hereby given that sealed bids are being secured from and will be received by:
The Health and Hospital Corporation of Marion County, 3838 N. Rural Street,
Indianapolis, Indiana 46205, for the Emergency Preparedness Storage Building
Renovation Project located at 3930 N. Georgetown Road, Indianapolis, Indiana.
Bid packages may be picked up at 3838 North Rural Street, Purchasing
Department, Indianapolis, Indiana 46205. A Pre-Bid meeting is scheduled for
Wednesday, May 13, 2009 at 10:00 a.m. local Indianapolis time at the project
site, 3930 N. Georgetown Road, Indianapolis, Indiana. All bids will be opened
and publicly read aloud on Friday, May 29, 2009 at 9:00 a.m. local Indianapolis
time. Bids received after the hour and date set for receiving of bids will be
returned unopened. The bid opening will be conducted at: The Health and
Hospital Corporation of Marion County, 3838 N. Rural Street, First Floor
Conference Room, Indianapolis, Indiana 46205. Bids must be accompanied by a
satisfactory Bid Bond or Certified Check made payable to The Health and
Hospital Corporation of Marion County, in the amount of 5% of the Bidder’s
total bid and delivered in a sealed envelope showing the Bidder’s name and
address as specified in the bid instructions. Every bidder whose principal
place of business in NOT IN THE STATE OF INDIANA shall file with his or its
base bid, a certified check for ten percent (10%) of base bid drawn on a bank
or trust company who is a member of the Federal Reserve System or a bid bond
for five percent (5%) of bid from a company whose principal place of business

Long Beach, Mississippi The City of Long Beach, Mississippi, will receive bids
for: KATRINA INFRASTRUCTURE REPAIRS - PROJECT AREA SEVEN at the Office of the
City Clerk, Temporary City Hall on Klondyke Road, Long Beach, Mississippi,
during normal office hours at any time prior to the designated bid date, or at
the temporary meeting place at Long Beach School District Office on Commission
Road at 6:00 PM on the designated date for the bid opening. Bids will be
publicly opened and read aloud at the regular meeting of the Board of Aldermen
at 6:00 P.M., June 2, 2009. Bids are invited for the furnishing of materials,
labor and equipment to install approximately 12,000 LF of new replacement water
mains and associated appurtenances, and approximately 12,000 LF of new
replacement sewer mains and associated appurtenances, and to repair
approximately 20 existing drainage structures and associated drainage
infrastructure, and to repair miscellaneous street infrastructure facilities,
such as curbs, sidewalks, and street pavement, and to construct a full-width
asphalt overlay of designated streets within a portion of the City of Long
Beach which was devastated by Hurricane Katrina. The project is basically north
of U.S. Highway 90, south of the CSX Railroad, between Beach Park Avenue and
Central Avenue in Long Beach, MS. Contract Documents, including Drawings and
Technical Specifications, are on file at the Office of City Clerk, at City
Hall, Long Beach, Mississippi. Plans and Specifications may be obtained at the
office of A. Garner Russell & Associates, Inc., Consulting Engineers, Hewes
Avenue at 33rd Street (Post Office Box 1677), Gulfport, Mississippi 39507, upon
payment of $150.00 non-refundable fee. A certified check or bank draft payable
to the order of City of Long Beach, Mississippi, negotiable U.S. Government
bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an
acceptable surety, in an amount equal to five percent (5%) of the total bid for
City of Long Beach, for KATRINA INFRASTRUCTURE REPAIRS - PROJECT AREA SEVEN,
shall be submitted with each bid. For bids exceeding $50,000 Bidder must
indicate his Certificate of Responsibility Number on outside of sealed proposal
as required by Mississippi Law. For bids not exceeding $50,000, Bidder must
either indicate his Certificate Number, or else write clearly "Bid does
not exceed $50,000." The City of Long Beach, Mississippi, reserves the
right to reject any or all bids or to waive any informality in the bidding.
Bids may be held by the City of Long Beach, Mississippi, for a period not to
exceed ninety (90) days from the date of the opening of bids for the purpose of
reviewing the bids and investigating the qualifications of Bidders, prior to

