The solicitation will be a Request for Proposals (RFP) for a Firm Fixed-Price Base with a Fixed-Price Incentive option requirement in accordance with FAR SubPart 16.403 utilizing Early Contractor Involvement (ECI) also known as Construction Manager at Risk. The project is critical to the Hurricane Storm Damage Risk Reduction System (HSDRRS) and must be completed by June 1, 2011. The proposed project will be an essential component of the IHNC Hurricane Protection Plan. The proposed floodgate will be a structure with a moveable gate of approximately 3500 sf, with the top of structure at +18.0 and a maximum sill elevation of -16.0 that will provide safe navigation for marine vessels. The structure will tie back to the existing floodwalls on the East and West side of the IHNC Canal.

The project site is located on the south side of Lake Pontchartrain, at the northern end of the IHNC. The IHNC is flanked on both sides with an existing levee/floodwall protection system, varying in height from elevation +13.5 feet to +18 feet. At the southern end of the IHNC near the Mississippi River is an existing navigation lock, planned to be replaced by a new 110-foot-wide by 1,200-foot structure currently under design and construction. At the northern end of the IHNC are the Senator Ted Hickey Bridge, a dual bascule bridge, and the Seabrook Railroad Bridge, a single bascule bridge opening. These bridges are equipped with lift spans to permit passage of taller waterborne vessels. The majority of the protection along the federal system is floodwall. The western floodwalls tie into a levee on the south side of the railroad, with several floodgates located along the existing federal line of protection, including a roadway gate for a lower access road and a railroad gate on the west end of the channel. There is a scour hole located in the northern part of the IHNC south of the railroad. This scour hole spans the channel with a width of approximately 350 feet. It is approximately 1,050 feet long and 86 feet deep.

Evaluation will be based on the Tradeoff Process (Best Value Continuum) in accordance with FAR SubPart 15.101-1 and Source Selection SubPart 15.3. The evaluation criteria consist of five (5) Technical (non-cost) factors, each of which has additional sub-factors for evaluation, and a Price Factor. The Technical (non-cost) factors are: (1) Technical Experience; (2) Past Performance; (3) Preconstruction Services Management Plan; (4) Construction Approach; and (5) Small Business Subcontracting Plan. Technical (non-cost) factors when combined are significantly more important than Price. The basis of award will be made to the Offeror who provides the best value to the Government. The resulting award will be a contract that includes a Firm Fixed-Price Base portion for preconstruction services and Fixed Price Incentive Option(s) for the construction phase.

Extent of participation of small businesses (SB), small disadvantaged businesses (SDB), women-owned small businesses (WOSB), veteran-owned small businesses (VOSB), service-disabled veteran-owned small businesses (SD VOSB), HUBZone small businesses, and minority institutions on the proposed contract are measured as a percentage of the total planned subcontracting dollars. The selected firm, if a large business firm, must comply with FAR SubPart 52.219-9 regarding the requirement for submitting and negotiating a subcontracting plan. The subcontracting goals for this District are: (1) at least 70.00% of the subcontract amount be placed with SBs, which include SDBs and WOSBs; (2) at least 6.2% of the subcontract amount be placed with SDBs; (3) at least 7.0% of the subcontract amount be places with WOSBs; (4) at least 9.8% for HUBZone SB; (5) 3.0% for VOSB; and (6) at least 0.9% for SD VOSB.

