Description This contract provides for the widening of the South Spokane Street viaduct and the rehabilitation of the existing structure, and the reconstruction of westbound lanes of the South Spokane Street surface roadway. A new ramp to and from 1st Avenue South will be constructed as part of the contract. An existing ramp at 4th Avenue South will be demolished. The project extends from approximately 6th Avenue South to East Marginal Way South along South Spokane Street.

 

The work in general consists of demolition and removal of access ramps and other portions of the existing viaduct including steel and concrete structures, removal of concrete pavement, removal of illumination system, and removal of miscellaneous pipe and utility structures; construction of a new ramp and bridge superstructure consisting of mechanically stabilized earth abutment wall, prestressed concrete girders, cast-in-place concrete girders, steel girders, approach slab, deck slab, diaphragms, earthquake restrainers, barriers, bridge drains, fire protection system, expansion joints and other bridge miscellaneous items; retrofit of existing viaduct structure consisting of reinforced concrete, steel casing of columns, installation of new deck overlay, expansion joints, bridge drains and downspouts; foundations consisting of drilled shafts, auger cast piles, grade beams, and footing extensions; paving with asphalt concrete pavement and cement concrete pavement, installing temporary and permanent signing and signalization, striping and channelization, illumination, relocation of drainage and other utilities, closed circuit television system, and such other related and incidental work as may be necessary in conjunction therewith. The work will include lead and asbestos abatement efforts. The work also includes coordination by the Contractor with Burlington Northern-Santa Fe Railroad (BNSF) and Union Pacific Railroad (UPRR) when these railroads install concrete grade crossings and relocate and/or install railroad signals and/or gates at grade crossings, and when Project work is performed near their tracks.

DescriptionThe project (referred to as East Marginal Way Grade Separation) provides for the construction of a new vehicular overpass structure (to separate vehicular traffic from rail traffic) located south of S. Spokane Street (lower Spokane Street) and East Marginal Way intersection in Seattle, Washington. This structure, located in a major regional highway and rail corridor, is south of the Spokane Street, west of the Alaskan Way Viaduct (SR 99), and east of the Duwamish Waterway. The project also includes minor improvements at the existing street connections, realignment of a portion of South Spokane Surface Street to pass under the grade separated roadway, and construction of a new at-grade roadway for local access circulation. The Work also includes temporary traffic control, erosion control, removal of pavement, grading and surfacing of non-roadway areas, drainage, drainage vault, retaining walls, earthquake drains, paving, channelization, signal modifications, illumination, signing, and other required work. The traffic controller cabinet for the project and a gate valve for a new hydrant have been procured by the Port of Seattle through the Seattle Department of Transportation and Seattle Public Utilities. The Engineer's estimate range for this project is $18,000,000 - $24,000,000. Each bid must be accompanied by a cashier's check, money order, or surety bid bond, in an amount of not less than five percent (5%) of the total bid, made payable to Port of Seattle.

Performance and Payment bonds will be required with the Contract. Time limit for substantial completion of the work is (TBD) calendar days.

The Port reserves the right to reject any and all bids, to waive any informality, to accept any alternate bids, and to make such award that it deems to be in its best interest and pursuant to the terms of the General Conditions. - Contract time extends from Award of the contract through Contract Completion as defined in the General Conditions. Synopsis: Added: Jun 11, 2009 2:54 pm The intent of this contract is to provide for heavy road maintenance of forest roads on the Mt. Baker-Snoqualmie National Forest. The roads are located on the Snoqualmie Ranger District (North Bend and Enumclaw areas) and the Skykomish Ranger District. Heavy Road Maintenance is considered storm damaged sites that did not qualify under the Emergency Relief for Federal Owned Roads (ERFO) or deferred maintenance. This will be considered routine maintenance within the existing road prism. Existing road will be rebuilt to its approved traffic service level or will be improved to increase safety, operational efficiency or resource protection. Reconstruction includes rebuilding roads to their original standards. All road reconstruction plans, standards and specifications will provide for minimum needed road width, drainage and safe operation while incorporating measures for mitigating for resource disturbances. The overall existing condition of roads to be reconstructed is generally inadequate for resource protection or anticipated use or the road is impassable for the design of the vehicle. The majority of this contract will entail spot reconstruction where the primary disturbance is confined to a limited area, such as culvert installation, rock buttress and embankment repairs, mitigating subsurface water problem areas, rebuilding a shoulder or addition of turnouts. Areas between the reconstructed spots generally will need reconditioning (which includes but is not limited to; reshaping and processing the road surface, ditches, brushing the shoulders and treating danger trees). Most of the reconstruction and reconditioning is actually maintenance to restore the road to its original condition. District maps showing the road systems are available for viewing and/or purchase at the district offices in North Bend and Skykomish. Estimated issue date for the solicitation is on or about June 25, 2009. Estimated start work date is August 1, 2009 with a duration of 1080 days. The project is 100% set aside for HubZone small business concerns.

