Scope of Work: The School District of St. Lucie County, Florida is seeking to solicit proposals from qualified vendors to provide indoor air quality services which include rapid response and recovery for water impacted building materials, HVAC services, mold mitigation and drywall repair. The contractor must have the ability to respond to the designated work location within two hours of being called. The School District is requesting the services of a qualified and experienced indoor air quality service company, Contractors that can provide professional technical services in the response, recovery, and mitigation phases of any emergency situation as required by the School District. The Contractor shall be responsible for the performance of all of the requirements of this scope of services as ordered by the School District. Response time shall be deemed as having a Contractor’s representative physically present at the School District’s Operations Center within two (2) hours after notification of need. Performance shall be deemed as the commencement of services within twenty-four (24) hours of issuance of Notice to Proceed. The School District shall provide the designated services, including operations and management, logistical support, construction and technical assistance before, during, or after any potential or actual disaster situation or emergency. The Contractor shall provide for the provision of personnel, equipment, plans, procedures, and other materials and capabilities necessary for recovery situations, as ordered on an as needed basis. The Contractor must have available a wide variety of emergency preparedness, response, recovery, and mitigation resources. Upon request from the School District, the Contractor shall be responsible for management, staff augmentation and support capabilities including, but not limited to consumables, temporary facilities, transportation support (trucking and static support assets), power generation, portable lights, deployable; personnel, and major end items and Development of Operational Procedures for Logistical Staging areas, base camps, comfort stations, food and lodging.

This notice presents a general description of the work to be accomplished under this Solicitation for Beachfill in Avalon, Cape May County, New Jersey. The proposed work consists of placing beachfill and grading the material to a specified template. The beachfill material shall be dredged from the borrow area which is located in the Townsends Inlet Channel, adjacent to the project site (which will be shown on the drawings), and placed in the area between 10th and 15th Streets in the Borough o Avalon, New Jersey. The Government intends to award a contract to the responsible/responsive bidder whose bid conforms to the solicitation, provides the lowest unit price for beachfill (largest quantity of sand) for the total amount of available funds shown on the bid schedule. This contract requires a minimum quantity of 150,000 cubic yards. Bids not meeting the minimum quantity of sand will be not be considered for award. Solicitation Number W912BU-08-B-0018 will be issued on or about 18 July 2008 with a bid opening date of 19 August 2008. Estimated cost range of the project is $1,000,000.00 to $5,000,000.00. The NAICS Code for this project is 237990 (SIC 1629) with a size standard of $18.5 million. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. The NAICS code for this requirement is 237990. This is an UNRESTRICTED procurement. The estimated magnitude of construction cost is between $250,000,000 and $500,000,000.

The U.S. Army Corps of Engineers (USACE), Hurricane Protection Office intends to issue a solicitation for preconstruction services and construction option(s) for Levee Improvements to the New Orleans East Back Levee, Reach LPV 111 in Orleans Parish, LA. The solicitation will be a Request for Proposal for a Firm Fixed-Price Base with Fixed Price Incentive option requirement in accordance with FAR SubPart 16.403 utilizing Early Contractor Involvement (ECI) also known as Construction Manager at Risk. The project is critical to the Hurricane Storm Damage Risk Reduction System (HSDRRS) and must be completed by June 1, 2011.

The levee system is an essential component of the New Orleans HSDRRS in St. Bernard Parish. LPV 148.02 is a levee segment located between LPV 147 (Highway 46 and Bayou Road Floodgate) and LPV 149 (Verret to Caernarvon Floodwall and Structures), from station 1118+00 to 1552+50, approximately 43,500 LF. The existing levee elevation will be 20.0 upon completion of the LPV 148.01 construction contract, currently scheduled for March 2009. This project will construct a new T-wall to elevation 29.0. The walls will tie in to LPV 147 (Highway 46 and Bayou Road Floodgate) on the west at approximate station 1131+30, and LPV 149 (Verret to Caernarvon Floodwall and Structures) on the east at approximate station 1552+50. This reach includes the St. Marys Pump Station No. 8, which will require construction of new fronting protection to elevation 30.5; removal of the existing Creedmore Drainage Structure; and relocation of 12 pipelines.

Evaluation will be based on the Tradeoff Process (Best Value Continuum) in accordance with FAR SubPart 15.101-1 and Source Selection SubPart 15.3. The evaluation criteria consist of four (4) Technical (non-cost) factors, each of which has additional sub-factors for evaluation and Price. The Technical (non-cost) factors, listed in descending order of importance, are: (1) Technical Experience; (2) Past Performance; (3) Preconstruction Services Plan; and (4) Construction Approach. Technical (non-cost) factors when combined are significantly more important than Price. The basis of award will be made to the Offeror who provides the best value to the Government. The resulting contract award will be a Firm Fixed-Price portion for the preconstruction services and Fixed Price Incentive Option for the construction phase.

Extent of participation of small businesses (SB), small disadvantaged businesses (SDB), women-owned small businesses (WOSB), veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and minority institutions on the proposed contract are measured as a percentage of the total planned subcontracting dollars. The selected firm, if a large business firm, must comply with FAR Subpart 52.219-9 regarding the requirement for submitting and negotiating a subcontracting plan. The subcontracting goals for this District are: (1) at least 70.00% of the subcontract amount be placed with SBs, which include SDBs and WOSBs; (2) at least 6.2% of the subcontract amount be placed with SDBs; (3) at least 7.0% of the subcontract amount be placed with WOSBs; (4) at least 9.8% for HUBzone SB; (5) 3.0% for VOSB; and (6) at least 0.9% for SDVO SB.

The contractor shall conduct a preliminary assessment of the state of the nation’s EMS systems using currently available data and shall identify key areas for which existing EMS data are insufficient for a meaningful analysis. The contractor shall prepare a final report summarizing the results of the assessment, gap analysis and recommendations for ongoing EMS assessment.

 

NHTSA’s objectives are :

 to understand what data are being collected at the state, regional, and national levels that pertain to EMS systems, EMS emergency preparedness, and 9-1-1 communications.

 to assess the quality, availability, and comprehensiveness of the data on EMS systems that are currently being collected,

 to identify significant areas for which assessment is not possible at this time, due to limitations in existing data,

 to develop recommendations for a sustainable process to assess the nation’s EMS system, and

 to obtain a written report summarizing the current state of the nation’s EMS system, including recommendations for future assessment efforts.

 

The plan shall allow for collection of data on all aspects of EMS systems from by-stander care and 9-1-1/emergency dispatch through prehospital care and transport to definitive care, and including EMS emergency preparedness. The findings from this assessment will be used by NHTSA to prepare, on behalf of FICEMS, a Report to Congress on the state of the Nation’s EMS systems and to facilitate an eventual gap analysis.

 

 

Format of Corporate Capabilities Statement:

 

Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm’s ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such.

 

All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response.