estimated magnitude of construction cost is between $250,000,000 and
$500,000,000.
The U.S.
Army Corps of Engineers (USACE), Hurricane Protection Office intends to issue a
solicitation for preconstruction services and construction option(s) for Levee
Improvements to the Chalmette Loop Levee, Reach LPV 146 in St. Bernard Parish,
LA. The solicitation will be a Request for Proposal for a Firm Fixed-Price Base
and Fixed Price Incentive requirement in accordance with FAR SubPart 16.403
utilizing Early Contractor Involvement (ECI) also known as Construction Manager
at Risk. The project is critical to the Hurricane Storm Damage Risk Reduction
System (HSDRRS) and must be completed by June 1, 2011.
The levee
system is an essential component of the New Orleans HSDRRS in Saint Bernard
Parish. LPV 146 is a levee segment located between LPV 144 (Bayou Dupre) and
LPV 147 (Highway 46 and Bayou Road Floodgate), from station 708+65 to 1116+71,
approximately 40,800 LF. The existing levee elevation is approximately 20.0,
and was constructed as part of Task Force Guardian. The project will construct
a new T-wall to elevation 29.0. The new walls will tie in to the LPV 144 (Bayou
Dupre) sector gate structure on the west at approximate station 708+65, and to
the LPV 147 (Highway 46 and Bayou Road Floodgate) on the east at approximate
station 1115+30. This reach includes 2 pipelines that will require relocation.
Evaluation
will be based on the Tradeoff Process (Best Value Continuum) in accordance with
FAR SubPart 15.101-1 and Source Selection SubPart 15.3. The evaluation criteria
consists of four (4) Technical (non-cost) factors, each of which has additional
sub-factors for evaluation and Price. The Technical (non-cost) factors, listed
in descending order of importance, are: (1) Technical Experience; (2) Past Performance;
(3) Preconstruction Services Plan; and (4) Construction Approach. Technical
(non-cost) factors when combined are significantly more important than Price.
The basis of award will be made to the Offeror who provides the best value to
the Government. The resulting award will be a Firm Fixed-Price Base portion for
the preconstruction services and Fixed Price Incentive Option for the
construction phase.
Extent of
participation of small businesses (SB), small disadvantaged businesses (SDB),
women-owned small businesses (WOSB), veteran-owned small businesses,
service-disabled veteran-owned small businesses, HUBZone small businesses, and
minority institutions on the proposed contract are measured as a percentage of
the total planned subcontracting dollars. The selected firm, if a large
business firm, must comply with FAR Subpart 52.219-9 regarding the requirement
for submitting and negotiating a subcontracting plan. The subcontracting goals
for this District are: (1) at least 70.00% of the subcontract amount be placed
with SBs, which include SDBs and WOSBs; (2) at least 6.2% of the subcontract
amount be placed with SDBs; (3) at least 7.0% of the subcontract amount be
placed with WOSBs; (4) at least 9.8% for HUBzone SB; (5) 3.0% for VOSB; and (6)
at least 0.9% for SDVO SB.

construction contract, currently scheduled for March 2009. This project will
construct a new T-wall to elevation 29.0. The walls will tie in to LPV 147
(Highway 46 and Bayou Road Floodgate) on the west at approximate station
1131+30, and LPV 149 (Verret to Caernarvon Floodwall and Structures) on the
east at approximate station 1552+50. This reach includes the St. Marys Pump
Station No. 8, which will require construction of new fronting protection to
elevation 30.5; removal of the existing Creedmore Drainage Structure; and
relocation of 12 pipelines.
Evaluation
will be based on the Tradeoff Process (Best Value Continuum) in accordance with

