BIDS for SUBSTRUCTURE REPAIRS AT PIER 2A, KAWAIHAE HARBOR, KAWAIHAE, HAWAII,
HAWAII, JOB H. C. 50066, will be received at the Contracts Office, Department
of Transportation, 869 Punchbowl Street, Honolulu, Oahu, Hawaii 96813, or
at the Office of the District Engineer Hawaii, 50 Makaala
Street, Hilo, Hawaii 96729, until 2:00 p.m., Hawaii Standard Time (HST), June
25, 2009, at which time and place(s) they will be publicly opened and read.
A compact
disc containing the plans, specifications, proposal
and contract forms may be obtained from the above office(s). Bids (hard
copies) shall be submitted in a sealed envelope, and shall be on the Proposal
Form provided on the compact disc Department. The General Provisions
applicable to this project are also available for purchase from the above
office(s) for One Dollar ($1.00) per copy. Bids received after the
established due date and time will not be considered.
The scope
of work for this project consists of repairing earthquake damage, spalls,
delaminations, and cracks in concrete slab
soffits, girders, beams, and piles. Repairs will include replacing
severely corroded steel reinforcement. Estimated construction cost
is between $300,000 and $1,000,000.
To be
eligible for award, bidders must possess a valid State of Hawaii General
Engineering A, Specialty Contractor’s C-31 or C-31b license at the time of
bidding.
In
accordance with Section 3-124-4, Hawaii Administrative Rules, this project is
subject to Hawaii Product Preference. The Hawaii Product List may be
examined at the State Procurement Office, 1151 Punchbowl Street or online at
www.spo.hawaii.gov/hawaii-public-procurement-code-chapter-103d-hrs/alphabetical-list-of-qualified-applicants/ .
A pre-bid conference is scheduled for 10:00 A.M., June 10, 2009 at the
Department of Transportation, Harbors Division, 79 South Nimitz Highway, 3rd Floor Conference Room No. 1. All prospective
bidders or their representatives (employees) are encouraged to attend, but
attendance is not mandatory. Persons needing special accommodations at
the pre-bid conference due to disability may contact Dale Andres at

Campaign contributions by State and County Contractors.
Contractors are hereby notified of the applicability of Section 11-205.5, HRS,
which states that campaign contributions are prohibited from specified State or
County government contractors during the term of the contract if the
contractors are paid with funds appropriated by a legislative body. For

The Equal
Employment Opportunity Regulations of the Secretary of Labor implementing

~CONSTRUCTION MANAGEMENT ~ RECOVERY OF STORM DAMAGED FACILITIES PUBLIC NOTICE
~NEW ORLEANS REGIONAL TRANSIT AUTHORITY~ Notice is hereby given that proposals
will be received by the New Orleans Regional Transit Authority (RTA) for
construction management services required for the recovery of storm damaged
facilities. Proposals will be received by Don Hyde at the RTA Trailer Complex
located at 2817 Canal St, New Orleans, LA, 70119, until 3:30 P. M., Tuesday,
June 16, 2009. Specifications and further information concerning the RFP may be
obtained from Don Hyde, on Monday, May 18, 2009, via e-mail at dhyde@norta.com,
or by telephoning (504) 827-8398. A pre-proposal conference will be held on
Thursday, June 4, 2009, at 2:00 p.m.. at the above address. RTA in accordance with 49 CFR Part 26, has an obligation to ensure that Disadvantaged Business
Enterprises (DBE’s) have the opportunity to compete for and perform contracts.
Accordingly, this contract has been assigned a goal of 20% DBE participation.
Notice to all offerors is hereby provided, that in
accordance with State and Federal laws, the RTA will ensure that disadvantaged

With this
announcement, the Chicago District Corps of Engineers issues a Pre-solicitation
Notice for its CHICAGO SHORELINE STORM DAMAGE REDUCTION EROSION CONTROL
MONTROSE NORTH PLANTING PROJECT. The Contractor will be responsible
for providing all the necessary facilities, plants, labor, transportation,
materials, and equipment to repair and correct the site plant community. The
contractor will be required to rehabilitate poor quality areas of substrate by
removing poor quality substrates and replacing with specified top soil, reseed
these soil rehabilitation areas, control invasive species throughout the site,
and augment the species richness by seeding throughout the site, with some
areas to planted with an expanded list of species. The Classification
Code for this procurement is North American Industry System (NAICS) 813312 -
"Environment, Conservation and Wildlife Organizations", with a Small
Business Standard size of $7,000,000.00. Competition for this
acquisition A TOTAL SMALL BUSINESS SET-ASIDE. The period of performance
is for approximately 913 Calendar Days. It is anticipated that the resultant
contact will be a firm-fixed price service contract (the proposed contract will
also include a liquidated damages clause and the requirement for a performance
bond). The Invitation for Bids (IFB) Package will be downloadable from
the INTERNET ONLY. The project specification files are Portable Document Format
(PDF) files and can be viewed, navigated or printed