With this announcement, the Chicago District Corps of Engineers issues a Pre-solicitation Notice for its CHICAGO SHORELINE STORM DAMAGE REDUCTION EROSION CONTROL MONTROSE NORTH PLANTING PROJECT.  The Contractor will be responsible for providing all the necessary facilities, plants, labor, transportation, materials, and equipment to repair and correct the site plant community. The contractor will be required to rehabilitate poor quality areas of substrate by removing poor quality substrates and replacing with specified top soil, reseed these soil rehabilitation areas, control invasive species throughout the site, and augment the species richness by seeding throughout the site, with some areas to planted with an expanded list of species.  The Classification Code for this procurement is North American Industry System (NAICS) 813312 - "Environment, Conservation and Wildlife Organizations", with a Small Business Standard size of $7,000,000.00. INVITATION TO BID TOWN OF OAKHAM, MASSACHUSETTS STORM DAMAGED TREE AND DEBRIS REMOVAL Sealed Bids for services in connection with ""Storm Damaged Tree and Debris Removal"" for the Town of Oakham, Massachusetts, will be received at the Oakham Board of Selectmen's Office, 2 Coldbrook Road, PO Box 118, Oakham, MA 01068 until 7:00 pm Wednesday, May 6th, 2009, at which time said Bids will be publicly opened and read aloud. The work includes the collection, cutting, hauling, chipping/grinding and disposal of trees, tree limbs, logs, brush and root balls located on public rights-of way and public property resulting from the December 11, 2008 ice storm. Each Bid shall be accompanied by a bid security in the form of a certified, treasurer's or cashier's check, bid bond, or cash in the amount of 5 percent of the value of the Bid. Contract documents may be examined and obtained at the Board of Selectmen's office during the following hours, Monday 9:00 am- 4:00 pm, Tuesday, Wednesday and Thursday 9:00 am - 12:00 pm. A non-refundable fee of $10, made payable to Town of Oakham by money order or cashier's check, shall be required of prospective bidders to receive the bid package. The purpose of this fee is to reimburse the Town for the costs associated with printing and/or mailing said documents to prospective bidders. The successful bidder must furnish 100 percent Performance Bond with a surety company acceptable to the Owner. Minimum Wage Rates as determined by the Commissioner of Department of Labor and Industries under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27D, as amended, apply to this project. It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract. Contract time for the project shall be 30 calendar days commencing 10 days following effective date of the Agreement. The U.S. Army Corps of Engineers (USACE), Hurricane Protection Office intends to issue a solicitation for preconstruction services and construction option(s) for Levee Improvements to the Chalmette Loop Levee, Reach LPV 146 in St. Bernard Parish, LA. The solicitation will be a Request for Proposal for a Firm Fixed-Price Base and Fixed Price Incentive requirement in accordance with FAR SubPart 16.403 utilizing Early Contractor Involvement (ECI) also known as Construction Manager at Risk. The project is critical to the Hurricane Storm Damage Risk Reduction System (HSDRRS) and must be completed by June 1, 2011.

The levee system is an essential component of the New Orleans HSDRRS in St. Bernard Parish. LPV 146 is a levee segment located between LPV 144 (Bayou Dupre) and LPV 147 (Highway 46 and Bayou Road Floodgate), from station 708+65 to 1116+71, approximately 40,800 LF. The existing levee elevation is approximately 20.0, and was constructed as part of Task Force Guardian. The project will construct a new T-wall to elevation 29.0. The new walls will tie in to the LPV 144 (Bayou Dupre) sector gate structure on the west at approximate station 708+65, and to the LPV 147 (Highway 46 and Bayou Road Floodgate) on the east at approximate station 1115+30. This reach includes 2 pipelines that will require relocation.

Evaluation will be based on the Tradeoff Process (Best Value Continuum) in accordance with FAR SubPart 15.101-1 and Source Selection SubPart 15.3. The evaluation criteria consists of four (4) Technical (non-cost) factors, each of which has additional sub-factors for evaluation and Price. The Technical (non-cost) factors, listed in descending order of importance, are: (1) Technical Experience; (2) Past Performance; (3) Preconstruction Services Plan; and (4) Construction Approach. Technical (non-cost) factors when combined are significantly more important than Price. The basis of award will be made to the Offeror who provides the best value to the Government. The resulting award will be a Firm Fixed-Price Base portion for the preconstruction services and Fixed Price Incentive Option for the construction phase.