 

The resulting contract will be a performance based Indefinite Quantity Indefinite Delivery contract with a minimum guarantee of $300,000.00 and a maximum not to exceed $999,000.00. Roads will be identified on work orders for the Contractor. Level 3-5 roads will be maintained to passenger car driveability and meet the Highway Safety Act stndards. Level 2 roads will be pasable with a 4x4 vehicle. The Contractor shall start work when directed within three calendar days from the date of the work order. The U.S. Geological Survey (USGS), University of Washington, has a requirement for services for operating Real-Time seismic data acquisition system, and to assist in the transition from the Earthworm system to the Cheetah system.

The USGS - Geologic Division, Western Earthquake Hazards Team (WEHZ) requires non-personal services associated with maintenance and operation of the Pacific Northwest Seismic Network (PNSN). The PNSN is a joint endeavor with the University of Washington (UW) in Seattle. Operation of the PNSN is a complex undertaking requiring the efforts of approximately a dozen persons. The seismic data and acquisition recording system is called Earthworm, and was originally developed by the USGS for use both within the agency and by cooperating universities that operate regional seismograph networks like the PNSN. This system consists of many intricate sub-components and interlinking tasks. Responsibilities for these tasks and components are distributed among the staff that consists of University of Washington employees and USGS employees and contractors.

The contractor will monitor and maintain certain parts of the Earthworm real-time seismic data acquisition system and the new Cheetah system as it replaces the current system. The system must be maintained to the standards implemented by the UW. The contractor will troubleshoot the failure of various Earthworm software modules and restore them to operation; a similar function will apply to the new Cheetah system once installed. Ultimately, the Earthworm system will be turned off sometime in FY 2010, and all contractor activity will be with the Cheetah system. The contractor will install digital seismic data recorders in the field. In the office the contractor will test said instruments before deployment in the field. The contractor will troubleshoot malfunctioning recorders either in the field or in the office. If repair is simple, the contractor may make the repairs, otherwise the contractor will prepare appropriate documentation that will accompany the unit back to the factory, describing the symptoms of the malfunction.

Contractor must have detailed knowledge and experience with operation of the Earthworm real-time seismic data acquisition system and the replacement Cheetah system is a requirement of contractor. This includes, but is not limited to, a user-level expertise in the Unix, Linux and Windows operating systems. Contractor shall have substantial experience working with the following digital seismic data loggers and sensor systems: Refraction Technology 72A series, Terra Technology IDS series, Kinemetrics K2, Guralp 5TD; Sensors: all those sensors on board the previously listed seismograph systems, plus Guralp 3T and 40T broadband sensors and Sercel L4 velocity transducers. Contractor shall also have experience with the ANSS NetQuake system, including an understanding of the state of health information of most common internet connection configurations and ways to troubleshoot these connections in the field. Contractor shall also have experience working with Motorola lease-line modems and Lantronix MSS-100 and MSS-484 serial serving devices, and Intuicom Communicator II serial data transceivers (radio modems).

The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b) (1) to Lynn Simmons, Seattle, Wa. The proposed contractor has over four years experience in working within the system and has detailed knowledge and experience with the above mentioned systems. Other interested concerns having the ability to furnish these services/supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does not represent the Government's only written notice of this procurement.