The U.S.
Army Corps of Engineers (USACE), Hurricane Protection Office intends to issue a
solicitation for preconstruction services and construction option(s) for Levee
Improvements to the Chalmette Loop Levee, Reach LPV 146 in St. Bernard Parish,
LA. The solicitation will be a Request for Proposal for a Firm Fixed-Price Base
and Fixed Price Incentive requirement in accordance with FAR SubPart 16.403
utilizing Early Contractor Involvement (ECI) also known as Construction Manager
at Risk. The project is critical to the Hurricane Storm Damage Risk Reduction
System (HSDRRS) and must be completed by June 1, 2011.
The levee
system is an essential component of the New Orleans HSDRRS in St. Bernard
Parish. LPV 146 is a levee segment located between LPV 144 (Bayou Dupre) and
LPV 147 (Highway 46 and Bayou Road Floodgate), from station 708+65 to 1116+71,
approximately 40,800 LF. The existing levee elevation is approximately 20.0,
and was constructed as part of Task Force Guardian. The project will construct
a new T-wall to elevation 29.0. The new walls will tie in to the LPV 144 (Bayou
Dupre) sector gate structure on the west at approximate station 708+65, and to
the LPV 147 (Highway 46 and Bayou Road Floodgate) on the east at approximate
station 1115+30. This reach includes 2 pipelines that will require relocation.
Evaluation
will be based on the Tradeoff Process (Best Value Continuum) in accordance with
FAR SubPart 15.101-1 and Source Selection SubPart 15.3. The evaluation criteria
consists of four (4) Technical (non-cost) factors, each of which has additional
sub-factors for evaluation and Price. The Technical (non-cost) factors, listed
in descending order of importance, are: (1) Technical Experience; (2) Past Performance;
(3) Preconstruction Services Plan; and (4) Construction Approach. Technical
(non-cost) factors when combined are significantly more important than Price.
The basis of award will be made to the Offeror who provides the best value to
the Government. The resulting award will be a Firm Fixed-Price Base portion for
the preconstruction services and Fixed Price Incentive Option for the
construction phase.
Extent of

LPV 148.02 is a levee segment located between LPV 147 (Highway 46 and Bayou

from station 1118+00 to 1552+50, approximately 43,500 LF. The existing levee
elevation will be 20.0 upon completion of the LPV 148.01 construction contract,
currently scheduled for March 2009. This project will construct a new T-wall to
elevation 29.0. The walls will tie in to LPV 147 (Highway 46 and Bayou Road
Floodgate) on the west at approximate station 1131+30, and LPV 149 (Verret to
Caernarvon Floodwall and Structures) on the east at approximate station
1552+50. This reach includes the St. Marys Pump Station No. 8, which will
require construction of new fronting protection to elevation 30.5; removal of
the existing Creedmore Drainage Structure; and relocation of 12 pipelines.

Agency for Toxic Substances and Diseases Registry (ATSDR), Geospatial Research,
Analysis and Services Program (GRASP), Division of Health Studies (DHS) of the
Centers for Disease Control and Prevention (CDC) intends to award a sole source
firm fixed price contract, in accordance with FAR Part 12 - Acquisition of
Commercial Items, to Tele Atlas North America, Incorporated, 11 Lafayette
Street, Lebanon, New Hampshire, 03766-1445. Tele Atlas is the only source that
provides worldwide geospatial data products to include digital maps and local
search content that powers the CDC/ATSDR GRASP geocoding software which is used
to perform assessment and analysis of public health issues such as disease
dispersion, environmental health, health care accessability, and emergency
preparedness/response as a part of CDC's general support of public health
activities globally. The Tele Atlas Multinet data product is the only
commercially available geospatial data product that provides worldwide coverage
spanning more than 200 countries and territories. The capabilities of this
product will allow CDC to support our public health partners and the global
community. CDC anticipates soliciting and negotiating with only one source
under the statutory authority 10 U.S.C. 2304(c)(1) permitting other than full
and open competition in accordance with Federal Acquisition Regulation (FAR)
Part 6.302-1 - Only one responsible source and no other supplies or services
will satisfy agency requirements. Tele Atlas North America, Inc. is the only
source available to provide a product that meets mission critical requirements.
No Request for Proposal (RFP) will be issued based upon this Notice of Intent.