Extent of participation of small businesses (SB), small disadvantaged businesses (SDB), women-owned small businesses (WOSB), veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and minority institutions on the proposed contract are measured as a percentage of the total planned subcontracting dollars. The selected firm, if a large business firm, must comply with FAR Subpart 52.219-9 regarding the requirement for submitting and negotiating a subcontracting plan. The walls will tie in to LPV 147 (Highway 46 and Bayou Road Floodgate) on the west at approximate station 1131+30, and LPV 149 (Verret to Caernarvon Floodwall and Structures) on the east at approximate station 1552+50. This reach includes the St. Marys Pump Station No. 8, which will require construction of new fronting protection to elevation 30.5; removal of the existing Creedmore Drainage Structure; and relocation of 12 pipelines.

Synopsis: Added: Feb 27, 2009 4:29 pm Solicitation HSCG84-09-R-HYZ044 for Vessel/Wreck debris removal and disposal services in the navigable waterways of Cameron and Calcasieu Parishes, Louisiana which poses an immediate threat to navigable waterways, improved property, public health or safety as required under Section 403(a)(3) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) as amended, will be available on or about 20 March 2009. Vessel/Wreck debris removal and disposal services shall include all labor, materials, equipment and any other items or services applicable or appropriate to remove and dispose of partially sunken vessels/wrecks, completely submerged vessels and wrecks, as well as vessel/wreck attachments and other debris, petroleum or hazmat product related to the vessel/wreck, that are located in Cameron and Calcasieu Parishes, LA. The applicable NAICS code is 562111. Size Standard is $12.5 million. For the calculations of annual receipts and number of employees, see parts 121.104 and 121.106 in SBA Small Business Size Regulation,http://sba.gov/regulations/121/.

 

 

This solicitation is issued pursuant to FAR Part 12, Acquisition of Commercial Items and FAR Part 13.5 Test Programs For Certain Commercial Items. The Coast Guard intends to award a fixed price contract resulting from this solicitation. Work shall commence within 10 calendar days after contractor receives authorization to proceed and complete work no later than 90 calendar days after commencement of work. The Government shall award a contract resulting from this solicitation to a responsive, responsible offeror whose written offer is considered most advantageous to the Government, both in price and other factors considered. The following factors shall be used to evaluate offers proposals and are in descending order of importance: 1) Technical Approach, 2) Corporate Experience, 3) Past Performance and, 4) Price. Factors 1-4 will be applied to determine the best value to the Government. The combined Technical Criteria (factors 1-3) shall be considered significantly more important than price (factor 4). The utilization of local businesses is included in this solicitation, in accordance with the Robert T. Stafford Disaster Relief and Emergency Assistance Act as amended (PL 106-390) 42 U.S.C 5150 (use of local firms and individuals Sec.307). All correspondence concerning this acquisition shall reference Request for Proposal (RFP) Number HSCG84-09-R-HYZ044. The closing date for this solicitation is anticipated to be on 10 April 2009, 4:30 P.M. EST.

 

A site visit will be held on 31 March 2009, registration beginning at 6:00 A.M. CST and departing from the registration site at approximately 6:45 A.M. CST. Interested parties are encouraged to attend to minimize risk. All parties are to meet at Wingate Inn-Sulphur, 300 Texaco Rd., Sulphur, LA 70665. It is estimated that the site visit will take from sunrise to sunset to complete. Contractors are required to identify personnel whom will attend the site visit no later than 12:00 P.M. EST on Friday March 27, 2009 so the Government can make transportation arrangements for participants. A limit of two (2) individuals from each company is authorized. Subcontractors are encouraged to participate (limited to 1 person). Contractors are responsible for any expenses to attend the site visit. All personnel are encouraged to bring a bag lunch as time constraints and limited daylight may become a factor, in addition to informing those with any preexisting medical conditions.