of the Port of New Orleans will receive sealed bids in the Purchasing
Department, 2nd floor, room 240, 1350 Port of New Orleans Place, New Orleans,
Louisiana 70130 on Wednesday, July 1, 2009, until 2:00 P.M., local time, for
Requisition No. 053118. The work consists of furnishing all labor, material and
equipment to repair and restore lighting on five high-mast lighting poles per
the drawings and specifications provided in this bid document. The site is
located on the Northeast corner of Alvar Street and
France Road Parkway at the France Road Parkway Terminal in New Orleans,
Louisiana. (Estimated Cost: $99, 000.00 to $160, 000.00).
All Bids must be in accordance with the Bidding Documents on file with the Port
of New Orleans. Complete contract documents may be obtained at Contract
Administration on the 2nd floor, Room 203 at the above address upon a payment
of a non-refundable fee of $30 per set by check or money order only to the
Board of Commissioners of the Port of New Orleans. In
accordance with LSA R.S. 38:2212 (A) (1) (e). Contract documents may

A pre-bid conference will be held on Wednesday, June 17, 2009 at 10:00 a.m.
local time at the site. Bidders are urged to attend. Proposal forms will only
be issued to those contractors complying with State Licensing Laws for
Contractors, LSA R.S. 37:2163. On any bid submitted in the amount of $50,000 or
more the Contractor must hold a valid license issued by the Louisiana Licensing
Board for Contractors. This project is classified as an electrical project.
Objection to the required classification should be filed in accordance with
Louisiana Revised Statute LA R.S. 37:2163 as stated by the Louisiana State
Licensing Board for Contractors. Deposit of five percent (5%) of the bid by
certified check, or cashier's check, or by bid bond is required and the bidder
to whom the contract is awarded shall also be required to furnish a performance
bond in the total amount of the bid. The bid bond must be furnished in
accordance with the requirements of LSA R.S. 38:2218 and the performance bond
in accordance with the provisions of LSA R.S. 38:2219. Work in the amount of at
least sixty percent (60%) of total amount of contract as awarded shall be
performed by Contractor at construction site, or within his own shop, plant, or
yard with his own employees. The right is reserved to reject all Bids, to waive
informalities, and to reject non-conforming, non-responsive, or conditional
Bids, and to make award in the Board's best interest in accordance with the

This
sources sought is issued for the sole purpose of conducting market research in
accordance with the Federal Acquisition Regulation (FAR) Part 10. This effort
is to seek information on qualified HUBZONES, 8(a) and Service Disabled Veteran
owned small businesses. The Government is seeking information only on
manufacturing, testing and delivery capability of firms in the below categories
in providing the following products/services.

to respond. The Government will not pay for any information solicited.
Respondents will not be notified of the results of the evaluation. One of the
main functions of this sources sought is to assist the Contracting Officer in
determining whether a HUBZone, Service-Disabled
Veteran Owned Small Business, Small Business Set-aside or an
8(a) is an acceptable acquisition strategy for an anticipated
procurement. If a full and open competition is ultimately pursued, responses to
this sources sought will be used to aid in establishing small business
subcontracting goals. The Government anticipates the release of the request for
proposal (RFP) on June, 12, 2009 and award in August 2009. The appropriate
NAICS Code is 321991 with a size standard of 500 employees.
It is
requested that interested parties submit a brief capabilities package. This
capability package shall address, at a minimum the following:
1.
Examples of projects worked within the last five years of similar size, scope
and complexity as the work indicated. Indicate whether your firm worked as a
prime or subcontractor, contract value, brief description of how the referenced
contract relates to the work described, and a Government/Agency point of
contact.
2.
Company profile, to include number of employees and status, annual reports,
office location(s) including manufacturing facilities, size condition and
current production type, DUNS number, and CAGE Code.
3. Please
indicate if you are a Small Business, Service-Disabled Veteran-Owned Small
Business, certified HUBZone Small Business, or
certified 8(a) Small Disadvantaged
Businesses.
4.Must have adequate financial, manufacturing and
Air Quality Testing capabilities (see attached specs).
5.List of equipment utilized, licensing and permits
acquired.
6. Must
be able to demonstrate the ability to mass manufacture, test and deliver a
significant number of Manufactured Homes to locations in the US within 90 days
of order to support major disasters or catastrophic events such as Hurricane
Katrina or Ike at fair and reasonable prices.
To
reiterate, the capabilities package for this sources sought notice is not a
proposal, but rather a statement regarding the company's ability to demonstrate
existing expertise, experience, resources and capability to fulfill such a
requirement.
Any
commercial brochures or currently existing marketing material may also be
submitted with the capabilities package. Submission of a capabilities package
is not a prerequisite to any potential future offerings, but participation will
assist the The Department of Homeland Security,
Federal Emergency Management Agency (FEMA) in tailoring requirements that are
consistent with the industry capabilities.
