the
subcontract amount be placed with SBs, which include SDBs and WOSBs; (2) at
least 6.2% of the subcontract amount be placed with SDBs; (3) at least 7.0% of
the subcontract amount be placed with WOSBs; (4) at least 9.8% for HUBzone SB; (5) 3.0% for VOSB; and (6) at least 0.9% for
SDVO SB.

is anticipated to be issued on or about February 18, 2009.