 

This requirement is 100% set-aside for small businesses and is also geographically restricted to local firms that reside in or primarily do business within the FEMA designated declared disaster areas/counties listed under Hurricane Katrina and Hurricane Rita. The declared disaster area counties can be located at http://www.fema.gov/news/disasters.fema

 

Offers will only be accepted from local firms residing in or primarily doing business in the geographically restricted area. Contractors are encouraged to review FAR Clause 52.226-3 to determine disaster or emergency area representation requirements prior to attending site visit and/or prior to submitting an offer. The following excerpts of the representation criteria are as follows:

 

(a) Intentionally blank.

(b) Representations. The offeror represents that it _____ does ______ does not reside or primarily do business in the designated set-aside area.

(c) An offeror is considered to be residing or primarily doing business in the set-aside area if, during the last twelve months

(1) The offeror had its main operating office in the area; and

(2) That office generated at least half of the offeror’s gross revenues and employed at least half of the offeror’s permanent employees.

(d) If the offeror does not meet the criteria in paragraph (c) of this provision, factors to be considered in determining whether an offeror resides or primarily does business in the set-aside area include

In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act of 2009 (the 'Act'), Public Law 111-5, this notice is provided for INFORMATIONAL PURPOSES ONLY. The Department of the Interior, U.S. Geological Survey (USGS), intends to modify Announcement No. 09CR14-NoSolicitation to include Act related provisions, which will be incorporated into the solicitation. The project description below is within scope of the statement of work/performance work statement. The maximum total dollar amount to be awarded for all contracts under this IDIQ shall not exceed the threshold of $250,000,000.00 over the five year period. Services include collection of elevation data and digital orthophoto quadrangles (DOQ) for coverage in areas subject to flooding, storm damage, earthquake damage, coastal erosion, and other science needs. Elevation data are digital representations of ground surface terrain. A DOQ is a computer generated image of an aerial photograph in which image displacement caused by terrain relief and camera tilts has been removed. It combines the image characteristics of a photograph with the geometric qualities of a map. The data will become part of USGS databases that are available to the public and that are suitable for various purposes including, but not limited to, critical infrastructure management, vector data updates, land use analysis, natural resource inventory, and extraction of data by means of photogrammetric measurements. The data will also be included in the The National Map, thus making it available to the public, Federal, State, and other government organizations. Each contract will consist of a base 12-month ordering period with four 12-month option periods. Place of performance is throughout the United States, its territories, and possessions. Task Orders will be issued on a firm fixed priced basis. Full or partial funding for requirements to be completed by resultant contract award(s) may utilize funds provided by the American Recover and Reinvestment Act of 2009. Inclusion of unique provisions required to implement the Act, including those for significant reporting and transparency requirements by the successful offeror(s), will be required in any resultant contract.

In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act of 2009 (the 'Act'), Public Law 111-5, this notice is provided for INFORMATIONAL PURPOSES ONLY. The Department of the Interior, U.S. Geological Survey (USGS), intends to modify solicitation 08CRSS0024 to include Act related provisions, which are incorporated into the solicitation via amendment 004. The requirement described below is within scope of the subject solicitation specifications.

The total ceiling dollar value for all contracts to be awarded is $30M for strong-motion systems (earthquake monitoring equipment), including sensors and recording systems. Also included are integrated systems which combine a sensor and recording system in a single unit. This equipment makes it possible to record ground motions, such as earthquakes, over a wide range of amplitude and frequency, in support of the Advanced National Seismic System (ANSS) and Global Seismographic Network (GSN). The period of performance is a twelve month contract with four twelve month option periods. The primary place of performance will be determined at the time of placement of individual firm-fixed price orders against the contract. Full or partial funding for requirements to be completed by resultant contract award(s) may utilize funds provided by the American Recovery and Reinvestment Act of 2009. Inclusion of unique provisions required to implement the Act, including those for significant reporting and transparency requirements by the successful offeror(s), will be required in any resultant contract.
